JOVIAL is described as a general purpose, procedure-oriented, and largely computer-independent programming language intended primarily for professional programmers. JOVIAL was designed and implemented by SDC to produce programs for large, computer-based, military command and control systems. This volume of the Spaceborne Software Systems Study recommends a programming language for adoption as the common higher-order programming language for spaceborne software. The volume describes the benefits to be obtained from adopting a higher-order language and describes the reasons why the present time is appropriate for adoption of such a language. The spaceborne software application area is analyzed and reviewed including: programming personnel, hardware, production methods, and data processing functions. An evaluation of existing widely accepted languages is made and a description of the semantic capabilities of the recommended language and its subsets is included. A description of implementation considerations is also provided; this includes compiler capability requirements and a recommendation regarding compiler development techniques. (Author)

This volume represents a summary of the study of Spaceborne Software Systems conducted by the System Development Corporation between September 1965 and December 1966. The aims of the study are outlined, and the major conclusions, including a characterization of spaceborne software and a comparison with general-purpose data processing are presented. The critical problems in spaceborne software are identified and recommendations for solutions are described. These recommendations include an analysis of the need for a common programming language and a recommendation for the adoption of a Space Programming Language (SPL). Also included are summaries of the other three volumes of the final report of the Spaceborne Software Systems Study. (Author)
