Die vorliegende Stellungnahme der Expertenkommission zum Monitoring-Prozess „Energie der Zukunft“ kommentiert den achten Monitoring-Bericht zur Energiewende der Bundesregierung für die Berichtsjahre 2018 und 2019. Die Stellungnahme bezieht sich auf den Entwurf des achten Monitoring-Berichts, welcher der Expertenkommission im Dezember 2020 vom Bundesministerium für Wirtschaft und Energie (BMWi) in einer vorläufigen Fassung zur Verfügung gestellt wurde. Soweit zeitlich möglich, wurden auch Änderungen des achten Monitoring-Berichts im Kontext der Ressortabstimmung berücksichtigt. Die vorliegende Stellungnahme basiert auf dem am 18. Dezember 2020 für die Expertenkommission verfügbaren Informations- und Datenstand. Zur Dokumentation des Fortschritts bei der Umsetzung des Energiekonzepts veröffentlicht die Bundesregierung jährlich einen faktenbasierten Monitoring-Bericht und zudem alle drei Jahre einen Fortschrittsbericht mit einer vertieften Analyse der Entwicklungen und Maßnahmen sowie einem Ausblick. In diesem Jahr veröffentlicht die Bundesregierung ihren mittlerweile achten Monitoring-Bericht. Seit 2011 steht der Bundesregierung in diesem Prozess eine unabhängige Kommission aus vier Expertinnen und Experten beratend zur Seite. Die Expertenkommission zum Monitoring-Prozess „Energie der Zukunft“ legt ihrerseits jährliche Stellungnahmen zum Fortschritt der Energiewende vor, die den Berichten der Bundesregierung beigefügt und dem Kabinett sowie dem Bundestag zugeleitet werden. Die vorliegende Stellungnahme der Expertenkommission bezieht sich auf den Entwurf des achten Monitoring-Berichts, der der Expertenkommission am 09. Dezember 2020 vom Bundesministerium für Wirtschaft und Energie (BMWi) zur Verfügung gestellt wurde.

Today, transportation contributes significantly to greenhouse gas emissions and air pollution. However, new technologies are emerging and existing technologies are being further improved. This article presents the results of a comprehensive study on the development of drive-trains, resulting electricity and fuel consumption as well as emissions of CO2 and selected air pollutants in land transport in Germany. This includes a quantitative assessment of technological potentials and of resulting energy consumption and emissions. The scenario building followed an explorative approach. Only the scenario depicting a consistent transition towards electrified mobility and regulated emissions from the energy system leads to a significant reduction in transport related CO2 emissions. Yet, the analysis shows that it is unlikely that the German emission reduction target in 2030 for the transport sector will be met. Nevertheless, the integrated scenario analysis demonstrates that only a joint de-carbonization of both transport and electricity systems lead to a significant reduction of emissions.

The aim of the original study, The Future of Driving in Developing Countries (Ecola et al. 2014), and also of this update, is to investigate the factors that will influence the future path of automobility in emerging economies. Generally speaking, as wealth, expressed as GDP (gross domestic product) per capita, increases, both the number of vehicles per 1,000 population (motorisation) and total vehicle-kilometres travelled (VKT) rise. In this project we identified factors other than GDP which have a strong influence on automobility. By assessing the expected role of those factors in the emerging economies (for our study, the BRICS countries: Brazil, Russia, India, China, South Africa), we can extrapolate expected saturation curves for them. To formulate these projections, we combined statistical data and trends analysis with qualitative expert judgement. Sixteen country experts gathered together in a two-day workshop to create projections of the factor developments in the BRICS countries. Our projections for VKT saturation levels range between 5,700 VKT per capita for India and 12,700 VKT per capita for South Africa, reached in the 2060s and 2050s respectively. The most populous country, China, is projected to saturate at between 6,000 and 6,700 VKT, in the 2030s. Translating those VKT numbers into saturation levels for motorisation results in cars per 1,000 population figures ranging from 290 (India) to 730 (South Africa).

Der Verkehrssektor ist in Deutschland für einen signifikanten Anteil an der Belastung der Luft mit Schadstoffen verantwortlich. Dieses gilt insbesondere für Städte und Ballungsgebiete, aber auch in der Nähe von Hauptverkehrsadern. Schlüsselsubstanzen der Belastung sind Stickstoffoxide (NO2), Feinstaub (PM10), Kohlenmonoxid (CO) sowie flüchtige organische Verbindungen (VOCs). Als sekundärer Schadstoff ist noch das Ozon (O3) zu nennen. Im Projekt Verkehrsentwicklung und Umwelt (VEU) wurden dazu entsprechende Szenarien entwickelt, die es erlauben, den Verkehrsanteil an der zukünftigen Luftbelastung (Zieljahr 2040) für Deutschland unter unterschiedlichen Steuerungsphilosophien abzuschätzen. In VEU wurde dazu eine Modellkette aufgebaut, die Güter und Personenverkehrsmodelle mit der Fahrzeugflottenentwicklung, einem Emissionsmodell sowie am Ende der Kette einem Luftqualitätsmodell verknüpft. Die Modellkette ermöglicht es, den Verkehr in Deutschland mit hohem Detailgrad zu modellieren und entsprechend realistische Entwicklungen für die Zukunft zu erstellen. Es konnten die räumliche Verteilung der Emissionen sowie deren Auswirkungen auf die Luftqualität heute und in drei Szenarien für geänderten Verkehr untersucht werden

Until today road transport remains largely fossil fuel driven and therefore significantly contributes to emissions of greenhouse gases and air pollutants, particularly nitrogen oxides and particulate matter (EEA 2015). On the other hand, new vehicle technologies are emerging and existing technologies are being improved regarding fuel efficiency and transport emissions. The assessment of technologies and their implementation with the aid of scenario analysis is an appropriate tool to evaluate effects of different development pathways. The assessment of future emissions to air needs to consider not only tailpipe emissions from engines, but also emissions associated with the generation of electricity, since transport will increasingly be electrified. In this context and with regard to the requirement to provide robust environmental assessment of transport activities this contribution addresses some of the major gaps in prospective emission estimation from future cars and vehicle fleets. The aim of this work is to provide emission factors for future cars and fleets that allow the calculation of comprehensive emission effects in scenario analysis. This work is motivated by the project Transport and the Environment (Henning et al., 2015), in which twelve institutes of the German Aerospace Center (DLR) developed three explorative scenarios of the German transport system up to 2040, in order to analyse their environmental impact. The scenarios were named Reference, Free Play and Regulated Shift, and Table 1 characterizes the main storylines of these long-term pathways. The scenario definitions provide consistent context settings, and societal levers were identified that affect both, the transport and the energy system. Emissions and environmental effects were calculated using a network of models, established at the DLR. Both, the transport and the energy system are included in the scenarios. The derivation of the scenarios including the setting of model parameter can be found in Seum et al. (forthcoming). The calculation of new car and fleet-wide emission factors, which explicitly take into account factors stemming from the electricity supply, is necessary for transport scenario analysis. It goes thereby beyond scenario approaches, where improvements in technologies are only considered as relative changes. Conventional tank-to-wheel emission factors are expanded by including well-to-tank emissions derived from defined energy scenarios. This allows a non-bias comparison of different technologies. This integrated approach to develop new emission factors is presented in this article, using the example of passenger cars. The focus is on four main pollutants of road transportation, namely carbon dioxide (CO2), carbon monoxide (CO), nitrogen oxides (NOx), and fine particulate matter (PM10). In a first step, we modified existing tank-to-wheel emission factors to reflect the vehicle composition of future scenario fleets. Since new propulsion technologies, particularly electric drives, are swiftly appearing, we developed new tailpipe emission factors for hybrid technologies, based on own measurements on the DLR test-bed and literature reviews. Furthermore, for plug-in-hybrid, battery-electric, and fuel cell technologies energy consumption factors are calculated using an advanced model-based approach. The generation of electricity and the resulting emissions were considered based on long-term energy scenarios. We enhanced for this purpose a bottom-up normative energy scenario by a calibrated top-down emission forecast. The final results are well-to-wheel emission factors that include raw material processing to provide the energy for transportation. The extraction and transport of raw materials is omitted, but could be added through life cycle assessment data.

Der Verkehr in Deutschland nimmt seit langer Zeit stetig zu. Damit sind auch enorme Mengen an Treibhausgasemissionen verbunden, die einen negativen Einfluss auf das Klima haben sowie direkte Emissionen, die die Luftqualität beeinträchtigen. Drei verschiedene Mobilitätsszenarien für das Jahr 2040, die im Rahmen des institutionell geförderten Projekts „Verkehrsentwicklung und Umwelt“ (VEU) am Deutschen Zentrum für Luft- und Raumfahrt e.V. (DLR) entwickelt wurden, zeigen, dass auch in Zukunft mit einem weiteren Wachstum der Verkehrsleistung zu rechnen ist. Aus Klimaschutzgründen sind jedoch die Treibhausgasemissionen auch im Verkehrssektor drastisch zu reduzieren, zudem ist der Verkehr Verursacher akuter Luftbelastungen, insbesondere in Städten. In den erstellten Szenarien wurden unterschiedliche denkbare Trends und Entwicklungen berücksichtigt und deren Einfluss auf die Entwicklung der Mobilität in Deutschland und die daraus resultierenden Treibhausgasemissionen analysiert. Im vorliegenden Beitrag wird zunächst ein Überblick über das Projekt und die Szenarien gegeben. Anschließend erfolgt eine kurze Vorstellung des nationalen Verkehrsmodells DEMO, mit dem die Verkehrsnachfrage des Personen- und Güterverkehrs berechnet wurde. Zudem wird ein Einblick in die Berechnungsmethodik zur Ermittlung der Treibhausgasemissionen gegeben sowie die Ergebnisse der Szenarien gegenübergestellt und diskutiert. Abschließend wird kurz auf die Entwicklung der Luftschadstoffemissionen eingegangen.

Transport energy consumption in Europe has reached a share of over 30 % of the total final energy consumed and transport contributes significantly to multiple environmental problems, including air emissions. In a joint research project, Transport and the Environment (VEU), Institutes of the German Aerospace Center (DLR) and Helmholtz-Zentrum Geesthacht (HZG) have established a modelling framework for assessing air quality and climate effects of transport. In three explorative scenarios possible development pathways of the transportation system in Germany are analyzed. A concept to expand the findings to Europe is introduced. In this paper we highlight briefly the specifications, settings and results of the VEU-Scenarios. The three scenarios describe a Reference case, a Free Play scenario where states are more nationally focused and developments are mostly market driven and a Regulated Shift scenario where cooperatively acting states implement more stringent regulations to guide developments. Significantly lower car ownership and an increase in the use of public transit is observed in the Regulated Shift scenario while the reduction of emissions is largely influenced by the development of propulsion technologies. Because of its importance, the development of the passenger vehicle characteristics, the market penetration of advanced technologies and their emissions are discussed in more detail. The future share of the new technologies is modelled with a dedicated vehicle market scenario model. Adequate emission factors are derived based on literature data as well as on own measurements of plug-in hybrid electric vehicles. Furthermore, traffic volumes on the German road network, their emissions and the energy demand of electric vehicles are calculated and spatially plotted on a 5x5 km grid, using fleet and road specific emission factors including exhaust and non-exhaust emissions. The depiction of the three scenarios shows the magnitude and spatial characteristics of future emission changes that can be expected from the transport sector.

Das Szenario „freies Spiel“ spiegelt ein Deutschland wieder, bei dem der Staat sich weitestgehend regulativ zurückhält und die Akteure der Gesellschaft sich anstehenden Herausforderungen in einem kompetitiven Umfeld stellen. Im vorliegenden Beitrag wird zunächst ein Überblick über das Projekt und die Szenarien gegeben. Anschließend erfolgt eine kurze Vorstellung des nationalen Verkehrsmodells DEMO (Deutschlandmodell), mit dem die Verkehrsnachfrage des Personen- und Güterverkehrs berechnet wurde. Zudem wird ein Einblick in die Berechnungsmethodik zur Ermittlung der Treibhausgasemissionen gegeben. Abschließend wer-den die Ergebnisse der Szenarien gegenübergestellt und diskutiert.

This report presents the results and conclusions of a research carried out by the JRC/IPTS analysing two demand-side measures that can help improving the environmental performance of cars: The first instrument, the feebate system, is a way to differentiate the registration tax according to the CO2 emissions from cars. The second instrument, the scrappage policy is intended to encourage the owners of old cars to scrap their car earlier. The potential and consequences of technical options to reduce car weight are also analysed. The report builds a comprehensive assessment of these policy options at EU level, covering all major environmental life cycle impacts and the different economic impacts.
