Despite the acceptance by African states of the principle of respect for post‑colonial borders (adopted at the Organisation of African Unity in 1964), the post-colonial period saw more than a dozen cases of separatist movements forming in Africa, seeking to create new states. In two cases, this resulted in a real change of borders – in 1993, Eritrea was created through secession from Ethiopia, and in 2011, the southern provinces of Sudan proclaimed the creation of South Sudan. Effectively, though without international legal recognition, there is Somaliland, which in 1991 proclaimed independence in the northern part of Somalia. In addition, separatist movements have occurred in the Democratic Republic of Congo (Katanga and Kasai), Nigeria (Biafra), Tanzania (Zanzibar), Cameroon (Ambazonia), Angola (Cabinda), Senegal (Casamance), Mali (Azawad). Among the causes of each of Africa’s separatisms is a confluence of local factors of a political, ethnic or economic nature. Multi-ethnicity and multiculturalism (resulting from the artificial nature of borders), low levels of socioeconomic development and dysfunctional states generate contradictions, leading to disturbances in the stability of individual countries, and their manifestation sometimes becomes the aspirations of certain social groups to achieve – in the absence of states effectively performing their functions – political independence. 3. Can Separatist Ethnonationalist States Create Inclusive Multilingual Education Policies? Evidence from The Iranian Plateau

In this article, the author draws on evidence from newly emerged states’ language policy and planning in the Iranian Plateau, and its surrounding Silk Roads region, in order to illustrate that the European nation-state model has been a major cause of linguistic discrimination in this region although separatist movements can assume that establishing a new state can protect their ethnic languages. The adaptation of this form of governance in these territories has seriously damaged the region’s organic linguistic repertoire. The failure of the modern state to provide an inclusive language policy has long been observed and discussed in the field of sociology of language. In this article, the author provides examples to show that newly emerged nation-states oppress the Indigenous minority languages within them and fall short of satisfactorily addressing the language issues of immigrants because of their narrow and inflexible definitions of nationhood and national identity. Additionally, the author illustrates that nation-states not only target minority languages, but also they undermine the very ethnic language that they claim to promote. This happens by elevating the status of one variation of the ethnic language and at the same time devaluating the other dialects and accents. The author concludes that investment in nation-statism may or may not lead to the creation of a state that is respectful of linguistic human rights. A more meaningful investment in terms of language planning is organizing anti-discrimination movements both in current larger states or possible future ethnic states.

4. CAN SEPARATIST ETHNONATIONALIST MOVEMENTS CREATE NEW STATES WITH INCLUSIVE LANGUAGE POLICIES? EVIDENCE FROM THE IRANIAN PLATEAU.

Ethnonationalist separatist movements' visions for new states typically include protection of their ethnic languages in smaller independent states. However, they may not be successful in nurturing their territorial languages if they engage in nationbuilding based on the European nation-state model because this model itself is a major cause of linguistic discrimination. The author illustrates that newly emerged ethnostates can oppress indigenous minority languages and fall short of satisfactorily addressing the language issues of immigrants because of their narrow definitions of nationhood and national identity. The author shows these states can also undermine the very ethnic language that they claim to promote. This happens by devaluating "non-standard" varieties of the ethnic language and elevating the status of English over local languages as the language of science and learning. The author concludes that investment in nation-statism will not automatically lead to the creation of an anti-discriminatory educational system that is committed to protecting linguistic diversity. Positive intergroup relations are shown to be related to the perception that, despite mutual differences, all subgroups are indispensable for the identity or functioning of the overall society. Yet, so far, the research on identity and functional indispensability is concerned with minorities that strive for inclusion in the larger nation‐state (e.g., immigrants). In contrast, we examined the roles of identity and functional indispensability in the context of separatist movements. In Study 1 (N = 397), we found that Han Chinese' perceptions of identity and functional indispensability of Tibetans and Uyghurs were associated with higher willingness to engage in collective action against these groups' separatist movements. We replicated these findings in Study 2a and 2b among a diverse sample of the Dutch concerning the Brexit (N = 378) and Frexit (N = 279). In experimental Study 3, again among the Dutch (N = 405), we found that indispensability increased anti‐Frexit action intentions. We conclude that, in the context of separatist movements, perceived indispensability can make attitudes towards separatist movements more antagonistic. The findings contribute to a better understanding of intergroup relations when subgroups' interests clash. [ABSTRACT FROM AUTHOR]

6. International Aspects of Separatism in Contemporary Biafra

In the 21st century, the world at large and Africa in particular have encountered the rise of separatism, which has become one of the major challenges to stability. In Africa, over 20 countries face separatist movements, some of which demand full secession, while the rest - greater autonomy within the existing state. Most of Africas secessionist projects remain insignificant in scope and ineffectual, largely due to the absence or weakness of external support for separatists and to the commitment of the international community to preserve, with rare exceptions, the territorial integrity of states. The paper analyzes the reasons for the revival of the movement for the secession of Biafra decades after the end of the civil war between the central government of Nigeria and the separatists and looks into the international aspects that could fuel the conflict and exacerbate the military-political situation in West Africa, which is already turbulent due to the activities of Boko Haram terrorist group, other Islamist groupings in the Sahel, Cameroonian separatists of Ambazonia, etc. The present paper attempts to fill the gap in Russian Africanist literature on the current situation in Biafra, which is especially urgent due to the growing threat of separatism in Africa. Employing the historical approach, the authors analyze the nature of external involvement in the 1967-1970 Nigerian conflict, as well as methods of contemporary Biafran separatists, who seek international support. The paper concludes that due to various internal circumstances, as well as the practical lack of external material assistance, the establishment of a new Republic of Biafra will remain a utopian project for at least a decade, although separatist sentiments is likely to spread and hinder the achievement of internal political stability in West Africa, which is ridden with an increasing number of hot spots.

The electoral success of secessionist parties in Catalonia and Scotland over the last decade, together with Brexit and the support for Eurosceptic parties in many EU member states, have prompted a rethink of many taken-for-granted notions about politics in Spain, the UK and the EU. Secessionist parties in Catalonia and Scotland often combine calls for independence with support for the EU, but independence for Catalonia might entail the loss of EU membership. In the UK, Scotland voted for the UK to remain in the EU, yet it was forced to leave the Union along with the rest of the country: what effect has Brexit had on Scottish independence claims? Through comparing Catalonia and Scotland, this short volume aims to contribute to debates on, and advance knowledge of, visions of independence and integration, how they interrelate in Europe's emergent political order, and what they entail for European integration and democracy in the EU.

The strength of secessionism in liberal-democracies varies in time and space. Inspired by historical institutionalism, Nationalism, Secessionism, and Autonomy argues that such variation is explained by the extent to which autonomy evolves in time. If autonomy adjusts to the changing identity, interests, and circumstances of an internal national community, nationalism is much less likely to be strongly secessionist than if autonomy is a final, unchangeable settlement. Developing a controlled comparison of, on the one hand, Catalonia and Scotland, where autonomy has been mostly static during key periods of time, and, on the other hand, Flanders and South Tyrol, where it has been dynamic, and also considering the Basque Country, Québec, and Puerto Rico as additional cases, this book puts forward an elegant theory of secessionism in liberal-democracies: dynamic autonomy staves off secessionism while static autonomy stimulates it.

Secession and the Sovereignty Game offers a comprehensive strategic theory for how secessionist movements attempt to win independence. Combining original data analysis, fieldwork, interviews with secessionist leaders, and case studies on Catalonia, the Murrawarri Republic, West Papua, Bougainville, New Caledonia, and Northern Cyprus, Ryan D. Griffiths shows how the rules and informal practices of sovereign recognition create a strategic playing field between existing states and aspiring nations that he terms'the sovereignty game.'To win sovereign statehood, all secessionist movements have to maneuver on the same strategic playing field while varying their tactics according to local conditions. To obtain recognition, secessionist movements use tactics of electoral capture, nonviolent civil resistance, and violence. To persuade the home state and the international community, they appeal to normative arguments regarding earned sovereignty, decolonization, the right to choose, inherent sovereignty, and human rights. The pursuit of independence can be enormously disruptive and is quite often violent. While a number of movements seek state secession, the majority never achieves internationally recognized statehood. Paradoxically, some movements that have succeeded have had weaker claims to statehood than many movements that have failed. Regional Politics and State Secession seeks to explain the variation in outcomes for secessionist movements and explores the reasons for why some movements succeed when so many fail.The author proposes a novel theory of secession based on the politics of the region, with the argument that only those secessionist movements that have the support of regional state and institutional actors will succeed in achieving internationally recognized statehood. Through an analysis of six movements across three regions, this book demonstrates why and how regional actors hold the key to understanding when a secessionist movement will find success. This work will appeal to an interdisciplinary academic audience. It lies at the intersection of international relations, international law, and comparative politics. This book analyses the complex phenomenon of secession as a form of creation of States from the perspective of international law. As opposed to other approaches based on the analysis of the political foundation of the secessionist processes or on the construction of a legal basis that justifies the existing practice, the aim is to provide an explanation of secession as a practice covered neither by the legal regime of the United Nations for the self-determination of colonial peoples nor by the regulations and guidelines relating to the human rights of minorities and indigenous populations, both in the UN and in regional organisations (Organization of American States, Council of Europe or African Union).It is stated that secession is a practice that does not comply with international peremptory norms – such as those that prohibit going against the territorial integrity of the States, the use of force or intervention in the internal affairs of other States. Even being aware of the inevitable consequences of the effective creation of States and other de facto entities on trade relations, communications and the rights of individuals, among other matters, secession is a practice that should lead to an obligation of nonrecognition by States and by international organisations. As an example of this practice, the secessionist process in Catalonia since 2014 is explained and studied.

How can we understand the strategic interaction between secessionist movements and sovereignstates? A casual review of the many secessionist struggles around the world, both violent andpeaceful, shows a variety of types. Some, like Catalonia, are pursuing their ends using combinations of electoral capture and civil demonstrations, just as the Spanish government is working to delegitimize these efforts and defeat them in the polls. Regions like Nagorno Karabakh (Artsakh) lack the same institutional connectivity with the larger state of Azerbaijan and are relegated to a de facto (but unrecognized) status where defense, deterrence, and diplomacy are critical. For its part, Azerbaijan invokes its territorial integrity and attempts to deny all forms of recognition to the breakaway region. Other regions from West Papua to Tibet are faced with the hard choice between civil resistance and the use of violence, and their states are keen to suppress their efforts and hide them from the world. What features are common across all of these examples, and how do they differ?This volume synthesizes a number of theories and theoretical approaches that purport to explain thestrategies of secession and counter-secession. This is an important topic. Apart from the many legaland cartographical issues that attend secessionist activity, the potential for conflict is a very realconcern. Estimates put the share of civil wars driven by secessionism at about 50%,1 and accordingto Barbara Walter secessionism is the chief source of violence in the world today.2 Secessionism isdestabilizing because, at the least, it presents a direct challenge to existing political systems. Yetsurprisingly, the strategic interaction between states and secessionists is an area in which we haveincomplete understanding.

A timely and provocative challenge to the foundations of our global order: why should national borders be unchangeable? The inviolability of national borders is an unquestioned pillar of the post–World War II international order. Fixed borders are believed to encourage stability, promote pluralism, and discourage nationalism and intolerance. But do they? What if fixed borders create more problems than they solve, and what if permitting borders to change would create more stability and produce more just societies? Legal scholar Timothy Waters examines this possibility, showing how we arrived at a system of rigidly bordered states and how the real danger to peace is not the desire of people to form new states but the capacity of existing states to resist that desire, even with violence. He proposes a practical, democratically legitimate alternative: a right of secession. There are various minority-led separatist movements in Europe that seek to transform self-governing regions into sovereign states. The existing European states are not eager to fulfil this minority demand, but the growing separatist trends continue to cause numerous constitutional problems across Europe. The existing states are likely to resolve such problems in the name of preserving their constitutional orders. According to this article, confederal settlements would contribute to the resolution of the problems. It is possible for separatist national minorities to achieve their main aim – i.e. to construct their sovereign states – via confederal settlements. These settlements would enable secessionist minorities and their host states to preserve and promote their constitutional links. The protected and developed links would ultimately urge confederal allies – national minorities and their parent states – to turn their unions into highly stable federations or unitary states.

Since 2011, civil wars and state failure have wracked the Arab world, underlying the misalignment between national identity and political borders. In Break all the Borders, Ariel I. Ahram examines the separatist movements that aimed to remake those borders and create new independent states. With detailed studies of the Islamic State in Iraq and Syria, the federalists in eastern Libya, the southern resistance in Yemen, and Kurdish nationalist parties, Ahram explains how separatists captured territory and handled the tasks of rebel governance, including managing oil exports, electricity grids, and irrigation networks. Ahram emphasizes that the separatism arose not just as an opportunistic response to state collapse. Rather, separatists drew inspiration from the legacy of Woodrow Wilson and ideal of self-determination. They sought to reinstate political autonomy that had been lost during the early and mid-twentieth century. Speaking to the international community, separatist promised a more just and stable world order. In Yemen, Syria, Iraq, and Libya, they served as key allies against radical Islamic groups. Yet their hopes for international recognition have gone unfulfilled. Separatism is symptomatic of the contradictions in sovereignty and statehood in the Arab world. Finding ways to integrate, instead of eliminate, separatist movements may be critical for rebuilding regional order.

It examines a wide range of case studies, including the IRA in Northern Ireland, ETA in the Basque Country, FLNC in Corsica and ARD in Brittany, KLA in Kosovo, PKK and TAK in Turkish Kurdistan, and IK in Chechnya. In doing so, the book shows the linkages in terrorist tactics and demands, as well as when and how ceasefires come into place. Ultimately, none of the terrorist organizations studied here has obtained their maximalist goal of gaining independence, but each has caused significant bloodshed, and has contributed to the debate on the future of governance in Europe and Eurasia. How do some national-secessionist campaigns get on the global agenda whereas others do not? Which projects for new nation-states, Philip Roeder asks, give rise to mayhem in the politics of existing states? National secession has been explained by reference to identities, grievances, greed, and opportunities. The article is devoted to the experience of the application of a concept of militant democracy in modern Ukraine. This concept is relevant due to the prolonged domination of the communist totalitarian regime until 1991, and also in view of the encroachment on the principle of territorial integrity in 2014. It is argued that Ukraine, formally consolidating separate instruments of militant democracy at the level of the Constitution of Ukraine, almost did not apply such instruments until 2014. The active process of decommunization started in 2014, after the Revolution of Dignity; it was realised, in particular, in the declaration of lustration, as well as the banning of the two communist parties, but the most influential Communist Party remains officially not banned up till now. Also, the two parties, accused of infringement on territorial integrity, were banned in 2014. The issue of differentiation between aggressive words and aggressive actions of parties is analysed. It is argued that representatives of the parties, who during the twenty years of Ukrainian independence openly denied one of the key values of the constitutional order of Ukraine, its territorial integrity, became active participants of the temporary occupation.

Positive intergroup relations are shown to be related to the perception that, despite mutual differences, all subgroups are indispensable for the identity or functioning of the overall society. Yet, so far, the research on identity and functional indispensability is concerned with minorities that strive for inclusion in the larger nation-state (e.g., immigrants). In contrast, we examined the roles of identity and functional indispensability in the context of separatist movements. In Study 1 (N = 397), we found that Han Chinese' perceptions of identity and functional indispensability of Tibetans and Uyghurs were associated with higher willingness to engage in collective action against these groups' separatist movements. We replicated these findings in Study 2a and 2b among a diverse sample of the Dutch concerning the Brexit (N = 378) and Frexit (N = 279). In experimental Study 3, again among the Dutch (N = 405), we found that indispensability increased anti-Frexit action intentions. We conclude that, in the context of separatist movements, perceived indispensability can make attitudes towards separatist movements more antagonistic. The findings contribute to a better understanding of intergroup relations when subgroups' interests clash.

Substate national movements within countries such as Spain, Canada, Belgium, and the United Kingdom are heterogeneous: some nationalists advocate independence, others seek an autonomous special status within the state, and yet others often seek greater self-government as a constituent unit of a federation or federal system. In Visions of Sovereignty, Jaime Lluch examines why some nationalists adopt a secessionist stance while others within the same national movement choose a nonsecessionist constitutional orientation.Based on extensive fieldwork in Canada and Spain, Visions of Sovereignty provides an in-depth examination of the Québécois and Catalan national movements between 1976 and 2010. There are currently over 100 stateless nations pressing for greater self-determination around the globe. The vast majority of these groups will never achieve independence. Many groups will receive some accommodation over self-determination, many will engage in civil war over self-determination, and in many cases, internecine violence will plague these groups. This book examines the dynamic internal politics of states and self-determination groups. The internal structure and political dynamics of states and self-determination groups significantly affect information and credibility problems faced by these actors, as well as the incentives and opportunities for states to pursue partial accommodation of these groups. Using new data on the internal structure of all self-determination groups and their states and on all accommodation in self-determination disputes, this book shows that states with some, but not too many, internal divisions are best able to accommodate self-determination groups and avoid civil war. When groups are more internally divided, they are both much more likely to be accommodated and to get into civil war with the state, and also more likely to have fighting within the group. Detailed comparison of three self-determination disputes in the conflict-torn region of northeast India reveals that internal divisions in states and groups affect when these groups get the accommodation they seek, which groups violently rebel, and whether actors target violence against their own co-ethnics. The argument and evidence in this book reveal the dynamic effect that internal divisions within SD groups and states have on their ability to bargain over self-determination. Kathleen Gallagher Cunningham demonstrates that understanding the relations between states and SD groups requires looking at the politics inside these actors.

This paper critically discusses the current mainstream views on Russia's involvement in Georgia and Ukraine and implements geopolitical reasoning and analyses. Russian Foreign policy is guided both by (neo-)realist and constructivist theoretical perspectives. However, reviewing Russia's policy in its near abroad, it appears that it is formed on reactive decisions the results of which may not always be understood as advantageous from a rational actor perspective. In the Post-Soviet Space, Russia behaves in accordance with its imperial experience, which bestows upon its geopolitical interests a layer of moral obligation, combining with either altruism or expansionism, or with both at the same time. The Russian alliance with Iran, and their interventions in Syria, are explained mainly by security concerns. Russia's support of separatism in South Ossetia, Abkhazia and Eastern Ukraine, and incorporating Crimea, do not yield advantageous results for the Russian interests from a rational actor's perspective. Secession is a detachment of a territory from an existing state with the aim of creating a new state on the detached territory. Secession is usually an outcome of the political mobilization of a population on the territory to be detached and, as a political phenomenon, is a subject of study in the social sciences. Its impact on inter-state relations is a subject of study in international relations. But secession is also subject to regulation both in the constitutional law of sovereign states and in international law. Following a spate of secessions in the early 1990s, legal scholars have proposed a variety of ways to regulate the international responses to attempts at secessions. Moreover, since the 1980s normative justification of secession has been subject to an intense debate among political theorists and moral philosophers. This research companion has the following three complementary aims. First, to offer an overview of the current theoretical approaches to secession in the social sciences, international relations, legal theory, political theory and applied ethics. Second, to outline the current practice of international recognition of secession and current domestic and international laws which regulate secession. Third, to offer an account of major secessionist movements - past and present - from a comparative perspective. In their accounts of past secessions and current secessionist movements, the contributors to this volume focus on the following four components: the nature and source of secessionist grievances, the ideologies and techniques of secessionist mobilization, the responses of the host state or majority parties in the host state, and the international response to attempts at secession. This provides a basis for identification of at least some common patterns in the otherwise highly varied processes of secession.
