Researchers examined past U.S. countering violent extremism and terrorism prevention efforts and explored policy options to strengthen terrorism prevention in the future. They found that current terrorism prevention capabilities are relatively limited and that there is a perceived need for federal efforts to help strengthen local capacity. However, any federal efforts will need to focus on building community trust to be successful.

This exploratory project examines various continuous evaluation approaches to detecting insider threats that are available to the U.S. government and assesses the relevance of these approaches to the challenges posed by such insider threats. There are potential benefits in effectiveness and cost over the current method of granting security clearances to personnel based on periodic reinvestigation and readjudication.

To help inform the U.S. government in its efforts to improve the vetting processes for public trust and national security positions and protect its assets and information, the authors assembled a selected bibliography of relevant literature. The bibliography is organized into 13 categories, each containing a short summary and analysis of the respective literature, and it also examines the practices of the Five Eyes community partners.

The authors examine the principal elements and processes of the secrecy paradigm. The way these elements and processes perform and interact with each other determines the paradigm's overall performance; the authors evaluate this performance and, where it is found wanting, offer recommendations to improve it.

Evaluating efforts to prevent violent extremism can be challenging. The RAND Program Evaluation Toolkit for Countering Violent Extremism uses checklists, worksheets, and templates to help program staff design an evaluation that is appropriate for their program type, resources, and expertise and offers guidance on analyzing the resulting data to inform improvements.

RAND conducted a cyber security exercise with participants from government, industry, think tanks, academia, and the media in Canberra, Australia. The goal was to explore opportunities to improve cyber security, assess the implications of possible solutions, and inform Australia's next national Cyber Security Strategy.
