8. Kindergarten Readiness: Using Brigance Data to Prepare Students for School Entry

Abstract

This study utilizes the Brigance screener historical data to make a prediction of which prior settings students will come to kindergarten not-ready. It also uses prior settings data to look at subcategories of the composite score to inform an intervention plan to combat kindergarten not-ready scores. The research concluded that there is a relationship between prior settings and composite scores. The prior settings most likely to perform kindergarten not-ready are State Funded, Home and Head Start. The sub categories of the composite score most likely to be below average were Self Help and Social Emotional. This information was used to develop an intervention plan to target specific student populations prior to entrance into kindergarten. 9. The Future of Public Undergraduate Education in California.

Abstract

This report investigates whether the state of California can return to the levels of access to higher education envisioned in its Master Plan adopted in 1960. Chapter 1 is an introduction which discusses the state's commitment to access, the structure of the educational sector under the Master plan, the effects of the recession of the early 1990s on state finances, and the approach and organization of this report. Chapter 2 focuses on the decrease in the number of students served, the demand for public undergraduate education, and estimation of baseline demand. Chapter 3 discusses the deficit in available spaces for applicants to state institutions of higher education and labels this gap the "access deficit." The chapter also presents projections of the supply and demand implications of the state's expected and optimistic supply scenarios. Chapter 4 discusses the prospects for closing the access deficit, focusing on economic growth, improved efficiency, higher fees and tuition, and the three-year degree. Chapter 5 presents the conclusion that the state of California will not be able to close the access deficits and must reconsider the relationship between the people of the state and the public education enterprise detailed in the Master Plan. Seven appendices present various modeling scenarios to deal with the problems of supply and demand in public higher education as well as an analysis of total public enrollments. 10. The Master Plan Revisited (Again): Prospects for Providing Access to Public Undergraduate Education in California. Draft.

Abstract

This study examines California's prospects for meeting the 1960 Master Plan goal of providing access to public undergraduate education to every Californian who could benefit from it in the context of the state's future demographic and fiscal environment. The study uses a dynamic simulation model to estimate the target level of education envisioned in the Master Plan and the levels likely to be attained under a range of scenarios. It finds that the state will not be able to meet even half of the target level demand overall. The study also finds that the prospects of closing this gap through increased revenues, increased fees, and increased productivity are not feasible. It concludes that the state must take two actions: (1) it must reevaluate the access goals of the Master Plan and focus on ways to maximize the return on its education investment; and (2) the three public systems should focus their resources on restructuring the way in which they deliver the education product to maximize the ability of the state to serve as many citizens as possible. 11. The Changing Environment in Higher Education.

Abstract

This paper describes the national demographic and economic context of higher education and offers interpretations of what it portends, in order to illuminate the changing environment of higher education. The discussion focuses on: (1) demographic trends, such as the projected annual enrollment growth in the 1990s of 1.2 percent and the increasing heterogeneity of the student body; (2) fiscal trends, such as flat or declining public revenues per full-time equivalent student, widespread tax limitation movements, and growth in private support; and (3) cost trends, such as consistently rising costs for instruction, administration, and research since the early 1960s, which have outstripped prices common to other sectors. Temporizing responses, or even neglect, might be the best answer to problems that stem from short-term, ephemeral perturbations in long-term trends, but substantial changes in institutions and systems may be needed to address problems engendered by fundamental shifts in the underlying demographic and economic forces. Higher education's institutions and systems will need to be substantially restructured to effectively serve society's future needs and expectations with the limited resources likely to be available to them in the future. 12. The Role of History in Developing the Missions of California's Public Higher Education Systems. Draft.

Abstract

The California Master Plan of 1960 defined relevant student populations and differentiated the missions of the University of California (UC), the California State Universities and Colleges (CSU), and the community colleges. Modern social forces are now complicating those missions. As the demand for high-quality instruction in the liberal arts and sciences has grown, the ability of UC to meet this demand has fallen behind, and CSU has graduated an increasing share of the baccalaureate students in these areas. The CSU's ability to attract high quality faculty has resulted in a much more research-oriented faculty, blurring the distinction between the CSU's and the UC's research missions. Concurrently, an increase in the pressures on institutions to meet access and equity objectives, coupled with the overall decline in the quality of secondary students entering the CSU and the UC and the increased participation of nontraditional student populations, have led to an increased need for these institutions to provide extensive remediation services, a role which was reserved for the community colleges under the Master Plan. Finally, the declining resource base within the state has caused all three of the public systems to reconsider their roles and missions. (Contains 11 references.) (JDD)

13. The Effects of the California Voucher Initiative on Public Expenditures for Education.

Abstract

This handbook summarizes the probable effects of California's school-voucher initiative on public spending for K-12 education. The Parental Choice in Education Initiative (Proposition 174) was rejected by voters in the November 2, 1993, election. It sought to establish a system of annual vouchers, funded by public tax dollars, that elementary and secondary students could use to pay tuition at private schools. The book's findings are based on a complex simulation model of enrollment, tax revenues, and other trends over the next decade. It takes a neutral position and attempts to provide an analytic framework for evaluating the claims of opponents and advocates. Specifically, the analysis examines the likely effects of Proposition 174 on total state spending for K-12 education, and on spending per pupil in the public schools. In general, findings indicate that the fiscal effects of Proposition 174 are highly uncertain. Voting for the proposition may help to avoid a fiscal crisis. However, if relatively few students shift to private schools, or if certain provisions of the initiative are interpreted in certain ways, the proposition could actually worsen California's fiscal situation and simultaneously reduce the resources available to each public school pupil. Voting against the measure, however, may court the serious risk that there is no better option for heading off the state's looming fiscal crisis. Until all four players in the debate--voters, courts, parents, and the state--have exercised their influence, the initiative's fiscal impact is unknown. Twenty-one figures and 13 tables are included. 16. A Systems Approach to Strategic Planning and Its Implications to Higher Education. [Draft.]

Abstract

This paper provides the framework and context for a systems approach to planning, detailed descriptions of specific steps in the planning process, conclusions, and questions for consideration when executing strategic planning in higher education. The analysis is based on the work of James T. Ziegenfuss, Jr. in his book "Designing Organizational Futures: A Systems Approach to Strategic Planning with Cases for Public and Non-Profit Organizations." The systems model for strategic planning for public agencies presented includes the following steps: (1) planning to plan; (2) internal assessment--institutional scanning; (3) external assessment, environmental scanning; (4) developing a vision; (5) matching the vision to the present; (6) developing strategies; (7) developing and implementing programs; and (8) updating and maintaining the program. Planning steps for higher education are seen to be essentially the same. The role and leadership of the college or university president to the planning process is stressed as is the need for a concerted effort at the highest levels of the planning effort to make certain that the information provided by the subunits is complete and representative. The report also notes that it is unlikely that the planning process will be able to adequately address all the environmental forces shaping the university, and the university may wish to consult with an outside agency. Abstract

Counties in the twenty-first century are enigmatic hybrids of state and local government. Behaving sometimes as agents of state government, sometimes as county governments, and increasingly as municipal governments, urban counties are becoming more relevant as deliverers of urban services. Studies of county government have long recognized two roles of counties: as service delivery arms of state government and as local governments. More recently, analyses of county activities have pointed to increasing involvement in the delivery of services typically left to cities, particularly in urbanized areas. The rise of counties' municipal services role deserves greater attention. Using a two-year, in-depth analysis of Los Angeles County, the authors examine the extent to which L.A. County has increased its municipal presence. They find that this municipal, or urban, services role comprises a significant portion of Los Angeles County's activities and takes several distinct forms.

Abstract

Background: Abdominal aortic aneurysm (AAA) is a focal aortic dilatation progressing towards rupture. Non-invasive AAA-associated cell proliferation biomarkers are not yet established. We investigated the feasibility of the cell proliferation radiotracer, fluorine-18-fluorothymidine ([18F]FLT) with positron emission tomography/computed tomography (PET/CT) in a progressive pre-clinical AAA model (angiotensin II, AngII infusion).Methods and Results: Fourteen-week-old apolipoprotein E-knockout (ApoE-/-) mice received saline or AngII via osmotic mini-pumps for 14 (n = 7 and 5, respectively) or 28 (n = 3 and 4, respectively) days and underwent 90-minute dynamic [18F]FLT PET/CT. Organs were harvested from independent cohorts for gamma counting, ultrasound scanning, and western blotting. [18F]FLT uptake was significantly greater in 14- (n = 5) and 28-day (n = 3) AAA than in saline control aortae (n = 5) (P < 0.001), which reduced between days 14 and 28. Whole-organ gamma counting confirmed greater [18F]FLT uptake in 14-day AAA (n = 9) compared to saline-infused aortae (n = 4) (P < 0.05), correlating positively with aortic volume (r = 0.71, P < 0.01). Fourteen-day AAA tissue showed increased expression of thymidine kinase-1, equilibrative nucleoside transporter (ENT)-1, ENT-2, concentrative nucleoside transporter (CNT)-1, and CNT-3 than 28-day AAA and saline control tissues (n = 3 each) (all P < 0.001).Conclusions: [18F]FLT uptake is increased during the active growth phase of the AAA model compared to saline control mice and late-stage AAA. Abstract

Digital microscopy produces high resolution digital images of pathology slides. Because no acceptable and effective control of color reproduction exists in this domain, there is significant variability in color reproduction of whole slide images. Guidance from international bodies and regulators highlights the need for color standardization. To address this issue, we systematically measured and analyzed the spectra of histopathological stains. This information was used to design a unique color calibration slide utilizing real stains and a tissue-like substrate, which can be stained to produce the same spectral response as tissue. By closely mimicking the colors in stained tissue, our target can provide more accurate color representation than film-based targets, whilst avoiding the known limitations of using actual tissue. The application of the color calibration slide in the clinical setting was assessed by conducting a pilot user-evaluation experiment with promising results. With the imminent integration of digital pathology into the routine work of the diagnostic pathologist, it is hoped that this color calibration slide will help provide a universal color standard for digital microscopy thereby ensuring better and safer healthcare delivery., Funding Agencies|UK Technology Strategy Board [720200 2012]; Leeds Teaching Hospitals Charitable Trustees
