ObjectivesTo estimate the health characteristics and racial/ethnic health disparities among a probation cohort in Hennepin County. We hypothesised the probation population would have higher health needs compared with the general population as well as significant racial/ethnic health disparities.DesignCross-sectional study using linked administrative records.ParticipantsOf 7992 eligible individuals, 5873 met inclusion criteria of 6 or more months of eligibility for a full-benefit Minnesota healthcare plan.SettingProbation system in Hennepin County in 2016.OutcomesWe compared health condition prevalence among our probation cohort with survey data from the general population and analysed by race/ethnicity. We also measured sociodemographic characteristics, including the use of safety-net services.ResultsIndividuals were predominantly male (80.5%), young (mean age: 35.5 years), and disproportionately black or African American (52.9%). A majority of individuals enrolled in Medicaid were eligible via Medicaid expansion (65.9%). Compared with the general population, individuals on probation had higher rates of substance use disorders (66.5% vs 8.1%), mental illness (55.3% vs 14.4%) and many physical conditions (eg, asthma: 17.0% vs 12.5%, chronic kidney disease: 5.8% vs 0.2%). White individuals on probation were significantly more likely than black or African American individuals to have a diagnosed substance use disorder (71.6% vs 62.0%) or mental health disorder (64.9% vs 48.5%), but fewer chronic physical health conditions (average: 0.52 vs 0.73 chronic physical conditions).ConclusionsIndividuals on probation have high health needs, which vary substantially by race/ethnicity. Without attention to this variation, interventions to address health conditions in this population could worsen racial/ethnic disparities.

Physical activity (PA) and its contributions to wellbeing are understudied among incarcerated youth. We used 2019 Minnesota Student Survey data to describe PA rates and test PA's associations with indicators of psychological, social, and perceived health for adolescents in juvenile corrections facilities (JCFs). Participants (n = 265, 29% female, mage = 15.4 years) self-reported days of $ \ge $ ≥ 60 min of PA in the previous week. They also reported how often they experienced joy and energy and built trusting peer relationships, as well as how they perceived their overall health and symptoms of anxiety and depression. We calculated descriptive statistics and tested PA's associations with psychological, social, and perceived health variables among the full sample, then stratified by sex, with unadjusted and age-adjusted models. Female and male youth averaged over 5 days of $ \ge $ ≥ 60 min of PA. PA was positively, significantly associated with experiencing joy and energy, building trusting peer relationships, and having better perceived health, though sex-related differences emerged. PA was unassociated with anxiety and depression. Results suggest PA rates are high in JCFs, though quality remains unclear. While PA is positively associated with certain developmental outcomes for incarcerated youth, PA alone seems insufficient for mitigating their mental health concerns. [ABSTRACT FROM AUTHOR]

The death penalty debate intensifies when condemned women are considered, at least in part because of the associations society holds between womanhood and motherhood. Consequently, the concept of motherhood inherently permeates every condemned woman's sentence. Using qualitative document analysis, we examine how pregnancy is accounted for in the death penalty statutes and execution protocols. In half of U.S. states, exceptions exist in the statutes preventing executions of pregnant people, but pregnancy is rarely mentioned in execution protocols. Background: Parental incarceration impacts millions of children in the United States and has important consequences for youths' adjustment and school-based outcomes. Methods: Using data from a survey of youth behavior in one large Midwestern state, we examined the effect of both present and past parental incarceration on school-based outcomes, across 3 school settings (public schools, alternative learning centers, and juvenile correctional facilities). Results: Parental incarceration was significantly associated with students' poor school-based outcomes; however, these effects varied markedly by school setting. Among youth in public schools, parental incarceration was consistently associated with poor school outcomes. There were mixed effects among youth in alternative learning centers and no significant effects among youth in juvenile correctional facilities. Conclusions: The study adds to a body of literature demonstrating the negative effects of parental incarceration on youth's school-based outcomes for youth in public schools; however, findings were mixed for youth in alternative learning centers and juvenile correctional facilities. Implications for future research and school practitioners are discussed.

Introduction: Mass incarceration is becoming one of this country's most detrimental public health problems. Children are particularly affected by this phenomenon, as parental incarceration is associated with a host of adverse outcomes, including children's engagement in health-risk behaviors that may negatively influence their mental and physical health. This study compares physical health indicators of youth with currently and formerly incarcerated parents with youth with no history of parental incarceration. Method: Using cross-sectional data from the 2016 Minnesota Student Survey (MSS), this secondary data analysis examined behavioral indicators of physical health among 8th, 9th, and 11th grade students (N = 119,029). Self-reported behavioral indicators of physical activity, fruit and vegetable consumption, fast food consumption, sugar-sweetened beverage consumption, and sleep were assessed. We also included a measure of perceived overall health. Logistic regression models controlling for demographic characteristics compared youth with currently and formerly incarcerated parents to youth with no history of parental incarceration. Results: As predicted, parental incarceration was significantly associated with lower levels of healthy behaviors and higher levels of unhealthy behaviors. Contrary to expectations, youth with currently incarcerated parents did not differ significantly from youth with formerly incarcerated parents. Discussion: Parental incarceration was associated with youth engagement in health risk behaviors, even if the parent was not currently incarcerated. These results suggest parental incarceration is associated with poor health behaviors that have implications for future health, and emphasizes the need for practitioners and policymakers to focus on interventions for this high-risk group of children and their families. This study drew on prospective, longitudinal data to test the hypothesis that the intergenerational transmission of positive parenting is mediated by competence in subsequent relationships with peers and romantic partners. Interview-based ratings of supportive parenting were completed with a sample of 113 individuals (46% male) followed from birth to age 32. Results indicated that supportive parenting during adulthood was predicted by observed maternal sensitivity during the first 3 years of life, even after controlling for adults' age at first childbirth and adults' socioeconomic status and educational attainment at the time of the second generation parenting assessments. Moreover, the intergenerational association in parenting was mediated by later competence in relationships with peers and romantic partners. In particular, sensitive caregiving in infancy and early childhood predicted teachers' rankings of children's social competence with peers during childhood and adolescence, which in turn forecasted later interview ratings of romantic relationship competence during young adulthood, which in turn predicted supportive parenting in adulthood. Findings are discussed with respect to current theory and research on the intergenerational transmission of parenting.

Family science and public health scholars have documented the consequences of incarceration for the well-being of individuals, children, families, and communities. Yet the largest form of supervision in the criminal legal system is not imprisonment, but probation, with little known about the experiences of parents on probation. We analyzed interviews with 153 adults on probation, 68 (44%) of whom reported being parents of minor children (under 18 years). Compared to participants without minor children, parents with minor children were younger and more likely to be employed. Among parents, 42% reported having custody of one or more minor children and 20% lived with their minor children at the time of the interview. Yet, most (82%) parents reported they provided some form of care or support. Qualitative analyses of four case studies show the challenges facing parents on probation and the complex intersection of custody, living arrangements, and care and support for minor children. We find that parenthood and probation are interconnected, with parent status influencing the experience of supervision and probation impacting parenting opportunities and constraints. Background: Incarcerated perinatal populations report high rates of substance use in the United States (US). Despite this, substance use disorder (SUD) treatment is not routinely available in carceral settings and state policies related to the provision of substance use screening and treatment are unknown. Methods: We conducted a systematic search in WestLaw through the end of the 2020 legislative session combining the terms "pregnant" and "postpartum" with terms for incarceration and related terms. The search returned 453 statutes from 43 states. A deductive codebook of various maternal health topics was developed. Legislative texts related to SUD screening and treatment were extracted for textual analysis. Results: Of the 43 states identified as having at least 1 state statute pertaining to pregnant or postpartum incarcerated people, 7 states had statutes relevant to SUD screening and treatment. Statutes related to substance use screening, education, treatment and diversion programs, program eligibility, aftercare and release planning, and funding appropriations. Conclusions: The majority of states across the U.S. lack legislation that address SUD screening and treatment among incarcerated perinatal populations. Given the known limited access to SUD treatment for perinatal populations in custody, increasing legislative statutes could increase access to essential care. [ABSTRACT FROM AUTHOR]

Data from the Nurse-Family Partnership intervention program were analyzed to compare the "selection" versus "unique" effects of maternal jail time on adolescent antisocial and health risk outcomes. Data from 320 women and their firstborn children were available from the prenatal, birth, and 15-year assessments. Consistent with a selection perspective, prenatal and demographic risks directly and indirectly related to many adolescent antisocial outcomes. Maternal conviction and arrest were also associated with adolescent contact with the criminal justice system and health risk behaviors. Maternal jail time predicted whether or not children had ever been stopped by police, sent to youth corrections, or run away from home. However, these associations were not significant after controlling for prenatal risk factors and maternal conviction and arrest. The results highlight the importance of maternal criminality and other risk factors in children's environments, including prenatal variables. (Contains 7 tables.)

We investigated children and families who were participating in a mentoring program targeting children with incarcerated parents. Using multiple methods and informants, we explored the development of the mentoring relationship, challenges and benefits of mentoring children with incarcerated parents, and match termination in 57 mentor-child dyads. More than one-third of matches terminated during the first 6 months of participation. For those matches that continued to meet, however, children who saw their mentors more frequently exhibited fewer internalizing and externalizing symptoms. In monthly interviews with participants, themes emerged about challenges associated with mentoring and reasons for match termination. Implications for researchers, practitioners, and policymakers are discussed.

Children affected by maternal incarceration experience challenges maintaining continuous family relationships because of changes in caregivers, separation from siblings, and limited contact with mothers. In this mixed-method study, we investigated maternal and contextual factors associated with continuity in family relationships of children living with relatives because of their mother's incarceration. Interviews with 92 incarcerated mothers revealed that children were more likely to live in continuous caregiving arrangements when mothers felt that the caregiver was their choice, when children lived with fathers, and when the mother-caregiver relationship was more positive. In addition, most mothers were concerned about the quality or stability of care when expressing a preference for children's living arrangements.
