Poet Paul Celan speaks of a poem as ‘a message in a bottle’ washing up on ‘heartland’ (2001: 396). This idea is indeed a poignant one for our times, and for the estrangement as well as strangeness being experienced (at the time of writing) as a result of ‘lockdown’, ‘self-isolation’, and ‘social distancing’. But how can it shape the development of poetries between India and Australia? Celan’s notion has a timelessness and universality, based as it is on an intensely dialogical poetics. As this paper attempts to show, the nuances of this poetics become increasingly pertinent to this exchange between Kolkata-based academic Sharmila Ray, and myself, Perth-based poet Mags Webster. It has been, for me, an exercise in seeking poetic and ontological common ground. I discuss how, prompted by Ray’s epistolatory approach to her home city of Kolkata, I came to interrogate more deeply, in my responses and through my thinking, notions around not only the ‘to whom’ of the poem, but also, and perhaps more importantly for this particular project, the ‘about whom’. © 2020, Australasian Association of Writing Programs. The Government of India made a series of policy changes regarding elementary school education in the country in the period 2002–2012. In 2009 the Government made free (and compulsory) education a fundamental right of every child in India between the ages of six and fourteen. The Government also set out the infrastructure provisions that schools were mandated to implement. In doing so, it adopted a rights-based approach to elementary school education. This paper reports on a study of the effectiveness of this approach. It is argued that merely declaring a public service as a citizens’ right does not entail either optimal access or optimal implementation. Rather, the paper argues that claiming of rights and implementation requires an enabling environment and it is concluded that societal power bias and social accountability are important factors in creating such an environment. The examples of Kerala and Bihar, respectively the best and worst performing states in India with regard to implementation of the right to education, were used to examine these states’ different levels of performance regarding the mandates defined by the Right to Education legislation enacted in 2009.

The pollution status of sulfur dioxide was analyzed using the datasets collected from seven major cities in Korea for the period of 1989–2010. Although there were moderate differences in SO2 levels between the cities, the temporal trends were seen to be rather distinctive between seasons or across the years. The SO2 levels consistently exhibited relative dominance during winter due to the combined effects of domestic heating and meteorological conditions. In contrast, the annual datasets underwent an abrupt decrease until the late 90s. As such, if the data are divided into two periods I (1989–1999) and II (2000–2010), the mean values were reduced considerably from a few tens of ppb (period I) to a few ppb levels (period II). This notable change is suspected to reflect the effect of gradual shift in fuel consumption patterns (e.g., from conventional fuels to cleaner renewal sources of energy). The results of the principal component analysis (PCA) indicated that emissions of SO2 are affected by the incomplete combustion of fossil fuels. According to the health risk assessment, the SO2 exposure to infants and adults should have decreased significantly from period I to period II (e.g., by 5–7 times).

Soil samples were collected over a year-long period along a background–urban–rural transect in Delhi, India for the analysis of polycyclic aromatic hydrocarbons (PAHs), black carbon (BC), and total organic carbon (TOC) in five grain size fractions, x, in μm of 0≤x

Surface soil (0-5 cm) from various agricultural sites in Delhi was analyzed to discern the contents of 16 priority polycyclic aromatic hydrocarbons (PAHs). Reference and deuterated standards were used for identification and quantification of PAHs by high performance liquid chromatography (HPLC) with UV detection. summation operator(16)PAHs ranged from 830 to 3880 microg kg(-1) (dry wt.) with an arithmetic mean of 1910+/-1020 microg kg(-1) summation operator(16)PAHs values at the urban sites were 2-5 times higher as compared to the rural sites. In general, low molecular weight PAHs were predominant. Total organic carbon (TOC) was found to be significantly correlated with summation operator(16)PAHs. Isomer pair ratios and Principal component analysis (PCA) suggested biomass and fossil fuel combustion as the main sources of PAHs. The toxic equivalency factors (TEFs) were used to estimate benzo[a]pyrene-equivalent concentration (B[a]P(eq)). Therewith, PAH content of urban agricultural soil was found to have more carcinogenic potential.

Present study was undertaken to determine the level of PAH contamination due to jet turbine exhaust in the peripheral soil of the International Airport in Delhi, India. Densely populated residential areas surrounding the airport come directly under both the landing and take-off flight paths. Twelve priority polycyclic aromatic hydrocarbons (PAHs) were analyzed in the2 mm surface soil fraction. Identification and quantification of PAHs was done by high performance liquid chromatography (HPLC). The sum of 12 PAHs ranged from 2.39 microg g(-1) to 7.53 microg g(-1) with a mean concentration of 4.43+/-1.45 microg g(-1). PAH levels observed in the present study were found to be higher as compared to most of the literature values. Among the three sampling sites selected around the International Airport, the site near landing point revealed maximum concentration of PAHs, while minimum concentration was observed at the site near take-off point. Predominance of pyrene was observed in the airport soil. Factor analysis and isomer pair ratios suggest pyrogenic origin of PAHs in the study area.

As a basic means to control odorants released from a landfill leachate treatment station (LLTS), effluents venting from this station were treated via incineration with methane rich landfill gas (at 750 °C). A list of the key offensive odorants covering 22 chemicals was measured by collecting those gas samples both before and after the treatment. Upon incineration, the concentration levels of most odorants decreased drastically below threshold levels. The sum of odorant intensities (SOIs), if compared between before and after incineration, decreased from 6.94 (intolerable level) to 3.45 (distinct level). The results indicate that the thermal incineration method can be used as a highly efficient tool to remove most common odorants (e.g., reduced sulfur species), while it is not so for certain volatile species (e.g., carbonyls, fatty acids, etc.).

In the present study 14 metallic species (six crustal and eight trace metals) were quantified in the suspended particulate matter (SPM) at a rural and urban location of Delhi, India. Particulate matter was collected on glass fiber filters for a period of one year (from September 2003 to August 2004). Rank sum test revealed that the TSP concentration at the urban site was significantly (P=0.47) higher as compared to the rural site. Urban site showed highest SPM concentration during winter while rural site during summer. Enrichment factor (EF) and coefficient of variation (CV) were calculated to assess the variability of elemental concentration data. Trace metals viz. Pb, Cd, Cu and Zn were observed to be highly enriched at both the sites, but EF for Zn and Cu was 2-3 times higher at the urban site as compared to the rural site. Trace and crustal metal concentration displayed less variability at the urban site. In the urban area, metals were mainly found to come from construction and industrial activities in surrounding. At the rural site, re-suspended and wind-blown dust appeared to be the source of observed elemental concentration.

The antipsychotic drug, prochlorperazine (Pcp), was tested for its antimicrobial efficacy against 103 strains belonging to both gram positive and gram negative bacteria. The drug was found to possess maximum activity against Staphylococcus aureus, Vibrio cholerae and Shigella spp. Pcp was moderately active against E. coli but most of the strains belonging to Bacillus spp, Klebsiella spp, Salmonella spp and Lactobacillus spp were found to be resistant to this drug. The drug was tested for its mode of antibacterial activity against Shigella dysenteriae 1 and it was found to be bacteriostatic in action. In in vivo studies, Pcp offered significant protection to Swiss albino mice at concentrations of 0.75 micro g/g (P0.01) and 1.5 microg/g (P0.001) body weight when challenged with 50 median lethal dose of Salmonella typhimurium NCTC 74. Thus the result depicts that prochlorperazine may emerge as a strong antimicrobial drug to replace the conventional antibiotics and to overcome the problem of drug resistance.
