The increasing strategic cooperation between China and Russia has grown into a major threat to the current global order and U.S. interests in Europe and Asia, particularly in the wake of the Russian invasion of Ukraine in 2022 and the declaration of a “no-limits” partnership between these two revisionist powers. This thesis assesses the potential scope and limitations of the Sino-Russian strategic alignment from a historical perspective and through the lenses of the relevant theories of international relations dealing with alliances and interstate competition. It also examines the key policy options available to the United States and its allies to limit Chinese and Russian attempts to undermine the Liberal International Order (LIO), and to displace the U.S. in Europe and Asia. The thesis finds that the option of driving a “wedge” between Russia and China through détente with Russia is not feasible if President Putin remains in power; similarly, opportunities for selective cooperation with a resurgent China remain limited. Because Russian and Chinese strategic cooperation and aggressive behavior are primarily driven by the internal threat to their authoritarian systems posed by the LIO, the most appropriate response is to contain these regimes with a U.S.-led global coalition of democracies. 本稿の課題は、中ロ地域間協力の発展と進化を分析することにある。この際、ロシア極東・東シベリア地域と中国東北部の協力プログラム（2009－2018年）に注目した。本稿は、このプログラムの問題を整理した上で、ロシア極東・中国東北部の地域間協力をさらに発展させる意義を検討した。また、期限前の2015年にこのプログラムが終了した後に、地域協力の状況がどうなっているかを分析し、大規模インフラ開発やエネルギー関連プロジェクト、極東特区政策が、中ロ地域間・越境協力においてどのような意義をもつか検討した。本稿の最後では、ロシア極東地域の貿易・経済・投資分野における中ロ協力発展に関する新しいプログラム（2018－2024年）の現状と展望について検討した。, The article analyzes the development and evolution of Sino-Russian interregional, cross-border cooperation. Special mention is paid to the 'Program of cooperation between the Far Eastern and Eastern Siberia regions of the Russian Federation and the Northeastern region of the People’s Republic of China for 2009-2018'. This article describes problems associated with the program and assesses its significance for the further development of interregional collaboration between the Russian Far East and Northeast China. The authors also studied the experience of cooperation between the territories following the program’s premature termination in 2015. They review the importance of large-scale infrastructure and energy projects, as well as advanced socio-economic development zones, for the strengthening of Sino-Russian interregional, cross-border cooperation. The article also contains analysis on the new ‘Program for the Development of Sino-Russian Trade, Economic and Investment Cooperation in Russia’s Far East in 2018-2024’ and the perspectives of its implementation.

Экономическое сотрудничество России и Китая обусловлено географическим положением и исторически сложившейся ситуацией. Обе экономики естественным образом дополняют друг друга. Россия обладает огромным запасом природных ресурсов, но нуждается в технологиях и капитале. Китай во многих отношениях является противоположностью. Российско-китайский союз уже достиг беспрецедентно высокого уровня, а параллельная конфронтация с Западом еще больше сближает Пекин и Москву, что может открыть новые возможности для обеих сторон., Economic cooperation between Russia and China is driven by the geographical location and historical circumstances. Both economies naturally complement each other. Russia has abundant natural resources, but needs technology and capital. China is the opposite in many respects. The Sino-Russian cooperation has already reached an unprecedentedly high level, and the confrontation with the West is bringing Beijing and Moscow even closer, which could open up new opportunities for both sides.

Окончательный результат анализа заключается в том, что партнерство городов-побратимов Циндао и Санкт-Петербурга должно стать эффективным инструментом сотрудничества между странами в долгосрочной перспективе., The topic of the final qualifying work: "Urban diplomacy" as a tool for the development of cooperation between the Russian Federation and the People's Republic of China: on the example of Qingdao and St. Petersburg". The main purpose of the work is to determine the features of the development of cooperation between the twin cities of China and Russia on the example of Qingdao and St. Petersburg.In accordance with the goal, the following tasks are formulated: - to define theoretical approaches to the analysis of the "twin cities"; - to characterize the historical aspect of the development of cooperation between states within the framework of the international movement of twin cities; - to consider the dynamics of the development of relations between the twin cities of Qingdao and St. Petersburg within the framework of cooperation between Russia and China; - to identify the results and prospects of the partnership vectors of the twin cities of Qingdao and St. Petersburg. A study of the twinning partnership of Qingdao and St. Petersburg was conducted and a detailed presentation of the results of cooperation was held. The final result of the analysis is that the partnership of the twin cities of Qingdao and St. Petersburg should become an effective tool for cooperation between the countries at this stage.Â

In the article considers the problems of activating and effectively using the reserves of cooperation between Northeast China and the Russian Far East in the difficult conditions of the Covid-19 pandemic. It is shown that the pandemic has created an objectively unfavorable development situation for the studied regions, which have excellent geographical advantages, rich resources, strong political mutual trust and a consonant philosophy of development. The situation is complicate by the Covid-19 outbreak has hit the global economy hard, creating a range of problems such as imbalances in global trade patterns, disrupted production chains and de-globalization. It is noted that in this situation, China and Russia must work together to pave the way for synergistic development and create a new mechanism for regional synergetic development. In addition, they should develop logistics and transport capabilities in the region, jointly stimulate the construction of Sino-Russian border ports, and strengthen cooperation in high-tech areas in order to obtain mutual benefits and mutually beneficial interaction. In this way, the economies of China and Russia can be raised to a higher level.

Данная работа посвящена выявлению механизма взаимодействия Евразийского экономического союза и «Один пояс, один путь» (ОПОП) в рамках российско-китайского сотрудничества. Задачи, которые решались в ходе исследования: 1. Анализ предпосылок создания Евразийского экономического союза и инициативы «Один пояс, один путь». 2. Выявление основных интересов России и Китая в сопряжении ЕАЭС и ОПОП. 3. Определение роли ЕАЭС и ОПОП в содействии торгово-экономическому сотрудничеству России и Китая. 4. Определение перспектив развития ЕАЭС и ОПОП. В работе, главным образом, был применен системный анализ, позволивший выявить основные интересы России и Китая в сопряжении ЕАЭС и ОПОП; исторический метод был важен при изучении источников информации (нормативно-правовые акты, журналы и электронные издания, официальные статистики и т. д.); прогностический метод использован в ходе определения перспектив развития ЕАЭС и ОПОП. В результате была исследована работа Евразийского экономического союза и Инициативы «Один пояс, один путь» на всех этапах, приведены проблемы развития проектов и успехи, достигнутые за годы их существования. Изучены принципы сотрудничества России и Китая в рамках этих объединений. Произведен анализ перспектив развития ЕАЭС и ОПОП, и сделан вывод, что лучшим вариантом взаимодействия проектов является их сопряжение в Большое Евразийское партнерство., The given work is devoted to identifying the mechanism of interaction between the Eurasian Economic Union and “One belt, one road” within Russian-Chinese cooperation. The research set the following goals: 1. Analysis of preconditions of creation the Eurasian economic Union and the "One belt, one road" initiative. 2. Identification of the main interests of Russia and China in the integration of the EAEU and the BRI. 3. Defining the role of the EAEU and the BRI in promoting trade and economic cooperation between Russia and China. 4. Determining the prospects of the development of the EAEU and the BRI. In the work, mainly, a system analysis was applied, which made it possible to identify the main interests of Russia and China in the interface between the EAEU and the BRI; the historical method was important in examining the information sources (legal acts, magazines and electronic publications, official statistics, etc.); The prognostic method was used to determine the prospects of the development of the EAEU and the BRI. As a result, the work of the Eurasian Economic Union and the “One Belt, one road” Initiative had been investigated at all stages, the problems of project development and achievements reached over the years had been presented. The principles of cooperation between Russia and China within these projects are studied. In addition, an analysis of the prospects of development of the EAEU and the BRI had been made, and it was concluded that the best option for the interaction of these projects is to pair them into the Big Eurasian Partnership.

В статье исследуются и обсуждаются прецедентные условия для китайских предприятий инвестировать в Арктику России, включая инфраструктуру, финансирование, транспорт, политику, климат, культуру и условия жизни и т.д,, с тем, чтобы выдвинуть возможные варианты их прогрессивного развития в рамках фактической деятельности китайско-российского сотрудничества., The global climate warming has led to ever increasing strategic and business values of the Arctic Ocean. It has been long since the research was carried out on the Arctic Ocean strategy and rule, with fruitful achievements. However, pragmatic research has just begun. From the perspective of enterprise investment, the paper compares successes and failures of Russian special economic zones, investigates and discusses precedent conditions for Chinese enterprises to invest the Arctic zone, including infrastructure, financing, transportation, policy, climate, culture and living conditions, so as to put forward feasible schemes and push the development progress of the actual operation of Sino-Russia cooperation

Chiny i Rosję łączy wspólne pragnienie ustanowienia świata multipolarnego. Na początku XXI w. ma miejsce polityczne i gospodarcze zbliżenie pomiędzy obu krajami w wielu dziedzinach: handlu, sektorze energetycznym oraz w sferze militarnej. Z powodu różnych potencjałów stosunki chińsko- -rosyjskie są asymetryczne. Asymetria tych relacji kształtuje synergię Chin i Rosji w systemie międzynarodowym. Obecnie wyłania się strategia Chin i Rosji polegająca na przymusowym wspólnym działaniu przeciwko Stanom Zjednoczonym (chain-gaining). In the beginning 21st century the political and economic rapprochment between both countries is taking place in the number of areas: trade, energy and military. For a reason of diff erent capabilities, sino-russian relations are asymmetrical. The asymmetry of the relationship shape political and economic synergy of China and Russia in the international system.
