Abstract

In this report, we present the analysis of the different available biodiversity data streams at the EU and national level, both baseline biodiversity data and monitoring data. We assess how these biodiversity data inform and trigger policy action and identify the related challenges the different European countries and relevant EU agencies face and the solutions to overcome them. To do this, we consulted with more than 350 expert stakeholders from policy, research and practice. The assessment identified a fragmented biodiversity data landscape that cannot currently easily answer all relevant policy questions. Quantity and quality of biodiversity baseline datasets differ for the different countries, ranging from non-existent biodiversity monitoring due to capacity issues, to regular monitoring of ecosystem processes and state. By engaging stakeholders and experts in both member states and non-member states and from several EU bodies, we identified key challenges and ways to address these with targeted solutions towards building a joint European Biodiversity Monitoring Network. Solutions include focussing on cooperation and coordination, enhanced data standardisation and sharing, as well as the use of models and new technologies. These solutions can however only be realised with dedicated funding and capacity building, in coordination with all stakeholders in partnership.

Abstract

In May 2019, Collection 2 of the Copernicus Global Land Cover layers was released. Next to a global discrete land cover map at 100 m resolution, a set of cover fraction layers is provided depicting the percentual cover of the main land cover types in a pixel. This additional continuous classification scheme represents areas of heterogeneous land cover better than the standard discrete classification scheme. Overall, 20 layers are provided which allow customization of land cover maps to specific user needs or applications (e.g., forest monitoring, crop monitoring, biodiversity and conservation, climate modeling, etc.). However, Collection 2 was not just a global up-scaling, but also includes major improvements in the map quality, reaching around 80% or more overall accuracy. The processing system went into operational status allowing annual updates on a global scale with an additional implemented training and validation data collection system. In this paper, we provide an overview of the major changes in the production of the land cover maps, that have led to this increased accuracy, including aligning with the Sentinel 2 satellite system in the grid and coordinate system, improving the metric extraction, adding better auxiliary data, improving the biome delineations, as well as enhancing the expert rules. An independent validation exercise confirmed the improved classification results. In addition to the methodological improvements, this paper also provides an overview of where the different resources can be found, including access channels to the product layer as well as the detailed peer-review product documentation.

Abstract

International audience; LAI, FAPAR and FCOVER variables are required for the monitoring, understanding and modelling of land surfaces at the global scale. While several products were already developed from the current medium resolution sensors, the few validation exercises achieved demonstrated that significant discrepancies and inconsistencies were observed. The objective of this study was to develop new global estimates of LAI, FAPAR and FCOVER that will build on the pros and minimize cons of already existing products. In a first step, the performances of the MODIS, CYCLOPES, GLOBACRBON and JRC‐FAPAR products were reviewed. The MODIS and CYCLOPES products were selected since they provide higher level of consistency. These products were then fused to generate the ‘best estimate’ of LAI, FAPAR and FCOVER that were later scaled to better match their expected range of variation. Finally, neural networks were trained to estimate these best estimates products from SPOT‐VEGETATION top of canopy directionally normalized reflectance values. Performances of the derived products called GEOV1 were evaluated, showing significant improvements as compared to previous products. These products will be extended back to 1981 using the AVHRR series of observation, and continued after the VEGETATION era thanks to AVHRR‐METOP, PROBA‐V and Sentinel3 future missions

Abstract

The European GMES initiative provides a political framework for future implementations of Services Centres related to environmental applications. The FP7/geoland2 project is the last brick towards the implementation of fully mature GMES Land Services, consisting of Core Mapping Services (CMS) and Core Information Services (CIS). Its goal is to build, validate and demonstrate operational processing lines and products on a user-driven basis. The CMS produce “basic” geo-information on the land state covering a wide variety of thematic content, spatial scales from local to global, and update frequency from sub-daily to several years. Besides being a valuable information source by their own, the “basic” products are input for the Core Information Services focusing on a broad variety of thematic fields, like water quality, forest management, spatial planning, agri-environmental issues,carbon cycle analysis, supporting the European environmental policies and international treaties on climate change, food security,and sustainable development. The Bio-geophysical Parameter (BioPar) CMS aims at setting-up operational infrastructures for providing regional, continental, and global variables describing the vegetation state, the radiation budget at the surface, and the water cycle, both in near real time and off-line mode. The concept, the objectives, and the structure of geoland2, and of the BioPar CMS, in the European GMES context are introduced. The research, development, production, and validation activities of the BioPar CMS are presented with a special focus on the first biophysical products available to the institutional users, and to the scientific community.

Abstract

The Copernicus Global Land service provides continuously a set of bio-geophysical variables describing, over the whole globe, the vegetation dynamic, the energy budget at the continental surface and some components of the water cycle. These generic products serve numerous applications including agriculture and food security monitoring. The portfolio of the Copernicus Global Land service contains Essential Climate Variables like the Leaf Area Index (LAI), the Fraction of PAR absorbed by the vegetation (FAPAR), the surface albedo, the Land Surface Temperature, the soil moisture, the burnt areas, the areas of water bodies, and additional vegetation indices. They are generated every hour, every day or every 10 days on a reliable automatic basis from Earth Observation satellite data. Beside this timely production, the available historical archives have been processed, using the same innovative algorithms, to get consistent time series as long as possible. All products are accessible, free of charge after registration through FTP/HTTP (http://land.copernicus.eu/global/) and through the GEONETCast satellite distribution system. The evolution of the service towards the operations at 333m resolution is partly supported by the FP7/ImagineS project which focuses on the retrieval of LAI, FAPAR, fraction of vegetation cover and surface albedo from PROBA-V sensor data. The paper presents the innovations of the 333m biophysical products, make an overview of their current status, and introduce the next steps of the evolution of the Copernicus Global Land service.
