Sea turtles represent an ancient lineage of marine vertebrates that evolved from terrestrial ancestors over 100 Mya. The genomic basis of the unique physiological and ecological traits enabling these species to thrive in diverse marine habitats remains largely unknown. Additionally, many populations have drastically declined due to anthropogenic activities over the past two centuries, and their recovery is a high global conservation priority. We generated and analyzed high-quality reference genomes for the leatherback (Dermochelys coriacea) and green (Chelonia mydas) turtles, representing the two extant sea turtle families. These genomes are highly syntenic and homologous, but localized regions of noncollinearity were associated with higher copy numbers of immune, zinc-finger, and olfactory receptor (OR) genes in green turtles, with ORs related to waterborne odorants greatly expanded in green turtles. Our findings suggest that divergent evolution of these key gene families may underlie immunological and sensory adaptations assisting navigation, occupancy of neritic versus pelagic environments, and diet specialization. Reduced collinearity was especially prevalent in microchromosomes, with greater gene content, heterozygosity, and genetic distances between species, supporting their critical role in vertebrate evolutionary adaptation. Finally, diversity and demographic histories starkly contrasted between species, indicating that leatherback turtles have had a low yet stable effective population size, exhibit extremely low diversity compared with other reptiles, and harbor a higher genetic load compared with green turtles, reinforcing concern over their persistence under future climate scenarios. These genomes provide invaluable resources for advancing our understanding of evolution and conservation best practices in an imperiled vertebrate lineage. Extreme climatic events are expected to become more frequent under current conditions of increasing global temperatures and climate variability. A key challenge of fisheries management is understanding and planning for the effect of anomalous oceanic conditions on the distributions of protected species and their interactions with fishing gear. Atypical marine states can cause non-target species to shift outside of their normal distribution patterns, leading to unwanted bycatch events that threaten fisheries sustainability. Environmental indicators can serve as early warning signals that allow for proactive management responses before significant bycatch occurs. Marine heatwaves in the Pacific have caused shifts in the distributions of endangered loggerhead turtles (Caretta caretta), increasing overlap with California’s Drift Gillnet fishery and thereby the risk of turtle bycatch events. To reduce bycatch, a fishery closure offshore of Southern California – The Loggerhead Conservation Area – Is enacted when an El Nino event has been declared and local sea surface temperatures (SSTs) are warmer than normal. However, this regulation was based on qualitative assessment of bycatch that occurred during past El Nino events, and no explicit threshold for SST anomalies was defined. Additionally, closures enacted under the current regulation rely on structured expert decision-making. Providing a quantitative indicator could help to refine future decisions. We developed and evaluated potential new indicators to guide the Loggerhead Conservation Area closure timing based on thermal indices in three different regions: the equatorial Pacific, regional areas offshore of Southern California, and temperate pelagic areas off the US west coast. Our objectives were to: 1) quantify thermal indicators and their respective thresholds to guide closure timing, and 2) hindcast closure scenarios based on these indicator thresholds to evaluate efficacy in terms of opportunity costs to fishers and ability to avoid turtle interactions. The best indicator in terms of avoiding historical turtle interactions while minimizing opportunity cost to fishers was a six-month average local SST anomaly indicator with closures enacted above a threshold of 0.77 °C. This result can improve upon the current closure guidelines by providing a quantified and spatially-explicit indicator and threshold to supplement the structured decision-making process. Our analysis demonstrates a novel approach to developing fisheries management strategies for species with a paucity of data. Issues with data comprehensiveness are frequently present in fisheries management exercises, and precautionary approaches are needed to allow adherence with legislation while considering the best available science.

BackgroundTranscriptomic data has demonstrated utility to advance the study of physiological diversity and organisms’ responses to environmental stressors. However, a lack of genomic resources and challenges associated with collecting high-quality RNA can limit its application for many wild populations. Minimally invasive blood sampling combined with de novo transcriptomic approaches has great potential to alleviate these barriers. Here, we advance these goals for marine turtles by generating high quality de novo blood transcriptome assemblies to characterize functional diversity and compare global transcriptional profiles between tissues, species, and foraging aggregations.ResultsWe generated high quality blood transcriptome assemblies for hawksbill (Eretmochelys imbricata),loggerhead (Caretta caretta), green (Chelonia mydas), and leatherback (Dermochelys coriacea) turtles. The functional diversity in assembled blood transcriptomes was comparable to those from more traditionally sampled tissues. A total of 31.3% of orthogroups identified were present in all four species, representing a core set of conserved genes expressed in blood and shared across marine turtle species. We observed strong species-specific expression of these genes, as well as distinct transcriptomic profiles between green turtle foraging aggregations that inhabit areas of greater or lesser anthropogenic disturbance.ConclusionsObtaining global gene expression data through non-lethal, minimally invasive sampling can greatly expand the applications of RNA-sequencing in protected long-lived species such as marine turtles. The distinct differences in gene expression signatures between species and foraging aggregations provide insight into the functional genomics underlying the diversity in this ancient vertebrate lineage. The transcriptomic resources generated here can be used in further studies examining the evolutionary ecology and anthropogenic impacts on marine turtles.

We deployed 19 satellite tags on foraging adult leatherback turtles, including 17 females and 2 males, captured in the northeastern Gulf of Mexico in 2015, 2018, and 2019 in order to study regional distribution and movements. Prior to our study, limited data were available from leatherbacks foraging in the Gulf of Mexico. Tag deployment durations ranged from 63 to 247 days and turtles exhibited three distinct behavior types: foraging, transiting, or rapidly switching between foraging and transiting. Some females were tracked to nesting beaches in the Caribbean. Most of the leatherbacks remained on and foraged along the west Florida continental shelf whereas a few individuals foraged in waters of the central Gulf of Mexico during the autumn and winter. In addition, migration of adult females through the Yucatan Channel indicate that this is a seasonally important area for Caribbean nesting assemblages.

Data characterizing somatic growth patterns and the ages and sizes at which organisms mature are fundamental to understanding population dynamics. However, obtaining this information for endangered leatherback sea turtles (Dermochelys coriacea) is particularly challenging due to unusual physiology and prevalence of remote oceanic habitat use, which limit direct observation. While inference has been made through indirect approaches such as captive, genetic, and/or skeletal growth mark (skeletochronology) studies, these diverse methods have yielded similarly varied results, limiting usefulness of available information for management and conservation. To address this data gap, we conducted refined skeletochronological analysis of Atlantic and Pacific leatherback scleral ossicle bones, allowing estimation of carapace length-at-age relationships throughout individual turtles’ lives, including the juvenile life stage. In addition, this improved approach made it possible to estimate mean and range for age and size at sexual maturation (ASM and SSM, respectively), as well as post-maturation longevity. Updated mean ASM estimates from the current study of 17–19 years were lower than those previously proposed using skeletochronology and more similar to predictions from captive growth and genetic data. Maximum estimates of reproductive longevity (18–22 years) were consistent with the 16–19 years reported previously from mark–recapture of nesting females. Together, these results indicate that the application of the refined analytical approach described in the current study may offer opportunities to increase understanding of leatherback age and growth.

Concern over bycatch of protected species has become a key factor in shaping fisheries management decisions. In 2001, the National Marine Fisheries Service established an annual closure of a large mesh drift gillnet fishery targeting swordfish from central Oregon to central California between August 15 and November 15 because of concerns of bycatch of endangered leatherback turtles (the Pacific Leatherback Conservation Area, PLCA). The spatio‐temporal constraints of the PLCA were developed to encompass nearly all previously observed leatherback turtle bycatch events in the fishery. The PLCA has been effective at reducing bycatch of leatherback turtles but has reduced fishing opportunities. In this study, we examined whether the timing of the current PLCA closure is optimal for leatherback turtle conservation, by developing statistical models of leatherback turtle presence inside the PLCA based on environmental variables. We also examined finer‐scale spatiotemporal patterns of potential overlap between the fishery and leatherback turtle foraging habitat using Maxent and Random Forests applied to logbook data and leatherback turtle telemetry data. Our results suggest that the temporal extent of the current static closure period is the shortest and most effective for protecting the turtles while allowing fishing during low bycatch‐risk periods. We also found that it is possible to predict foraging habitat of leatherback turtles and fishing effort using environmental variables. Identification of spatial and temporal hotspots of potential overlap between fishing effort and leatherback turtle distribution can form a basis for dynamic management approaches.

Leatherback turtles (Dermochelys coriacea) undergo substantial cyclical changes in body condition between foraging and nesting. Ultrasonography has been used to measure subcutaneous fat as an indicator of body condition in many species but has not been applied in sea turtles. To validate this technique in leatherback turtles, ultrasound images were obtained from 36 live-captured and dead-stranded immature and adult turtles from foraging and nesting areas in the Pacific and Atlantic oceans. Ultrasound measurements were compared with direct measurements from surgical biopsy or necropsy. Tissue architecture was confirmed histologically in a subset of turtles. The dorsal shoulder region provided the best site for differentiation of tissues. Maximum fat depth values with the front flipper in a neutral (45-90°) position demonstrated good correlation with direct measurements. Ultrasound-derived fat measurements may be used in the future for quantitative assessment of body condition as an index of health in this critically endangered species.

Environmental variability affects distributions of marine predators in time and space. With expected changes in the ocean climate, understanding the relationship between species distributions and the environment is essential for developing successful management regulations. Here we provide information on an ephemeral but important habitat for North Pacific loggerhead turtles (Caretta caretta) at the northeastern edge of their range. North Pacific loggerhead turtles nest on Japanese beaches and juveniles disperse throughout the North Pacific; some remain in the high seas of the central North Pacific whereas others transition to the eastern Pacific and forage near Baja California, Mexico. Loggerheads have also been reported along the United States west coast, with the majority of sightings off southern California. Here we describe their demography and distribution in the area, based on two aerial surveys (2011, 2015), at-sea sightings, and stranding records. Our aerial survey during fall 2015 determined density, abundance, and distribution of loggerheads in the area, when anomalous warming of the North Pacific and El Niño conditions co-occurred. Using line-transect analysis, we estimated ca. 15,000 loggerheads at the sea surface (CV = 21%) and more than 70,000 loggerheads when accounting for those that were submerged and not available for detection. Our survey during fall 2011 resulted in no loggerhead sightings, demonstrating a high variability of loggerhead density in the region. We encourage further research on loggerheads in the area to determine the mechanisms that promote their occurrence. These studies should include regular surveys throughout their foraging areas along the west coast of the North America as well as assessments of prey availability and local oceanographic conditions.

Dynamic management approaches protect endangered bycatch species but with much greater efficiency than existing static closures., Seafood is an essential source of protein for more than 3 billion people worldwide, yet bycatch of threatened species in capture fisheries remains a major impediment to fisheries sustainability. Management measures designed to reduce bycatch often result in significant economic losses and even fisheries closures. Static spatial management approaches can also be rendered ineffective by environmental variability and climate change, as productive habitats shift and introduce new interactions between human activities and protected species. We introduce a new multispecies and dynamic approach that uses daily satellite data to track ocean features and aligns scales of management, species movement, and fisheries. To accomplish this, we create species distribution models for one target species and three bycatch-sensitive species using both satellite telemetry and fisheries observer data. We then integrate species-specific probabilities of occurrence into a single predictive surface, weighing the contribution of each species by management concern. We find that dynamic closures could be 2 to 10 times smaller than existing static closures while still providing adequate protection of endangered nontarget species. Our results highlight the opportunity to implement near real-time management strategies that would both support economically viable fisheries and meet mandated conservation objectives in the face of changing ocean conditions. With recent advances in eco-informatics, dynamic management provides a new climate-ready approach to support sustainable fisheries.

Most spatial marine management techniques (e.g., marine protected areas) draw stationary boundaries around often mobile marine features, animals, or resource users. While these approaches can work for relatively stationary marine resources, to be most effective marine management must be as fluid in space and time as the resources and users we aim to manage. Instead, a shift towards dynamic ocean management is suggested, defined as management that rapidly changes in space and time in response to changes in the ocean and its users through the integration of near real-time biological, oceanographic, social and/or economic data. Dynamic management can refine the temporal and spatial scale of managed areas, thereby better balancing ecological and economic objectives. Temperature dependent habitat of a hypothetical mobile marine species was simulated to show the efficiency of dynamic management, finding that 82.0 to 34.2 percent less area needed to be managed using a dynamic approach. Dynamic management further complements existing management by increasing the speed at which decisions are implemented using predefined protocols. With advances in data collection and sharing, particularly in remote sensing, animal tracking, and mobile technology, managers are poised to apply dynamic management across numerous marine sectors. Existing examples demonstrate that dynamic management can successfully allow managers to respond rapidly to changes on-the-water, however to implement dynamic ocean management widely, several gaps must be filled. These include enhancing legal instruments, incorporating ecological and socioeconomic considerations simultaneously, developing ‘out-of-the-box’ platforms to serve dynamic management data to users, and developing applications broadly across additional marine resource sectors.

During their migrations, marine predators experience varying levels of protection and face many threats as they travel through multiple countries’ jurisdictions and across ocean basins. Some populations are declining rapidly. Contributing to such declines is a failure of some international agreements to ensure effective cooperation by the stakeholders responsible for managing species throughout their ranges, including in the high seas, a global commons. Here we use biologging data from marine predators to provide quantitative measures with great potential to inform local, national and international management efforts in the Pacific Ocean. We synthesized a large tracking data set to show how the movements and migratory phenology of 1,648 individuals representing 14 species—from leatherback turtles to white sharks—relate to the geopolitical boundaries of the Pacific Ocean throughout species’ annual cycles. Cumulatively, these species visited 86% of Pacific Ocean countries and some spent three-quarters of their annual cycles in the high seas. With our results, we offer answers to questions posed when designing international strategies for managing migratory species.

Fishery management measures to reduce interactions between fisheries and endangered or threatened species have typically relied on static time-area closures. While these efforts have reduced interactions, they can be costly and inefficient for managing highly migratory species such as sea turtles. The NOAA TurtleWatch product was created in 2006 as a tool to reduce the rates of interactions of loggerhead sea turtles with shallow-set longline gear deployed by the Hawaii-based pelagic longline fishery targeting swordfish. TurtleWatch provides information on loggerhead habitat and can be used by managers and industry to make dynamic management decisions to potentially reduce incidentally capturing turtles during fishing operations. TurtleWatch is expanded here to include information on endangered leatherback turtles to help reduce incidental capture rates in the central North Pacific. Fishery-dependent data were combined with fishing effort, bycatch and satellite tracking data of leatherbacks to characterize sea surface temperature (SST) relationships that identify habitat or interaction ‘hotspots’. Analysis of SST identified two zones, centered at 17.2° and 22.9°C, occupied by leatherbacks on fishing grounds of the Hawaii-based swordfish fishery. This new information was used to expand the TurtleWatch product to provide managers and industry near real-time habitat information for both loggerheads and leatherbacks. The updated TurtleWatch product provides a tool for dynamic management of the Hawaii-based shallow-set fishery to aid in the bycatch reduction of both species. Updating the management strategy to dynamically adapt to shifts in multi-species habitat use through time is a step towards an ecosystem-based approach to fisheries management in pelagic ecosystems.

The acoustic identification and enumeration of scyphozoan jellyfish, prey for leatherback sea turtles (Dermochelys coriacea), off central California. – ICES Journal of Marine Science, 67: 1739–1748. Acoustic-sampling techniques were developed to estimate the abundance and distribution of scyphozoan jellyfish, prey for leatherback turtles foraging off central California. Acoustic data were analysed from regions where jellyfish were present or absent from corresponding net tows. Empirical data on bell-diameter distribution (mean 26.2 cm; s.d. 10.6) were used to estimate target strength (TS; dB re 1 m2) at 18, 38, 70, 120, and 200 kHz using a distorted-wave Born approximation scattering model. TS measurements of in situ animals at 38 and 200 kHz averaged −63.9 and −70.5 dB, compared with the model estimates of −54.9 and −64.0 dB, respectively. The model estimates of TS at 18, 70, and 120 kHz were −53.9, −59.9, and −61.8 dB, respectively. Using these TS estimates, an algorithm was developed to extract jellyfish echoes from total acoustic backscatter. Echo-integration methods applied to regions where net catches contained jellyfish resulted in an estimate of mean numerical abundance of 3217 jellyfish (s.d. 2276) with a mean density of 251 522 jellyfish nautical mile−2 (s.d. 57 504) and a mean concentration of 0.003 jellyfish m−3 (s.d. 0.002). The novel methods developed will help characterize prey resources for leatherback turtles off central California.

Although seabird population biology is relatively well studied, little data exists on mor- tality at-sea. Beached bird surveys are used to identify patterns of seabird mortality, but resulting pat- terns are difficult to interpret without corresponding data on at-sea density. We examined seabird mortality relative to at-sea density in Monterey Bay, California over 10 yr by integrating data from monthly beachcast seabird and offshore seabird censuses. Beachcast seabird numbers were rela- tively constant (mean 2.82 ± 0.31 seabirds km -1 ) throughout the year. At-sea seabird density (mean 148.9 ± 16.12 seabirds km -2 ) peaked in the summer upwelling period and was least in the winter Davidson period. A principal components analysis of seasonal climatic, prey availability, and anthro- pogenic variables for Monterey Bay derived 3 significant principal components (PCs) (explaining 70% of variance) characterized by storm activity and low prey availability (PC1), river discharge and krill abundance (PC2), and oiling (PC3). These principal components were used in detailed analyses of the 2 most abundant seabird species and indicate that sooty shearwater Puffinus griseus relative mortality is greatest during decreased productivity and increased storm activity. While relative mor- tality of common murres Uria aalge cannot be explained by the derived principal components, rela- tive mortality increased in late winter when prey availability decreased concurrent with the annual increase in reproductive stress. Beachcast seabird data is difficult to interpret in isolation; however, when linked to at-sea densities of seabirds, it becomes a powerful tool to examine the relative impacts of oceanography and direct human perturbations on seabird demography.

Internesting and migratory movements of female leatherback turtles (Dermochelys coriacea) from Kamiali Wildlife Management Area were tracked by satellite telemetry during the 2001–2002 and 2002–2003 nesting seasons, and an aerial survey of nearly 2800 km of the north Papua New Guinea coastline and New Britain Island was conducted during January 2004. Nesting occurred during November–March at the Kamiali Wildlife Management Area monitoring beach with peak activity during December–January. Telemetry results indicated that nesting females used Huon Gulf waters adjacent to the nesting beach and renested inside and outside the protected area within the Kamiali Wildlife Management Area. After nesting, the turtles migrated over deep waters in a southeastern direction to high latitude waters of the South Pacific Ocean.

A group of researchers, managers, and tribal leaders with extensive local knowledge from Papua New Guinea, Solomon Islands, Vanuatu, and Papua, Indonesia, provided new information on the status of leatherback nesting populations in the western Pacific Ocean. Twenty-eight nesting sites were identified, of which 21 were previously unknown or poorly described. Although data are still incomplete, we estimate a total of ca. 5000–9200 nests currently laid each year among these 28 sites, with approximately 75% of this nesting activity concentrated at 4 sites along the northwest coast (Bird's Head Peninsula) of Papua, Indonesia. Genetic analysis by using mitochondrial deoxyribonucleic acid sequences identified a total of 6 haplotypes among the 106 samples analyzed for Solomon Islands, Papua, and Papua New Guinea, including a unique common haplotype that is only found in these western Pacific populations. Nine leatherback turtles (Dermochelys coriacea) were tracked for 111–695 days via satellite telemetry from one of the largest remaining western Pacific leatherback turtle nesting beaches, Jamursba-Medi, Papua, Indonesia. The turtles moved into tropical waters of the Philippines and Malaysia, into the Sea of Japan, and across the equatorial Pacific to temperate waters off North America. This study provides the first record of a trans-Pacific migration by a leatherback turtle.

Blue whales Balaenoptera musculus meet the highest prey demands of any predator that has ever existed by feeding exclusively upon dense but patchy schools of pelagic euphausiids. We examined the role that seasonally high primary production supported by coastal upwelling com- bined with topographic breaks off California play in creating, collecting, and maintaining euphausi- ids at densities sufficient to allow exploitation by whales. We used concurrent ship- and mooring- based oceanographic, hydroacoustic, and net sampling, whale-sighting records, visual surveys, and time-depth recorder deployment to examine temporal and spatial linkages between (1) intensity of upwelling, (2) primary production, (3) development, density and distribution of euphausiids, and (4) the distribution, abundance, and foraging behavior of blue whales in Monterey Bay, California between 1992 and 1996. Blue whales fed exclusively upon adult euphausiids Thysanoessa spinifera and Euphausia pacifica that were larger than those generally available in the Bay. Foraging whales dove repeatedly to dense euphausiid aggregations between 150 and 200 m on the edge of the Mon- terey Bay Submarine Canyon. Euphausiid aggregations where whales were foraging averaged 153 g m -3 , approximately 2 orders of magnitude greater than mean euphausiid densities in the Bay (1.3 g m -3 ). High euphausiid densities are supported by high primary production between April and August (249 mgC m -3 d -1 ) and a submarine canyon that provides deep water down-current from an upwelling region. Peak euphausiid densities occur in late summer/early fall, lagging the seasonal increase in primary production by 3 to 4 mo. This lag results from the temporal development of euphausiids spawned around the spring increase in primary production and the shoreward collapse of productivity due to decreased upwelling in late summer. The migratory movements of the Califor- nia blue whale probably reflect seasonal patterns in productivity in other foraging areas similar to those we describe for Monterey Bay.

Biological limit reference points (LRPs) for fisheries catch represent upper bounds that avoid undesirable population states. LRPs can support consistent management evaluation among species and regions, and can advance ecosystem-based fisheries management. For transboundary species, LRPs prorated by local abundance can inform local management decisions when international coordination is lacking. We estimated LRPs for western Pacific leatherbacks in the U.S. West Coast Exclusive Economic Zone (WCEEZ) using three approaches with different types of information on local abundance. For the current application, the best-informed LRP used a local abundance estimate derived from nest counts, vital rate information, satellite tag data, and fishery observer data, and was calculated with a Potential Biological Removal estimator. Management strategy evaluation was used to set tuning parameters of the LRP estimators to satisfy risk tolerances for falling below population thresholds, and to evaluate sensitivity of population outcomes to bias in key inputs. We estimated local LRPs consistent with three hypothetical management objectives: allowing the population to rebuild to its maximum net productivity level (4.7 turtles per five years), limiting delay of population rebuilding (0.8 turtles per five years), or only preventing further decline (7.7 turtles per five years). These LRPs pertain to all human-caused removals and represent the WCEEZ contribution to meeting population management objectives within a broader international cooperative framework. We present multi-year estimates, because at low LRP values, annual assessments are prone to substantial error that can lead to volatile and costly management without providing further conservation benefit. The novel approach and the performance criteria used here are not a direct expression of the “jeopardy” standard of the U.S. Endangered Species Act, but they provide useful assessment information and could help guide international management frameworks. Given the range of abundance data scenarios addressed, LRPs should be estimable for many other areas, populations, and taxa.

We report results of ecosystem studies in Monterey Bay, California, during the summer upwelling periods, 1996–99, including impacts of El Nino 1997–98 and La Nina 1999. Random-systematic line-transect surveys of marine mammals were conducted monthly from August to November 1996, and from May to November 1997–99. CTDs and zooplankton net tows were conducted opportunistically, and at 10 predetermined locations. Hydroacoustic backscatter was measured continuously while underway to estimate prevalence of zooplankton, with emphasis on euphausiids, a key trophic link between primary production and higher trophic level consumers. The occurrences of several of the California Current’s most common cetaceans varied among years. The assemblage of odontocetes became more diverse during the El Nino with a temporary influx of warm-water species. Densities of cold-temperate Dall’s porpoise, Phocoenoides dalli, were greatest before the onset of El Nino, whereas warm-temperate common dolphins, Delphinus spp., were present only during the warm-water period associated with El Nino. Rorqual densities decreased in August 1997 as euphausiid backscatter was reduced. In 1998, as euphausiid backscatter slowly increased, rorqual densities increased sharply to the greatest observed values. Euphausiid backscatter further increased in 1999, whereas rorqual densities were similar to those observed during 1998. We hypothesize that a dramatic reduction in zooplankton biomass offshore during El Nino 1997–98 led to the concentration of rorquals in the remaining productive coastal upwelling areas, including Monterey Bay. These patterns exemplify short-term responses of cetaceans to large-scale changes in oceanic conditions.

Zooplankton abundance and euphausiid community composition were sampled seasonally (spring, summer, fall) within Monterey Bay, California, between 1997 and 1999. Measurements of sea surface temperature (SST), mixed layer depth, and upwelling indices provided concurrent data on physical oceanographic parameters. Both total zooplankton and krill abundance dramatically declined in the summer of 1997 coincident with a rapid increase in SST and mixed layer depth. Changes in euphausiid community composition occurred in concert with the decline in overall abundance. The relative abundance of the southern neritic Nyctiphanes simplex increased from August to November in 1997, the abundance of cold temperate Euphausia pacifica decreased significantly, and that of the northern neritic Thysanoessa spinifera declined dramatically. The sudden appearance of an adult cohort of N. simplex in July 1997 suggests that rapid poleward flow characteristic of coastally trapped Kelvin waves occurred between June and July of 1997. The persistent presence of warm temperate and subtropical taxa in samples collected between August 1997 and October 1998 indicates that this poleward flow continued in 1998. Zooplankton abundance, euphausiid community composition, and physical oceanographic parameters gradually returned to a more typical upwelling-dominated state in the spring and summer of 1998. E. pacifica and T. spinifera abundances gradually increased during the summer and fall of 1998, while N. simplex abundance abruptly declined in the spring of 1998. However, this recovery was confined to a narrow coastal band as a result of the onshore movement of the oceanic waters of the California Current. This was reflected by higher than normal numbers of the oceanic Nematoscelis difficilis within samples collected during the spring and summer of 1998. By the spring and summer of 1999, both zooplankton and euphausiid abundance had increased to the highest levels recorded during the 3-year study. Both E. pacifica and T. spinifera abundance increased relative to 1998 while N. simplex was completely absent in all samples. These changes reflected the cooler, highly productive environmental conditions associated with the 1998/1999 La Nina.

Fisheries bycatch is a critical source of mortality for rapidly declining populations of leatherback turtles, Dermochelys coriacea . We integrated use-intensity distributions for 135 satellite-tracked adult turtles with longline fishing effort to estimate predicted bycatch risk over space and time in the Pacific Ocean. Areas of predicted bycatch risk did not overlap for eastern and western Pacific nesting populations, warranting their consideration as distinct management units with respect to fisheries bycatch. For western Pacific nesting populations, we identified several areas of high risk in the north and central Pacific, but greatest risk was adjacent to primary nesting beaches in tropical seas of Indo-Pacific islands, largely confined to several exclusive economic zones under the jurisdiction of national authorities. For eastern Pacific nesting populations, we identified moderate risk associated with migrations to nesting beaches, but the greatest risk was in the South Pacific Gyre, a broad pelagic zone outside national waters where management is currently lacking and may prove difficult to implement. Efforts should focus on these predicted hotspots to develop more targeted management approaches to alleviate leatherback bycatch.

Stressors associated with human activities interact in complex ways to affect marine ecosystems, yet we lack spatially explicit assessments of cumulative impacts on ecologically and economically key components such as marine predators. Here we develop a metric of cumulative utilization and impact (CUI) on marine predators by combining electronic tracking data of eight protected predator species (n ¼ 685 individuals) in the California Current Ecosystem with data on 24 anthropogenic stressors. We show significant variation in CUI with some of the highest impacts within US National Marine Sanctuaries. High variation in underlying species and cumulative impact distributions means that neither alone is sufficient for effective spatial management. Instead, comprehensive management approaches accounting for both cumulative human impacts and trade-offs among multiple stressors must be applied in planning the use of marine resources.

Interactions with fisheries are believed to be a major cause of mortality for adult leatherback turtles (Dermochelys coriacea), which is of particular concern in the Pacific Ocean, where they have been rapidly declining. In order to identify where these interactions are occurring and how they may be reduced, it is essential first to understand the movements and behavior of leatherback turtles. There are two regional nesting populations in the East Pacific (EP) and West Pacific (WP), comprising multiple nesting sites. We synthesized tracking data from the two populations and compared their movement patterns. A switching state-space model was applied to 135 Argos satellite tracks to account for observation error, and to distinguish between migratory and area-restricted search behaviors. The tracking data, from the largest leatherback data set ever assembled, indicated that there was a high degree of spatial segregation between EP and WP leatherbacks. Area-restricted search behavior mainly occurred in the southeast Pacific for the EP leatherbacks, whereas the WP leatherbacks had several different search areas in the California Current, central North Pacific, South China Sea, off eastern Indonesia, and off southeastern Australia. We also extracted remotely sensed oceanographic data and applied a generalized linear mixed model to determine if leatherbacks exhibited different behavior in relation to environmental variables. For the WP population, the probability of area-restricted search behavior was positively correlated with chlorophyll-a concentration. This response was less strong in the EP population, but these turtles had a higher probability of search behavior where there was greater Ekman upwelling, which may increase the transport of nutrients and consequently prey availability. These divergent responses to oceanographic conditions have implications for leatherback vulnerability to fisheries interactions and to the effects of climate change. The occurrence of leatherback turtles within both coastal and pelagic areas means they have a high risk of exposure to many different fisheries, which may be very distant from their nesting sites. The EP leatherbacks have more limited foraging grounds than the WP leatherbacks, which could make them more susceptible to any temperature or prey changes that occur in response to climate change.

Effective conservation strategies for highly migratory species must incorporate information about long-distance movements and locations of high-use foraging areas. However, the inherent challenges of directly monitoring these factors call for creative research approaches and innovative application of existing tools. Highly migratory marine species, such as marine turtles, regularly travel hundreds or thousands of kilometers between breeding and feeding areas, but identification of migratory routes and habitat use patterns remains elusive. Here we use satellite telemetry in combination with compound-specific isotope analysis of amino acids to confirm that insights from bulk tissue stable isotope analysis can reveal divergent migratory strategies and within-population segregation of foraging groups of critically endangered leatherback sea turtles (Dermochelys coriacea) across the Pacific Ocean. Among the 78 turtles studied, we found a distinct dichotomy in δ(15)N values of bulk skin, with distinct "low δ(15)N" and "high δ(15)N" groups. δ(15)N analysis of amino acids confirmed that this disparity resulted from isotopic differences at the base of the food chain and not from differences in trophic position between the two groups. Satellite tracking of 13 individuals indicated that their bulk skin δ(15)N value was linked to the particular foraging region of each turtle. These findings confirm that prevailing marine isoscapes of foraging areas can be reflected in the isotopic compositions of marine turtle body tissues sampled at nesting beaches. We use a Bayesian mixture model to show that between 82 and 100% of the 78 skin-sampled turtles could be assigned with confidence to either the eastern Pacific or western Pacific, with 33 to 66% of all turtles foraging in the eastern Pacific. Our forensic approach validates the use of stable isotopes to depict leatherback turtle movements over broad spatial ranges and is timely for establishing wise conservation efforts in light of this species' imminent risk of extinction in the Pacific.

Leatherback turtles (Dermochelys coriacea) are critically endangered, primarily threatened by the overharvesting of eggs, fisheries entanglement, and coastal development. The Pacific leatherback population has experienced a catastrophic decline over the past two decades. Leatherbacks foraging off the coast of California are part of a distinct Western Pacific breeding stock that nests on beaches in Indonesia, Papua New Guinea, and the Solomon Islands. Although it has been proposed that the rapid decline of Pacific leatherback turtles is due to increased adult mortality, little is known about the health of this population. Health assessments in leatherbacks have examined females on nesting beaches, which provides valuable biological information, but might have limited applicability to the population as a whole. During September 2005 and 2007, we conducted physical examinations on 19 foraging Pacific leatherback turtles and measured normal physiologic parameters, baseline hematologic and plasma biochemistry values, and exposure to heavy metals (cadmium, lead, and mercury), organochlorine contaminants, and domoic acid. We compared hematologic values of foraging Pacific leatherbacks with their nesting counterparts in Papua New Guinea (n=11) and with other nesting populations in the Eastern Pacific in Costa Rica (n=8) and in the Atlantic in St. Croix (n=12). This study provides the most comprehensive assessment to date of the health status of leatherbacks in the Pacific. We found significant differences in blood values between foraging and nesting leatherbacks, which suggests that health assessment studies conducted only on nesting females might not accurately represent the whole population. The establishment of baseline physiologic data and blood values for healthy foraging leatherback turtles, including males, provides valuable data for long-term health monitoring and comparative studies of this endangered population.

Moss Landing Marine Laboratories (MLML) and the National Marine Fisheries Service have conducted leatherback (Dermochelys coriacea) sea turtle research for the last eight years. Leatherbacks come to the central California coast to forage on concentrations of jellyfish that accumulate in the nutrient rich waters over the coastal shelf. The research includes tracking leatherbacks across the Pacific Ocean with satellite transmitters, suction-cup attachment of time-depth-recorders (TDR) tags, and collection of morphological data. The TDRs are used to record the dive profiles of the leatherbacks foraging for jellyfish near shore. The TDR data provide graphical representation of the dive profile, showing decent and ascent rates, along with variations or deviations in the ascent pattern. This paper describes an application of a modest, but unique underwater imagining system designed and constructed at MLML to answer some of the questions inspired by the dive profiles. MLML's Turtle Cam synchronizes dive profiles with video images, providing researchers with a tool that is giving new insights to leatherback foraging ecology.

This Practice Parameter reviews the evidence from research and clinical experience and highlights significant advances in the assessment and treatment of posttraumatic stress disorder since the previous Parameter was published in 1998. It highlights the importance of early identification of posttraumatic stress disorder, the importance of gathering information from parents and children, and the assessment and treatment of comorbid disorders. It presents evidence to support trauma-focused psychotherapy, medications, and a combination of interventions in a multimodal approach.

Over 400 California sea lions (Zalophus californianus) died and many others displayed signs of neurological dysfunction along the central California coast during May and June 1998. A bloom of Pseudo-nitzschia australis (diatom) was observed in the Monterey Bay region during the same period. This bloom was associated with production of domoic acid (DA), a neurotoxin1 that was also detected in planktivorous fish, including the northern anchovy (Engraulis mordax), and in sea lion body fluids. These and other concurrent observations demonstrate the trophic transfer of DA resulting in marine mammal mortality. In contrast to fish, blue mussels (Mytilus edulus) collected during the DA outbreak contained no DA or only trace amounts. Such findings reveal that monitoring of mussel toxicity alone does not necessarily provide adequate warning of DA entering the food web at levels sufficient to harm marine wildlife and perhaps humans.

The western Pacific leatherback turtle (Dermochelys coriacea), one of three genetically distinct stocks in the Indo-Pacific region, has declined markedly during past decades. This metapopulation nests year-round at beaches of several western Pacific island nations and has been documented through genetic analysis and telemetry studies to occur in multiple regions of the Pacific Ocean. To provide a large-scale perspective of their movements, high-use areas, and habitat associations, we report and synthesize results of 126 satellite telemetry deployments conducted on leatherbacks at western Pacific nesting beaches and at one eastern Pacific foraging ground during 2000-2007. A Bayesian switching state-space model was applied to raw Argos-acquired surface locations to estimate daily positions and behavioral mode (either transiting or area-restricted search) for each turtle. Monthly areas of high use were identified for post- nesting periods using kernel density estimation. There was a clear separation of migratory destinations for boreal summer vs. boreal winter nesters. Leatherbacks that nested during boreal summer moved into Large Marine Ecosystems (LMEs) of the temperate North Pacific Ocean or into tropical waters of the South China Sea. Turtles that nested during boreal winter moved into temperate and tropical LMEs of the southern hemisphere. Area-restricted search occurred in temperate and tropical waters at diverse pelagic and coastal regions exhibiting a wide range of oceanographic features, including mesoscale eddies, coastal retention areas, current boundaries, or stationary fronts, all of which are known mechanisms for aggregating leatherback prey. Use of the most distant and temperate foraging ground, the California Current LME, required a 10-12 month trans-Pacific migration and commonly involved multiple years of migrating between high-latitude summer foraging grounds and low-latitude eastern tropical Pacific wintering areas without returning to western Pacific nesting beaches. In contrast, tropical foraging destinations were reached within 5-7 months and appeared to support year-round foraging, potentially allowing a more rapid return to nesting beaches. Based on these observations, we hypothesize that demographic differences are likely among nesting females using different LMEs of the Indo-Pacific. The differences in movements and foraging strategies underscore the importance of and the need for ecosystem-based management and coordinated Pacific-wide conservation efforts.
