This book studies India's evolving naval engagements with other nations of the Indian Ocean region. It traces the growth of the Indian Navy and discusses its role as an instrument of meeting national objectives, particularly for furthering foreign policy. The volume analyses themes such as Indian Navy's (IN) transition from a brown water to blue water force, Indian maritime debates and doctrines, naval ‘bridge-building'missions, and Sino-Indian maritime competitions. Naval modernization is an extremely expensive, time-consuming, and a relatively rare phenomenon. Scholars have proposed various arguments to explain this process ranging from bureaucratic politics, to nationalism, and to the security dilemma. The Nexus of Naval Modernization in India and China demonstrates that from 1990 until 2020, the primary driver of naval modernization resulted from a strategic rivalry. Key to strategic rivalries is perceived threat perceptions that cause decision makers to prepare for worst-case scenarios when trying to decipher their enemy's behaviour. When a state believes it is threatened by a rival's naval power it is likely to pursue its own form of naval modernization for self-protection. Importantly, rivalries do not exist in a vacuum and are frequently linked. This project will reveal how the interconnected nature of rivalries can also cause naval modernization. Through a close examination of scholarly works, government documents, and in-depth focused interviews with experts based in India, China, Australia, and the U.S. Colley argues that while strategic rivalry is not the only driver of naval modernization, it is the most compelling explanation. Other arguments are frequently embedded within the strategic rivalry model and thus are best seen as only partial drivers. This study contributes to the rivalry research program as well as the policy and security studies literatures.

Maritime security is one of the latest additions to the field of international as well as national security. The concept has received growing attention especially due to the intensification of concerns over maritime terrorism since 2000. The rise of modern piracy, maritime crimes such as human trafficking, and the increasing importance of the'blue economy'and issues relating to freedom of navigation, maritime environmental protection and resource management have resulted in increased significance of maritime security studies. A significant number of states and other international actors such as, Multinational Corporations (MNCs) and Transnational Corporations (TNCs), have placed maritime security high in their security agenda. This priority is reflected in several governmental and intergovernmental strategies for maritime security. In addition to that the regional grouping in the Indian Ocean and Indo – Pacific, such as ASEAN, BIMSTEC, IORA, and IONS have placed maritime security issues high in their agenda.

This edited volume critically examines the concept of the “security dilemma” and applies it to India–China maritime competition. Though frequently employed in academic discussion and popular commentary on the Sino-Indian relationship, the term has rarely been critically analysed. The volume addresses the gap by examining whether the security dilemma is a useful concept in explaining the naval and foreign policy strategies of India and China. China's Belt and Road Initiative and its expansive engagement in the Indian Ocean Region have resulted in India significantly scaling up investment in its navy, adding ships, naval aircraft and submarines. This volume investigates how the rivalry is playing out in different sub-regions of the Indian Ocean, and the responses of other powers, notably the United States and prominent Southeast Asian states. Their reactions to the Sino-Indian rivalry are an underexplored topic and the chapters in this book reveal how they selectively use that rivalry while trying to steer clear of making definite choices. The book concludes with recommendations on mitigating the security dilemma. This work will be of great interest to students of strategic studies, international relations, maritime security, and Asian politics.

The end of cold war and the on-going globalization process along with the proliferation of non-traditional threat to security of the nations led to multilateralism in international relations. Though the great powers are not ready to accept the new developments, the post-cold war events such as threat from non-state actors to the security of nation, the global economic slowdown, and global climate change compelled even the most militarily powerful nation to seek multilateral approach to address these trans-border menaces. The global movements towards democratization and protection and promotion of human rights supported by ICT once again brought individuals rights and security into focal point. It appears that even if nations are secure people living there may not be secure. The civil wars taken place in some nation states to protect the rights of multi-ethnic groups or the demand for right to self-determinations of people are examples of such a situation. In this context security means people's security and international efforts are required to ensure people's security from any threat emanates from within or outside the nation states. Thus human security assumes great significance in the post-cold war era of profoundly interdependent global system. There is a blurred boundary between national security and international security on the one hand and the national security and human security on the other hand. The initiative taken by the new government at the federal level towards good neighbourhood and better relation with great powers along with focusing more on human security issues appears to be policy in the right direction. Again the shift from a land centric security paradigm to maritime security and coastal security are also visible in recent times. The book deals with the changing dimensions of security at the theoretical level and a wide spectrum of security issues that India is confronted with and also certain policy options. In the theoretical section the strategic doctrine of India is well reviewed and policy options are also explored. It covers areas such as biological perspective of security, human security perspective, energy security and maritime security. In the twenty-first century, the Indo-Pacific, which spans from the western Pacific Ocean to the western Indian Ocean along the eastern coast of Africa, has emerged as a crucial geostrategic region for trade, investment, energy supplies, cooperation, and competition. It presents complex maritime security challenges and interlocking economic interests that require the development of an overarching multilateral security framework. This volume develops common approaches by focusing on geopolitical challenges, transnational security concerns, and multilateral institution-building and cooperation.
