Comparative and international education (CIE) claims to be an interdisciplinary field embracing a diversity in methodologies and theoretical perspectives. Over the years, there has been an expansion in the range of theoretical perspectives employed in scholarship, as new scholars bring with them interests, expertise and positionalities. Our analysis maps the development of theoretical perspectives in doctoral theses in CIE at North American universities since 1990. We find that theory has changed considerably in this time, with a greater emphasis on critical perspectives and standpoint theories and a declining interest in economically focused perspectives. We also note that the role of doctoral advisors is primarily in terms of theoretical perspective, rather than context or methodology. These findings improve our understanding of the field in North America and potentially hold relevance to scholarship in other parts of the world.

Both innovation and quality assurance are prominent concerns in higher education institutions but research is ambiguous with respect to the relationship between quality assurance and innovation. Specifically, it is unclear whether quality assurance supports innovation or, conversely, acts as a hindrance. As a relatively new innovation, massive open online courses (MOOCs) yield insights into the relationship between quality assurance and innovation in higher education institutions. This article explores how quality assurance is adapted to accommodate MOOCs based on case studies in five universities in the United Kingdom. Our findings suggest that quality assurance does not support innovations such as MOOCs because most universities use a relatively superficial approach that focuses on technical requirements rather than academic quality. The study provides suitable empirical evidence to support a cogent argument that universities should evaluate MOOCs through quality assurance, both to identify strengths and to expose weaknesses that need to be developed.

Theoretical literature on institutions emphasizes the importance of logics -- shared rationalizations -- in determining many aspects of organizations. In this literature, universities are often discussed as an example of an institution with a particularly strong and cohesive logic, one rooted in notions of academic excellence and the pursuit of universal knowledge. However, more recent literature has argued that multiple institutional logics often compete and conflict with one another in a single organization. In this paper, we use the notion of competing logics to examine how academics in the United Kingdom understand the university as an institution. We perform a factor analysis on questionnaires completed by academics to identify overarching rationalizations of universities. Our analysis suggests three competing institutional logics characterize universities: autonomy, utilitarianism and managerialism. We show these multiple logics produce competing models of the university as an institution, and we discuss the practical and theoretical implications.

This paper investigates differences in higher education outcomes according to the qualifications with which students enter university. The study is situated in the context of increasing marketization, competition and privatization in post-16 qualifications, combined with an increase in students entering higher education with either vocational qualifications (e.g. the Business and Technology Education Council [BTEC] qualification) or a mix of academic and vocational qualifications. It draws upon literature on markets in education as well as studies on educational choice and pathways to examine whether different entry qualifications offer equal chances of success in higher education. Using multilevel logistic regression, the analysis examines the relationship between types of entry qualifications (academic, vocational and mixed) and the probability of achieving a first or upper-second class degree at university, which are associated with increased opportunities in the labour market and postgraduate study. Controlling for a range of demographic and institutional characteristics, the analysis identifies a strong decrease in the probability of a first or upper-second class degree for students who enter higher education with vocational qualifications. Following the 2005 Paris Declaration on Aid Effectiveness, international development policy discourses have focused on partnership as an overarching principle. With a focus on participation and non-hierarchical relationships, new partnerships aim to reconstitute the aid relationship in a way that obviates power inequality and hegemony. However, empirical studies of these partnerships are scarce. This paper uses social network analysis to analyse relationships between organisations involved in prominent partnerships for education in international development. Our analysis of an original dataset demonstrates that bilateral donors, civil society organisations, and international organisations are most likely to occupy central positions in this network, meaning that they enjoy high levels of connectivity to many organisations. Literature on international networks suggests that these organisations would therefore shape the flow of information and ideas between organisations, influence the distribution of resources among members, and determine normative preferences of the partnerships. In contrast, recipient governments, private businesses, and universities occupy peripheral positions. We contextualise these findings with respect to literature on aid in international education and privatisation in the political economy of educational development.

This paper examines the link between decentralisation in school management and student achievement levels in secondary schools in India. It employs observational data from two school surveys conducted as part of the Young Lives project in the southern Indian states of Telangana and Andhra Pradesh to create a measure of decentralisation as a latent construct. The relationship between decentralisation and students' abilities in mathematics and English is measured using linear mixed effects models. Contrary to the expectations in much literature, we find a negative association between decentralisation and students' scores on Maths and English assessments, even when controlling for a variety of individual and school characteristics. The results from the analysis therefore problematises decentralisation initiatives such as school-based management to improve student achievement. [ABSTRACT FROM AUTHOR]

Much research on higher education has discussed the positional competition induced by global rankings and the complementary concept of "world-class" universities. This paper investigates the network of social media communication between globally ranked universities. Specifically, it examines whether universities seek to preserve and reproduce status by selectively forming associations with highly ranked institutions. It uses social network analysis and exponential random graph models to investigate data on interactions through the popular social media website Twitter.com. Findings show that social media communications are significantly related to global rankings, but that the size of this effect is quite small. Instead, structural relationships within the network and geographical location appear to have more influence on network structure. These results suggest a need to critically reassess the category of "world-class" universities and the role of global rankings in global higher education.

This paper examines international student mobility between member states of the European Higher Education Area (EHEA), a group of 47 countries that committed to reforming their higher education systems to improve the comparability and compatibility of degrees. While increased student mobility is a key goal in its official documents, little research has empirically investigated student mobility patterns in respect to the EHEA. The analysis employs multivariate techniques to identify trends in student mobility between 1999 and 2009, using a spatial approach to visualise the relationships between member states as constituted through student mobility flows. Results show that within the analysis timeframe student flows in the EHEA became more even in their distribution, but that in terms of the relationships between states, the EHEA became more centralised and segmented, meaning that key actors mediated exchanges between peripheral states and the region was more easily divided into self-contained clusters. These trends indicate a need to critically reconsider the nature of the EHEA and its role in the globalisation of higher education.

This paper presents a longitudinal analysis of cross-national data on armed conflict, state fragility, and enrolment in primary and secondary schooling. The study is motivated by questions raised in the 2012 "Human Security Report," which challenges the widely held assumption that conflict is necessarily detrimental to educational outcomes. We use multilevel modelling techniques to determine how conflict and fragility relate to changes in enrolment. Our findings suggest that growth in enrolment is significantly lower in conflict-affected countries but that the effect is dependent upon countries' overall enrolment level. However, when we control for fragility, the effect of conflict is not significant, which is consistent with the "Human Security Report's" suggestion that fragility is an underlying cause of both conflict and poor educational outcomes. We conclude by discussing the relevance of our findings and challenges for future research on fragility and education.

This paper reports the findings from a small-scale exploratory study that investigated how moving-image narratives might enable children to develop transferable reading comprehension strategies. Using short, animated, narrative films, 28 primary-aged children engaged in a 10-week programme that included the explicit instruction of comprehension strategies in small-group settings. Baseline and final data relating to children's reading accuracy, rate and comprehension of written texts were gathered using a standardised reading assessment. Findings show that children's reading comprehension scores showed significant improvement after the programme. Furthermore, reading accuracy scores also improved beyond expected levels even though no decoding of written words had occurred in the programme. While further research is needed, these findings offer a challenge to models of reading that potentially over-simplify the complex relationship between the word recognition and comprehension. More importantly, the findings point at the importance of using alternatives to written texts within the reading curriculum.

This article analyzes changes to the network of international student mobility in higher education over a 10-year period (1999-2008). International student flows have increased rapidly, exceeding 3 million in 2009, and extensive data on mobility provide unique insight into global educational processes. The analysis is informed by three theoretical conceptualizations of globalization: neoliberalism, critical perspectives (e.g., world-systems analysis and poststructuralism), and world culture theory. Network analysis demonstrates that flows of international students have become more unequal and centralized. Comparisons with other global networks show that international student flows are closely related to world trade and, increasingly, international governmental organizations. While confirming the importance of international governmental organizations in the globalization of education, the study highlights the need for theoretical work that accounts for the nexus between international institutions and the complex power dynamics involved in uneven global processes.

The use of information and communications technology (ICT) for education in developing countries has been a subject of great interest and speculation, with its proponents arguing that ICT improves educational quality, develops critical thinking skills, expands access, increases economic competitiveness and facilitates inclusion in a rapidly expanding global information society. However, few of these claims have been verified from an empirical standpoint, leading to substantial criticism of the push to expand ICT. This article analyses how the global discourse on ICT in education has unfolded in Nepal, concentrating on educational policies on ICT and how these relate to a rather limited domain of practice. It argues that policies on ICT in education reveal an uneasy and fragmented engagement with the global discourse, while in practice its use is often innovative although so limited as to cause little substantive change. However, in both policy and practice the importance of ICT is more due to its power as a symbol of modernity and progress than any utilitarian value. (Contains 1 note.)

This paper investigates the relationship between educational policy, equity, and national development in Nepal. It argues that current inequities in educational opportunities and outcomes are largely attributable to persistent inequities and biases in the educational policy framework. We begin by surveying the complex, multifaceted reality of educational disparity in contemporary Nepal and trace these inequalities to exclusionary practices in the policy environment that have persisted in various forms since the inception of an independent Nepali state. We then show how these educational inequities contributed to the civil conflict that engulfed Nepal from 1996 to 2006. Analysis and critique of the most recent policy trends, decentralisation and privatisation, provide insight into the future nexus of educational policy and equity in Nepal. We conclude that it is imperative for policymakers to reconceptualise the relationship between development, education, and equity at this critical juncture. (Contains 2 notes.)

A violent conflict between Maoist insurgents and the national government has engulfed Nepal for most of the last decade, a situation that has been complicated by deep-seated instability at the highest levels of the government itself. Even with the declaration of a ceasefire in 2006, violence endures in pockets of lawless banditry and unrest at the hands of separatist groups. During the conflict, education and schools played a central role, with issues such as the neglect of rural schools, the right to mother tongue education, and the expansion of private schooling figuring prominently in the Maoists' list of grievances. Both sides used intimidation and violence to gain support from rural schools, which acted as one of the lone advocates of community interests during the upheaval. This article argues that throughout the conflict formal education in Nepal has simultaneously presented many faces: on one hand it contributed to the conflict by reinforcing social inequalities while on the other it mitigated the effects of the conflict by maintaining social cohesion and mediating between opposing sides. In other cases it seemingly did both at once: acting as an egalitarian force by expanding basic education and literacy at an astounding rate while simultaneously excluding certain groups from sharing the benefits of the country's development. Building upon the work of Bush & Salterelli, the article shows that in the case of Nepal education presents not two but many faces that are highly contextual and remain relevant in the post-conflict environment.
