The Product Attribute Database (PAD) is a new type of information system that serves as a single, network-accessible repository of all the essential parametric information that describes a project at any phase of implementation.

The technological capabilities are now at hand to design an integrated system that combines science instruments, spacecraft, and propulsion elements into a single system. The authors have called this a sciencecraft since it is intended to provide automatic scientific observations of planetary and astrophysical objects. Integration of function allows lower mass and cost and supports a short development cycle. A specific science mission is described in this paper, a flyby of Neptune, Triton, and an object in the Kuiper belt. The SCIENCECRAFT system is described. It has electric propulsion and is capable of measuring the surface constituents and morphology of objects visited and characterizing their atmospheres both in emission and adsorption (against the Sun). Miniature fields and particles experiments are incorporated that will provide interplanetary information together with details of the magnetic and electric attributes of each object. The Sciencecraft is Delta launched and has a flight time to the Kuiper belt of 7 years. The design is such that the craft functions in a largely autonomous mode to provide low cost mission operations.

The technological development of solar electric propulsion has advanced significantly over the last few years. Mission planners are now seriously studying which missions would benefit most from solar electric propulsion (SEP) and NASA's Solar System Exploration Division is contributing funding to ground and space qualification tests. In response to the impending release of NASA's Announcement of Opportunity for Discovery class planetary missions, we have undertaken a pre-Phase A study of a SEP mission to the Moon. This mission will not only return a wealth of new scientific data but will open up a whole new era of planetary exploration.

After many years of development, solar electric propulsion is now a practical low cost alternative for many planetary missions. In response to the recent Discovery AO, we and a number of colleagues have examined the scientific return from a missioon to map the Moon and then rendezvous with a small body. In planning this mission, we found that solar electric propulsion was quite affordable under the Discovery guidelines, that many targets could be reached more rapidly with solar electric propulsion than chemical propulsion, that a large number of planetary bodies were accessible with modest propulsion systems, and that such missions were quite adaptable, with generous launch windows which minimized mission risks. Moreover, solar electric propulsion is ideally suited for large payloads requiring a large amount of power.

The Electron Cyclotron Resonance (ECR) thruster is a proposed electrodeless space electric propulsion device with interesting and little understood physics. A laboratory ECR thruster was run in a vacuum tank at pressures in the 10 exp -5 torr range using 2.12 GHz microwave beam and Ar gas propellant. Movable diagnostic probes (a Faraday cup and a gridded energy analyzer) measured plasma characteristics as propellant gas flow rate and input microwave power level were varied. Ion energy and flux data were used to calculate I(sp), propulsive efficiency, and thrust. The ion flux profiles show an unexpected depression on the thruster axis for low tank pressures that disappears as the tank pressure increases. Ion energies decrease as the flow rate and pressure increase, but the microwave power level affects the energy only negligibly. The calculated propulsion parameters demonstrate that the efficiency of the laboratory device is low, and that tank pressure greatly changes the performance.

This paper discusses conditions for separation of a plasma from the magnetic field of a magnetic nozzle. The analysis assumes a collisionless, quasineutral plasma, and therefore the results represent a lower bound on the amount of detachment possible for a given set of plasma conditions. We show that collisionless separation can occur because finite electron mass inhibits the flow of azimuthal currents in the nozzle. Separation conditions are governed by a parameter G which depends on plasma and nozzle conditions. Several methods of improving plasma detachment are presented, including moving the plasma generation zone downstream from the region of strongest magnetic field and using dual magnets to focus the plasma beam. Plasma detachment can be enhanced by manipulation of the nozzle configuration.

Multimegawatt nuclear electric propulsion (NEP) has been identified as a potentially attractive option for future space exploratory missions. A liquid-metal-cooled reactor, potassium Rankine power system that is being developed is suited to fulfill this application. The key features of the nuclear power system are described, and system characteristics are provided for various potential NEP power ranges and operational lifetimes. The results of recent mission studies are presented to illustrate some of the potential benefits to future space exploration to be gained from high-power NEP. Specifically, mission analyses have been performed to assess the mass and trip time performance of advanced NEP for both cargo and piloted missions to Mars.

Paper analyzes potential of solar thermal rockets as means of propulsion for planetary spacecraft. Solar thermal rocket uses concentrated Sunlight to heat working fluid expelled through nozzle to produce thrust.

The magnetoplasmadynamic (MPD) thruster is potentially capable of providing 20-200 N of steady-state thrust, at 1000-20,000 s specific impulse while consuming a variety of propellants and megawatts of DC power. The specific impulse and power capacity put the MPD thruster in a class separate from other electric propulsion engines. Several types of missions are enhanced by the unique capabilities of a nuclear-electric driven MPD thruster and these include earth-orbit raising, cis-lunar transportation, and planetary exploration. This paper describes current MPD thruster technology, and several missions typical of the above cited categories.

The development of space nuclear power supplies capable of delivering high levels of power (1 to 10 MWe) for long life (5 to 10 years) is being considered. An important potential application of these systems will be to provide power for advanced electric propulsion devices such as ion thrusters or Magneto-Plasma-Dynamic (MPD) thrusters. High-powered Nuclear Electric Propulsion (NEP) concepts based on both ion and MPD thrusters are reviewed. To allow for mission performance evaluation, power supply, power processing, and thruster subsystems are characterized for both ion and MPD propulsion systems designed for operation in the 1 to 10 MWe power range. Several proposed missions which are significantly enhanced by the performance potential of these devices are investigated. Studied missions include near-earth orbit raising, cis-lunar cargo transportation, and planetary exploration. If developed, these 1 to 10 MWe NEP systems may provide a technological base for the development of even larger propulsion systems with power levels of up to hundreds of megawatts. The potential performance and technologies associated with such ultra-high-powered NEP systems is explored.

America's space activities in the 1990s and beyond will partly consist of missions involving the transportation of cargo from low earth orbit (LEO) to higher orbits or to an escape trajectory. Such missions are to be performed with the aid of an orbit transfer vehicle (OTV). The operation of the OTV can be based on different propulsion concepts. A chemical OTV is characterized by a high thrust and low specific impulse. The result is a short trip time at the cost of large quantities of propellant. On the other hand, low-thrust systems such as electric propulsion units, consume very little propellant, but would have a long trip time. The present paper is concerned with a compromise between these two extremes. The employed propulsion system utilizes laser thermal propulsion, in which a ground or space-based laser is used to beam energy to a thruster on the OTV. The laser light is absorbed by a propellant. The resulting heating of the propellant causes an expansion of the propellant through a nozzle to produce thrust. Details regarding this propulsion concept are discussed, taking into account operational questions and missions.

Previous studies have shown that many desirable planetary exploration missions require large injection delta-V. Solar Thermal Rocket (STR) propulsion, under study for orbit-raising applications may enhance or enable such high-energy missions. The required technology of thermal control for liquid hydrogen propellant is available for the required storage duration. Self-deploying, inflatable solar concentrators are under study. The mass penalty for passive cryogenic thermal control, liquid hydrogen tanks and solar concentrators does not compromise the specific impulse advantage afforded by the STR as compared to chemical propulsion systems. An STR injection module is characterized and performance is evaluated by comparison to electric propulsion options for the Saturn Orbiter Titan Probe (SOTP) and Uranus Flyby Uranus Probe (UFUP) missions.

A Microwave Electric Propulsion (MEP) concept is developed for an unmanned Orbit Transfer Vehicle (OTV). The concept is based on the use of beamed microwave power and on an extrapolation of ion thruster technology. Beamed microwave power transmission is discussed in terms of its relationship to spacecraft propulsion. Characteristics of an MEP OTV are determined and performance is evaluated by comparison to a variety of alternative propulsion systems for the completion of a ten-year mission model.
