Intended to supplement the fifth grade textbook "Young Consumers" (part of the "Law in Action Series" by West Publishing Company, 1980), this guide contains 22 lessons each of which includes a classroom visit from a community resource person. The guide is a product of the Urban Consumer Education Project, a cooperative program between the St. Louis Public Schools and the Missouri Attorney General's office. The lessons were developed and field tested by the 40 fifth-grade teachers and 40 community resource persons who participated in the project. Community persons give presentations on a variety of topics including advertising, how to save money riding the bus, crime, ways to conserve energy, consumer problems, contracts, filing a complaint, insurance, utilities, police department, using the telephone wisely, fraud, toy safety, and reading food labels. Each lesson includes the following information: consumer objectives; skill objectives; a listing of related lessons from the text "Young Consumers"; a listing of presentation materials needed by the teacher and resource person; vocabulary words to know; pre-visit activities for the teacher to do with the students; an outline of the resource person's classroom presentation; and follow-up activities that the teachers can use to reinforce the lesson's consumer and basic skills objectives. Also included in the guide is a supplement containing materials such as worksheets and discussion aids which can be used with each lesson and a description of additional community resources in the St. Louis area. A five-chapter manual provides a model for involving the state attorney general and the business and professional communities in law-related consumer education at the elementary school level. Chapter I, introduction, describes the history and special features of the program as it was developed for the St. Louis (Missouri) public schools. Chapter II outlines skill strands, administrative rationale, and main components of the instructional program. Chapter III provides a step-by-step strategy for setting up a joint venture: establishing a new system, defining the functions of each agency, defining job responsibilities, and establishing procedures for decision making. Chapter IV considers the size and scope of program goals, educational objectives, and short and long term goals. Chapter V discusses project implementation, while chapter VI considers institutionalization of the program. Sources of possible funding for cooperative educational projects are discussed in chapter VII. The final chapter provides helpful forms, suggestions for advisory board membership, sample letters, record-keeping forms, and workshop programs. An appendix contains a sample lesson plan. (LP)

This guide describes a model for training teachers in a multi-disciplinary, multi-process approach to environmental education. The model was developed and evaluated over a two-year period. The guide documents experience with the model and points out suggestions for building an inservice program in environmental education that makes use of resources found in a local community. The guide focuses mainly on teachers of grades 4, 5, and 6, but has relevance for teachers at all grade levels. (Author/RE)
