Posljednjih godina drastično raste broj piratskih djela na moru. U doba globalizacije piratstvo nije beznačajan fenomen - radi se o globalnom organiziranom kriminalu i trenutačno najvećoj ljudskoj prijetnji na morima i oceanima. Prema Konvenciji Ujedinjenih naroda o pravu mora piratsko djelo je i svaki čin dobrovoljnog sudjelovanja i uporabe broda ako počinitelj zna da taj brod ima obilježja piratskoga broda. Piratski je i čin kojemu je svrha poticati ili namjerno olakšavati označena piratska djela. Piratstvo je jednako tako svaki čin dobrovoljnog sudjelovanja u uporabi broda ili zrakoplova ako počinitelj zna da taj brod ili zrakoplov ima obilježje piratskoga broda ili zrakoplova. Povezano s tim, raspravlja se u međunarodnoj zajednici o učinkovitoj sigurnosnoj zaštiti brodova u područjima s visokim stupnjem opasnosti od piratskih napada. U ovoj doktorskoj disertaciji sustavno su sagledani modeli preventivne i pravovremene učinkovite zaštite broda od mogućih piratskih napada te u tom pogledu mjere obrane broda od piratskih napada tijekom plovidbe piratskim područjem pa i šire. Temeljem dobivenih rezultata, nakon provedenih istraživanja, predložen je sustav zaštite broda od mogućih piratskih napada, koju provodi brodarska kompanija, modelom teorije igara, te su predložena poboljšanja zaštite broda od piratskih napada s pomoću simulacija različitih scenarija napada izrađenih korištenjem Petrijevih mreža., In recent years there has been a dramatic increase in acts of piracy at sea. In the age of globalization, piracy is not a trivial phenomenon - it is global organized crime which currently poses the largest threat to persons on board ships at seas and oceans throughout the world. According to the United Nations Convention on the Law of the Sea, a pirate's act is any act of voluntary participation and the use of a ship when the perpetrator knows that the ship has the characteristics of a pirate ship or an aircraft. Piracy is an act which is designed to encourage or intentionally facilitate acts as described in the Convention. In relation to this, there are ongoing discussions in the international community on the effective protection of ships against piracy attacks in the high risk areas. This doctoral thesis gives systematic analyses of effective models of preventive and timely protection of ships against potential piracy attacks, and in this respect provides the measures of ships defense against piracy attacks while sailing through pirate infested water and beyond. Based on research findings, there follows a proposal for a system of ship protection against potential piracy attacks by means of a Game Theory model conducted by the shipping company. Moreover, there are proposals for improvement of ship protection against piracy attacks by using simulations of different scenarios for attacks made by use of Petri nets.

Damage containment is one of the key factors for optimising operational readiness of warships after an internal warhead detonation. Ship designers currently have no other option than to rely on state of the art solutions applied in vehicle and personal protection; mainly ballistic composites. These solutions are prone to being traded off during the design process due to cost of the bulk material. Areas to protect are in the order of magnitude of hundreds of square meters. This called for development of a cost efficient, but lightweight protection against fragments. TNO has teamed up with industrial partners to develop understanding of the physical phenomena involved in pre-layers on armour steels [1], in order to optimise protective solutions. Goal of the project was to assess the potential of using polymer coated armour steels in combination with blast bulkheads. The project consisted of three iterations of testing and analysis. The first test programme was aimed at understanding the physics explaining why armour steels perform significantly better against blunt projectiles when covered with an additional thin layer of a relatively soft material. Knowledge from the preliminary tests was applied to protective concepts for blast bulkheads. The pre-layer on the armour steel allows it to dissipate the energy over a wider area of the steel. In the experiments extreme stretching of the armour plate occurred and about twice the amount of energy is dissipated in the armour steel compared to the uncoated situation. The work resulted in protective concepts that fulfilled the mass requirements and are based on affordable materials. The project team considers this technology to be promising for future application in warships. Solutions from this project will be engineered further into a prototype concept. There is spin-off possible to other platforms like vehicles and offshore rigs, where mass and cost are equally important.
