18. A new pattern of extended metropolitan regions in China: case study of the Changzhutan region

Abstract

As a response to the global economic crisis of 2008, the Chinese government has started to focus on domestic demand as one of the key national development strategies. New extended metropolitan regions (EMRs) in inland China are being designated as major platforms to promote domestic demand. Within the context of this new global economic environment and Chinese national policy, these EMRs might not share the same spatial characteristics and processes in the course of their growth and development as those in coastal areas. Using the Changzhutan (CZT) region as an example and comparing it to EMRs in coastal China, the article argues that a new type of urbanisation has been developing in China since 2000, a new region-based urbanisation driven by the combined forces of domestic demand and globalisation. Abstract

In China, regional cooperation is a new phenomenon and it is currently receiving increasing attention and recognition from government and scholars. This paper attempts a comprehensive exploration of how power has been transferred from the central to the various local governments within this mechanism of regional cooperation in the Chang-Zhu-Tan urban cluster (CZT) during the past two decades. Regional institutions have been established as a multi-tiered arrangement to deal with regional cooperation issues. However, state-centric skewed governance, political competition among local governments and inter-ministry rivalries has caused complex power interplay for the regional institution and regional cooperation.

21. Restructuring and Spatial Change of China's Auto Industry under Institutional Reform and Globalization

Abstract

This paper employs an embeddedness approach to study the restructuring and spatial change of China's auto industry since the 1980s. The two major dynamics behind these processes are discussed in detail: (1) institutional reform, which has resulted in a mixed regulation mechanism composed of both market competition and legacies of the past command economy, and which has also allowed more freedom in the decisionmaking of indigenous auto firms, and (2) globalization of production in terms of a huge inflow of foreign direct investment (FDI), mainly in the form of joint ventures. As a result, a new geography of the industry has emerged, with clear features of decentralization of production and a shift of production toward the coastal region. The paper concludes that the gradual institutional reform in China has led to a 'path-dependent' development of its auto industry and that auto-producing FDI has been deeply embedded in the Chinese institutional environment. This involvement in China's auto production can be aptly described as 'embedded globalization.' Key Words: China, auto industry, industrial restructuring, FDI, embedded globalization.

Abstract

A study was conducted to analyze Hong Kong's post-World War II industrialization. The study also examined the country's policies and transition of its industries into Guangdong Province, China. Results indicated that China has always supported a critical factor in the economic development of Hong Kong. Findings also suggested that the future of Hong Kong's industrial economy will be correlated with its presence in the Pearl River Delta.
