The paper provides a systematic approach, the theoretical and methodological aspects of analyzing the formation of demand for the use of the transport and logistic infrastructures of the region when forming the regional module of the intelligent transport and logistic system are considered. On the basis of the main provisions of the theory of "growth poles" in the regional, federal and world economies, a proactive management of the development of the transport and logistics structure of the region is proposed taking into account the criteria of its effectiveness, which take into account not only the development of the transport and logistic infrastructure of the region, its socio-economic development, but also the development of transport and logistics infrastructure and the socio-economic development of the subjects adjacent to it. This will allow in the future, solving the problem of the spatial development of the transport and logistics infrastructure of the regions, to solve the problem of the spatial development of the Russian Federation. Analysis of the formation of demand for the use of international transport corridors passing through the region should be carried out taking into account the study of the transport and logistics needs of the regions based on the criteria for the effectiveness of the functioning of the national transport and logistics system. It was proposed to carry out research, planning, forecasting of transport and logistics needs of production, trade, transport and logistics organizations, customers and consumers of transport services, using the capabilities of the regional transport and logistic information system (RTLIS). RTLIS is an electronic information resource accumulating information related to transport and logistics operations carried out in the region or carried out through the region. The system includes various portals, including a portal for electronic placement of orders for transport and logistic services. In the study of transport and logistic needs, intra-regional and transit cargo flows, terminal complexes and warehouses, transport mobility of the population, attendance of public centers of gravity, places of work, study and service are investigated; single acts of transportation of goods by the population. In the study of transport services, enterprises that form and absorb cargo flows, the capabilities of terminal complexes, all types of public land vehicles, which form passenger traffic, personal travel by personal transport, and rolling stock capacity are considered. The development of methods for automated analysis of the formation of demand will make it possible to efficiently use the transport and logistic system of the region, increase the efficiency of enterprises’ production activities and improve the quality of transport services for the population.

Creation and development of intelligent transportation and logistics system are supposed to be carried out in three stages. The first stage is devoted to the development of the optimal Regional Intelligent Transportation and Logistics System (RILTS) concept. The second stage is the development of interfaces for processing heterogeneous data on parameters of a transport stream and the environment and their integration into a single system. Development of algorithms for managing flows of unmanned and manned vehicles in transport corridors. The third stage is connected with software development and testing of proposed algorithms. The paper presents integrated results of the SWOT-analysis which was carried out in three directions: the current condition of the RITLS in Russia; the RILTS influence on all target groups of service users; the RILTS influence on the development of the region and national economy as a whole. There are some results obtained after finishing the first stage. To finish the second stage of the RILTS creation successfully the algorithm of control of access of vehicles to the high-speed transport corridor is proposed. The key result of the RITLS module development is the intelligent system of managing unmanned and manned vehicles which is regularly updated. This system includes aggregated modules for solving separate tasks and knowledge base to ensure uninterrupted management and monitoring of the road network. Besides there are algorithms for managing transport flows by simulation methods in existing software environments.

Protective driving is driving a car in which the driver, regardless of the actions of other drivers and the situation on the road, does not allow road accidents. Experienced and professional drivers are still at risk of getting into accidents due to factors beyond their control. This is because the actions of other road users have an impact on the overall situation, leading to numerous, dangerous situations. The growth of motorization and the increase in the number of its victims caused the need to improve the professional skills of drivers, especially in large industrial enterprises. The level of risk of an emergency is reduced when using the rules of protective driving developed by drivers as a result of training. Training in protective driving at a large industrial enterprise will improve the professional skills of drivers and improve road safety.

The article shows that the effectiveness of international transport corridors (ITC) depends largely on the effective operation of regional intelligent transportation and logistics systems (ITLS), whose domains are designed to ensure normal functioning of transport and logistics chains, affect road safety, recovery time and quality for all elements of the driver-car-road-environment subsystem, and improve the evacuation efficiency of road accidents victims. The necessity to combine services and organizations involved in the elimination of the accidents consequences into the subsystem, integrated with the regional ITLS is proved. It will minimize the damage from the accident; reduce various types of risks for the entire socio-natural and economic system; increase the efficiency and safety of the ITLS. The model to determine the time and the optimal route to the accident scene for emergency services is proposed.

The article proposes priority measures for the integration of Russia into the Euro-Asian transport and logistics network and an approach to the intelligent management of the supply chains of the services of the subsystem for the elimination of consequences of road traffic accidents (SEC traffic accidents). SEC traffic accidents is a multicomponent structure integrated into the regional intelligent transportation and logistics system (ITLS). ITLS of the Russian Federation acts as one of the modules of the global Euro-Asian network, the components of which, in addition to transport and logistics flows, are also the external and the environment. It is shown that the effectiveness of the functioning of international transport corridors (ITC) largely depends on the effective operation of regional ITLs that can affect not only the number of accidents, but also the time and quality of restoration of the elements of the «driver-car-road-environment» subsystem that were damaged as a result accident. The necessity of combining the services and organizations involved in the liquidation of the consequences of an accident in a SEC traffic accident is substantiated. Integration of SEC traffic accidents into regional ITLS will allow: to reduce the levels of accidents and injuries in road transport; minimize damage from accidents; will reduce various types of risks for the entire transport system; will increase the efficiency and safety of ITC.

The paper discusses the methodological aspects of the simulation modeling application for proactive control of the functioning of the regional module of an intelligent transport and logistics system. The demand for regional intellectual transport and logistics systems in the Russian Federation is due to the need to create a national transport system that provides proactive intellectual management of traffic flows, cargo and passenger traffic based on logistic principles and ensuring the required level of system (road transport, economic and environmental) security.

The article discusses an approach of coordinating university scientific activities with using contextual search and contextual knowledge extraction technologies. For the implementation of the proposed approach, the authors use an e-library «Humanitariana» with services of contextual search, different types of queries, automated extraction of knowledge from the scientific texts. The advantage of using «Humanitariana» is in the possibility of combining the resources of several organizations, which can function in a local network mode and in distributed IT environment with ability to appeal to all resources from any of the servers of participating organizations. The approach was created and tested in context of preparation of master’s theses in “Applied Computer Science” (ITMO University) and scientific exploratory research (The Sociological Institute of the RAS).
