The solar radiation-based calibration (SRBC) of the Sea-viewing Wide Field-of-view Sensor (SeaWiFS) was performed on 1 November 1993. Measurements were made outdoors in the courtyard of the instrument manufacturer. SeaWiFS viewed the solar irradiance reflected from the sensor's diffuser in the same manner as viewed on orbit. The calibration included measurements using a solar radiometer designed to determine the transmittances of principal atmospheric constituents. The primary uncertainties in the outdoor measurements are the transmission of the atmosphere and the reflectance of the diffuser. Their combined uncertainty is about 5 or 6%. The SRBC also requires knowledge of the extraterrestrial solar spectrum. Four solar models are used. When averaged over the responses of the SeaWiFS bands, the irradiance models agree at the 3.6% level, with the greatest difference for SeaWiFS band 8. The calibration coefficients from the SRBC are lower than those from the laboratory calibration of the instrument in 1997. For a representative solar model, the ratios of the SRBC coefficients to laboratory values average 0.962 with a standard deviation of 0.012. The greatest relative difference is 0.946 for band 8. These values are within the estimated uncertainties of the calibration measurements. For the transfer-to-orbit experiment, the measurements in the manufacturer's courtyard are used to predict the digital counts from the instrument on its first day on orbit (August 1, 1997). This experiment requires an estimate of the relative change in the diffuser response for the period between the launch of the instrument and its first solar measurements on orbit (September 9, 1997). In relative terms, the counts from the instrument on its first day on orbit averaged 1.3% higher than predicted, with a standard deviation of 1.2% and a greatest difference of 2.4% or band 7. The estimated uncertainty for the transfer-to-orbit experiment is about 3 or 4%.

The work on the grant was mainly directed towards developing new, accurate, redundant methods for the in-flight, absolute radiometric calibration of satellite multispectral imaging systems and refining the accuracy of methods already in use. Initially the work was in preparation for the calibration of MODIS and HIRIS (before the development of that sensor was canceled), with the realization it would be applicable to most imaging multi- or hyper-spectral sensors provided their spatial or spectral resolutions were not too coarse. The work on the grant involved three different ground-based, in-flight calibration methods reflectance-based radiance-based and diffuse-to-global irradiance ratio used with the reflectance-based method. This continuing research had the dual advantage of: (1) developing several independent methods to create the redundancy that is essential for the identification and hopefully the elimination of systematic errors; and (2) refining the measurement techniques and algorithms that can be used not only for improving calibration accuracy but also for the reverse process of retrieving ground reflectances from calibrated remote-sensing data. The grant also provided the support necessary for us to embark on other projects such as the ratioing radiometer approach to on-board calibration (this has been further developed by SBRS as the 'solar diffuser stability monitor' and is incorporated into the most important on-board calibration system for MODIS)- another example of the work, which was a spin-off from the grant funding, was a study of solar diffuser materials. Journal citations, titles and abstracts of publications authored by faculty, staff, and students are also attached.

This is the fourth annual report on NASA grant NAGW 3543, titled 'Sea-viewing Wide Field of view Sensor (SeaWiFS) calibration and algorithm validation'. An extended field experiment was conducted at Lake Tahoe in late July 1996 that involved: experimental verification of radiative transfer computations for various viewing geometries; retrieval of an effective aerosol optical depth height; calibration of a large field of view (FOV) sensor; and an evaluation of spatial non-uniformities in surface reflectance. The investigation and development of novel methods for the calibration of field radiometers at a variety of signal levels has been continued during the past year.

A substantial amount of field research has been completed during this period (1 October 1994 - 31 October 1995). The applicability of different in-flight calibration methods was studied. In addition, various field instruments and new equipment were tested to appraise their usefulness during such calibration activities. The purposes and (expected) results of these field experiments are detailed in separate sections of this report. One section contains a synopsis of calibrations conducted over both land and water targets. A second section contains the results of an experiment conducted to determine the spatial uniformity of surface reflectance at Lake Tahoe, the chosen water calibration site. Advances were also made in the area of radiative transfer software development. An existing exact radiative transfer code, Successive Orders (SO), was modified to provide outputs of the radiance distribution at arbitrary altitudes above a selected calibration target. These modifications were needed to utilize the SO software in radiance-based sensor calibrations. Serious thought was given to the general applicability of various calibration techniques to calibrations conducted over water surfaces. In particular, the practicality of the radiance-based and reflectance-based methods of in-flight radiometric calibration was evaluated.

Three methods for determining an absolute radiometric calibration of a spacecraft optical sensor are compared. They are the well-known reflectance-based and radiance-based methods and a new method based on measurements of the ratio of diffuse-to-global irradiance at the ground. The latter will be described in detail and the comparison of the three approaches will be made with reference to the SPOT-2 HRV cameras for a field campaign 1990-06-19 through 1990-06-24 at the White Sands Missile Range in New Mexico.

The use of an on-board solar diffuser has been proposed to monitor the in-flight calibration of satellite sensors. This paper presents the preliminary specifications and design for a ratioing radiometer, to be used to determine the change in radiance of the solar diffuser. The issues involved in spectral channel selection are discussed and the effects of stray light are presented. An error analysis showing the benefit of the ratioing radiometer is included.

If the solar spectral irradiance and the orientation and directional reflectance of a solar diffuser are known, then the spectral radiance of the diffuser is readily calculated and it can be used for the accurate absolute calibration of a satellite sensor. However, the solar diffuser is exposed during in-flight satellite sensor calibration to high-energy ultraviolet irradiance, particle impacts and atomic oxygen effects. This paper describes desirable solar diffuser characteristics and the results of proton and UV irradiation on the directional-hemispheric spectral reflectance, the bidirectional spectral reflectance factor and the polarization properties of candidate diffuser materials.

The calibration method reported here makes use of the reflectances of several large, uniform areas determined from calibrated and atmospherically corrected SPOT Haute Resolution Visible (HRV) scenes of White Sands, New Mexico. These reflectances were used to predict the radiances in the first two channels of the NOAA-11 Advanced Very High Resolution Radiometer (AVHRR). The digital counts in the AVHRR image corresponding to these known reflectance areas were determined by the use of two image registration techniques. The plots of digital counts versus pixel radiance provided the calibration gains and offsets for the AVHRR. A reduction in the gains of 4 and 13 percent in channels 1 and 2 respectively was found during the period 1988-11-19 to 1990-6-21. An error budget is presented for the method and is extended to the case of cross-calibrating sensors on the same orbital platform in the Earth Observing System (EOS) era.

Calibrated solar radiometer intercepts allow spectral optical depths to be determined for days with intermittently clear skies. This is of particular importance on satellite sensor calibration days that are cloudy except at the time of image acquisition. This paper describes the calibration of four solar radiometers using the Langley-Bouguer technique for data collected on days with a clear, stable atmosphere. Intercepts are determined with an uncertainty of less than six percent, corresponding to a maximum uncertainty of 0.06 in optical depth. The spread of voltage intercepts calculated in this process is carried through three methods of radiometric calibration of satellite sensors to yield an uncertainty in radiance at the top of the atmosphere of less than one percent associated with the uncertainty in solar radiometer intercepts for a range of ground reflectances.

The absolute radiometric calibration of the NS001 Thematic Mapper Simulator reflective channels was examined based on laboratory tests and in-flight comparisons to ground measurements. The NS001 data are calibrated in-flight by reference to the NS001 internal integrating sphere source. This source's power supply or monitoring circuitry exhibited greater instability in-flight during 1988-1989 than in the laboratory. Extrapolating laboratory behavior to in-flight data resulted in 7-20 percent radiance errors relative to ground measurements and atmospheric modeling. Assuming constancy in the source's output between laboraotry and in-flight resulted in generally smaller errors. Upgrades to the source's power supply and monitoring circuitry in 1990 improved its in-flight stability, though in-flight ground reflectance based calibration tests have not yet been performed.

The use of a solar-diffuser panel is a desirable approach to the on-board absolute radiometric calibration of satellite multispectral sensors used for earth observation in the solar reflective spectral range. It provides a full aperture, full field, end-to-end calibration near the top of the sensor's dynamic range and across its entire spectral response range. A serious drawback is that the panel's reflectance, and the response of any simple detector used to monitor its reflectance may change with time. This paper briefly reviews some preflight and on-board methods for absolute calibration and introduces the ratioing-radiometer concept in which the radiance of the panel is ratioed with respect to the solar irradiance at the time the multispectral sensor is viewing the panel in its calibration mode.

Surface energy balance components were evaluated by combining satellite-based spectral data with on-site measurements of solar irradiance, air temperature, wind speed, and vapor pressure. Maps of latent heat flux density and net radiant flux density were produced using Landsat TM data for three dates. The TM-based estimates differed from Bowen-ratio and aircraft-based estimates by less than 12 percent over mature fields of cotton, wheat, and alfalfa.

Multispectral imaging systems provide much of the basic data used by the land and ocean civilian remote-sensing community. There are numerous multispectral imaging systems which have been and are being developed. A common way to compare the radiometric performance of these systems is to examine their noise-equivalent change in reflectance, NE Delta-rho. The NE Delta-rho of a system is the reflectance difference that is equal to the noise in the recorded signal. A comparison is made of the noise equivalent change in reflectance of seven different multispectral imaging systems (AVHRR, AVIRIS, ETM, HIRIS, MODIS-N, SPOT-1, HRV, and TM) for a set of three atmospheric conditions (continental aerosol with 23-km visibility, continental aerosol with 5-km visibility, and a Rayleigh atmosphere), five values of ground reflectance (0.01, 0.10, 0.25, 0.50, and 1.00), a nadir viewing angle, and a solar zenith angle of 45 deg.

Based on the absolute radiometric calibration of the TM and the use of a radiative transfer program for atmospheric correction, ground reflectances were retrieved for several fields of crops and bare soil in TM bands 1-4 for six TM scenes acquired over a 12-month period. These reflectances were compared to those measured using ground-based and low-altitude, aircraft-mounted radiometers. When, for four TM acquisitions, the comparison was made between areas that had been carefully selected for their high uniformity, the reflectance factors agreed to + or - 0.01 over the reflectance range 0.02-0.55. When the comparison was made for two of the above acquisitions and two others on different dates, for larger areas not carefully selected to be of uniform reflectance, the reflectance factors agreed to + or - 0.02 (1 sigma RMS), over same reflectance range.

A reflectance-based method was used to provide an analysis of the in-flight radiometric performance of AVIRIS. Field spectral reflectance measurements of the surface and extinction measurements of the atmosphere using solar radiation were used as input to atmospheric radiative transfer calculations. Five separate codes were used in the analysis. Four include multiple scattering, and the computed radiances from these for flight conditions were in good agreement. Code-generated radiances were compared with AVIRIS-predicted radiances based on two laboratory calibrations (pre- and post-season of flight) for a uniform highly reflecting natural dry lake target. For one spectrometer (C), the pre- and post-season calibration factors were found to give identical results, and to be in agreement with the atmospheric models that include multiple scattering. This positive result validates the field and laboratory calibration technique. Results for the other spectrometers (A, B and D) were widely at variance with the models no matter which calibration factors were used. Potential causes of these discrepancies are discussed.

The need for independent, radundant, absolute radiometric calibration methods is discussed with reference to the Thematic Mapper. Uncertainty requirements for absolute calibration of between 0.5 percent and 4 percent are defined based on the accuracy of reflectance retrievals at an agricultural site. It is shown that even very approximate atmospheric corrections can reduce the error in reflectance retrieval to 0.02 over the reflectance range 0 to 0.4.

A procedure for calibrating reference reflectance panels using the sun as the radiation source and a pressed-polytetrafluoroethylene powder standard is described. The directional/directional reflectance factor and the directional/hemispheric reflectance factor are examined. Directional/directional voltage responses for pressed-halon are analyzed. Three painted BaSO4 and one painted halon were calibrated using the proposed procedure. The effects of diffuse irradiance on reflectance-factor measurements are investigated. It is determined that the method has an accuracy on the order of 1 percent. The advantages and disadvantages of this method are discussed.

A list of personnel who have contributed to the program is provided. Sixteen publications and presentations are also listed. A preprint summarizing five in-flight absolute radiometric calibrations of the solar reflective bands of the LANDSAT-5 Thematic Mapper is presented. The 23 band calibrations made on the five dates show a 2.5% RMS variation from the mean as a percentage of the mean. A preprint is also presented that discusses the reflectance-based results of the above preprint. It proceeds to analyze and present results of a second, independent calibration method based on radiance measurements from a helicopter. Radiative transfer through the atmosphere, model atmospheres, the calibration methodology used at White Sands and the results of a sensitivity analysis of the reflectance-based approach is also discussed.

Variations in the in-flight absolute radiometric calibration of the Coastal Zone Color Scanner and the Thematic Mapper (TM) are reviewed. At short wavelengths, the sensors show a gradual reduction in response, while in the mid-IR the TM shows oscillatory variations. One set of measurements made at White Sands, New Mexico shows anomalous results in TM bands 2 and 4. The results of a reflectance-based and a radiance-based calibration method at White Sands are described. An analysis of the radiance-based method shows the value of such measurements from helicopter altitudes for calibration.
