Taking as a starting point the discussion about “the return of housing” in central and deprived neighbourhoods of Athens, the article will examine how these concerns have been debated and what type of policies have been proposed or implemented at different moments. More precisely, it looks at how the issue of housing has been perceived within urban regeneration policies since the 1980s, and how the debate has evolved in relation to the Greek housing and planning system and other conjunctural factors. Despite efforts and claims to strengthen the role of the state as a guarantor of public interest and social cohesion, overall, urban regeneration interventions rarely consider the negative effects of upgrading on its less protected inhabitants and uses. Tracing the institutional memory of urban policy for the centre of Athens contributes to a better understanding of path dependencies, mainstream perceptions and unexplored potentials. The paper stresses the need to acknowledge the social function of the city centre and to reframe the issue of re‑inhabiting the city centre from the perspective of socio-spatial justice, prioritising housing affordability and social inclusion. En partant de la discussion sur “le retour du logement” dans les quartiers centraux et défavorisés d’Athènes, cet article examinera comment ces préoccupations ont été débattues et quel type de politiques ont été proposées ou mises en œuvre à différents moments. Plus précisément, il examine comment la question du logement a été perçue dans les politiques de régénération urbaine depuis les années 1980, et comment le débat a évolué en relation avec le système de logement et d’urbanisme grec et d’autres facteurs conjoncturels. Malgré les efforts et les revendications visant à renforcer le rôle de l’État en tant que garant de l’intérêt public et de la cohésion sociale, dans l’ensemble, les interventions de régénération urbaine ne prennent guère en compte les effets négatifs de la mise à niveau sur ses habitants et utilisations les moins protégés. Tracer la mémoire institutionnelle de la politique urbaine pour le centre d’Athènes contribue à une meilleure compréhension des dépendances de chemin, des perceptions courantes et des potentiels inexploités. L’article souligne la nécessité de reconnaître la fonction sociale du centre-ville et de recadrer la question de la ré‑habitation du centre-ville du point de vue de la justice socio-spatiale, en accordant la priorité à l’accessibilité du logement et à l’inclusion sociale.

The percentage of empty houses in Southern Europe countries is relatively high due to several reasons. In the metropolitan region of Athens their number increased significantly during the 2000s and their distribution pattern has changed significantly. Their highest increase was observed in central densely built and socially vulnerable neighborhoods. The paper takes into account the spatial distribution of vacant housing in Athens and outlines a project that uses them as the main resource to address housing needs for an increasing number of groups who cannot afford market rents, including the considerable number of refugees living in Athens. This project seeks sustainablity within conditions of recession and lack of social rented housing tradition, by aiming at combining welfare and local development targets and bu seeking mutually beneficial arrangements for the social actors involved (tenants and petty landlords) and a planned division of labor among institutions (local authorities, international funders and NGOs).

Par la présence d’une myriade d’intérêts divergents que chaque acteur souhaite imposer, défendre ou revendiquer, la ville est un objet de luttes permanentes entre les différentes composantes du corps social. L’espace urbain est au cœur de plusieurs processus de négociation, qui lui sont à la fois interne et externe. L’aménagement urbain constitue l’un des terrains privilégiés de ces luttes. La ville a constitué un élément majeur du processus historique de civilisation. Avec la réduction progressive des sociétés paysannes et une urbanisation quasi généralisée qui fait pratiquement s’équivaloir la modernité et l’urbain, la ville a connu au cours du XXe siècle des transformations radicales par rapport aux siècles antérieurs et occupe désormais, à différents niveaux (local, national et international), une place stratégique dans les enjeux sociétaux, économiques et politiques. S’agissant des recherches sur les formes et les modes d’évolution des processus sociaux, la ville et l’urbain offrent un champ d’étude particulièrement riche parce qu’ils permettent de croiser des jeux complexes : entre acteurs individuels et collectifs, organisations publiques et privées et territoires multiples (d’administration, d’identifications, d’emboîtements, de concurrences, d’exclusions, …). Les études réunies dans le présent ouvrage portent plus particulièrement sur les aires arabe et européenne, s’étalent chronologiquement du XVIIe au XXIe siècle, décrivent dans des contextes différents (constructions de l’État national, modernisations autoritaires, destructions militaires, habitat informel, habitat résidentiel, …) les stratégies et les formes de négociations de différents segments sociaux (notables, citadins ordinaires, …) et montrent à l’œuvre quelques-uns des partenaires de l’action publique urbaine (des usagers aux professionnels, militants associatifs, intellectuels, aménageurs, planificateurs, urbanistes, élus, …).
