Trade defense instruments (TDI), including anti-dumping proceedings, are currently one of the most relevant protection measures. The EU responds to the unfair behavior of the trading partners with the TDI. The EU trade policy focuses on the interests of EU member states and the obligations arising from EU membership in the World Trade Organization. The article aims to analyze the causes and effects of the EU trade protection instruments reforms and their impact on anti-dumping proceedings against China., Instrumenty ochrony rynku, w tym przede wszystkim postępowanie antydumpingowe, są aktualnie jednym z najważniejszych środków protekcji handlowej. Stosowanie tych instrumentów umożliwia UE reagowanie na nieuczciwe zachowania partnerów handlowych. Polityka handlowa UE uwzględniania nie tylko interesy państw członkowskich UE, ale zobowiązania wynikające z członkostwa UE w Światowej Organizacji Handlu. Celem artykułu jest analiza przyczyn, zakresu i efektów reformy unijnych instrumentów ochrony rynku ze szczególnym uwzględnieniem jej wpływu na postępowania antydumpingowe wobec Chin.

The purpose of the paper is to analyze the position of Poland in the GATT and WTO. Another topic concerns the principles of the Common Commercial Policy of the European Union, including Poland after accession. The first part of the paper presents the position of Poland in the GATT, with particular emphasis on Poland’s specific membership, which followed from its centrally planned economy. The second part of the paper concentrates on the issue of Poland’s functioning within the WTO and Polish postulates in the Development Round (Doha) of the WTO in the context of liberalized trade of agricultural commodities. The effects of excessive imports from China are also analyzed from the point of view of Polish producers of soft fruit and in terms of anti-dumping duties imposed by the EU on such imports.

Trading in agri-food products has been exempted from the process of liberalization of commerce for many years. Developed countries can afford a more active policy of supporting their own producers and the instruments o f market protection they apply tend to be more efficient and complicated than those of less developed countries. It is a modem tendency in the agricultural sector, however, to abandon the intensive commercial policy of supporting export and protecting access to one’s own market, in favor of instruments that do not have an adverse impact on international trade and focus more on the development of rural areas. The objective of this paper is to show the reasons for interventionism in the trade in agri-food products, and characterize the measures applied in commercial policy, primarily duties, quotas, import licenses, export subsidies, and technical and sanitary standards. Another objective ofthe paper is to present the issue o f agricultural interventionism using the example o f measures applied mainly in the commercial policy of the European Union., Przez wiele lat handel artykułami rolno-spożywczymi był wyłączony z procesu liberalizacji handlu. Państwa wysoko rozwinięte stać na bardziej aktywną politykę wspierania własnych producentów i ich środki ochrony rynku są często bardziej skuteczne i skomplikowane niż stosowane przez państwa słabiej rozwinięte. Współczesne tendencje w sektorze rolnym odchodząjednak od intensywnej polityki handlowej wpierającej eksport i chroniącej dostęp do własnego rynku, na rzecz instrumentów niewpływających negatywnie na handel międzynarodowy skupionych raczej na rozwoju obszarów wiejskich. Celem artykułu jest ukazanie przyczyn interwencjonizmu w handlu artykułami rolno-spozywczymi oraz charakterystyka środków stosowanych w polityce handlowej w tym przede wszystkim: ceł, kontyngentów, licencji importowych, subsydiów eksportowych oraz norm technicznych i sanitarnych. Przedmiotem artykułu jest także przedstawienie zagadnienia interwencjonizmu rolnego na przykładzie środków stosowanych przede wszystkim w polityce handlowej Unii Europejskiej.

The aim of this paper is to analyze the European Union’s trade policy with regard to China in the context of the changes related to the expiry of the transitional period of China’s membership of the WTO in December 2016. The expiry of this transitional period necessitates certain changes in anti-dumping proceedings of the European Union. In order to achieve the purpose of the paper it has been assumed that granting or denying market economy status to China is primarily a political decision which requires taking into account contradictory interests of the EU member states., Celem artykułu jest analiza polityki handlowej Unii Europejskiej wobec Chin w kontekście zmian jakie są związane z wygaśnięciem okresu przejściowego członkostwa Chin w WTO, które nastąpiło w grudniu 2016 roku. Wygaśnięcie owego okresu przejściowego wymusza na Unii Europejskiej pewne zamiany zwłaszcza w postępowaniach antydumpingowych. Dla zrealizowania celu pracy przyjęto że przyznanie lub nie statusu gospodarki rynkowej Chinom jest przede wszystkim decyzją polityczną wymagającą uwzględniani sprzecznych interesów państw członkowskich UE.

The aim of this paper is twofold: to highlight the need of combining economic and political perspectives in analyzing sanctions outcomes, and to list and elaborate on challenges connected with uniting these two standpoints and creating cohesive and valid measurement methods. We not only credit this fusion as useful, but necessary to evaluate sanctions’ efficiency and effectiveness. We display these challenges in sanctions’ assessment and measurement by systematizing what we already know about the sanction effectiveness in political science and economics literature and by demonstrating strengths and weaknesses of some already published effectiveness evaluations. The paper is the part of the larger research project that we recently embarked upon with aim to analyze the onset, economic impact and effectiveness of sanctions imposed by the European Union1., Cel tego artykułu jest dwojaki. Pierwszy, to podkreślenie konieczności połączenia perspektywy ekonomicznej i politycznej w ocenie skutków sankcji. Drugi, to diagnoza i analiza wyzwań związanych z połączeniem tych perspektyw w taki sposób, aby stworzyć spójny oraz rzetelny merytorycznie i metodycznie sposób pomiaru tego zjawiska. Połączenie perspektywy ekonomicznej i politologicznej uznajemy nie tyle za pożyteczne, co niezbędne do prawidłowej oceny efektywności i skuteczności sankcji. Wyzwania związane z integrowaniem perspektyw i wypracowaniem narzędzi pomiaru prezentujemy przez pryzmat krytycznej analizy dotychczasowych badań dotyczących oceny skuteczności i efektywności sankcji, ukazując każdorazowo mocne i słabe strony zastosowanego podejścia. Artykuł jest częścią większego projektu dotyczącego przesłanek, ekonomicznego wpływu i skuteczności sankcji nakładanych przez Unię Europejską.

The European Union, on the one hand, established a single market, thereby creating a free trade area between member countries, on the other hand, it uses a variety of protection mechanisms towards third countries. The aim of the paper is to analyse trade rules under the GATT and the European integration process. Given the circumstances, what role will the European Central Bank play, and what will be the role of Member States? The aim of this paper is to analyze the opportunities for greater coordination of fiscal and monetary policy in the eurozone given the current economic crisis. The first part of the paper presents the principles of monetary policy, its objectives and tasks. The role of the European Central Bank in the development of this policy and monetary policy instruments used to mitigate the consequences of declining confidence in the eurozone are also examined. The second part of the paper concentrates on the objectives and functions of fiscal policy.
