Arizona has been at the forefront of groundwater management since the establishment of the Groundwater Management Act in 1980. The Central Arizona Groundwater Replenishment District (CAGRD) is a groundwater management mechanism that facilitates development in regions of Central Arizona where the use of groundwater is limited by law. Several stakeholders have raised concerns about some of the CAGRD’s operations; however, stakeholders have yet to agree on the definition of the problems, let alone how the CAGRD might be improved. This study uses statistical and inductive thematic content analysis of a survey to determine (1) the CAGRD issues that stakeholders view as problems and (2) whether opinions differ significantly among different stakeholder groups. This study also uses deductive thematic content analysis to examine semi-structured interviews with CAGRD experts in order to find potential solutions to the CAGRD-related issues that are considered problems by stakeholders. The survey results show that long-term uncertainties related to the availability of renewable water supplies and hydrologic disconnect, where groundwater pumping and replenishment take place in different sub-basins, are stakeholders’ chief concerns. Sector affiliation and CAGRD membership status are associated with stakeholders’ opinions on some, but not all, questions. The potential policy changes offered address problems identified by stakeholders. This research will inform forthcoming policy discussions regarding groundwater management in Central Arizona as the state’s decision makers look to improve the CAGRD in the context of water scarcity exacerbated by climate change.

This Special Issue is intended to highlight both recent work to advance the physical understanding of transboundary aquifers and factors relevant in successful collaboration on transboundary groundwater resource use. The collected papers address: (1) the identification and prioritization of the needs and strategies for sustainable groundwater development and use, along with the complexities introduced by working across borders with differing governance frameworks, institutions, cultures, and sometimes languages; (2) the characterization of the physical framework of the aquifer, stressors on the aquifer system, and how those stressors influence the availability of groundwater in terms of its quantity and quality; and (3) the incorporation of stakeholder input and prioritization directly into the process of aquifer assessment and model building. The papers provide insights into the state of knowledge regarding the physical characterization of important transboundary aquifers, primarily along the U.S.–Mexico border and the opportunities for greater stakeholder involvement in resource evaluation and prioritization. They point the way towards a future focus that combines both of these aspects of transboundary aquifer assessment for informing groundwater management discussions by policymakers.

This project aims to evaluate the potential of reused grey water in concrete and mortar in order to preserve fresh water for drinking purposes. Using both Treated Grey Water and Raw Grey Water (TGW and RGW, respectively) led to a significant increase in the initial setting time and a decrease in the concrete slump value. In addition, there was no effect on mortar soundness properties. The mortar and concrete compressive strength results obtained at 7 days moist curing time showed a significant increase. Mortar and concrete mixes using TGW cast at curing times of 28, 120, and 200 days led to no significant effects on compressive strength. On the contrary, the RGW achieved slightly negative impact on compressive strength at all curing ages. According to the American Society for Testing and Materials (ASTM C109), TGW and RGW are suitable for mortar and concrete production. Furthermore, these results are in harmony with established requirements for ASTM C94.In conclusion, TGW and RGW are potential alternatives for fresh water in the concrete manufacturing industry. The impact of climate uncertainties is already evident in the border communities of the United States and Mexico. This semi-arid to arid border region has faced increased vulnerability to water scarcity, propelled by droughts, warming atmosphere, population growth, ecosystem sensitivity, and institutional asymmetries between the two countries. In this study, we assessed the annual water withdrawal, which is essential for maintaining long-term sustainable conditions in the Santa Cruz River Aquifer in Mexico, which is part of the U.S.–Mexico Transboundary Santa Cruz Aquifer. For this assessment, we developed a water balance model that accounts for the water fluxes into and out of the aquifer’s basin. A central component of this model is a hydrologic model that uses precipitation and evapotranspiration demand as input to simulate the streamflow into and out of the basin, natural recharge, soil moisture, and actual evapotranspiration. Based on the precipitation record for the period 1954–2020, we found that the amount of groundwater withdrawal that maintains sustainable conditions is 23.3 MCM/year. However, the record is clearly divided into two periods: a wet period, 1965–1993, in which the cumulative surplus in the basin reached ~380 MCM by 1993, and a dry period, 1994–2020, in which the cumulative surplus had been completely depleted. Looking at a balanced annual groundwater withdrawal for a moving average of 20-year intervals, we found the sustainable groundwater withdrawal to decline from a maximum of 36.4 MCM/year in 1993 to less than 8 MCM/year in 2020. This study underscores the urgency for adjusted water resources management that considers the large inter-annual climate variability in the region.

Sharing scientific data and information is often cited within academic literature as an initial step of water cooperation, but the transfer of research findings into policy and practice is often slow and inconsistent. Certain attributes—including salience, credibility, and legitimacy of scientific information; iterative information production; and sociocultural factors—may influence how easily scientific information can be used in management and policymaking. However, transnationality usually complicates these sorts of interactions. Accordingly, we argue that the production of scientific information and transboundary water cooperation build upon each other bidirectionally, each informing and enhancing the other. We employ a case-study analysis of the Transboundary Aquifer Assessment Program (TAAP), a binational collaborative effort for scientific assessment of aquifers shared between Mexico and the United States. Here, information sharing was possible only by first completing a formal, jointly agreed-upon cooperative framework in 2009. This framework resulted in a collaborative science production process, suggesting that the relationship between sharing data and information and transboundary groundwater governance is iterative and self-reinforcing. In keeping with the publication of the TAAP’s first binational scientific report in 2016, we demonstrate the bidirectional relationship between science production and water governance in the TAAP and explore remaining challenges after scientific assessment.

In the parched Upper Santa Cruz River Basin (USCRB), a binational USA–Mexico basin, the water resources depend on rainfall-triggered infrequent flow events in ephemeral channels to recharge its storage-limited aquifers. In-situ data from the basin highlight a year-round warming trend since the 1980s and a concerning decline in average precipitation (streamflow) from 1955–2000 to 2001–2020 by 50% (87.6%) and 17% (63%) during the winter and summer, respectively. Binational sustainable management of the basins water resources requires a careful consideration of prospective climatic changes. In this article we review relevant studies with climate projections for the mid-21st century of four weather systems that affect the region’s precipitation. First, the North American Monsoon (NAM) weather system accounts for ~60% of the region’s annual rainfall. The total NAM precipitation is projected to decline while heavy rainfall events are expected to intensify. Second, the frequency of the pacific cold fronts, the region’s prevalent source of winter precipitation, is projected to decline. Third, the frequency and intensity of future atmospheric rivers, a weather system that brings winter rainfall to the region, are projected to increase. Fourth, the frequency and intensity of large eastern pacific tropical cyclones (TC) are expected to increase. On rare occasions, remnants of TC make their way to the USCRB to cause storms with considerable impact on the region’s water resources. In contrast to the high confidence projections for the warming trend to persist throughout the mid-21st century, the precipitation projections of these four weather systems affecting the region encompass large uncertainties and studies have often reported contradicting trends. An added source of uncertainty is that the USCRB is located at the periphery of the four rain-bearing weather systems and small mesoscale changes in these weather systems may have accentuated impacts on their edges. Despite the high uncertainty in the projections of future precipitation, the early 21st century drying trend and the projected mid-21st century decline in precipitation events serve as a pressing call for planning and actions to attain sustainable water resources management that reliably satisfies future demands.

The assessment of transboundary aquifers is essential for the development of groundwater management strategies and the sustainable use of groundwater resources. The Transboundary Aquifer Assessment Program (TAAP) is a joint effort by the United States and Mexico to evaluate shared aquifers. This study examines the TAAP Cooperative Framework as a guide for further transboundary groundwater collaboration. We compared lessons learned from six transboundary aquifers that currently have mechanisms for groundwater collaboration to identify common elements of collaboration. Though the TAAP Cooperative Framework governs an assessment-only program, the elements of collaboration included are consistent with the principles of other institutional agreements around the world. Importantly, all the analyzed agreements included a knowledge-improvement phase, which is the main objective of the TAAP Cooperative Framework. The present study finds evidence of successful outcomes within the TAAP Cooperative Framework consistent with available transboundary groundwater management agreements, demonstrating that this approach is suited to serve as a model for those wishing to engage in transborder aquifer assessments. Furthermore, the TAAP elements of collaboration can help to establish the meaningful and robust binational cooperation necessary for the development of U.S.-Mexico groundwater management agreements at the aquifer level.

Managed aquifer recharge (MAR) is part of the palette of solutions to water shortage, water security, water quality decline, falling water tables, and endangered groundwater-dependent ecosystems. It can be the most economic, most benign, most resilient, and most socially acceptable solution, but frequently has not been implemented due to lack of awareness, inadequate knowledge of aquifers, immature perception of risk, and incomplete policies for integrated water management, including linking MAR with demand management. MAR can achieve much towards solving the myriad local water problems that have collectively been termed “the global water crisis”. This special issue strives to elucidate the effectiveness, benefits, constraints, limitations, and applicability of MAR, together with its scientific advances, to a wide variety of situations that have global relevance. This special issue was initiated by the International Association of Hydrogeologists Commission on Managing Aquifer Recharge to capture and extend from selected papers at the 10th International Symposium on Managed Aquifer Recharge (ISMAR10) held in Madrid, Spain, 20–24 May 2019.

The state of Arizona has created a unique water management tool in response to water scarcity and population growth. In 1994, Arizona’s state legislature authorized the creation of long-term storage credits (LTSCs) through aquifer recharge with Colorado River water or effluent. LTSCs represent a quantity of water the owner is entitled to recover and use once the water has remained underground for a full calendar year. Owners may also sell their LTSCs to others by a simple credit account transfer. LTSCs have emerged as a tool for water users to achieve compliance with groundwater regulations in the most populated areas of the state, such as the cities of Phoenix and Tucson. Using data collected and maintained by the state’s water resources regulator, this study examines sales of LTSCs to reveal patterns of market-based transactions. Analysis of 23 years of public records shows several trends: (1) LTSC transactions have been increasing since 2003; (2) municipal water providers and investment firms have been active participants in LTSC transactions; (3) the greatest transaction volumes involve governmental entities established by state law with groundwater recharge and replenishment obligations. This analysis reveals how LTSCs have contributed to achieving water policy goals in Central Arizona and suggests how the LTSC system can be used to improve water use efficiency through voluntary redistribution in other water scarce regions.

In Mexico, one hundred of the 188 most important aquifers dedicated to agriculture and human consumption are over-exploited and 32 are affected by seawater intrusion in coastal areas. Considering that Mexico relies on groundwater, it is vital to develop a portfolio of alternatives to recover aquifers and examine policies and programs regarding reclaimed water and stormwater. Managed Aquifer Recharge (MAR) may be useful for increasing water availability and adapting to climate change in semi-arid regions of Mexico. In this paper, we present an overview of water recharge projects that have been conducted in Mexico in the last 50 years, their methods for recharge, water sources, geographical distribution, and the main results obtained in each project. We found three types of MAR efforts: (1) exploratory and suitability studies for MAR, (2) pilot projects, and (3) MAR facilities that currently operate. This study includes the examination of the legal framework for MAR to identify some challenges and opportunities that Mexican regulation contains in this regard. We find that beyond the technical issues that MAR projects normally address, the regulatory framework is a barrier to increasing MAR facilities in Mexico.

Managed Aquifer Recharge (MAR) and water banking are of increasing importance to water resources management. MAR can be used to buffer against drought and changing or variable climate, as well as provide water to meet demand growth, by making use of excess surface water supplies and recycled waters. Along with hydrologic and geologic considerations, economic and policy analyses are essential to a complete analysis of MAR and water banking opportunities. The papers included in this Special Issue fill a gap in the literature by revealing the range of economic and policy considerations relevant to the development and implementation of MAR programs. They illustrate novel techniques that can be used to select MAR locations and the importance and economic viability of MAR in semi-arid to arid environments. The studies explain how MAR can be utilized to meet municipal and agricultural water demands in water-scarce regions, as well as assist in the reuse of wastewater. Some papers demonstrate how stakeholder engagement, ranging from consideration of alternatives to monitoring, and multi-disciplinary analyses to support decision-making are of high value to development and implementation of MAR programs. The approaches discussed in this collection of papers, along with the complementary and necessary hydrologic and geologic analyses, provide important inputs to water resource managers.

Innovation born of necessity to secure water for the U.S. state of Arizona has yielded a model of water banking that serves as an international prototype for effective use of aquifers for drought and emergency supplies. If understood and adapted to local hydrogeological and water supply and demand conditions, this could provide a highly effective solution for water security elsewhere. Arizona is a semi-arid state in the southwestern United States that has growing water demands, significant groundwater overdraft, and surface water supplies with diminishing reliability. In response, Arizona has developed an institutional and regulatory framework that has allowed large-scale implementation of managed aquifer recharge in the state’s deep alluvial groundwater basins. The most ambitious recharge activities involve the storage of Colorado River water that is delivered through the Central Arizona Project (CAP). The CAP system delivers more than 1850 million cubic meters (MCM) per year to Arizona’s two largest metropolitan areas, Phoenix and Tucson, along with agricultural users and sovereign Native American Nations, but the CAP supply has junior priority and is subject to reduction during declared shortages on the Colorado River. In the mid-1980s the State of Arizona established a framework for water storage and recovery; and in 1996 the Arizona Water Banking Authority was created to mitigate the impacts of Colorado River shortages; to create water management benefits; and to allow interstate storage. The Banking Authority has stored more than 4718 MCM of CAP water; including more than 740 MCM for the neighboring state of Nevada. The Nevada storage was made possible through a series of interrelated agreements involving regional water agencies and the federal government. The stored water will be recovered within Arizona; allowing Nevada to divert an equal amount of Colorado River water from Lake Mead; which is upstream of CAP’s point of diversion. This paper describes water banking in Arizona from a policy perspective and identifies reasons for its implementation. It goes on to explore conditions under which water banking could successfully be applied to other parts of the world, specifically including Australia.

Installation of decentralized grey water treatment systems in small rural communities contributes to a more sustainable water supply. In order to gauge community attitudes about collection and use of grey water, a door-to-door survey in the farming community of Deir Alla, Jordan was conducted by Royal Scientific Society interviewers. Outcomes of a detailed survey, designed specifically for this project, offer insights on people’s views on general water and wastewater issues, as well as their motivation, practices and concerns related to using grey water treatment for a portion of their household wastewater and reuse of the treated grey water for irrigation. A total of 47 respondents from different socio-economic background, aged over 18 years, from this community in the Jordan valley took part in the survey. The level of formal education of the respondents was low, and most of households’ incomes were below the poverty line in Jordan. Most of the respondents reported that the quality of water supplied by public network is acceptable, but the quantity is insufficient to meet their demand, with supplies being delivered to the household once a week. Respondents relied on the public water network as a first-most important resource (85.1%), and 57.4% of the respondent relied on private water tankers as a second-most important resource in addition to the public network. However, 6% of the respondents relied only on private water tankers with no access to the public network. Storage tanks are common practice in all the houses in order to store enough water for at least one week. The survey responses provide evidence that rural communities are willing to accept reuse of treated grey water for irrigation. Furthermore, some of people in the studied area are willing to learn more about grey water treatment and reuse in order to operate grey water systems for irrigation purposes. Water scarcity in this rural area of Jordan is the main determinant of willingness to reuse the grey water, rather than socio-economic variables.

Setting water policy depends fundamentally on the location of the supply and demand for water and the legal/institutional framework for water management. Within and across nations, laws and structures for water management decision making vary, often significantly. Recognizing these differences can aid in overcoming challenges inherent to the assessment and management of transboundary waters. This paper examines current binational efforts to develop the scientific information to support water management decision making along the United States-Mexico border. The particular focus is on transboundary aquifers along the border shared by the states of Arizona in the United States and Sonora in Mexico. Legislation enacted in the United States (Public Law 109–448) established a governmental-academic partnership to assess transboundary aquifers. The paper discusses the establishment of a working partnership between Mexico and the United States, which led to an official binational cooperative framework for transboundary assessment. It explains how the extensive effort to recognize and accommodate asymmetries in the underlying legal and regulatory frameworks for water management was essential to meeting the objectives of both countries. The focus of the binational investigations is briefly discussed. The paper concludes by noting the opportunities for additional cross-border scientific and water management collaboration should funding and institutional commitments continue.

Groundwater is increasingly important for meeting water demand across the United States (U.S.). Forward thinking governance and effective management are necessary for its sustainable use. In the U.S., state governments are primarily responsible for groundwater governance (i.e., making laws, policies, and regulations) and management (i.e., implementation of laws, policies, and regulations). This decentralized system results in diverse strategies and practices. We surveyed a water quality professional from each state to better understand commonalities and differences across states. These professionals identify a wide assortment of groundwater issues and concerns, including quality and quantity impairment, staffing and budget issues, private well vulnerability, and overdraft. Respondents indicate contamination problems from natural and anthropogenic sources. Most respondents report that their states have significantly changed groundwater quality policy during the past 30 years. While most states have multiple funding sources for water quality programs, program budgets have decreased in the last decade, thereby hindering effective implementation of new policies. Over half of respondents indicate that water-quality/water-level monitoring and increased groundwater pumping will require more attention over the next decade. Several respondents anticipate groundwater regulation changes in the next five years. We discuss how our findings align with current groundwater uses in the U.S.

Water governance and stakeholder engagement are receiving research attention for their role in formulating and implementing solutions to the world’s critical water challenges. The inspiration for this Special Issue came from our desire to provide a platform for sharing results and informing the global water governance community about the wealth of excellent interdisciplinary and transdisciplinary research and projects being carried out around the world. The 20 peer-reviewed papers collected in this Special Issue have been grouped into three categories: stakeholder engagement, tools for building water management and governance capacity, and perspectives on water management and governance. Following a brief summary of the papers, concluding remarks that reflect on what the papers, taken as a whole, contribute to our understanding are provided.

The crucial role of groundwater and the centrality of water governance in accommodating growing water demands sustainably are becoming well recognized. We review 10 case studies of groundwater governance—representing diverse global regions and local contexts—from the perspective of four well-established elements: (1) institutional setting; (2) availability and access to information and science; (3) robustness of civil society; and (4) economic and regulatory frameworks. For institutional setting, we find that governing is often a thankless task that paradoxically requires popularity; legislation does not always translate to implementation; conflict resolution is central to governance; and funding is critical for governance. In terms of information access, we see: a need for research for natural systems, social systems, and institutions; trust as an essential element in research; and that urbanized landscapes are critical components of groundwater governance. Looking at civil society robustness, we observe that equity is an essential element for governance; community-based governance requires intention; and leaders can play a powerful role in uniting stakeholders. As for frameworks, the cases suggest that economic incentives sometimes yield unintended results; “indirect” management should be used cautiously; and economic incentives’ effectiveness depends on the system employed. Collectively, the lessons speak to the need for shared governance capacities on the part of governments at multiple levels and civil society actors.

Stakeholder participation is a foundation of good water governance. Good groundwater governance typically involves the co-production of knowledge about the groundwater system. Models provide a vehicle for producing this knowledge, as well as a “boundary object” around which scientists and stakeholders can convene the co-production process. Through co-production, stakeholders and scientific experts can engage in exchanges that create system knowledge not otherwise achievable. The process involves one-way transfer of information, active two-way conversations, and integration of multiple kinds of knowledge into shared understanding. In the Upper Santa Cruz River basin in Arizona, USA, the University of Arizona Water Resources Research Center (WRRC) convened a project aimed at providing scientific underpinnings for groundwater planning and management. This project, entitled Groundwater, Climate, and Stakeholder Engagement, serves as a case study employing the first two stages of knowledge co-production using a hydrological model. Through an iterative process that included two-way communication, stakeholders provided critical input to hydrologic modeling analyses. Acting as a bridging organization, the WRRC facilitated a co-production process, involving location-specific and transferability workshops, which resulted in new knowledge and capacity for applying the model to novel problems.

Effective stakeholder engagement is fundamental to water management, yet there are as many approaches to consultation as there are efforts. This paper provides an evaluation of, and lessons learned from three water management engagement processes, and uses this assessment to offer a framework for stakeholder engagement. The Stakeholder Engagement Wheel framework is centered on a bridging organization that ensures that the process continues to move forward, and a steering committee that guides and changes activities according to stakeholder interests and concerns. Around the Stakeholder Engagement Wheel are four steps designed to examine iteratively the water management issue driving the engagement process and expand the sphere of interests involved. Many engagement processes have limited effectiveness because of: (1) paucity of time; (2) complexity of water resources management; (3) difficulty of engaging diverse stakeholders; and (4) lack of methods for engagement that are centered on empowerment, equity, trust, and learning. In this study, we have encountered all four of these issues and have addressed all but the first through a deliberate, iterative, and flexible approach. By cycling through activities and actions as proposed in the Stakeholder Engagement Wheel, we can build a community of practitioners with the nuanced and shared understanding needed for cohesive action and robust decisions in the face our considerable challenges.
