Yönetici Asistanları organizasyonlar açısından paha biçilemez değerlerdir. Bu anlamda yönetici asistanları belirli bir yetkinliğin yanı sıra, yöneticiler açısından en güvenilirdir. Yönetici asistanının rolü, küresel ekonomi ve iş stratejilerindeki değişimlere, yönetim ve organizasyondaki yeni inovasyonlara uyum sağlar. Geleneksel yönetim ve yönetici anlayışındaki yetersizlikler çağdaş yönetim ve yönetici yaklaşımlarının doğmasına neden olmuştur. Değişim ve inovasyon , ilişkiler ağı, gündem belirleme ve yönlendirme, stratejik kaynak ve stratejik amaçların belirlenmesi süreci ve yönetimi, karşılıklı bağımlılık ilişkisi içerisinde iletişim ve işbirliği yönetimine uygun rolleri gösterdiği görülmektedir. Yönetici asistanları, yönetim, organizasyon ve yöneticilerinin amaçlarını gerçekleştirmesinde bu yeteneklerini geliştirmek için eğitim ve öğretim ajandalarında bu yeteneklere yer vermek zorundadır. Bu çalışmada inovatör yönetici rolü ile ilişkili yönetici asistanlarından beklenen yeni rolünün gelişimi ve evrimi anlatılmaya çalışılmıştır. Olumlu değişimleri yerine getiren yönetici asistanları “inovatör yönetici asistanı” olarak adlandırılmıştır. Bu inovatif fikirler üretme süreci ve düşünme yeteneği modeli (Dyer, Gregersen, & M.Christensen, 2011) inovatör yönetici asistanının sürecinin rolüne uyarlanmıştır. Bu çalışma bir farkındalık yaratma ve ileriki çalışmalara temel oluşturma açısından değerlendirilmelidir., Competent executive assistants areinvaluable assets to their organizations. Aside from a specific competency,assistants are often the most trusted confidant to the executive they serve.The role of the executive assistant adjusts with every new innovation inmanagement and organization, shift in business strategy, or change in theglobal economy. It causes inadequate and contemporary management and managerialapproaches to traditional management and managerial understanding.The revised job description of theexecutive assistant now includes role-related change, innovation, network,agenda, process of strategic resourceand strategic objectives and strategic management, and communication andcooperation management in interdependence relation. Executive assistant must give place to the education and trainingagenda to develop these skills in achieving the aims of the organization andthe manager and management.In this study, the development andevolution of the new role expected from the executive assistants related to themanager role of the innovator were tried to be explained. Executive assistantswho fulfill these positive changes are called "innovator executiveassistant". This model process of generating innovative ideas areadapted the role of the innovatorexecutive assistant. The study should be evaluated in terms of creating anawareness and forming a basis for future work.

This study seeks to propose a reflection on the educational process of Executive Secretarial professional, to identify the transformations occurred in the work's scope and its implications in a globalized context. To this end, we discuss issues related with the woman educational development, as well as presenting some aspects of women's work such as double shifts, different salaries by gender, professional qualification and mainly the given approach on work process in core countries, semi-peripherals and peripherals, affected by globalization. This work of bibliographical base presents as the main theoretical the Women studies and the Education addressed by Pimentel (1998), Valdéz & Gomariz, (1995); Women's Workforce Transcript in the Antunes vision(2000), Munhoz (2000) and, finally, Globalization and its effects discussed by the authors Hobsbawm (2000), Forrester (1997), among others. The study results indicate that the professional in the Executive Secretariat, despite all the prejudices and difficulties faced for decades, and especially the effects of globalization, have conquered their own spaces in the job market and is constantly looking for educational improvement in particular by means of higher courses, improving more and more, their professional qualification., Neste estudo busca-se propor uma reflexão sobre o processo de formação educacional do profissional em Secretariado Executivo, visando a identificar as transformações ocorridas no âmbito do trabalho e suas implicações em um contexto globalizado. Para tanto, aborda-se as questões relacionadas com a evolução educacional da mulher, bem como se apresentam alguns aspectos do trabalho feminino tais como: dupla jornada de trabalho, remuneração diferenciada por gênero, qualificação profissional e principalmente o enfoque dado ao processo de trabalho nos países centrais, semiperiféricos e periféricos, afetados pelo processo de globalização. Este trabalho de base bibliográfica apresenta como principais pressupostos teóricos os estudos da Mulher e a Educação abordados por Pimentel (1998), Valdéz & Gomariz, (1995); o Histórico da Mão-de-obra Feminina na visão de Antunes, (2000), Munhoz, (2000); e, por fim, a Globalização e seus efeitos abordados pelos autores Hobsbawn, (2000), Forrester, (1997), entre outros. Os resultados do estudo apontam que o profissional em Secretariado Executivo, apesar de que todos os preconceitos e dificuldades enfrentadas ao longo de décadas e principalmente pelos efeitos da globalização, têm conquistado espaços próprios no mercado de trabalho e vem procurando constante aperfeiçoamento educacional notadamente por meio de cursos superiores objetivando melhorar, cada vez mais, sua qualificação profissional.

Ön lisans mezunları kamu ve özel sektörde meslek elemanı olarak çalışmakta olup, çalıştığı veya çalışacağı kurumlarda birçok mesleki becerilere sahip olması gerekmektedir. Büro Yönetimi ve Yönetici Asistanlığı programı bilgisayar, yabancı dil ve iletişim gibi alanlarda öğrencilere çeşitli mesleki beceriler vererek, onların kamu ve özel sektörde kalifiye eleman olarak çalışmasını sağlamaktadır. Bu araştırma, Büro Yönetimi ve Yönetici Asistanlığı programından mezun olacak olan öğrencilerin eğitimöğretim boyunca teorik olarak sahip olması gereken mesleki beceriler ile staj boyunca kazandığı mesleki yeterlilik seviyesini tespit etmeye yöneliktir. Araştırmanın amacı, öğrencilerin bilgisayar, mesleki yazışmalar, iletişim, muhasebe, yabancı dil ve buna benzer büro faaliyetlerinden etkin verimin alınması sağlamaktır. Buna bağlı olarak öğrencilerin mesleki beceriler kazanmasını etkileyen faktörleri ortaya koymaktır. Ayrıca öğrencilerin başarısız olmasını etkileyen faktörler tespit edilerek, çözüm önerileri üretilmeye çalışılacaktır. Two year-degree graduates are working as professional staff at public and private sectors and they must have many professional skills. Office Management and Personal Assistant program aims to provide students to work as qualified staff in the public and private sectors by giving students vocational skills in a variety of fields such as computer, foreign language and communication. This research is intended to determine professional skills that should be gained theoretically during education and the level of professional competence gained during the internship of the students who will graduate from Office Management and Personal Assistant program. The aim of the study to investigate factors affecting students' gaining vocational skills to get effective output from computers, professional correspondence, communications, accounting, foreign languages and such similar office activities. In addition, factors affecting the student’s failure are determined, and solutions are tried to be produced.

Bu tezin amacı; Ticaret Meslek Liseleri son sınıf öğrencilerinin büro yönetimi alanı beceri eğitimi uygulamalarının öğrencileri mesleğe hazırlaması bakımından değerlendirilmesidir. Betimsel araştırma modeli çerçevesinde gerçekleştirilen bu çalışmanın evrenini Ankara'da merkez ilçelerde bulunan Ticaret Meslek Lisesi büro yönetimi alanında okuyan (2012-2013 eğitim-öğretim yılı) son sınıf öğrencileri, büro yönetimi öğretmenleri, büro yönetimi öğrencilerinin beceri eğitimi yaptıkları kamu ve özel işletmeler oluşturmaktadır. Araştırmada Ankara'da merkez ilçelerde bulunan Ticaret Meslek Liseleri'nin büro yönetimi alanında beceri eğitimine giden son sınıf öğrencilerine, alanı büro yönetimi olan öğretmenlere ve öğrencilere beceri eğitimi yaptıran işletmelere ayrı ayrı anket yapılmış ve elde edilen veriler doğrultusunda çalışma yapılmıştır. Araştırmaya katılan bireylerin demografik özelliklerinin ortaya konulması, öğrencilerin beceri eğitimi sürecinde kazandıkları mesleki yeterliklerini değerlendirilmesi amacıyla betimleyici istatistiklerden, mutlak ve nispi frekanslardan yararlanılmıştır. Araştırmada veriler analiz edilirken beceri eğitimi uygulamasının mesleğe hazırlama açısından değerlendirilmesine ilişkin öğrenci, öğretmen ve işyeri temsilcisi görüşleri arasında farklılık olup olmadığının belirlenmesi amacıyla tek yönlü varyans analizi uygulanmıştır. Varyans analizinin ön koşullarından birisi olan, her bir grubun normal dağılım sergileyen bir yığından rasgele seçilmiş örnekler olup olmadığı araştırılmış ve verilerin tek yönlü varyans analizi için uygun olduğuna karar verilmiştir. Buna göre, beceri eğitimi uygulamasının mesleğe hazırlama açısından değerlendirilmesine ilişkin öğrenci, öğretmen ve işyeri temsilcisi görüşleri arasında farklılık olduğu sonucuna ulaşılmıştır [p < 0,05]. Araştırmaya katılan öğrencilerden Büro Yönetimi Alanını tercih edenlerin %34,6'sının erkek, %65,4'nın kız olduğu tespit edilmiştir. Bu bulgulardan hareketle, Büro Yönetimi alanını erkeklere göre kız öğrencilerin daha çok tercih ettikleri anlaşılmaktadır. Örneklemin %71,5 çoğunluğu 18–20 yaş aralığındaki öğrencilerden oluşmaktadır. Yaş aralığının 18-20 yaşlarda yoğunlaşması beceri eğitimine sadece son sınıf öğrencilerinin katılmasından kaynaklandığı söylenebilir. Öğrencilerin ve işyeri temsilcilerinin beceri eğitimi süreci sonucunda, öngörülen mesleki yeterlikleri kazanma durumlarına ilişkin ifadelere genel olarak olumlu görüş belirttikleri gözlenmektedir. The purpose of the thesis is to evaluate the skill training applications of Office management area in terms of preparing students for profession. This study, which is conducted in a frame of descriptive research, has been composed by the senior students studying in Trade Vocational High Schools that are near the centre of Ankara, in the area of Office management (in 2012-2013 Academic Year), Office management teachers, and the public and private businesses which provide the office management students skill training. In this research, descriptive method was used. Surveys were conducted separately by the senior students from Trade Vocational High Schools that are near the centre of Ankara who are going to skill training, and by the teachers and other students whose majors are office management; and the study was conducted in accordance with the results of those surveys. In order to put forth the demographic characteristics of the people involved in the research, and to evaluate the professional qualifications that students gained during the skill training process; descriptive statistics, and absolute and relative frequencies were used. In this research, survey method was used as a data collection tool. In this research, one-way analysis of variance was applied during data analysis, in order to determine whether there is any difference between students', teachers', and employees' point of views about the evaluation of skill training applications' preparing students for profession. Being one of the prerequisites of variance analysis, it was researched whether each group was a randomly selected example from a mass that exhibits a normal distribution, and it was determined that the data were appropriate for the one-way analysis. According to this, the conclusion has been made that there are differences between students', teachers', and employees' point of views about the evaluation of skill training applications' preparing students for profession [p < 0,05]. It was determined that, of the students involved in the research, 34,6% who preferred the Area of Office Management were male, and the remaining 65,4% were female students. In the light of these findings, it is understood that the Area of Office Management was preferred more by female than male students. The sampling was composed of the 71,5% majority of students whose age interval is 18-20. The age interval's being intense between 18-20 can be said to stem from the fact that only senior students join the skill training. At the end of the skill management process, it was observed that students and employees have a generally positive opinion about gaining the predefined professional qualifications. 136

Bu araştırma, Ticaret Meslek Liselerinin Büro Yönetimi ve Sekreterlik programlarında okuyan öğrencilerin yeterliliklerinin sektör ihtiyacını karşılama düzeylerini belirlemek amacıyla yapılmıştır. Araştırmada, İstanbul İli Fatih İlçesindeki Milli Eğitim Bakanlığı'na bağlı Ticaret Meslek Liseleri çalışmanın uygulama alanı olmuştur. Bu liselerdeki Büro Yönetimi ve Sekreterlik Programları'nda okuyan öğrencilerin staj yaptığı işletmelerin yöneticileri araştırmanın evrenini oluşturmaktadır. Araştırmada evrenin tümüne ulaşılması hedeflendiğinden örneklem alınmamıştır. Araştırmada problemi açıklamaya yönelik olarak Büro Yönetimi ve Sekreterlik Programları'nda okuyan öğrencilerin çalıştığı 63 iş yeri yöneticilerinin kazandırdığı yeterliliklerin düzeyleri, anket sorularına verilen cevaplardan elde edilen verilerle analiz edilmiştir. Araştırmada öğrencilerin yeterlilikleri ve bu yeterliliklerin sektör ihtiyacını karşılama düzeyi incelenmiştir. Öğrencilerin öğrendiklerini uyguladıkları iş yeri yöneticileri, sorumlu müdürler ile anket yapılmıştır. Verilerin analizi SPSS 20.0 (Statistical Packagefort he Social Sciences) programı ile yapılmıştır.Araştırmanın sonucunda iş yeri yöneticilerinin demografik özellikler ile büro yönetimi ve sekreterlik bölümü mezunu öğrencilerden beklentileri ve bunları karşılama düzeyi araştırılmıştır.Yöneticilerin ankette belirtilen yeterliklere ilişkin algılamalarında genel puanlar ve tüm alt boyutlarda aritmetik ortalamaların madde sayısına bölündüğünde katılıyorum düzeyinde olduğu görülmüştür.Yöneticilerin cinsiyetlerine, yaşlarına, görev durumuna, hizmet süresine, çalıştıkları sektör durumuna göre gruplar arasında anlamlı farklılık görülmezken eğitim durumlarına göre sonucunda grupların aritmetik ortalamaları arasındaki farklılık büro işleri ve kişisel beceriler alt boyutunda anlamlı bulunurken toplam ölçek ve teknik beceriler alt boyutlarında anlamlı bulunmamıştır. This study was held in the Vocational Trade High Schools of the Ministry of National Education in Fatih district of İstanbul. The managers of the students' internship institutions participated in this study. All the managers of the internship institutions of the Office Management and Secretary-ship Department in the Vocational Trade High Schools students in the Fatih district were aimed to participated in the study, sampling model was not used. Through questionnaires, the data were collected from 63 institution managers to evaluate the level of the students quıalifications. In the study, the qualifications of the students and these qualifications' meeting the needs of the sector were analyzed. Questionnaires were applied to the managers of the corporation or institutions where the students practice what they learn in the schools. The collected data were analyzed with the help of SPSS 20.0 (Statistical Package for the Social Sciences).As a result of the study, the demographics information of the managers and the expectations of the graduated students and the level of meeting these needs were investigated. When analyzed, it was seen that the answers of the managers to the questions were generally `agree`. According to the managers' gender, age, work experience, position, sector, there was not a meaningful difference in the result. However, according to their education level , there was a small difference concerning their office management work and individual abilities; but , it was seen that this was also not a meaningful difference when analyzed. İşletmelerde gerek kurum içi gerekse kurum dışı iletişim kaçınılmazdır. Bu iletişimi sağlıklı ve kolaylaştırıcı fonksiyonu olan sekreter; günün başlangıcından bitimine kadar yöneticisine yardımcı olacak faaliyetleri planlamak, randevuları ayarlama, toplantı hazırlama, veri girişi yapma, misafir ağırlama, seyahatleri organize etmek ve bunun gibi geniş bir iş yelpazesi olan sekreterlerin bu konular üzerinde eğitim almış olmaları gerekmektedir. Bu çalışmada, yeni düzenlemelere yön verebilecek verilerin elde edilebilmesi amacıyla, Türkiye?de nitelikli büro yönetimi personeli yetiştiren yükseköğretim programlarının mevcut durumu ile önlisans programlarında öğrenim gören öğrencilerin beklenti ve değerlendirmeleri araştırılmıştır. Bu amaçlar doğrultusunda öğrencilere; öğrenim görmekte oldukları programlarla ilgili öncelik, bilgi ve beklentileri hakkında bazı sorular sorulmuştur. Araştırmaya 18 meslek yüksek okulunun büro yönetimi programlarında öğrenim görmekte olan 1.229 öğrenci katılmıştır.Araştırmaya katılan öğrencilerin öğrenim gördükleri programla ilgili öncelik, beklenti ve değerlendirmeleri ile; cinsiyet ve mezun olunan lise faktörleri arasında istatistiksel olarak anlamlı ilişkiler olduğu sonucuna ulaşılmıştır. Secretaries who have the function of making this communication easy and sound have to be educated on the issues such as planning the activities which help their managers from the beginning of the day to the end, organizing the appointments, preparing the meetings, accessing the data, welcoming the guests, organizing the trips.In this study, the current situation of higher education programmes which train qualified bureau management personnel in Turkey and the expectations and evaluation of students who are getting associate?s degree have been researched with the aim of getting data that will guide new arrangements. For these aims, some questions were asked to the students about priorities, knowledge and expectations for the programmes they were being educated. 1.229 students who were being educated in bureau management programmes of 18 vocational higher education schools attended the study.It has been concluded that there have been meaningful statistical relations between priorities, expectations and evaluation of the students who attended the research about the programmes they were being educated and the factors of gender and high schools they were graduated from. Mesleki Eğitim ve Öğretim Sisteminin Güçlendirilmesi Projesi (MEGEP) ile Milli Eğitim Bakanlığı (MEB) tarafından meslek liselerinde uygulanan programlar modüler sisteme göre yeniden yapılandırılmış, 2006-2007 öğretim yılından itibaren tüm mesleki ortaöğretim kurumlarında modüler öğretim sistemine geçilmiştir.Bu araştırmada Ticaret Meslek Liselerinin Büro Yönetimi ve Sekreterlik (BYS)alanı modüler öğretim programının öğretmen görüşlerine göre değerlendirilmesi amaçlanmıştır. Veriler, 5?li likert ölçeğine göre geliştirilmiş anket yoluyla, 2011-2012 eğitim öğretim yılında Ankara ilinin merkez ilçelerinde görev yapan 115 öğretmene uygulanarak elde edilmiştir. Araştırmada sonuçların elde edilmesinde iki grup karşılaştırmalarında bağımsız örneklemler için t-testi, üç ve daha fazla grupların karşılaştırılmasında ANOVA ve Kruskal-Wallis testleri, kategorik verilerin karşılaştırılmasında ise Ki- Kare testi kullanılmıştır. Öğretmenlerden Ticaret Turizm Eğitim Fakültesi (TTEF) mezunlarının, modüler eğitim sisteminden memnun olanların, daha önce modüler eğitim sistemi ile ilgili hizmet içi eğitim alanların, branşı BYS olanların daha olumlu görüş belirttikleri belirlenmiştir. Öğretmenlerin programın içeriğine ilişkin ifadelere katılma düzeyleri daha düşüktür. Öğretmenler ortalama olarak programın içeriğinin, tam olarak iş piyasası ile örtüşecek, alan dalın gerektirdiği yeterlikleri sağlayacak şekilde olmadığını düşünmektedirler. Bu nedenle modüler programın revize edilmesi gerekmektedir.Anahtar Kelimeler: Mesleki Eğitim, Büro Yönetimi ve Sekreterlik Eğitimi, Modüler Öğretim Programı, Modüler Sistem Through the Strengthening Vocational Training and Education System Project, programs in all vocational high schools have been reconstructed according to the modular system by the Ministry of National Education and the modular educationsystem has been implemented in all vocational high schools starting by the 2006 ? 2007 academic year.This study aims to evaluate the Office Management and Secretaryship modular program in Commerce Vocational High Schools from the teachers? points of view. Data was collected by questionnaire developed according to 5 likert scale and applied on 115 teachers who works in the central districts of Ankara city. To analyze the data, t- test for independent samples was used in comparing two groups where as ANOVA and Kruskal-Wallis tests were used for comparing 3 or more groups and Chi-Square test was used for comparing categorical data.It was determined that the teachers graduated from the Faculty of Commerce and Tourism Education who are satisfied with modular educational system, who attended an in service training formerly and whose field is Office Management and Secretaryshipexpressed more positive views. Related to the content of the program, they had less positive views. The participants on the average consider that the content of the programis not exactly satisfactory to cope with sectional needs and does not ensure the attainment of the competencies what the given field requires. Verilerin analizi SPSS 16.0 (Statistical Package fort he Social Sciences) programı ile yapılmıştır.Araştırmanın sonucunda demografik özellikler ile eğitim teknolojilerinin kullanımı karşılaştırıldığında en önemli farklılaşmanın yaş değişkeninde olduğu belirlenmiştir. Professor Dr. Ahmet TayfunJuly-2012The aim of this research is; determine level of using educational technologies from the teachers of office management and secreterial program of vocational schools.Application area of this research consists of Multi-Programmed High Schools, Mercantile Vocational Schools, Technical and Vocational High Schools for Girls which are serving in Ministry of Education area, in Istanbul. The teachers working in this schools is the universe of research.Reach into the whole universe includes some obstacles so in here sample was taken.In research, in order to explain the problem, questionnaire-based datas analyzed. These datas include answers from 258 teachers working in Office Management and Secreterial Programme.At research two scale used; first one is scale to determine the frequency of using educational technology prepared by Kaptan (2003) and second one is scale to determine attitudes of teachers to use educational technology prepared by Şahin (2000).Data analysis were made with SPSS 16.0 (Statistical Package fort he Social Sciences) Programme.At the end of this research a comparison was made between demographic features and level of use of educational technologies.As a result,the most important differentiation is seen into the factor of age. Teachers' thoughts that have been identified as follows; educational technology which is the used in provides efficient teaching,helps to achieve the objectives that have been specified.Key Words: Education, Technology, Educational Technology 128

This study seeks to propose a reflection on the educational process of Executive Secretarial professional, to identify the transformations occurred in the work's scope and its implications in a globalized context. To this end, we discuss issues related with the woman educational development, as well as presenting some aspects of women's work such as double shifts, different salaries by gender, professional qualification and mainly the given approach on work process in core countries, semi-peripherals and peripherals, affected by globalization. This work of bibliographical base presents as the main theoretical the Women studies and the Education addressed by Pimentel (1998), Valdéz & Gomariz, (1995); Women's Workforce Transcript in the Antunes vision(2000), Munhoz (2000) and, finally, Globalization and its effects discussed by the authors Hobsbawm (2000), Forrester (1997), among others. The study results indicate that the professional in the Executive Secretariat, despite all the prejudices and difficulties faced for decades, and especially the effects of globalization, have conquered their own spaces in the job market and is constantly looking for educational improvement in particular by means of higher courses, improving more and more, their professional qualification., Neste estudo busca-se propor uma reflexão sobre o processo de formação educacional do profissional em Secretariado Executivo, visando a identificar as transformações ocorridas no âmbito do trabalho e suas implicações em um contexto globalizado. Para tanto, aborda-se as questões relacionadas com a evolução educacional da mulher, bem como se apresentam alguns aspectos do trabalho feminino tais como: dupla jornada de trabalho, remuneração diferenciada por gênero, qualificação profissional e principalmente o enfoque dado ao processo de trabalho nos países centrais, semiperiféricos e periféricos, afetados pelo processo de globalização. Este trabalho de base bibliográfica apresenta como principais pressupostos teóricos os estudos da Mulher e a Educação abordados por Pimentel (1998), Valdéz & Gomariz, (1995); o Histórico da Mão-de-obra Feminina na visão de Antunes, (2000), Munhoz, (2000); e, por fim, a Globalização e seus efeitos abordados pelos autores Hobsbawn, (2000), Forrester, (1997), entre outros. Os resultados do estudo apontam que o profissional em Secretariado Executivo, apesar de que todos os preconceitos e dificuldades enfrentadas ao longo de décadas e principalmente pelos efeitos da globalização, têm conquistado espaços próprios no mercado de trabalho e vem procurando constante aperfeiçoamento educacional notadamente por meio de cursos superiores objetivando melhorar, cada vez mais, sua qualificação profissional.

Araştırmanın amacı, Meslek Yüksekokulları bünyesindeki Büro Yönetimi ve Sekreterlik Programlarında okuyan öğrencilerin bilişim teknolojilerini kullanım becerilerini ortaya koymak ve bu becerileri sektör ihtiyaçları açısından değerlendirmektir.Araştırmanın çalışmanın evrenini; 2009-2010 eğitim-öğretim yılında MYO'ların büro yönetimi ve sekreterlik programlarında eğitim alan öğrenciler (N=10310) ve öğrencilerin stajlarını tamamladıkları bürolar ve iş yerleri oluşturmaktadır. Çalışma örneklemini ise, Ege bölgesinde bulunan dört farklı ildeki sekiz Meslek Yüksekokulu Büro Yönetimi ve Sekreterlik Programı 2. sınıf öğrencileri (n= 377) ile öğrencilerin staj yaptıkları iş yerlerindeki yöneticiler (n= 53) oluşturmaktadır.Hazırlanan anketlerle (?: 0,954; ?: 0,926) toplanan araştırma verilerinin çözümlenmesinde betimsel istatistik formülleri (frekans, yüzde, aritmetik ortalama) ve t testi ve ki-kare analizi kullanıldı. Anlamlılık düzeyi ise %0.05 olarak kabul edildi.Araştırma bulgularına göre; öğrenci ve yönetici görüşleri arasında, öğrencilerin bilişim teknolojilerini kullanabilme becerileri açısından anlamlı bir faklılık olduğu gözlenmiştir. Yöneticiler, ihtiyaçlarını karşılama konusunda öğrencileri yeterli görürken; öğrenciler sektör ihtiyaçlarını karşılama konusunda kendilerini yeterli görmemektedirler.Anahtar Kelimeler: Büro Yönetimi ve Sekreterlik, Bilişim Teknolojileri The purpose of the present study is to investigate the information technologies using skills of the students attending to the Departments of Office Management and Secretariat in the vocational school of higher education and evaluate their skills in relation to the needs of the related sectors.The universe of the study consists of the students (N=10310) attending the program of Office management and secretarial works İn 2009-2010 Academic year and related offices and businesses in the sector. The sampling of the study consists of second-year students (n=377) from the Departments of Office Management and Secretariat of eight different vocational schools of higher education located in four different cities of the Aegean region and managers (n=53) of the organizations where the students do the apprenticeship.The data collected through questionnaires (?: 0,954; ?: 0,926) were analyzed by means of descriptive statistics (frequencies, percentages, arithmetic means) and t-test, Chi-square. The significance level was set to be 0.05%.The findings of the study revealed that there was a significant difference between the information technologies using skills of the students and those of the managers. While the managers consider the students? skills adequate to meet the expectations of the sectors, the students themselves consider their skills inadequate to meet the expectations of the sectors.Keywords: Office Management and Secretariat, İnformation Technologies 82

Bu çalışmada ülkemizde sekreterleri yetiştirecek meslek dersi öğretmenlerini yetiştirmek üzere açılmış olan ve halen alanında tek bölüm olan Gazi Üniversitesi Ticaret ve Turizm Eğitim Fakültesi Büro Yönetimi Eğitimi bölümü mezunlarının istihdamı üzerine bir araştırma yapılmıştır. Bu çalışma ile Büro Yönetimi Eğitimi mezunlarının 2000'li yıllardan itibaren öğretmen olarak atanmalarındaki azalmaya dikkat çekmek ve Büro Yönetimi Eğitimi mezunlarının istihdamına yönelik mevcut durumu ortaya koymak amaçlanmıştır. Günümüzde daha da önem verilmesi gereken Büro Yönetimi Eğitimi bölümü, özellikle son on yılda Milli Eğitim Bakanlığı öğretmen atamalarında Büro Yönetimi ve Sekreterlik Grubu öğretmeni atamasının ciddi bir şekilde azalması ile itibar kaybetmektedir.Büro Yönetimi Eğitimi mezunlarının Sekreterlik Grubu öğretmeni olarak, Milli Eğitim Bakanlığı tarafından öğretmen olarak atanmalarındaki mevcut durumu ortaya koymak üzere yapılmış olan bu çalışmada, betimsel tarama modeli kullanılmıştır.Bu çalışma göstermiştir ki son yıllarda Mesleki Eğitim ve Öğretim Sisteminin Güçlendirilmesi Projesi (MEGEP) gibi olumlu uygulamalara rağmen, mesleki eğitimin yapılandırılmasında ciddi plânlama ve uygulama sorunları yaşanmaktadır. Alan araştırması olarak seçtiğimiz Büro Yönetimi ve Sekreterlik alanı, ortaöğretim düzeyinden lisans düzeyine kadar bu sorunların yaşandığı en çarpıcı örneği teşkil etmektedir. The current study examined the grad students? business opportunities of Gazi University, Faculty of Commerce and Tourism Education, Department of Office Management Education which is established for training vocational teachers and the only department in Turkey now.The aim of the study was to investigate the present situation of business opportunities of Department of Office Management Education grad students. Additionally, it was point out the decrease of teacher assignments about Department of Office Management Education since 2000. Although the Department of Office Management Education should be given more importance nowadays it has seriously lost its reputation due to the decrease of Ministry of National Education (MEB) Office Management and Secretarial Teacher assignment last decade.Thus, this study investigated the present situation of employment opportunities of Department of Office Management Education grad students. For this, the descriptive analysis was used in this study. The data was gathered from the websites of various public institutions and correspondences in these public institutions, about asking information. Besides, statistical data which was about these public institutions was used.According to the results of this study, it was found out that in spite of the positive works such as Strengthening the Vocational Education and Training Systems in Turkey (MEGEP), there are serious planning and implementation problems in structuring the vocational education. In the field of Office Management and Secretarial Education, these problems are experienced particularly at the level of secondary education up to undergraduate education and this filed under the study is the most striking example explaining these problems. 72

Bu araştırmada, yönetim bilgi sistemlerinin eğitim sektöründe, Türkiye'de Büro Yönetimi ve Sekreterlik Eğitimi veren Meslek Yüksek Okullarında kullanım düzeyleri incelenmiştir. Çalışmanın amacı, eğitim kurumlarında yönetim bilgi sistemlerinin kullanımının hangi düzeylerde olduğunu araştırmaktır.Yapılan alan çalışmasında anket yönteminden yararlanılmıştır. Hazırlanan anket Büro Yönetimi ve Sekreterlik Eğitimi veren 123 meslek yüksek okulu yöneticisine faks ve elektronik posta ile gönderilmiş, 91 meslek yüksek okulundan geçerli anket elde edilmiştir.Verilerin analizi sonucunda elde edilen bulgular okullarda bilgisayarlardan % 100 oranında yararlanıldığını, tüm okulların idari işler ve öğrenci işleri bölümlerinde bilgisayar kullandıklarını, diğer bölümlerde de kullanım oranının % 75'ten fazla olduğu sonucuna ulaşılmıştır. Araştırma kapsamındaki tüm okulların internet bağlantısına sahip olduğunu, okulların % 89'unun evlerden okula bilgisayarlarla erişim olanağının olduğunu göstermiştir. Bununla birlikte okulların % 56'sının bilgi teknolojileri yatırımlarının toplam yatırımlarına oranının % 0-5 olduğu sonucuna ulaşılmıştır.Yapılan istatistikî inceleme neticesinde vakıf üniversiteleri bilgi sistemlerinin kullanımını daha önemli bulduğu sonucuna ulaşılmıştır. Araştırma sonucunda elde edilen önemli bir bulgu da yönetim bilgi sistemlerini okulların %63,8'i çok/önemli oranda, % 26,4'ü orta düzeyle kullanmaktadır. Ayrıca analiz sonucunda yönetim bilgi sistemlerinin okuldaki kullanım alanının büyüklüğünün bilgi teknolojilerine yapılan yatırımla doğru orantılı olduğu tespit edilmiştir.Yönetim bilgi sistemlerini kullanım sonuçlarının okul türüne göre farklılık yaratıp yaratmadığı incelendiğinde; vakıf üniversitelerindeki yöneticilerin yönetim bilgi sistemlerini kullanımlarının devlet üniversitelerindeki yöneticilerin yönetim bilgi sistemlerini kullanımlarından daha yüksek olduğu sonucuna ulaşılmıştır. In this paper, we examine the usage of Management Information Systems in educational area, especially universities where Office Management Subject is studied. The main aim is in which level usage of Management Information Systems of universities.A questionnare is prepared to get data and sent all universities where Office Management is studied by e-mail and fax. 91 universities filled questionnares and send them back.The first result of this study is that, the ratio of universities use computers is 100 %. The universities uses computers in all areas and effectively. All universities have internet connection and the 89% of them have possibility to reach school from home via internet. Howover the investment for information Technologies is very low, 56% of universities? investment of information system is 5% of their total investment.This study shows that, private schools attach importance to use Management Information Systems than public schools. Another important result of this study is 63% of universities use MIF (Manager Information System) effectively, 26,4% of them use in medium level. The other result is the investment of information technologies is related positively with the area of usage of Management Information Systems in schools.Another result of study is that usage of MIF change according to university is public or private. Managers in private universities use MIF more than managers in public universities. Usage of Management Information Systems achieves a positive change in operational processes. 104

Today, the working areas put forward the administration of change. In order to provide this; it is required from the organizations to be creative. Professional creativity in offices depends on an environment that enables the development of the organization only after the individual or collective exertions within the organization. By providing this environment, the organization will gain efficiency, productivity, and work pleasure. In order to bring up the workforce appropriate to the related expectations, the professional creativity of the office management and secretarial profession candidates should be evaluated, education programs appropriate to this and related directly with the service quality should be prepared and the future of this profession should be directed. Dünyadaki hızlı değişim süreci ile birlikte insanların gereksinimleri de çeşitlenmekte ve artmaktadır. Buna paralel olarak insan gereksinimlerini karşılamak üzere kurulan örgütler de artmakta ve gelişmektedirler. Teknolojik alanda ortaya çıkan gelişmeler, örgütlerin çalışma yöntemlerini etkilediği, örgütler arasındaki mesafeleri kısalttığı, örgütlerin birbirleriyle işbirliği yapmalarını kolaylaştırdığı gibi örgütlerin içinde bulunduğu rekabet ortamlarını hareketlendirmiştir. Yoğun rekabet ortamında ise hammadde, enerji, sermaye, işgücü, bilgi ve zaman gibi kaynakları etkin ve verimli kullanabilen örgütler başarıya ulaşabilmektedirler. Örgütler açısından amaçlara ulaşmadaki basan önemlidir. Ancak daha da önemlisi, başarıya en doğru yöntem ve daha az kaynak kullanılarak, en kısa zamanda ulaşabilmektir. Örgütün amaçlarına ulaşması için faaliyet gösteren bu amaçla; planlama, organize etme, yönlendirme, düzenleştirme ve denetleme gibi görevleri belirli bir zaman içinde yerine getiren kişiler yöneticilerdir. Yöneticilere bu konuda en çok yardımcı olabilecek kişiler ise sekreterleridir. Sekreterlerin dolayısıyla da yöneticilerin başarısı, belirli bir zaman içerisinde yapmakla görevli olunan görevlerin tam anlamıyla yerine getirilmesine ve sınırlı olan zamanın iyi kullanılmasına bağlıdır. Sekreterlerin zamanı etkin ve verimli kullanmalarını etkileyen faktörlerin ele alındığı bu çalışmada, sekreterlik, sekreterlik hizmetleri ve zaman yönetimi ile ilgili temel kavramlardan bahsedilmiş, yönetsel zaman yönetimi anlatılmış ve yönetsel zamanı verimli kullanmayı etkileyen faktörler incelenmiştir. In accordance with this, organizations, structured to meet social demands, increase and develop. Emerging technological innovations activated the competitive environment where organizations are surrounded by effecting working ways of organizations, shortening distances among organizations and facilitating cooperation of organizations. Enterprises that can effectively and productively use sources like raw materials, energy, capital, labour force, information and time in an intensive business environment of competition are able to gain success. Success is important for organizations to reach specific aims. But it is more important to reach targets by using best methods, least sources and shortest time. The main role of managers is to carry the organization to intended levels of success by decision making and its implementation. Therefore, they fulfill tasks as planning, organizing, directing, coordination and control within a cetain duration. People who are best helpers for managers are their secretaries at these matters. Achivement of secretaries - and also their managers depend on performing missions in certain time period and using limited time in a best way. Main concepts about secretaryship, secretarial services and time management subjects were mentioned in this study that dealed with the facts influencing effective and productive time usage of secretaries. Administrative time management and factors that effect time management productivity were examined. Conclusions were evaluated by datas of an application of an empirical study. 202

Snyder Haziran 2003 Bu çalışma Niğde Üniversitesi meslekyüksekokullanndaki büro yönetimi ve sekreterlik bölümüne kayıtlı olan öğrencilerin İngilizce gereksinimlerini araştırmıştır. Niğde Üniversitesinde büro yönetimi ve sekreterlik bölümü öğrencilerine yönelik olarak bir mesleki İngilizce dersi bulunmaktadır. Bu çalışma, mesleki İngilizce dersinin programının geliştirilmesi sürecine katkıda bulunmak amacıyla büro yönetimi ve sekreterlik böümü öğrencilerinin akademik ve mesleki İngilizce gereksinimlerini halen kayıtlı olan öğrencilerin, mezun durumdaki öğrencilerin, branş hocalarının, ve işverenlerin perspektiflerinden incelemeyi amaçlamıştır. Bu çalışma için, 196 halen kayıtlı bulunan öğrenciden, 39 mezun durumdaki öğrenciden, 35 branş hocasından, ve 32 işverenden, dört farklı anket aracığılıyla veritoplanmıştır. Anketlerin incelenmesinde frekans ve yüzde analizi, varyans analizi, Tukey testi, ve tek yönlü Ki-kare yöntemleri kullanılmıştır. Bu tezde, uygulanan ihtiyaç analizinin en önemli bulgusu, Niğde Üniversitesi meslek yüksekokullarındaki büro yönetimi ve sekreterlik bölümündeki mesleki İngilizce dersi için yeni bir programın gerekli olduğudur. Bu çalışma aynı zamanda, yeni ders programında, öğrencilerin öğrenme ihtiyaçlarının yanısıra hedef ihtiyaçlarının karşılanmasına da önem verilmesi gerektiğini ortaya çıkarmıştır. Öğrencilerin mesleki ve akademik başarıları için, karşılanmaları gerekli olan hedef ve öğrenme ihtiyaçları, dört temel dil becerisi altında incelenmiş, ve yeni ders programının içeriğini geliştirmek için somut önerilere dönüştürülmüştür. Snyder June 2003 This study investigated the English language needs of the students enrolled in the office management and secretarial studies departments of Niğde University's vocational colleges. Niğde University provides its students at the office management and secretarial studies department with a vocational English course. This study aimed at finding out academic and occupational English language needs of office management and secretary students, from the perspectives of the currently enrolled students, former students, content teachers, and employers, in hopes of being able to make well-based curricular recommendations for vocational English course at office management and secretarial studies departments of Niğde University. mData were collected, via four different questionnaires, from 196 currently enrolled students, 39 former students, 35 content teachers, and 32 employers. The questionnaires were then analyzed using descriptive statistics, ANOVAs, £-tests, Tukey test, and one way chi-square tests. In this thesis, the main results of the needs assessment can be summarized as that a new curriculum is required for the vocational English course at the office management and secretarial studies departments of Niğde University's vocational colleges. This study also revealed that the new curriculum should attempt to meet students' target needs along with their learning needs. In this study, the target and learning needs that are essential for students' academic and occupational success were examined under four basic English language skills, and presented as suggestions in order to develop a new course curriculum. In addition, the results pointed out that the new course curriculum should focus more on improving students' reading and speaking skills compared to writing and listening skills. ÖZET Çağımızın en büyük özelliği hızlı ve sürekli bir değişim içersinde bulunmasıdır. Geçmiş zamanlarda bir kaç asırda meydana gelen değişmeler günümüzde bir kaç yıla sığmaktadır. Bu nedenle içinde yaşadığımız çağ bir hızlı değişme çağı olarak nitelenebilir. Organizasyonların temel amaçlarından birisi, daha az işgücü ile daha çok ve daha kaliteli verim elde etmektir. Böylece büro hizmetlerinin daha ucuza üretilmesi sağlanmış olmaktadır. Sekreterlik bürolarında maliyetleri düşürmek ve etkinliği artırmak ancak modern büro makineleri ve teknolojilerinin uygulanması ile mümkün olmaktadır. Yapılan alan çalışması ile sekreterlerin kullandıkları büro teknolojileri ve onların teknolojik değişime bakış açılan araştırılmıştır. Araştırmanın sonucunda, sekreterlerin kullandıkları yazı makineleri, yazılı ve sözlü iletişim teknolojileri ile mezuniyet alanları arasında bir ilişkinin olmadığı diğer büro teknolojileri ile mezuniyet alanları arasında bir ilişki bulunduğu tespit edilmiştir. IV ABSTRACT Basic feature of our century is rapid technologial changes. Nowadays you can get very long way in few days which takes very long time in the past. Therefore, we can say that this century which we live in can be described as a rapid change area. One of the basic aims of organizations is to produce maximum output with minimum input. Also we know that human resaurce is main input of office work. If it can be used less power for office services, it can be taken down cost of office production. For this reason modern office machines and services production technologies must be used effecttively. In this way cheaper production of the office services ir provided. It is a fact that the technological developments cause both positively and negatively organization structure and activities. One of the basic problems that the organizations encounter in the process of adaptation to the new technologies, is the adaptations of the amployees to the new technologies. This study in which the necessity of technologies in secretaries bussines, effects of technologies upon secretaries bussiness have been examined, and adaptation of secretaries to new technologies, problems and alternative solutions in this adaptation process have been tried to determine. By means of this field researh it has been explained the office technologies that used by secretaries and their points of view to the technological change. At the result of this investigation, we have observed that there are no relationships among the machines are used by secretaries to write, written and oral cominication technologies and education area of secretaries. ÖZET Büyük bir dinamizm içinde bulunan ve hızla genişleyen çalışma hayatında meslekî açıdan yüksek yetenekli, teknik bilgi ve becerilere sahip elemanlara duyulan ihtiyaç her geçen gün biraz daha artmaktadır. Teknolojik öğretim materyalleriyle oluşturulan öğretim ortamları; ihtiyaçlara cevap verebilen duyarlı bir eğitim sisteminin sağlanmasında ve kaliteli eğitimin gerçekleştirilmesinde büyük katkılar sağlamaktadır. Öğretme-öğrenme sürecini etkin hale getiren, öğrenmeyi herkes için kaliteli ve kolay duruma getiren öğretim materyallerinin Büro Yönetimi ve Sekreterlik Programlarında kullanılmasıyla; çalışma hayatının ihtiyaç duyduğu, yemliklere kolaylıkla ve kısa zamanda uyum sağlayabilecek nitelikli elemanların yetiştirilmesi mümkün olmaktadır. Bu çalışma; Türkiye'de meslek yüksek okullarına bağlı Büro Yönetimi ve Sekreterlik Programlarında öğretim materyallerinin bulundurulması ve bu materyallerden yararlanılması durumlarının tespiti ve derslerde öğretim materyalleri kullanımına ilişkin öğretim elemanı ve öğrenci görüşlerinin belirlenmesine yönelik olarak gerçekleştirilmiştir. Bu çerçevede 19 Büro Yönetimi ve Sekreterlik Programında görev yapmakta olan 76 öğretim elemanı ile öğrenim görmekte olan 521 öğrenci üzerinde anket uygulaması yapılmıştır. Anketlerden elde edilen bulgular; bu programlarda öğretim teknolojisi ürünleri olan materyallerin yeterli sayı ve nitelikte bulundurulmadığım; özel üniversitelere bağlı programların sahip oldukları öğretim materyalleri olanaklarının, kamu üniversitelerine bağlı programların sahip oklukları öğretim materyalleri olanaklarından daha yeterli okluğunu göstermektedir. Çalışma; öğretim elemanı ve öğrencilerin, öğretim materyallerini kullanmanın; eğitimin niteliğinin yükseltilmesinde bir zorunluluk olduğunu düşündüklerim ortaya çıkarmaktadır. Özellikle öğretim elemanları; öğretim materyalleri olanaklarının arttırılması ve güncelleştirilmesi, materyallerin derslerde etkin olarak kullanılabilmesi için birtakım önlemlerin alınması gerektiğini düşünmektedirler. 11 ABSTRACT Working life which expands quickly in a large dynamism need many workers who has large abilities, technical knowledge and cleverness. Education environment which takes form with technical teaching materials gives big additions to materializing sensible and Ml quality education systems. In Office Management and Secretary Programmes, educational materials makes teaching and learning time active which is easy and full of quality to learn is used. In this way, many qualified secretaries trains easily whom working life needs. In Turkey, this working becomes true with education worker's and student's opinions finding out to have ready teaching materials in Office Management and Secretary Programmes. An inquiry made on to 76 education workers and 521 students who have duties in Office Management and Secretary Programmes. This inquiry results says that the teaching technology product materials don't have enough quality and number. The private university programmes have enough teaching materials instead of universities which depends on public. This work says that, education worker's and student's teaching materials must be used in highing education quality. Çok karmaşık yapıdaki bir örgütün etkin, verimli ve sağlıklı bir şekilde işleyebilmesinde örgüt içi ve dışı iletişimin çok büyük önemi vardır. Birer toplumsal sistem olarak örgütlerin oluşması ve yaşayabilmesi örgüt içinde ve dışında kurulan ilişkileri belirli bir düzen içinde sürdürmelerine bağlıdır. Bir sistem olarak iletişim olgusunun en büyük amacı, örgütsel ilişkilerin belli bir düzen içine sokulması ve böylece örgütsel amaçlarla bireysel amaçlar arasında bilinçli bir dengenin kurulmasıdır. Örgütsel iletişim bireysel, bireylerarası ve gruplararası iletişim boyutlarının yanısıra örgütün dış çevre ile olan iletişim boyutunu da kapsar. Hastanelerde örgütsel iletişimin dış çevre ile olan ilişkisinde sekreterlik hizmetlerinin önemli bir yeri vardır. Çünkü hasta veya yakınlarının hastane ile ilk karşılaştıkları birimler sekreterliklerdir. Sekreterlerin iletişim becerilerinin geliştirilmesi, örgütsel iletişimin iyileştirilmesine ve verimliliğin arttırılmasına büyük katkı sağlayacaktır.160 Bu çalışma, hastanelerde sekreterlik hizmetlerinde çalışanların iletişim becerilerinin iyileştirilmesi için yapılacak çalışmaların saptanması, sekreterlerin ilişkili oldukları değişik kişi ve gruplar ile iletişimde karşılaştıkları sorunların tespit edilmesi için planlanmıştır. Çalışma literatür ve alan araştırması olmak üzere iki kısımdan oluşmaktadır. Araştırma kapsamında Akdeniz Üniversitesi Hastanesi'nde çalışan 120 sekreter, 120 hemşire ve 120 doktora konuyla ilgili iki farklı anket uygulanmıştır. Anketten elde edilen veriler KiKare ve cramer's V testi ile değerlendirilmiştir. Çalışmada temel olarak hastanelerde sekreterlik hizmetleri, iletişim kavramı ve önemi, iyileştirme kavramı ve yöntemlerine değinilmiştir. Ayrıca sekreterlerim iletişim becerileri ile ilgili ifadelere yaklaşımları, hemşire ve doktorların sekreterlerin iletişim becerileri ile ilgili görüşleri ve sekreterlerin değişik kişi ve gruplar ile iletişimde karşılaştıkları sorunlar ve çözümlerine yönelik öneriler yer almaktadır. Araştırmanın bulgularına göre sekreterlerin büyük çoğunluğu (%85) iletişim becerileri ile ilgili ifadelere katıldıklarını belirtmişlerdir. Hemşireler sekreterlerin iletişim becerilerinin iyi olmadığı görüşündedir. Doktorlar ise sekreterlerin iletişim becerilerinin iyi olduğunu belirtmişlerdir. Sekreterler hasta ve yakınları ile iletişimde iş yoğunluğu ve hasta sayısını çokluğu nedeniyle aynı anda birden çok kişiyi dinlemek zorunda kaldıklarını belirtmektedirler. Sekreterlerin hemşire ve doktorlar ile iletişimdeki en önemli sorunları ise bu grupların empatik dinleme yöntemini yeterince kullanmamalarıdır. Sekreterlerin diğer çalışanlar ile iletişimde karşılaştıkları en önemli sorun ise çalışanlar arasında işbirliği ve ekip çalışmasının yeterince gerçekleştirilememesidir. Örgütün her köşesinde varlığını ve önemini kabul ettiren iletişim düzeni, aynı zamanda örgütsel düzenin başarısını da yansıtmaktadır. We may define communication as a progression about comprehending each other of two people by sharing their emotions, thoughts and knowledge. Communication functions as a mortar which creates and keeps organizations, societies and any kind of relation among people together. Man reaches new knowledge utilizing others' experiences and lives through communication as well as from his own experiences and life. Man has not only affected and changed the nature, but also constituted organized associations by producing certain rules and values to continue his existence. Organization may be defined as a union formed by a group of people or some associations who have come together to realize a common aim or action. Hospitals, as service producing organizations, have very complicated structures. Inside-outside communication of an organization which has a very complicated structure has great importance for a dynamic, productive and reliable work up of that organization. Formation and continuation of organizations as social systems depend on how they carry on the relations established inside and outside the organization in an order. The greatest aim of communication as a system is to put organizational relations into a certain order and by this way to establish a conscious balance between the organizational and personal aims. Organizational communication covers the communication dimension of the organization with external environment as well as personal, interpersonal and intergroups communication dimensions. Secretarial works have great importance in the relation of organizational communication at hospitals with external environment. Because, secretary offices are the first units where patients or their acquaintances face at hospitals. Developing communication skills of secretaries will provide a great benefit in increasing productivity and improving organizational communication.162 This study has been planned to determine the problems of secretaries while communicating different people and groups and to fix the works inorder to improve the communication skills of secretaries working at hospitals. The study consists of two parts; literature and field research. In the scope of the research, two different polls have been applied to 120 secretaries, 120 nurses and 120 doctors working at Akdeniz University Hospital. Datum obtained from the polls have been evaluated by chi-square and Cramer's V test. In this study, secretaryship services at hospitals, communication concept and its importance, improvement concept and its methods have been mentioned as main topics. The research contains the approaches of secretaries to the expressions about the communication skills, the opinions of the nurses and the doctors about the communication skills of the secretaries and the problems that secretaries face while communicating different people and groups and suggestions to the solutions of these problems. According to the findings of the research, most of the secretaries (85%) have agreed on the expressions about the communication skills. The nurses think that secretaries do not have good communication skills. Doctors have stated that secretaries do have good communication skills. Secretaries have clarified that they have to listen to several people at the same time because of the workload and great number of patients. The most important problem of secretaries in communication with nurses and doctors is that these groups do not use the emphatic listening method adequately. The most important problem of secretaries in communication with other staff is that the cooperation and teamwork among the staff has not been sufficiently realized. The communication order which has got its importance and existence accepted by people at every point of the organization also reflects the success of organizational order at the same time. Likewise, if an organization has an affective and continuously functioning communication order, then we may say that this organization works reliably and successfully. 162

Thesis contains three parts. In the first part, description of secretary, and it's importance, and also it's properties are explained. Then, the importance of secretary services in the management is emhasized. After that, secretary services are explained. In the second part, quality and total quality description, it's importance and steps are explained.
