Based on the prerogative that every Brazilian municipality with more than 20 thousand inhabitants has to elaborate, discuss and apply a plan every ten years, the instrument seasonally comes into vogue in public debates. The spatial cut of the work is the municipality of Barra do Pira?, located in the Middle Para?ba Fluminense and the time period was from 1991 to 2016, period from the application of the first plan of this municipality to the approval of the last one, which, in turn, is in validity. The present work seeks to bring a reading about popular participation, how it occurs and what is its contribution to the final product ? the bill. To arrive at this problem-situation, an analysis of the history of master plans in Brazil and the construction of the idea of a participatory product is carried out. By applying the concepts at the municipal level, the popular political debate scenario is understood from the reading of the socio-spatial fabric of Barra do Pira? and, therefore, it is understood how the historical profile of the citizen was drawn. In this direction, the effort proposed here is to understand to what extent master plans are in the imagination of urban planning, if there is an expectation in the instrument and whether or not it will be linked to popular participation, and if so, why this contribution can it vary in the participatory or just consultative sphere? We opted for the analysis and interpretation of official records of the Municipal Secretariat of Works as a methodology used in order to assist in the construction of this social reading. Among them, we used the minutes of technical meetings, minutes of assemblies and popular workshops, data previously cataloged for the construction of the work, the three master plans themselves, Barrense history, in addition to bibliographies referring to the theme. Therefore, it is understood that such research is relevant and contributes to the discussion of urban processes and popular contribution in the search for an understanding of what would be a participatory master plan. Barra do Pira? had three Master Plans, of which the current one is from 2016 until 2026. The search for community awareness regarding the importance of participation in the municipality's development process was something classified as a ?great challenge?. Official data revealed that in the three public hearings of this decade, whose subjects were respectively launching of the review and training process, presentation of the city's reading and presentation of the strategic axes of the bill, the respective numbers for the citizens present were 64, 26 and 21, with a total participation of 111 people in this sphere. In addition to the small number, it is important to point out that the hearings are the most formal meetings, with a notorious ratifying character. Another issue is the decreasing sequence of the present community, showing a loss of attraction and popular participation. The Master Plan as a result of urban planning is something necessary, but it is worth discussing its practices and tangibles. Os planos diretores s?o instrumentos que prop?em uma an?lise espacial na escala municipal e que geram a expectativa de mudan?a na vida dos mun?cipes, bem como a apropria??o dos mesmos de seu lugar. Ao partir da prerrogativa que todo munic?pio brasileiro com mais de 20 mil habitantes tem que elaborar, discutir e aplicar um plano a cada dez anos, o instrumento entra em voga sazonalmente nos debates p?blicos. O recorte espacial do trabalho ? o munic?pio de Barra do Pira?, localizado no M?dio Para?ba Fluminense e o recorte temporal foi de 1991 a 2016, per?odo da aplica??o do primeiro plano deste munic?pio ? aprova??o do ?ltimo que, por sua vez, encontra-se em vig?ncia. O presente trabalho busca trazer uma leitura sobre a participa??o popular, como esta ocorre e qual a sua contribui??o para o produto final - o projeto de lei. Para se chegar a esta situa??o-problema, faz-se uma an?lise do hist?rico dos planos diretores no Brasil e a constru??o da ideia de um produto participativo. Ao aplicar os conceitos na esfera municipal, entende-se o cen?rio de debate pol?tico popular a partir da leitura da tessitura s?cio-espacial de Barra do Pira? e, por conseguinte, compreende-se como foi tra?ado o perfil hist?rico do cidad?o. Nessa dire??o, o esfor?o aqui proposto se d? em compreender em quais medidas os planos diretores est?o no imagin?rio do planejamento urbano, se h? a expectativa no instrumento e se ele estar? ou n?o atrelado ? participa??o popular, e em caso positivo, por que esta contribui??o pode variar na esfera participativa ou apenas consultiva? Optou-se pela an?lise e interpreta??o de registros oficiais da Secretaria Municipal de Obras como metodologia utilizada de modo a auxiliar na constru??o desta leitura social. Dentre eles, utilizou-se das atas das reuni?es de t?cnicos, das atas das assembleias e oficinas populares, de dados catalogados previamente para a constru??o da obra, dos tr?s planos diretores em si, da hist?ria barrense, al?m das bibliografias referentes ? tem?tica. Portanto, entende-se que tal pesquisa ? relevante e contribui na discuss?o sobre processos urbanos e contribui??o popular na busca pelo entendimento do que seria um plano diretor participativo. Barra do Pira? teve tr?s Planos Diretores, dos quais o vigente ? de 2016 at? 2026. A busca pela sensibiliza??o da comunidade no que se refere ? import?ncia da participa??o no processo de desenvolvimento do munic?pio foi algo classificado como um ?grande desafio?. Os dados oficiais revelaram que nas tr?s audi?ncias p?blicas deste dec?nio, cujos assuntos foram respectivamente lan?amento do processo de revis?o e capacita??o, apresenta??o da leitura da cidade e apresenta??o dos eixos estrat?gicos do projeto de lei, os n?meros respectivos aos cidad?os presentes foram 64, 26 e 21, totalizando nesta esfera a participa??o total de 111 pessoas. Al?m do n?mero reduzido, ? importante salientar que as audi?ncias s?o as reuni?es mais formais, apresentando um car?ter ratificador not?rio. Outra quest?o ? a sequ?ncia decrescente da comunidade presente, evidenciando uma perda de atra??o e de participa??o popular. O Plano Diretor como fruto de um planejamento Urbano ? algo necess?rio, por?m vale discutir suas pr?ticas e tangibilidades.
