Even though a postsecondary degree can offer economic, social, and civic benefits, many community college students leave without earning a degree--including some who have performed well academically and made substantial progress toward graduation. To better understand the factors contributing to early exit, we surveyed a number of former students in a large community college system. We improve the generalizability of the survey responses through multilevel regression with post-stratification, which we use to reweight the responses to better represent the population in our original survey frame. We find that tuition and fees, living expenses, and no longer being eligible for financial aid are the factors contributing to early exit for the largest share of students. We also find variation in both financial and nonfinancial factors across subgroups, suggesting that targeted supports may be useful in helping students persist or return to college and complete their degree.

Recent state policy efforts have focused on increasing attainment among adults with some college but no degree (SCND). Yet little is actually known about the SCND population. Using data from the Virginia Community College System (VCCS), we provide the first detailed profile on the academic, employment, and earnings trajectories of the SCND population and how these compare with VCCS graduates. We show that the share of SCND students who are academically ready to re-enroll and would benefit from doing so may be substantially lower than policy makers anticipate. Specifically, we estimate that few SCND students (approximately 3%) could fairly easily re-enroll in fields of study from which they could reasonably expect a sizable earnings premium from completing their degree.

At all levels of education, the racial achievement gap in performance between Black and Latino students and their White peers stubbornly persists. While the causes of this gap are numerous and interrelated, one theory posits that students from underrepresented racial groups may face stereotype threat, meaning that fear of failing and thereby fulfilling negative group stereotypes leads to anxiety and suboptimal cognitive performance. Though low-cost value affirmation interventions have been shown to reduce achievement gaps in some classroom settings, these findings have not been consistently replicated. In this study, we test the efficacy of this intervention among a new sample of students enrolled in a community college in the Midwest. At the beginning of the fall 2016 semester, students in English courses (N = 1,115 in 59 course sections) were randomly assigned to short writing exercises that were either self-affirming or neutral. Using administrative data collected at the end of the term, we compared treatment and control students on a range of outcomes that included course grade, overall GPA, and course persistence. Overall, we find little evidence of a positive effect of this one-time affirmation of social identity. Moderation analyses, however, show heterogeneous effects across course sections, suggesting that the classroom setting may play a role in the interaction between social identity and student outcomes.

Postsecondary students increasingly enroll in online courses, which have the potential to further democratize higher education by expanding access for historically underserved populations. While a number of studies have investigated student outcomes in online courses, past data limitations have hindered robust examination of a potential mechanism underlying the decision to enroll in an online course: access to high speed broadband. With data from the National Broadband Map and IPEDS, I fit a number of Bayesian regression models to investigate the relationship between various measures of broadband access--download speed, upload speed, and the number of providers--and the number of students who take online courses at public colleges and universities with open admissions policies. Results show that increases in broadband speed at the lower end of the speed spectrum are positively associated with the number of students who take some of their courses online, but that the marginal gain diminishes as speeds increase. This finding suggests that there may be a minimum threshold of necessary broadband access, beyond which increases in speed become a less important factor in the take up of online coursework. Open admissions colleges seeking to improve access for local students through increased online course offerings should consider broadband access in the area, particularly if the targeted populations live in communities with low average broadband speeds.

In this paper I investigate the college enrollment decisions of a nationally representative cohort of students who first attended in the mid-2000s. I find that while cost, distance, and match continued to be important in the choice between colleges, characteristics of the most-likely college choice appear less important in the choice of whether to enroll at all when controlling for student characteristics and local labor market conditions. Subpopulation analyses on students with high SAT scores and students with low family income, two groups that remain the focus of many financial aid policies, indicate some differences in the way these particular students chose college. Extending prior work by modeling discrete steps in the enrollment decision process--application and enrollment conditional on application--I find choice characteristics were most significant in the application stage. These results support other research that shows students may self-select out of potentially better college matches due to lack of information about actual costs or limited geographic opportunity.

Broadband is not equally accessible among students despite its increasing importance to education. We investigate the relationship between broadband and housing policy by joining two measures of broadband access with Depression-era redlining maps that classified neighborhoods based in part on racist and classist beliefs. We find that despite internet service provider self-reports of similar technological availability, broadband access generally decreases in tandem with historic neighborhood classification, with further heterogeneity by race/ethnicity and income. Our findings demonstrate how past federally-developed housing policies connect to the digital divide and should be considered in educational policies that require broadband for success. Objective: Vertical community college transfer has become an essential pathway for many students who hope to attain bachelor's degrees. Prior literature indicates that institutional supports, like transfer articulation agreements and transfer advising, have a positive influence on transfer success. Yet, spatial inequality theory indicates that these resources may be distributed unevenly over geographic context. The purpose of this paper is to understand the relationship between spatial context and transfer student success. Methods: Using data from the University of North Carolina System, we estimate a series of regression models, to determine the relationship between county-level measures of rurality, economic distress, and access to broadband internet and the number of credits transferred from the community college to the 4-year institution, excess credits at graduation, and number of major changes at 4-year colleges. Results: The results of our analyses indicate that that the spatial context in which colleges are situated has a relationship to transfer student success. In particular, students transferring from counties that are more rural and economically distressed and have less access to broadband internet may experience worse transfer outcomes. Conclusions: The results of our study indicate that spatial inequality is complex and can be defined in many ways, which has implications for those who use geographic boundaries to identify areas for inquiry or intervention. Additionally, this study highlights the importance of considering variation in resources across spatial context when addressing educational inequality.
