The problem of traffic regulation has been a big problem in many countries for many years. One of the most acceptable methods of decoupling the traffic flow is to optimize the operation of the traffic light. This article presents a simulation method used to find the optimal modes of operation of a traffic light at a given intersection. Models were created that simulate the transport networks of the city, on the basis of which the experimental results of this simulation were obtained. The simulation was carried out on the basis of optimizing the time of the traffic light on the given sections of the routes. To optimize the operation of traffic lights, the following sequence of operations was implemented: during the iteration, optimization parameters were selected from those specified in the database, followed by work on the model based on these parameters; at the end of one cycle of the model, the value of the optimizing function was determined at the time of the cycle completion. The resulting optimizing function is analyzed and, if necessary, new values of the optimization parameters are introduced, a new value of the optimization function is found, and the process is repeated until the function satisfies the specified initial conditions or reaches a constant value. The data obtained as a result of the optimization showed that the optimization made it possible to increase the capacity of busy intersections by almost three times.

This article analyzes existing mobile applications for calculation of wages; also we considered main stages of creation mobile applications. Calculation method for determining of the amount of wages in Kyrgyz Republic has been determined. Android operating system, Java programming language and Android Studio integrated development environment are briefly considered in it. Start box for entering applications has been developed and input activities’ process and employee data output determine salary are shown.

The article discusses the issue of the optimal location of base stations for mobile communications. A method for finding the optimal location of base stations, determining their throughput in accordance with the expected traffic volume and determining the size of the cells will be considered. The purpose of the work is to formalize the question of the optimal location of base stations according to the criteria for minimizing costs for all network elements, taking into account the expected number of subscribers and the volume of traffic. As a result, a generalized algorithm for solving problems for systems is described, which allows one to formalize the objective function and constraints.

The article is devoted to substantiating the expediency of reorienting international investment flows, under the influence of the COVID-19 pandemic, from traditional directions to projects related to social transformation. It is proved that such transformations should be expressed first of all in qualitative changes in education, medicine and employment. Particular attention is paid to the modernization of the paradigm of sustainable development, the components of which should be ranked from social to environmental. The necessity of interpretation of investment strategies implemented in the countries following their common problems is substantiated. Also, attention is paid to the substantiation of the cyclical component, its role in the redistribution of investment flows at the state level. The article proposed cluster investment to solve this problem.

At the moment, the exchange of data via insecure communication channels is the most vulnerable to information systems that store a large amount of data, the partial loss or substitution of which can lead to irreversible consequences. For this reason, in order to ensure security, the task is to use such methods and means that allow to verify the authenticity of the user's belonging to this system and, if successful, give access to information. In this paper are reviewed authentication methods that can be used depending on the needs of the systems, their vulnerabilities and recommend solutions to use. Authentication is process of granting a user access to an information system. There are three main types of authentication mechanisms: 1. The user knows some unified information (password entry); 2. The user has a unified information storage (smart card, token); 3. The user himself is an integral part of the authentication (biometric). Each authentication mechanism functions differently and has their strengths and weakness.

ZIF-8 microcrystals demonstrate different degradation kinetics in water, PBS (pH 7.4), and PBS with lactic acid (pH 5.0).

The ecological and climatic determinants of the spatial distribution of cystic and alveolar echinococcosis in the Kyrgyz Republic (KR) were assessed and the localization of local foci was determined. A map was compiled taking into account the territory with a relative risk of infection with echinococcosis and alveococcosis, and also identified several local communities at risk of infection with echinococcosis and alveococcosis, where during the study period the invasion was not registered. The data of retrospective analysis indicate the uneven distribution of these invasions across the territories and for the possible difference in the ecological determinants underlying their distribution.

The article deals with situations of simple repetition of action, commonness in the Kyrgyz and some Turkic languages. The simple repeatability of an action is one of the aspectual–temporal meanings of temporary non-localization. Repeatability of the action is associated with an assessment of what is repeated regularly or irregularly, as going beyond a specific episode. Based on the content of theoretical questions, corresponding illustrative materials were given.

The problems of the growth of public debt affect an increasing number of states in the modern world. Most countries record a significant shortage of their resources when making domestic investments and cover the state budget deficit and carry out socio-economic transformations. This lack of funds led to the formation of an economic debt system. At the same time, with the liberalization and globalization of financial markets, there will be an increase in the dependence of national economies on external replenishment. When carrying out economic transformations, most of the modern world countries resort to using external and internal sources of financing.The Kyrgyz Republic is no exception to this rule and today is largely dependent on external funding from foreign donors. At the same time, the lack of a consistent policy in attracting and using external and internal financial resources has led to the formation of significant external debt, which does not allow for economic transformations to ensure the country’s economic security. As a result of this study, recommendations were formed for the Ministry of Finance of the Kyrgyz Republic, which proposes a balanced policy of attracting expensive foreign loans to reduce the debt burden. In this study, the principles of dialectical logic, the unity of the logical and the historical, and generally scientific methods of cognition were used. Analysis, synthesis, consistency, special comparisons, groupings, classifications, generalization can be distinguished.

This paper is the continuation of our previous work on the ability of biocomposites based on sol-gel alumina (boehmite) to promote skin recovery from burns and atrophic scars. The present study describes the increasing of the cytoplasma volume and the number of filopodias of HDF cells, which for the first time indicates their proliferation on the alumina itself and on alumina-based biocomposite. Studies in vivo confirm the efficiency of the composite in the treatment of atrophic scars.

Drug delivery systems based on the zeolitic imidazolate framework ZIF-8 have recently attracted viable research interest owing to their capability of decomposing in acidic media and thus performing targeted drug delivery. In vivo realization of this mechanism faces a challenge of relatively slow decomposition rates, even at elevated acidic conditions that are barely achievable in diseased tissues. In this study we propose to combine drug delivery nanocomposites with a semiconductor photocatalytic agent that would be capable of inducing a local pH gradient in response to external electromagnetic radiation. In order to test this principle, a model drug-releasing nanocomposite comprising photocatalytic titania nanotubes, ZIF-8, and the antitumor drug doxorubicin has been investigated. This system was demonstrated to release the drug in a quantity sufficient for effectively suppressing IMR-32 neuroblastoma cells that were used as a model diseased tissue. With locally applied UV irradiation, this result was achieved within 40 minutes, which is a relatively short time compared to the release duration in systems without photocatalyst, typically taking from several hours to several days.

The most widely used English idioms are considered in the present paper, their role in English language learning is analyzed as well. The significance of idioms in the modern English language is impossible to underestimate since they make a colloquial speech lively and rich. And, without doubt, idioms are actually used by native speakers in their everyday language. Consequently, it is necessary to pay a particular attention to these lexical units studying a foreign language. Furthermore, some ways of learning idioms individually as well as by means of various communicative types of activity under the guidance of a teacher are also considered in the research. В данной работе рассмотрены наиболее распространенные идиомы в английском языке, проанализирована их роль в изучении английского языка. Выявлено значение идиом в современном английском языке как единиц, обеспечивающих разговорной речи живость и стилистическую выразительность, что обусловило необходимость уделить особое внимание этим лексическим единицам. Рассмотрены некоторые способы изучения идиом как самостоятельно, так и посредством различных коммуникативных видов деятельности под руководством преподавателя.
