5. Challenges and Prospects of Cooperation Over the Nile River: State Policies and Determinants.

The study examines challenges and prospects of Cooperation in the Nile River basin. The study is underpinned by the significance of pivotal riparian state thereby considers Egypt, Ethiopia and Sudan as pivotal riparian states. The study identified that domestic politics, geopolitics and water regimes are major determinant factors of cooperation in the basin. Egypt's unchanged domestic legal system and its contentious approach towards Nile basin states are the major domestic and geopolitical factor affecting cooperation respectively. Besides to this, the mere existence of water regimes, either in the form of legal agreements or institutional attempts, does not bring effective cooperation. The finding of the study shows that, domestic politics, geopolitics and water regimes are indeed determinant factors for the cooperative and conflictive nature of water sharing in the basin. The level of their impact however is neither equal nor constant. Importantly, these three factors affect and condition one another. The dynamic nature of these factors would make the prospect of cooperation to be a fantasy in the basin. [ABSTRACT FROM AUTHOR]

6. International Dimensions of EU Soil Policy - the Main Binding and Non-binding Legal Instruments.

- Abstract
Global soil degradation is one of the most challenging environmental problems which requires an effective solution. However, the issue of soil protection is almost completely lacking in the field of international environmental law, which does not help address this problem successfully. This legislative indifference can also be observed in EU decision-making, even though it intends to play a leading role in the domain of environmental protection and nature conservation at global level. In addition to highlighting the importance of soils, this paper aims at presenting major international legal instruments defining EU soil policy. It provides an overview of binding and non-binding legal sources, international initiatives and programmes that have had a significant impact on the European soil protection. The social, economic and legal environment defined by them give EU legislation the room for manoeuvre, significantly affecting the everyday life of present and future generations. The role of soil as a natural resource, however, seems to be appreciative in recent years, as demonstrated by some international documents. At the same time, until the achievement of long-term, sustainable soil management and the creation of a 'land degradation neutral world', there is still a long way to go and this would be greatly aided by a comprehensive, modern approach to legislation. Havana has the highest population and consequently generation of municipal solid wastes (MSW) in Cuba. In Havana, the final deposition method for MSW is mainly landfills. However, in most cases, they exceed their lifetime of operation becoming in reality dumpsites without energy recovery from wastes. In this regard, waste-to-energy is a well-established technology for MSW treatment. The aim of this work was to carry out a techno-economic assessment for a proposed waste-to-energy plant in the city of Havana. A step-wise methodology based on two process analysis tools (i.e., Excel and Aspen Plus models) was used for the technical evaluation. Simulation results are in agreement with data from real plants, showing that it is possible to produce 227.1 GWh of electricity per year, representing 6% of the current demand in Havana. The economic analysis showed the feasibility of the project with a net present value of 35,483,853 USD. Results from the sensitivity analyses show the effect of the economy of scale when changes in low heating value were considered. Finally, a hypothetical best scenario was studied considering the net effect on the average Cuban salary. [ABSTRACT FROM AUTHOR]

Mountain ecosystems are increasingly vulnerable to modified climate conditions and other global changes (demographic, migration, urbanization). Die Amtsjahre Leonid I. Brežnevs prägte ein Widerspruch: Auf der einen Seite wollte die politische Führung durch'Vertrauen in die Kader'und eine'Politik der Normalität'nach Nikita Chruščevs sprunghafter Politik eine neue Phase der Stabilität und Berechenbarkeit einläuten. In der Erinnerung vieler sowjetischer Bürger gilt die Brežnev-Ära darum rückblickend als'Goldenes Zeitalter'mit steigendem Lebensstandard. Auf der anderen Seite fand sich die sowjetische Gesellschaft in einer Phase beschleunigten sozialen Wandels wieder. Zeitgleich versagten Legitimationsmuster, ökonomische Steuerung und politische Entscheidungsfindung in einem solchen Maße, dass die Reformbedürftigkeit der sowjetischen Ordnung allzu deutlich wurde und sich Ende der 1970er Jahre eine Kommunikation über ihre Defizite und mögliche Alternativen etablierte. Die Antwort der Brežnev-Führung war eine noch stärkere Selbstvergewisserung: Für die eigene Stabilität und Normalität nahm sie ein eingeschränktes Sichtfeld in Kauf. Der Sammelband thematisiert die für die sowjetische Ordnung dieser Zeit prägende'Hyperstabilität'in Fallbeispielen zu Großprojekten, stadtplanerischen Projekten, Dissidenten, Künstlern und außenpolitischen Experten. Der Band fragt nach Spezifika der Brežnev-Ära, zeigt neue Forschungsperspektiven auf und setzt sich kritisch mit ihrer traditionellen Bewertung als'Zeitalter der Stagnation'auseinander. Seine Perspektive auf die Wechselverhältnisse von internen Prozessen und transnationaler Verflechtung leistet einen Beitrag zum neu erwachten Interesse an den 1970er Jahren als einer Periode tiefgreifenden sozialen Wandels in West und Ost.

- Abstract
The year 2007 could perhaps accurately be described as the year when climate change finally received the attention that this challenge deserves globally. Much of the information and knowledge that was created in this field during the year was the result of the findings of the Fourth - sessment Report (AR4) of the Intergovernmental Panel on Climate Change (IPCC), which were disseminated on a large scale and reported extensively by the media. This was the result not only of a heightened interest on the part of the public on various aspects of climate change, but also because the IPCC itself proactively attempted to spread the findings of its AR4 to the public at large. The interest generated on the scientific realities of climate change was further enhanced by the award of the Nobel Peace Prize to the IPCC and former Vice President of the US, Al Gore. By taking this decision in favour of a leader who has done a great deal to create awareness on c- mate change, and a body that assesses all scientific aspects of climate change and disseminates the result of its findings, the Norwegian Nobel Committee has clearly drawn the link between climate change and peace in the world.
