Open Science is an umbrella term that involves various movements aiming to remove the barriers to sharing any kind of output, resources, methods or tools at any stage of the research process. While the study of open science is relatively advanced in Western countries, we know of no scholarship that attempts to understand open science in Hong Kong. This paper provides a broad-based background on the major research data management organisations, policies and institutions with the intention of laying a foundation for more rigorous future research that quantifies the benefits of open access and open data policies. We explore the status and prospects for open science (open access and open data) in the context of Hong Kong and how open science can contribute to innovation in Hong Kong. Surveying Hong Kong's policies and players, we identify both lost research potential and provide positive examples of Hong Kong's contribution to scientific research. Finally, we offer suggestions regarding what changes can be made to address the gaps we identify.

Combining documentary analysis with hierarchical cluster analysis (HCA), we conduct a comparative study of innovation policies in two municipalities included in the Greater Bay Area (GBA) initiative—the Chinese government's plan to link eleven cities into an economic and business hub. After identifying innovation policies/agencies in Hong Kong and Shenzhen, we apply the HCA to compare similarities and differences between their innovation policies and assess how these policies align with the 'cross-border regional innovation system' (CBRIS) conceptual approach. We find that Hong Kong's innovation policies are multitudinous, fragmented, and overlapping, whereas Shenzhen's innovation policies are more targeted and more clearly differentiated, with a strong focus on strategic emerging industries. The two cities could strengthen their developing but weakly integrated CBRIS by collaborating in four areas of innovation policy: talent recruitment, joint R&D activities, enterprise competitiveness, and support for start-ups. This study explores how supply network degree, closeness, and betweenness centralities affect firm performance, and the moderating effects of organizational reputation (measured by PageRank centrality) and export-orientation. The supply chain relationship empirical data are drawn from manufacturing and manufacturing service companies in Hong Kong, China. Social network analysis and moderated regression analysis were adopted to test the hypotheses for a sample of 814 focal firms with 3086 supply chain ties. The results indicate that in-degree and closeness centralities improve firm performance. Reputation is found to positively moderate the relationship between closeness and sales performance, but negatively moderates the relationship between betweenness and sales performance. Export-orientation has no effect on relationships. This study contributes to the literature by providing additional empirical evidence on the role of supply network position in firm performance. Byline: Naubahar Sharif, Erik Baark Using Hong Kong as a case study, this paper explicates the innovation system in a 'Tiger' economy that has been less successful in making up lost technological ground than neighbouring Tiger economies. The paper outlines two important sides of Hong Kong's innovation system: its strengths, characterised by a focus on flexible linkages, learning patterns, absorptive capabilities and exploitation of existing technology; and its weaknesses, characterised by fragmentation in its current innovation policy mix, which has adversely affected its success in innovation-intensive fields. We argue that this policy mix needs urgent remediation if Hong Kong is to pull even in introducing technology and innovation policies.

This study intends to demonstrate whether firms' cooperative activities, particularly 'coopetition', affect business performances. Coopetition, which is cooperation with competitors, is a strategic concept that suggests competition and cooperation between firms can exist simultaneously. More specifically, in order to investigate cooperation as a part of innovation mechanism, this study analysed the mediating effects of product and process innovation performances in between cooperative activities and management performances. For this purpose, we applied a structural equation model (SEM) by integrating a regression model and a logistic regression model. The former analysed the effects of cooperation and innovation on management performances, whereas the latter studied influence of cooperation on innovation performances. For empirical analysis, we utilised data from Korea Innovation Survey (KIS), which incorporates information on Korean firm's innovation activities and their relevant performances. The results from this study can be applied to addressing and diagnosing issues in Korean industries by analysing relationships among cooperative activities, innovation outcomes and management performances in the structural context. The analysis showed that coopetition, compared to other types of cooperation, has enhanced the performance of process innovation. Furthermore, the analysis demonstrated that cooperation related positively to management performances. This study, however, also addresses the problem that Korean firms have limitations in linking these innovation performances to actual management performances of financial growth. The results highlight the significance of strategic openness and flexibility, even to competitors, as the business environment and technology market may change drastically. Coopetition strategy can work as a facilitator in providing windows of opportunity for sustainable growth through field-based innovation. [ABSTRACT FROM AUTHOR]

This research examines FDI-mediated domestic firms' technological catch-up by considering institutional differences between home and host countries, the role of marketing capabilities, and the joint effects of institutional differences and the degree of foreign ownership. Using firm-level panel data for Indian manufacturing industries, we find that FDI-mediated technological catch-up in domestic firms is conditional on institutional differences between the home and host country of multinational enterprises and the level of marketing capabilities of foreign-owned affiliates. In addition, we find that technological catch-up in domestic firms is likely to be positively influenced by the presence of wholly foreign-owned firms from institutionally close countries, whereas we find some evidence that the presence of minority foreign-owned firms may have a negative effect on domestic technological catch-up, regardless of institutional differences. The literature on the production of high-tech electronics in China—following a Silicon Valley model—focuses on either large-scale manufacturing or the role of start-ups and 'makers'. The aim of this article is to turn to other kinds of spaces and work in the production of high-tech electronics. I focus here on three kinds of spaces in Shenzhen: the Huaqiangbei electronics market, small-scale factories and industrial design workshops. The electronics economy depends critically not just on 'makers' but on all kinds of other labour. In particular, it depends on lower middle-class and low-class work—devices made by small factories and shops, sold by small enterprises and designed for the less wealthy, especially in developing countries. The human networks that connect these individuals are critical to the size, speed and density of the markets, allowing devices to be built and shipped rapidly, for parts and customers to be available.
