本論文は，フイ・ポンセーナー博士のライフヒストリーをもとに，ラオス司法省元高官の経験からラオスの現代史について考察する。フイは，青年期にフランスに留学し，ラオス王国政府軍人としての経歴を積み，1975 年以降には再教育キャンプで生活する苦難を経験した。しかし，現体制が刷新政策を開始すると，司法省官房長に任命され，国際機関や西側諸国から法整備に関する支援を誘致し，プロジェクト管理を担当するなど現体制での国家建設にも貢献した。フイの経験から，1975 年以前のラオスの国家形成におけるフランスの影響力の大きさ，革命以前のラオス王国政府軍人が抱えていた困難，現体制の成立後の旧ラオス王国政府元軍人・元役人の不遇，並びに旧ラオス王国政府の元軍人・元職員が1980 年末以降にラオスが西側諸国との交流を深める過程で国家建設に貢献した可能性を示し，現体制下で旧ラオス王国政府の元職員たちが果たした役割について，再評価が必要であることを指摘する。

Following the promulgation of the 1991 constitution in Lao P.D.R., the organizational structure of local administration became more centralized. But since 2000, when some authority over planning and budgeting management was decentralized, governors have been granted new powers.This study of the planning processes at the central and provincial levels examined a case study of the project making process in Vientiane Province. The major findings were: First, the party adopted decentralization in order to promote local development and maintain security after the Asian financial crisis. Second, the central government retains the authority to approve and permit each provincial project, while the provincial party and governor have the authority to make their own projects and propose them to the central government. Third, a single member of the central party committee is appointed by the politburo to hold both the post of secretary of the provincial party and provincial governor in order to control the provincial issues. Fourth, governors have the authority to propose projects with political aims, such as those regarding security issues and minority issues. Fifth, while governors have the authority to make decisions in the provincial party committee, vice-governors are better informed on provincial issues and are actually the ones who manage the policy making process with regard to local issues as their main priority. As a result, the central level of the party supervises the local party committee and controls provincial political issues and minority problems through governors in order to advance local development, as well as maintain security across the whole country.

In this paper, the features of the structures of provincial party organization and administration of Lao P.D.R. are examined. Following the promulgation of the 1991 constitution, the organizational structure of the local administration has dramatically changed into more centralized one. Through the studying about the historical change of organizations, the political status of the provincial governors, and the case study in Vientiane province, features of the local administration are pointed out as follows. First, local administrative committees, which are elected by local assemblies, were abolished and provincial governors and district chiefs, which are appointed by the government, were established. Secondly, there are considerable amalgamation between administrative organization and party organization in the local level. While local divisions of ministries come to belong directly to ministries, cabinet offices of governors, local parties’ subordinate committees and local mass organizations are under provincial governors and district chiefs. Thirdly, provincial governors have same status as ministers because provincial governors, who are also secretaries of party provincial committees, are appointed by the president of the state and are members of central party committees same as ministers. The case study of Vientiane province shows that provincial governors in Vientiane province were not elected by the provincial party congress but were appointed by the central level of the party, not only in 1990’s but also in 1980’s. It means that provincial governors are not elected among the members of the local party committees and there is no drastic change of the status of the local governors through the promulgation of the 1991 constitution. The central level of the party governs the whole country by provincial governors who become to take responsibility to the central level of the Party for provincial administrative and political affairs in their provinces.
