2. Learning outcomes and certification processes of competences developed in non formal settings

It is difficult to imagine how current challenges can be solved without an investment in adult education, but company contacts would need to better understand the benefits that could result from employee participation in different types of training activities. However, these benefits cannot be based on naive and simplistic models of Return on Investments given by the relationship between operating result and invested capital. The research that examines the outcomes of non-formal training in terms of learning outcomes is still scarce and the most recent ministerial operational guidelines (2021) aimed at supporting the certification processes of skills in the non-formal and informal sectors are still in a phase of first application. This contribution analyzes how a planning for learning outcomes could instead be particularly useful in the world of continuous training to give greater evidence of learning outcomes in adults, make the outcomes of continuous training more easily monitored and assessed and support its usability in terms. of certification processes to date of lukewarm appeal. Risulta difficile immaginare come le sfide attuali possono essere risolte senza un investimento nella formazione degli adulti ma i referenti aziendali avrebbero bisogno di comprendere meglio i benefici che potrebbero derivare dalla partecipazione dei dipendenti a diversi tipi di attività formative. Tali benefici non possono tuttavia rifarsi a modelli ingenui e semplicistici di Return on Investments dato dal rapporto tra risultato operativo e capitale investito. La ricerca che esamina gli esiti della formazione non formale nei termini di learning outcomes è ancora scarsa e le più recenti linee operative ministeriali (2021) volte a supportare i processi di certificazione delle competenze nell’ambito del non formale e informale sono ancora in una fase di prima applicazione. Il presente contributo analizza come una progettazione per learning outcomes potrebbe invece essere particolarmente utile al mondo della formazione continua per dare maggior evidenza dei risultati dell’apprendimento nei soggetti adulti, rendere più facilmente monitorabili e valutabili gli esiti della formazione continua e supportarne la spendibilità nei termini di processi certificativi ad oggi di tiepido appeal.

3. Data science skills for referees: I biological X-ray crystallography.

Since there is now a growing wish by referees to judge the underpinning data for a submitted article, it is timely to provide a summary of the data evaluation checks required to be done by a referee. As these checks will vary from field to field, this article focuses on the needs of biological X-ray crystallography articles, which is the predominantly used method leading to depositions in the PDB. These checks necessarily include that a referee scrutinizes the PDB validation report for each crystal structure accompanying the article submission. A referee would also undertake one cycle of model refinement of the authors' biological macromolecule coordinates against the authors' processed diffraction data and assess the model and Fo-Fc electron density maps. If the referee deems necessary, the raw diffraction data images should be reprocessed (e.g. to a different diffraction resolution). The organization of practical referee skills training can be via the crystallography associations. [ABSTRACT FROM AUTHOR]

The discovery of the importance and the role that today digital skills take in every aspect of individual and social life of the citizens of the knowledge society has initiated an important process that should lead to diffusion of the critical and conscious use of ICT in every context. Many are, in fact, the actions related to the current regulatory landscape and scenarios that are pushing in that direction. In this complex process is proposed as a more urgent attention on the training of digital skills of teachers and educators because ICT be included by design in didactic and training of innovative nature. Starting from the consideration of long-established university teaching experience and more recent studies and research projects are here advanced work hypothesis to offer educational courses specifically aimed at the training of digital skills in education and teaching.

Realizar uma discussão sobre as políticas de formação inicial e continuada de professores para os Anos Iniciais do Ensino Fundamental (AIEF) e analisá-las no contexto da educação brasileira contemporânea é um dos desafios, que me imponho como objetivo deste artigo, em decorrência das pesquisas que venho desenvolvendo neste campo. Em face desta opção, outros desafios aqui se impõem na medida em que precisam ser discutidas também questões externas à formação inicial e continuada de professores, mas que interferem na qualidade da educação básica brasileira, entre elas a regulação e avaliação pelo Estado da formação de professores por meio de certificação de competências e a criação de um órgão regulador da profissão, por integrantes da categoria profissional de professor.Based on research conducted by the author, this paper discusses the policies for the initial and continuing education of people who will teach the first grades of elementary school in the context of Brazilian contemporary education. Such an option brings other challenges forth, since external issues, which interfere in the quality of Brazilian education, need to be discussed. These regard the initial and continuing education of teachers and include regulation, the State assessment of teacher education through skill certification, and the creation of a national regulatory agency by members of this profession.

Numerose sono, infatti, le azioni che caratterizzano l’attuale panorama normativo e gli scenari che stanno spingendo in tale direzione. In questo complesso processo si propone come sempre più urgente l’attenzione rivolta alla formazione di competenze digitali di insegnanti e educatori perché le ICT vengano inserite con criterio e metodo in percorsi didattici e formativi a carattere innovativo. Dans le présent article, nous montrons comment a été standardisé un dispositif de formation à distance interuniversitaire par collection de MOOC (Massive Open Online Course), qui amène à une certification académique. Nous présentons d’abord la mise en oeuvre et l’évaluation d’un dispositif de formation : la collection de MOOC en compétences du numérique sur la plateforme nationale FUN (France Université Numérique). Puis, nous décrivons la mise en oeuvre du processus de certification permettant aux inscrits au MOOC de passer la certification C2i1 (Certificat Informatique et Internet niveau 1) académique délivrée par les universités françaises. Cette approche a été accompagnée expérimentalement et les résultats obtenus ont montré la possibilité de créer des parcours amenant à la délivrance de véritables certifications reconnues académiquement pour un public non étudiant., This paper shows how to standardize a distance learning device based on a MOOC (Massive Open Online Course) collection. In fact, this device which is between universities, leads to an academic certification.First of all, we present the implementation, the testing and the evaluation of such learning device: the collection of MOOC in digital skills on the national platform FUN (France Université Numérique).Second, we show the implementation of the certification process that allows the registered MOOC to consider the C2i1 certification (Computer and Internet Certificate Level 1), issued by the French academic universities.Finally, this approach has been enclosed experimentally and the given results reveal the ability to create ways that lead to the issuing of a recognized academic certification.

Este artículo expone el contexto y los antecedentes que fundamentan el proceso de diseño e instalación de un marco de cualificaciones para la formación laboral y la certificación de competencias en Chile. En una primera parte se presentan las carencias y desafíos del mercado del trabajo en el país y el sentido que tienen las políticas públicas que posibilitan la intervención en los sistemas de formación laboral y certificación de competencias laborales, relevando a continuación la utilidad que un marco de cualificaciones puede prestar para contribuir a articular y focalizar ambos sistemas. Posteriormente se realiza una revisión de la situación actual de los marcos de cualificaciones en diversos países y la experiencia al respecto en Chile, para luego presentar una síntesis de la opinión de diversos actores relevantes respecto de la factibilidad y condiciones de operación de un marco de cualificaciones para los sistemas mencionados. Finalmente, se formulan los principios y criterios considerados necesarios para enmarcar su operación y las proyecciones que podría tener la puesta en marcha de este instrumento. This article sets out the background for the design and installation of a qualification framework for job training and skills certification in chile. Firstly, it presents weaknesses and challenges of the national labor market and the objective of public policies to intervene the vocational training systems and the certification of job skills. that reveals the usefulness of a qualification framework to articulate and align both systems. It reviews the current status of qualification frameworks in different countries and the experience of chile and presents a synthesis of the views of some stakeholders in respect to the feasibility and operation conditions of a qualifications framework for those systems. Finally, it formulates principles and criteria about operation and projections of the application of this instrument.

Il est désormais devenu indispensable de maîtriser les technologies de l’information et de la communication (TIC) pour entreprendre avec succès des études universitaires. Sur ce point, la prise de conscience est de plus en plus forte et la question de la certification des compétences requises à l’ère du numérique devient un enjeu pour les universités. À partir d’un projet pilote mené dans le cadre de la collaboration internationale entre l’Université Laval (Québec) et l’Université de Bordeaux (France), nous nous interrogeons dans cet article sur les conditions de mise en place d’une formation à distance en réponse à cette préoccupation., It is now essential to master information and communication technologies (ICT) skills to successfully undertake university studies. As there is a growing awareness in this regard, the certification of the skills required in the digital age becomes an issue for universities. Following a pilot project conducted by Laval University (Quebec) and by Bordeaux University (France), we examine in this paper the conditions for setting up a distance learning course in response to this concern.

O objectivo desta investigação é analisar as trajectórias de carreira de adultos pouco escolarizados em processo de Reconhecimento, Validação e Certificação de Competências (RVCC), prosseguindo-se na linha de investigação sobre a educação e o desenvolvimento da carreira na vida adulta. Conceptualmente, o estudo baseia-se na teoria das transições de vida de Nancy Schlossberg (1977, 1995) e do desenvolvimento da carreira de Donald Super e Hall (1957). Foi utilizado o método da análise de conteúdo às respostas dadas à ficha “O meu trajecto de vida” por um grupo de adultos activos em processo RVCC (N=20, 55% homens; M=38 anos; 85% com o 2º ciclo e 15% com o 1º ciclo) na zona Norte de Portugal. A trajectória de carreira dos adultos estudados caracteriza-se por um abandono precoce dos estudos e sucessivas transições de emprego. Foram identificadas diferentes categorias de motivos de satisfação e de insatisfação com a escola e a vida escolar (as pessoas, o processo de aprendizagem académica, a transição de vida e os ambientes físico/relacionais), bem como de satisfação (valores profissionais, competências e aptidões, interesses, condições físicas materiais e sociais e pessoas) e de insatisfação (acontecimentos críticos, valores profissionais, condições físicas relacionais e variedade/mudanças constantes) com a vida profissional. Foram ainda identificados como categorias de motivos principais de abandono precoce dos estudos, as transição de vida, motivos familiares, o insucesso escolar e o comportamento. Deste estudo, retiram-se implicações para a intervenção psicoeducacional e de carreira junto com adultos pouco escolarizados e que evidenciam necessidades específicas de desenvolvimento da carreira., The aim of this research is to analyse the career paths of adults who left school at an early age and are now attending a process of skills recognition, validation and accreditation (RVAS). From the conceptual point of view, this study is supported by Nancy Schlossberg’s (1977, 1995) theory of life transitions and Donald Super and Hal l(1957) career development approaches. Content analysis of the answers given to schedule “My life path” from a group of adult workers attending a RVAS process (N=20, 55% men and 45 % women; M=38 years old; 85% with 6 years of elementary school completed, and 15% with 4years of elementary school completed) in the Northern region of Portugal. The career path from the studied adults is characterised by an early school abandon and successive job changes. There have been identified four different categories of reasons for their school satisfaction or dissatisfaction (the people, the academic learning process, life transitions, and physical environment/relational contexts) In addition, there have also been identified categories of satisfaction (professional values, skills and abilities, interests, material and social physical conditions and people) and of dissatisfaction (critical events, professional values, physical relational conditions and frequent changes), as far as the professional life is concerned. There have also been identified main reasons for school early abandon, namely: life transition, family issues, failure at school and behaviour problems. The results of this study will contribute to the development of psychological and educational interventions to the population of adult workers who left school at an early age and evidence specific needs of career development.

O Projecto de Educação e Formação de Adultos na Câmara Municipal de Lisboa centra-se no Processo de Reconhecimento, Validação e Certificação de Competências, processo em que são valorizadas as competências adquiridas pelos adultos através da sua experiência de vida e de trabalho, permitindo-lhes obter uma certificação equivalente aos diplomas escolares oficiais. The Adult Education and Training Project in the Lisbon Municipality is based on the processes of skills recognition, validation and certification, which value the skills acquired through the life and work experiences of adults, allowing them to obtain certification which is equivalent to the official certification provided by the Ministry of Education.
