Research Summary: Critical scholars recognize a disjuncture between the problems identified by social entrepreneurs and the solutions they propose. Existing theory treats this as a problem to be rectified at the organizational level. In this essay, we widen attention to the macro-oriented systems change strategies of social entrepreneurs. We develop a dynamic typology showing how strategies are reassembled over time to stimulate or deflect desire for systems change. Deriving inspiration from Goffman, we theorize the ways that different types of systems change actor perform systems change via interaction with their environments. Drawing on illustrative cases on the boundaries of social entrepreneurship, we show how the collective action frameworks developed by systems change actors can be adapted and repurposed by their (systems) audiences: effectively turning rebellion into money. Managerial Summary: Social entrepreneurs often call for systems change to tackle wicked problems such as poverty or climate change. However, the strategies they propose for tackling these problems, such as lending money to poor people are considerably less radical. In this essay, we identify three types of systems change actor distinguished by the degree of systems change they call for. We trace their ideas over time to illustrate how strategies are mediated, and subsequently repurposed through interaction with the systems they seek to change. In conclusion, we call upon researchers and social entrepreneurs to widen their perspectives to incorporate more radical ideas and potentials for systems change, and for greater attention to be devoted to scrutinizing and protecting the integrity of systems change strategies.

This article aims to investigate the scientific literature on the management of tensions and trade-offs in hybrid organizations. These can arise from the hybrid nature of these organizations and involve diverse aspects relevant for their management. From our corpus of 16 papers, we assessed as being of ‘high quality’, we categorized different types of tensions and the solutions put forward to manage or mitigate those tensions. The systematic literature review is subdivided into five categories: (1) framing the question(s); (2) identifying relevant works; (3) collecting data; (4) analyzing evidence; (5) interpreting the findings. An iterative process of discussion about codes helped us to compose the final categories for analysis. Our results explain how hybrid organizations go through a constant process of balancing various logics, and how this balancing works to address issues that are both endogenous and exogenous to the organization. We identify two strategies that organizations employ to manage hybridity—decoupling logics and logic shifting—and each strategy has different effects at different levels of the institutional context. Because we focus only on the literature assessed as being of ‘high quality’ this inevitably leads to many excluded articles.

Purpose In today’s “market society” almost every aspect of the everyday lives is shaped by market forces. In this essay, the purpose of this paper is to focus on the potential role of social enterprise as one means of re-embedding the economy into society to ensure the economy works for people, rather than the other way around. Design/methodology/approach This is primarily a conceptual paper: a provocation. Findings The authors argue that to work as an embedding force, social enterprise needs to ensure both reciprocity and market exchange while acting in a way that attempts to compensate for the retreat of the state through providing public services and promoting collective decision-making and public deliberation. Originality/value Drawing upon the work of Karl Polanyi to conceptualise social enterprise as an “alternative” economic actor within a plural economic system, the authors contribute to on-going debates about social enterprise as an alternative way of organising markets and society. The authors highlight the challenges involved in achieving such a vision and suggest ways these might be overcome.

Purpose This paper aims to unpack the sets of policy ideas underpinning the use of social innovation, thus permeating the allegedly politically neutral language of the concept. Design/methodology/approach Drawing on Daigneualt (2014), this paper adapts a four-dimensional approach to investigate the sets of ideas underpinning different conceptualisations of social innovation, particularly in relation to who the actors driving social change are, the nature of the problems addressed, the objectives pursued and the means used to achieve these objectives. Findings Applying the four-dimensional approach to a corpus of literature, this paper found evidence of two different perspectives along each dimension, namely, a radical empowerment approach and an incremental market-oriented one. Research limitations/implications A limitation of the study is the focus on academic literature, whereas a broader focus on policy discourse may give further insights. However, this paper argues that this study can be the ground for future research to investigate whether and how the two approaches identified have been adopted in different institutional and policy contexts. Originality/value The paper contributes to the development of social innovation research by boosting and encouraging further investigation on how different sets of ideas underpin social innovation discourse and its use as a policy concept.

Purpose As the provision of public services in many advanced welfare states has increasingly come to be marked by competition, social enterprises have actively been encouraged by governments to become involved in the delivery of public services. While the evaluation of complex public health interventions has arguably become increasingly more sophisticated, this has not been the case where social enterprise is concerned: evaluation of the actual impacts of social enterprises remains significantly underdeveloped by comparison. This study aims to support the establishment of a robust evidence base for the use of social enterprise as a policy instrument. Design/methodology/approach This paper assesses the potential of three methodological approaches common in the evaluation of complex public health interventions and applies them to the complex realm of community-led social enterprise. Findings Only through the involvement of different comparator groups, based on the research questions addressed, would it be possible to disentangle the embedded characteristics of organisations such as social enterprises. Each of the methods adopted in this research is time-consuming and resource-intensive and requires the researcher to possess advanced skills. Public officials should recognise the complexity and resource-intensive nature of such evaluation and resource it accordingly. If the aim of policymakers is to understand the added value of social enterprise organisations, an integrative research approach combining different research methods and design should be implemented to improve generalisability. Originality/value This study applies a range of favoured approaches to evaluate “complex” public health interventions include systematic reviews, realist evaluation and quasi-experimental investigation. However, such evaluation approaches have rarely been applied before in the context of social enterprise.

Abstract Recent policy focus is on the ‘non-obvious’ role of community-based organisations in tackling causes of poor health, such as social exclusion. Men’s Sheds are a type of community-based organisation offering health and wellbeing benefits to men, despite this not being the explicit reason they exist. A qualitative study was conducted in Scotland to identify sustainability challenges that impact on the ability of Sheds to become a formal healthcare service. Findings showed that a reliance on ageing and retired volunteers to undertake operational tasks and generate income to fund activities affected the ability of Sheds to sustain and develop. Further, members preferred their Sheds to remain informal and flexible to fit their specific needs. Although Sheds are recognised for their health and wellbeing benefits to men, policymakers must recognise that formalising their activities might detract from the Shed’s primary aims. This paper summarises specific policy implications and recommendations, taking into consideration tensions between the expectations placed on Sheds to expand into formal healthcare delivery, and the needs of Shed users. Highlights: Men’s Shed are known for their ability to contribute to men’s health and wellbeing. The potential of Shed to take on a formal healthcare role is questionable because of a reliance on ageing and retired volunteers and a preference to remain informal. Policymakers must recognise that although Sheds might be well placed to offer formal health care this may detract from their primary aims.

The term ‘social innovation’ has come to gather all manner of meanings from policymakers and politicians across the political spectrum. But while actors may unproblematically unite around a broad perspective of social innovation as bringing about (positive) social change, we rarely see evidence of a shared vision for the kind of social change that social innovation ought to bring about. Taking inspiration from methods that recognise the utopian thinking inherent in the social innovation concept, we draw upon Erik Olin Wright’s concept of ‘real utopias’ to investigate the moral underpinnings inherent in the public statements of Ashoka, one of the most prominent social innovation actors operating in the world today. We seek to animate discussion on the moral principles that guide social innovation discourse through examining the problems that Ashoka is trying to solve through social innovation, the world they are striving to create, and the strategies they propose to realise their vision.

Place-based creative programmes can help alleviate the structural and place-related problems that affect older adults' health. However, it is unclear why these programmes achieve positive outcomes, and how these may vary across contexts. This critical realist review aimed to address these gaps. We were able to evidence why these programmes may work for older people's mental, social and physical health. Place-based creative programmes impact on health because they support social relatedness, motivation, self-continuity and self-efficacy. However, the circumstances under which and for whom these programmes work remain hidden since existing studies do not report sufficiently on context. We set out some of the general aspects of context that could form the basis of minimum standards for reporting.

Nonprofits are increasingly involved in collaborative governance mechanisms, on the premise that their proximity to end users and better understanding of the local contexts can lead to better policy outcomes. Although government–nonprofit relations have been theorized and explored by several studies, few studies have examined specifically collaborative governance, instead focusing on other phases of policy development or service delivery. In this article, we present a realist evaluation of data gathered from in-depth semi-structured interviews ( N = 41) and four focus groups with stakeholders involved in collaborative governance arrangements within “Strategic Public Social Partnerships” in Scotland. Our findings indicate that collaborative governance processes involving nonprofits can potentially lead to improved services through mechanisms such as the development of trust and the establishment of new learning dynamics, and when knowledgeable leadership and mutuality drive collaborations. However, this is only true if the long-term sustainability of these processes translates into the mainstreaming of both the resulting services and their underlying collaborative principles.

In this chapter the authors will critically examine the concept of ‘social value’, and how it has come to be tied up with the commodification and financialisation of everyday life. Drawing on Polanyi’s concept of ‘fictitious commodification’, the authors will draw upon two main examples to illustrate this point. The emergence of Social Impact Bonds and social impact measurement tools such as Social Return on Investment have troubling implications, furthering what Polanyi identified as the ‘market society’. This chapter outlines what may be done to refocus attention on what it means to ‘value’ the social, and how new thinking is needed to shape an economy from the ashes of the old [Relevant SDGs: SDG3: Good Health and Wellbeing; SDG 11: Sustainable cities and communities].

Purpose The purpose of this paper is to introduce the reader to the Nordic tradition of Critical Utopian Action Research (CUAR) and to demonstrate how CUAR might reinvigorate participatory democracy as an intrinsic characteristic of social enterprise. This leads us to sketch out the beginnings of how researchers might work with communities to help realise their democratic impulses through social enterprise. Design/methodology/approach This paper aims to synthesise the participatory action research literature, particularly CUAR, with literature on social enterprise and democracy to demonstrate how the two approaches might fruitfully be combined. Findings The authors show how CUAR might be utilised by researchers, to articulate new social enterprise organisational responses to local problems or to reinvigorate democracy within existing social enterprises. Originality/value This exploratory paper marks (we believe) the first attempt to bring together social enterprise and CUAR.

In this paper, we argue that social enterprise could represent a means of tackling rural challenges of providing sustainable economic development, addressing the withdrawal of public services and promoting community cohesion. The paper draws upon a review of existing academic as well as policy literature and develops a conceptual framework that helps to understand how to unlock the potential contribution of social enterprises to rural development. Drawing on an exploratory study conducted in two rural areas of Scotland we use interview data from social enterprise stakeholders to populate the conceptual framework and its rural (geographic), policy and social enterprise domains. Our study suggests that social enterprises can potentially enable an integrated approach to addressing local issues at the local level. They can create locally responsive services that fit the rural context. However, unlocking the potential of rural social enterprise may require moving beyond traditional policy silo approaches that treat economic development, community cohesion and public services as separate and disconnected since national policy-making frameworks have not always translated into practice at the rural level. Additionally, policy treatment of social enterprise needs to move beyond efforts to ‘scale up’ and achieve economies of scale. Collaborations between groups of social enterprises, and between social enterprises and public authorities can lead to economies of scope, particularly where strong trust-based relations within communities harness self-help and the co-production of services. With appropriate guidance and support, many rural challenges and needs could be transformed into opportunities for social enterprise development. In highlighting the opportunities and challenges faced by rural social enterprises, the paper suggests potential research gaps that, if filled, could contribute towards recognising and unlocking their full potential., Highlights • Rural social enterprise conceptual framework combines rural, policy and social enterprise domains. • Social enterprises recognise the interconnectedness between different rural needs and potential solutions. • Rural challenges could be transformed into opportunities for social enterprise and community development. • National social enterprise policies are not well-translated into practice at the rural level. • Future success or rural social enterprises depends on breaking down traditional policy silo.

Although men have a lower life expectancy than women, and are more susceptible to illness, they have been found to be less likely to engage in health‐seeking behaviour. Men's Sheds, as a gendered intervention, has been identified as an effective way to engage men in meaningful activity and gain social support from others. However, links between sheds and health and well‐being are not well‐documented, and evidence is lacking of the potential causal pathways to health generation. This study aims to develop a plausible empirically based causal theory of how Men's Sheds influence the health and well‐being of their participants and to set out future research directions to test this theory. Drawing on a scoping review of academic, peer‐reviewed journal articles published between 1990 and 2018, potential causal linkages between shed activity and health and well‐being outcomes are synthesised into a logic model framework. Sixteen relevant peer‐reviewed journal were identified from the academic literature. The data from the articles are predominantly self‐reported, and characterised by small sample sizes and/ or low response rates. Further, information is lacking on the demographics of Men's Shed participants and the contexts in which they exist. Most notably, while there is some evidence on the potential mental health and social well‐being impacts of shed activities, physical health is less documented. The study shows that there is a lack of reliable and systematic evidence of the potential causal pathways between Men's Shed activities and health and well‐being outcomes. In order to address research gaps, further research is required to test and develop the proposed theory and logic model.

This article makes a case for paying greater attention to how informal relationships between government officials and civil society practitioners impact processes of public value creation. Drawing on data from a five-year qualitative longitudinal study, we illuminate how civil society practitioners deviate from the formal objectives of social enterprise policies in order to create what they see as having public value. Through a process of theory elaboration, we demonstrate how government officials’ wilful ignorance of, or informal collaboration in, such deviance, precipitates forms of public value that are consistent with wider political objectives. Our analysis adds nuance and granularity to the debate on public value by drawing attention to the arcane ways it may be informally negotiated and created outside of the public sphere. This opens up new empirical and theoretical opportunities for understanding how deviance and ignorance might be symbiotically related in processes of public value creation.

Background Men’s health is a globally underrepresented area of research and policy. With men facing numerous healthcare barriers, there are calls for more ‘male friendly’ approaches to health improvement that take into consideration differing male behaviours and attitudes towards health. Men’s Sheds are community-based organisations delivering practical and social activities that encourage positive health behaviours. While Sheds have been recognised for their health and wellbeing benefits to men, research has yet to explore the impacts of Sheds on male health improvement and their potential role as a preventative gendered public health measure. Methods The study used in-depth interviews with 62 Shed members from five Sheds to investigate the impacts of Shed activity on the health improvement behaviours and attitudes of Shed users. Findings from the qualitative study were used to propose a set of pathways in which Sheds activity led to positive health engagement. Results The proposed pathways suggest that there are many different and interlinked ways in which Shed activities can impact on the health behaviours and attitudes of Shed users. Through participation in various practical and social activities in an inclusive environment, Shed users reported increases in their health seeking behaviours, improved perspectives on and management of their personal health, and an increased ability to overcome illness and recover. Conclusions Where male friendly health provision has been lacking, this study suggests how Men’s Shed activities can provide positive male health outcomes, often in unexpected and non-obvious ways. In particular, the proposed visual pathways are important to inform policymakers and practitioners of the ways in that Sheds may contribute to engaging men in health improvement practices and increase their health knowledge. This study also provides a structure from which further studies can measure and evaluate Shed health impacts.

In this work, we present an account of our experiences with a group of graduate students studying social entrepreneurship at the master’s level. They participated in a prominent international business plan competition that challenges students to come up with a solution to a significant real-world problem. We facilitated the process of their involvement with the support of a visiting colleague to identify what the students thought was a workable solution. Our students learned about the nature, scale, and complexity of so-called “wicked problems” and potential solutions. We consider that practice-based cocurricular activities are not an easy option for faculty and that students need extensive support. Although students can gain significant learning from such experiences, we consider that learning outcomes are best enhanced through students working closely with those with a deep, contextualized familiarity of context to coproduce integrated solutions. The Social Innovation Fund (SIF) - funded by Scottish Government and the European Social Fund - adopts a ‘public venture capital’ model to support socially innovative organisations. This article critically explores the use of public venture capital programmes to fund and grow the social economy through the case study of Heavy Sound Community Interest Company. We conclude that, while SIF funding helped Heavy Sound to scale-up an effective intervention in the short term, further significant scaling might undermine the project’s success and long-term sustainability was not assured. We call for further research into the long-term consequences of public venture capital programmes coming to an end, including coordinated evaluation of the SIF.

In recent years, music‐based interventions have been utilised as a tool for improving public health, reducing inequalities and promoting well‐being of young people. Although some researchers have begun to draw links between music‐related interventions and positive health outcomes, there is little understanding as to how such effects are produced. Realist evaluations—understanding what works, for whom and under what circumstances—are a particularly apt means by which we can open this ‘black box’. In this paper, we use a realist evaluation to assess a community‐based music initiative designed and implemented to support the well‐being of disadvantaged young people in Scotland. In order to gain perspectives on the range of contextual characteristics, mechanisms and outcomes, we collected quantitative and qualitative data in the form of pre‐ and post‐questionnaires, as well as conducting interviews with beneficiaries and stakeholders. Our findings show that the intervention achieved a positive impact on the self‐confidence, well‐being and engagement of disadvantaged young people. This impact was achieved via an approach personally tailored to the individual needs of the young people; and an organisational environment characterised by trust, whereby young people felt safe to express themselves.

The centrality of the third sector in the co-production of public services is seemingly based on the assumption that it can act as an effective proxy for service users. However, the third sector encompasses a broad range of organisational forms, interests and governance arrangements, which all have implications for the type and nature of relationships between the sector and its constituencies. Through analysis of empirical data drawn from research on a prominent co-production model in Scotland, we construct and present a typology of different approaches to service user involvement.

In many countries, social enterprise has been introduced into a competitive market-oriented environment as a substitute for publicly owned services, particularly in healthcare. In the United Kingdom, evidence for this move seems to derive from case studies where social enterprise operates in collaboration – as opposed to competition – with publicly owned services. Our systematic review demonstrates that there is no evidence to support the role of social enterprise as a substitute for publicly owned services. However, there is evidence to show that where social enterprise operates in a collaborative environment, enhanced outcomes can be achieved, such as connectedness, well-being and self-confidence.

Social enterprise has been portrayed as challenging neoliberalism, and alternatively, as neoliberalism by stealth. Here we conceptualise social enterprise as a microparadigm nested within wider political and economic frameworks. Our analysis of continuity and change over a period of political and economic crisis in England demonstrates considerable evidence of normative change in the ideas underpinning social enterprise policies. However, further analysis reveals that the (neoliberal) cognitive ideas underpinning the social enterprise paradigm remained intact. This suggests that policy paradigms can accommodate normative differences within a shared cognitive framework, and hence, are more fluid, and have greater longevity, than previously recognised.

Purpose As a critical and intimate form of inquiry, ethnography remains close to lived realities and equips scholars with a unique methodological angle on social phenomena. This paper aims to explore the potential gains from an increased use of ethnography in social enterprise studies. Design/methodology/approach The authors develop the argument through a set of dualistic themes, namely, the socio-economic dichotomy and the discourse/practice divide as predominant critical lenses through which social enterprise is currently examined, and suggest shifts from visible leaders to invisible collectives and from case study-based monologues to dialogic ethnography. Findings Ethnography sheds new light on at least four neglected aspects. Studying social enterprises ethnographically complicates simple reductions to socio-economic tensions, by enriching the set of differences through which practitioners make sense of their work-world. Ethnography provides a tool for unravelling how practitioners engage with discourse(s) of power, thus marking the concrete results of intervention (to some degree at least) as unplannable, and yet effective. Ethnographic examples signal the merits of moving beyond leaders towards more collective representations and in-depth accounts of (self-)development. Reflexive ethnographies demonstrate the heuristic value of accepting the self as an inevitable part of research and exemplify insights won through a thoroughly bodily and emotional commitment to sharing the life world of others. Originality/value The present volume collects original ethnographic research of social enterprises. The editorial develops the first consistent account of the merits of studying social enterprises ethnographically.

Community Orientated and Opportunity Learning (COOL) Music was a 12-month collaborative project between researchers at Glasgow Caledonian University and practitioners at the Edinburgh-based social enterprise Heavy Sound. The project began in October 2017 and involved 16 sessions of participatory music making with 32 ‘hard-to-reach’ young people (aged 12–17) aimed at increasing confidence and self-esteem and improving social skills. Using COOL Music as a case study, this article explores some of the challenges faced by community-based arts organisations tasked with delivering such interventions, contrasting COOL Music’s small-scale, targeted, community-based approach with prevailing top-down music interventions in Scotland. We argue that such programmes are particularly suitable in engaging those at the margins of society, reaching them on their own terms through music that resonates with their own lived experience. However, we acknowledge the short-term and transitory nature of such projects may prove problematic for some hard-to-reach groups who require more stability in their lives and may also lead to staff fatigue and burnout. We call for further research in these areas, and greater policy attention to be paid to the sustainability of such projects.

Since the late 1990s social enterprises have been increasingly utilised as a means of delivering of health and social care services. However, there is little evidence on if, and how, provision by social enterprise might achieve positive health outcomes, particularly in comparison to other modes of delivery. In this paper, we draw upon the multiple perspectives offered by stakeholders involved in a rural social enterprise initiative based in Scotland, UK, and in a nearby comparator public sector organisation. Both types of organisation aim to increase the physical activity levels of people with chronic health conditions. In order to gain perspectives on the range of mechanisms and outcomes involved in different types of organisation providing similar interventions, realist evaluation of data gathered from in-depth semi-structured interviews (n = 68) was undertaken. Interviews were carried out with beneficiaries, service providers and external stakeholders and Context-Mechanism-Outcome (CMO) configurations developed to support our explanations for how, and in what ways, social enterprise might impact differently on health. Our findings highlight that the social enterprise is differentiated from the publicly-run service in two distinct ways: firstly, the social enterprise was better able to flexibly deliver a bespoke programme designed around the needs of service users; and secondly, their role as a community ‘boundary spanner’ helped facilitate strong ties and feelings of connectedness between beneficiaries, organisational staff and community stakeholders. However, these advantages were significantly compromised when funding was constrained. Our findings serve as an important basis for future research to better understand the means by which social enterprises might deliver health outcomes, particularly in comparison with public sector providers.

Purpose This paper aims to explore how nascent social businesses move beyond the incubation phase and it develops understanding of how early-stage social businesses access finance to achieve growth. Design/methodology/approach This exploratory and inductive study is based on four focus group discussions with early-stage social entrepreneurs, “successful” social entrepreneurs who had achieved growth, and social impact investors. Findings Social capital allows a social business founder to access financial capital to “prove their concept”, or to directly attract investment from family and friends for start-up costs. To gain funding, social entrepreneurs present the desired image of the heroic change-maker. Interestingly, creating the right impression is equally important in securing financial capital as the “hard-work” itself. Research limitations/implications This study was conducted in London, which, like many other “global” cities, has a unique business environment. The study is exploratory in nature. Further work in this area is required to draw more definitive conclusions. Practical implications Financial products offered to social businesses are often dispersed and inappropriate. The study indicates that access to “soft loans” and grants is critical in the early stages of social business growth and that social entrepreneurs use both formal and informal funding sources to develop their businesses. Where a person is not connected to wealthy acquaintances either through family, or through social networks, they may often struggle to access finance in a world where the network’s resources appear to be as important as the entrepreneur’s resourcefulness. This has particular implications for the demographic make-up of “successful social entrepreneurs” operating social businesses, as these may be drawn from the most privileged and/or well-connected members of a group which already appears skewed towards white middle-class males. Social implications This study highlights that current support structures favour relatively privileged social entrepreneurs rather than encompassing and empowering those disadvantaged, social minority groups and those in the greatest need. This is important because social business is often portrayed, possibly incorrectly, as a mechanism for addressing poverty through empowerment of disadvantaged groups. Originality/value Research in social business development has largely neglected the social and cultural dynamics that embed start-ups. This paper tackles this gap and contributes to building knowledge in the area of early-stage social business development.

Social innovation is a contested concept with multiple meanings that have implications beyond academia. It is not a new term – its sociological heritage can be dated to the late nineteenth century. However, until the twenty-first century the concept was sparsely utilised, and, despite its current popularity among policy makers in Europe and the United States, remains largely ignored by social policy researchers. Through bibliometric analysis we identify the most influential articles on social innovation and explore how these have conceptualised the term. We show that over time social innovation has taken on a set of meanings far removed from its sociological roots. In particular we identify a weak tradition that sees social innovation as any increase in aggregate individual utility arising from an innovation, and a strong tradition that focuses on the process of collaboration between different groups and the restructuring of power relations. We conclude by outlining implications for social policy research.

Background Citizen participation in health service co-production is increasingly enacted. A reason for engaging community members is to co-design services that are locally-appropriate and harness local assets. To date, much literature examines processes of involving participants, with little consideration of innovative services are designed, how innovations emerge, develop and whether they sustain or diffuse. This paper addresses this gap by examining co-designed initiatives through the lens of social innovation – a conceptualisation more attuned to analysing grassroots innovation than common health services research approaches considering top-down, technical innovations. This paper considers whether social innovation is a useful frame for examining co-designed services. Methods Eighty-eight volunteer community-based participants from six rural Australian communities were engaged using the same, tested co-design framework for a 12-month design and then 12-month implementation phase, in 24 workshops (2014–16). Mixed, qualitative data were collected and used to formulate five case studies of community co-designed innovations. A social innovation theory, derived from literature, was applied as an analytical frame to examine co-design cases at 3 stages: innovation growth, development and sustainability/diffusion. Results Social innovation theory was found relevant in examining and understanding what occurred at each stage of innovation development. Innovations themselves were all adaptations of existing ideas. They emerged due to local participants combining knowledge from local context, own experiences and exemplars. External facilitation brought resources together. The project provided a protective niche in which pilot innovations developed, but they needed support from managers and/or policymakers to be implemented; and to be compatible with existing health system practices. For innovations to move to sustainability/diffusion required political relationships. Challenging existing practice without these was problematical. Conclusions Social innovation provides a useful lens to understand the grassroots innovation process implied in community participation in service co-design. It helps to show problems in co-design processes and highlights the need for strong partnerships and advocacy beyond the immediate community for new ideas to thrive. Regional commissioning organisations are intended to diffuse useful, co-designed service innovations. Efforts are required to develop an innovation system to realise the potential of community involvement in co-design.

Using England as a paradigmatic case of the ‘enterprising up’ of the third sector through social enterprise policies and programs, this article sheds light on practitioners’ resistance as enacted through dramaturgical identification with government strategies. Drawing from a longitudinal qualitative research study, which is interpreted via Michel de Certeau’s theory of the prosaic of the everyday, we present the case study of Teak, a charitable regeneration company, to illustrate how its Chief Executive Liam ‘acted as’ a social entrepreneur in order to gain access to important resources. Specifically, we establish ‘tactical mimicry’ as a sensitizing concept to suggest that third sector practitioners’ public identification with the normative premises of ‘social enterprise’ is part of a parasitical engagement with governmental power geared toward appropriating public money. While tactical mimicry conforms to governmental strategies only in order to exploit them, its ultimate aim is to increase potential for collective agency outside the direct influence of power. The contribution we make is threefold: first, we extend the recent debate on ‘productive resistance’ by highlighting how ‘playing the game’ without changing existing relations of power can nevertheless produce largely favorable outcomes. Second, we suggest that recognition of the potentiality of tactical mimicry requires methodologies that pay attention to the spatial and temporal dynamics of resistance. Finally, we argue that explaining the normalizing power of ‘social enterprise’ without consideration of the non-discursive, mainly financial resources made available to those who identify with it, necessarily risks overlooking a crucial element of the dramaturgical dynamic of discourse.

This paper explores whether nonprofits are increasingly adopting mixed revenue strategies, and the sustainability of these strategies over time. We constructed a panel using NCCS data from 1998 and 2007, and divided nonprofits into three groups: Commercial, Donative, and Mixed Revenue. We found no evidence that nonprofits are increasingly adopting mixed revenue strategies. Mixed revenue strategies appeared less sustainable over time than predominately commercial or predominately donative strategies. Our results suggest that for most nonprofits, relying predominately on either commercial or donative revenue (DR) is a more stable equilibrium than attempting to achieve a balanced revenue mix. Exceptions may be those nonprofits, such as arts organizations, where there is a natural alliance between donors and customers.

In this chapter we examine the alternative approaches to governing the zoo in Italy and England – two countries with long traditions of state support for social enterprise. Italy is widely credited with developing the concept of social enterprise, and was one of the first countries in the world to develop a specific legal form for social enterprise through the social cooperative, while England has arguably the most developed state support apparatus for social enterprise. Despite different political starting points, and different approaches to governing the zoo, both Italy and England appear to be converging towards a governance model whereby organizational form is downplayed in favour of more instrumental approaches in which political support is provided to any organization or activity that can contribute towards policy goals. This promises a social enterprise zoo with greater biodiversity in both countries.

The social enterprise literature is dominated by stories of good practice and heroic achievement. Failure has not been widely researched. The limited policy and practice literature presents failure as the flipside of good practice. Explanations for failure are almost wholly individualistic, and related to poor governance. However, organisational studies literature shows that failure cannot be understood without reference to the wider environment within which organisations operate. This paper is based on a nine year in depth case-study of an organisation previously characterised in the policy and practitioner literature as an example of good practice and heroic achievement. We seek to explain its ‘failure’ through studying the interaction between the organisation and its wider environment. We show that simple individualistic explanations are not sufficient by which to understand social enterprise failure and outline the implications for academic understanding of social enterprise.

Social enterprise is presented as a potential policy solution to homelessness, particularly as regards the employment of homeless people. This policy focus relies on an assumption that social and commercial goals can be successfully combined. This implies that by pursuing profit-maximizing behaviour social enterprises can also maximize social benefits. However, this paper shows that social enterprises are hybrid organizations facing a trade-off between social and commercial considerations. The paper identifies strategies used by work integration social enterprises in the homelessness field to balance mission-related goals with financial sustainability. The six case study organizations drew upon a hybrid range of economic resources transferred from other sectors of the economy. A key aspect of the ‘big society’ discourse in England is an enhanced role for voluntary organizations in the delivery of public services. However , Conservative philosophy draws upon the contradictory positions of market liberals favouring the free market and a small state, and those favouring community self-help and local distinctiveness. This article explores how these tensions were played out in parliamentary debate over the second reading of the Public Services (Social V alue) Bill. The authors argue that these tensions reflect unresolved issues within the UK Conservative party, and that market liberals will have the upper hand.

The current political climate in the UK is arguably more conducive to associationalism than previous regimes. This paper engages with Paul Hirst's work, focusing in particular on the legal and regulatory conditions that would need to be in place to support a transition towards associative democracy. The social economy is the obvious vehicle for associational reform. However, an analysis of the legal and regulatory forms associated with the social economy in the UK indicates that the current framework will not easily facilitate transition. The analysis opens up challenging questions for how to regulate the democratic element of associative democracy.

Much attention has been paid to the contested concept of “social enterprise”. A wide variety of organisational types have had the label attributed to them or have tried to claim the label for themselves. Existing academic literature provides a bewildering array of definitions and explanations for the emergence of social enterprise. This conceptual confusion is because social enterprise is a fluid and contested concept constructed by different actors promoting different discourses connected to different organisational forms and drawing upon different academic theories. This article makes sense of these different social enterprise forms, academic explanations and policy and practitioner discourses. Using the example of England, where social enterprise has been heavily promoted and supported as a site for policy intervention, an analysis of how the meanings of social enterprise have evolved and expanded over time is provided. This demonstrates that the language of social enterprise was initially developed as a way of promoting co-operative and mutual models of public and private enterprise. Its meaning expanded as other actors adopted the language to compete for policy attention and resources. Policy makers deliberately kept the definition loose to allow for the inclusion of almost any organisation claiming to be a social enterprise. This allowed them to amalgamate the positive characteristics of the different organisational forms, and so claim to be addressing a wide range of social problems using social enterprise as a policy tool.

PurposeThere is much current policy and practitioner enthusiasm for using social enterprise to tackle the problems faced by homeless people. However, there is no evidence base to support (or negate) this policy focus. The purpose of this paper is to identify the different ways in which social enterprise responds to the needs of homeless people, and some of the challenges faced by social enterprises in the homelessness field.Design/methodology/approachDesk‐based research of the grey literature identified different models of social enterprise in the homelessness field. A review of the two sets of literature on homelessness and social enterprise was conducted to identify the implications of these models for homeless people.FindingsSix models of social enterprise in the homelessness field are identified. Social enterprise involves balancing social and economic objectives. As third sector organisations become more business focused, there is a risk that those homeless people with the most complex or acute needs are abandoned as they are not profitable to work with.Originality/valueThis paper is the first to bring together two sets of literature in order to identify how social enterprise responds to homelessness. The paper is of use to policy makers aiming to develop targeted approaches to tackling homelessness. It is also of use to organisations in the homelessness field looking to develop social enterprise models.

This article examines the potential impact of social enterprise on disadvantage. The case study research involved participant observation over a 2-year period. Selection of cases was based on a preliminary typology for social enterprise and disadvantage was conceptualized using the European concept of social exclusion. This sees exclusion as multidimensional and relative to the standards of the society in which a person lives. The existing research literature suggests that the aggregate economic impact of social enterprise upon exclusion is marginal. This is a consequence of a mismatch between policy expectations and what is happening in the field. This study found that different forms of social enterprise impacted on exclusion in different ways. This article outlines these different impacts in order to open up a more balanced perspective on the potential and limitation of social enterprise in combating disadvantage.
