The Fires, Asian, and Stratospheric Transport–Las Vegas Ozone Study (FAST-LVOS) was conducted in May and June of 2017 to study the transport of ozone (O3) to Clark County, Nevada, a marginal non-attainment area in the southwestern United States (SWUS). This 6-week (20 May–30 June 2017) field campaign used lidar, ozonesonde, aircraft, and in situ measurements in conjunction with a variety of models to characterize the distribution of O3 and related species above southern Nevada and neighboring California and to probe the influence of stratospheric intrusions and wildfires as well as local, regional, and Asian pollution on surface O3 concentrations in the Las Vegas Valley (≈ 900 m above sea level, a.s.l.). In this paper, we describe the FAST-LVOS campaign and present case studies illustrating the influence of different transport processes on background O3 in Clark County and southern Nevada. The companion paper by Zhang et al. (2020) describes the use of the AM4 and GEOS-Chem global models to simulate the measurements and estimate the impacts of transported O3 on surface air quality across the greater southwestern US and Intermountain West. The FAST-LVOS measurements found elevated O3 layers above Las Vegas on more than 75 % (35 of 45) of the sample days and show that entrainment of these layers contributed to mean 8 h average regional background O3 concentrations of 50–55 parts per billion by volume (ppbv), or about 85–95 µg m−3. These high background concentrations constitute 70 %–80 % of the current US National Ambient Air Quality Standard (NAAQS) of 70 ppbv (≈ 120 µg m−3 at 900 m a.s.l.) for the daily maximum 8 h average (MDA8) and will make attainment of the more stringent standards of 60 or 65 ppbv currently being considered extremely difficult in the interior SWUS.

This work details a master oscillator power amplifier (MOPA) microjoule-class pulsed coherent Doppler lidar system configuration designed to measure line-of-sight wind velocities and backscatter intensity of atmospheric aerosols. The instrument is unique in its form factor. It consists of two physically separated modules connected by a 10 m umbilical cable. One module hosts the transceiver, which is composed of the telescope, transmit/receive (T/R) switch, and high-gain optical amplifier, and is housed in a small box (34.3 cm × 34.3 cm × 17.8 cm). The second module contains the data acquisition system and several electro-optical components. This form factor enables deployments on platforms that are otherwise inaccessible by commercial and research instruments of similar design. In this work, optical, electrical, and data acquisition components and configurations of the lidar are detailed and two example deployments are presented. The first deployment describes measurements of a controlled wildfire burn from a small aircraft to measure vertical plume dynamics and fire inflow conditions during summer in Florida. The second presents measurements of the marine boundary layer height and vertical velocity and variance profiles from the Research Vessel (R/V) Thomas Thompson. The new instrument has enabled greater flexibility in field campaigns where previous instruments would have been too costly or space prohibitive to deploy.

Ground-based Doppler-lidar instrumentation provides atmospheric wind data at dramatically improved accuracies and spatial/temporal resolutions. These capabilities have provided new insights into atmospheric flow phenomena, but they also should have a strong role in NWP model improvement. Insight into the nature of model errors can be gained by studying recurrent atmospheric flows, here a regional summertime diurnal sea breeze and subsequent marine-air intrusion into the arid interior of Oregon–Washington, where these winds are an important wind-energy resource. These marine intrusions were sampled by three scanning Doppler lidars in the Columbia River basin as part of the Second Wind Forecast Improvement Project (WFIP2), using data from summer 2016. Lidar time–height cross sections of wind speed identified 8 days when the diurnal flow cycle (peak wind speeds at midnight, afternoon minima) was obvious and strong. The 8-day composite time–height cross sections of lidar wind speeds are used to validate those generated by the operational NCEP–HRRR model. HRRR simulated the diurnal wind cycle, but produced errors in the timing of onset and significant errors due to a premature nighttime demise of the intrusion flow, producing low-bias errors of 6 m s−1. Day-to-day and in the composite, whenever a marine intrusion occurred, HRRR made these same errors. The errors occurred under a range of gradient wind conditions indicating that they resulted from the misrepresentation of physical processes within a limited region around the measurement locations. Because of their generation within a limited geographical area, field measurement programs can be designed to find and address the sources of these NWP errors.

Complex-terrain locations often have repeatable near-surface wind patterns, such as synoptic gap flows and local thermally forced flows. An example is the Columbia River Valley in east-central Oregon-Washington, a significant wind-energy-generation region and the site of the Second Wind-Forecast Improvement Project (WFIP2). Data from three Doppler lidars deployed during WFIP2 define and characterize summertime wind regimes and their large-scale contexts, and provide insight into NWP model errors by examining differences in the ability of a model [NOAA’s High-Resolution Rapid-Refresh (HRRR-version1)] to forecast wind-speed profiles for different regimes. Seven regimes were identified based on daily time series of the lidar-measured rotor-layer winds, which then suggested two broad categories. First, in three regimes the primary dynamic forcing was the large-scale pressure gradient. Second, in two regimes the dominant forcing was the diurnal heating-cooling cycle (regional sea-breeze-type dynamics), including the marine intrusion previously described, which generates strong nocturnal winds over the region. The other two included a hybrid regime and a non-conforming regime. For the large-scale pressure-gradient regimes, HRRR had wind-speed biases of ~1 m s−1 and RMSEs of 2-3 m s−1. Errors were much larger for the thermally forced regimes, owing to the premature demise of the strong nocturnal flow in HRRR. Thus, the more dominant the role of surface heating in generating the flow, the larger the errors. Major errors could result from surface heating of the atmosphere, boundary-layer responses to that heating, and associated terrain interactions. Measurement/modeling research programs should be aimed at determining which modeled processes produce the largest errors, so those processes can be improved and errors reduced.

To assess current capabilities for measuring flow within the atmospheric boundary layer, including within wind farms, the U.S. Department of Energy sponsored the eXperimental Planetary boundary layer Instrumentation Assessment (XPIA) campaign at the Boulder Atmospheric Observatory (BAO) in spring 2015. Herein, we summarize the XPIA field experiment, highlight novel measurement approaches, and quantify uncertainties associated with these measurement methods. Line-of-sight velocities measured by scanning lidars and radars exhibit close agreement with tower measurements, despite differences in measurement volumes. Virtual towers of wind measurements, from multiple lidars or radars, also agree well with tower and profiling lidar measurements. Estimates of winds over volumes from scanning lidars and radars are in close agreement, enabling the assessment of spatial variability. Strengths of the radar systems used here include high scan rates, large domain coverage, and availability during most precipitation events, but they struggle at times to provide data during periods with limited atmospheric scatterers. In contrast, for the deployment geometry tested here, the lidars have slower scan rates and less range but provide more data during nonprecipitating atmospheric conditions. Microwave radiometers provide temperature profiles with approximately the same uncertainty as radio acoustic sounding systems (RASS). Using a motion platform, we assess motion-compensation algorithms for lidars to be mounted on offshore platforms. Finally, we highlight cases for validation of mesoscale or large-eddy simulations, providing information on accessing the archived dataset. We conclude that modern remote sensing systems provide a generational improvement in observational capabilities, enabling the resolution of finescale processes critical to understanding inhomogeneous boundary layer flows.

The atmospheric flow phenomenon known as the Low Level Jet (LLJ) is an important source of wind power production in the Great Plains. However, due to the lack of measurements with the precision and vertical resolution needed, particularly at rotor heights, it is not well-characterized or understood in offshore regions being considered for wind-farm development. The present paper describes the properties of LLJs and wind shear through the rotor layer of a hypothetical wind turbine, as measured from a ship-borne Doppler lidar in the Gulf of Maine in July–August 2004. LLJs, frequently observed below 600 m, were mostly during nighttime and transitional periods, but they were also were seen during some daytime hours. The presence of a LLJ significantly modified wind profiles producing vertical wind speed shear. When the wind shear was strong, the estimates of wind power based upon wind speeds measured at hub-height could have significant errors. Additionally, the inference of hub-height winds from near-surface measurements may introduce further error in the wind power estimate. The lidar dataset was used to investigate the uncertainty of the simplified power-law relation that is often employed in engineering approaches for the extrapolation of surface winds to higher elevations. The results show diurnal and spatial variations of the shear exponent empirically found from surface and hub-height measurements. Finally, the discrepancies between wind power estimates using lidar-measured hub-height winds and rotor equivalent winds are discussed. Copyright © 2016 John Wiley & Sons, Ltd.

Wind turbine wakes in the atmosphere are three-dimensional (3D) and time dependent. An important question is how best to measure atmospheric wake properties, both for characterizing these properties observationally and for verification of numerical, conceptual, and physical (e.g., wind tunnel) models of wakes. Here a scanning, pulsed, coherent Doppler lidar is used to sample a turbine wake using 3D volume scan patterns that envelop the wake and simultaneously measure the inflow profile. The volume data are analyzed for quantities of interest, such as peak velocity deficit, downwind variability of the deficit, and downwind extent of the wake, in a manner that preserves the measured data. For the case study presented here, in which the wake was well defined in the lidar data, peak deficits of up to 80% were measured 0.6–2 rotor diameters (D) downwind of the turbine, and the wakes extended more than 11D downwind. Temporal wake variability over periods of minutes and the effects of atmospheric gusts and lulls in the inflow are demonstrated in the analysis. Lidar scanning trade-offs important to ensuring that the wake quantities of interest are adequately sampled by the scan pattern, including scan coverage, number of scans per volume, data resolution, and scan-cycle repeat interval, are discussed.

Accurate three-dimensional information of wind flow fields can be an important tool in not only visualizing complex flow but also understanding the underlying physical processes and improving flow modeling. However, a thorough analysis of the measurement uncertainties is required to properly interpret results. The XPIA (eXperimental Planetary boundary layer Instrumentation Assessment) field campaign conducted at the Boulder Atmospheric Observatory (BAO) in Erie, CO, from 2 March to 31 May 2015 brought together a large suite of in situ and remote sensing measurement platforms to evaluate complex flow measurement strategies. In this paper, measurement uncertainties for different single and multi-Doppler strategies using simple scan geometries (conical, vertical plane and staring) are investigated. The tradeoffs (such as time–space resolution vs. spatial coverage) among the different measurement techniques are evaluated using co-located measurements made near the BAO tower. Sensitivity of the single-/multi-Doppler measurement uncertainties to averaging period are investigated using the sonic anemometers installed on the BAO tower as the standard reference. Finally, the radiometer measurements are used to partition the measurement periods as a function of atmospheric stability to determine their effect on measurement uncertainty. It was found that with an increase in spatial coverage and measurement complexity, the uncertainty in the wind measurement also increased. For multi-Doppler techniques, the increase in uncertainty for temporally uncoordinated measurements is possibly due to requiring additional assumptions of stationarity along with horizontal homogeneity and less representative line-of-sight velocity statistics. It was also found that wind speed measurement uncertainty was lower during stable conditions compared to unstable conditions.

Recently, two air quality campaigns were conducted in the southwestern United States to study the impact of transported ozone, stratospheric intrusions, and fire emissions on ground-level ozone concentrations. The California Baseline Ozone Transport Study (CABOTS) took place in May – August 2016 covering the central California coast and San Joaquin Valley, and the Fires, Asian, and Stratospheric Transport Las Vegas Ozone Study (FAST-LVOS) was conducted in the greater Las Vegas, Nevada area in May – June 2017. During these studies, nearly 1000 hours of ozone and aerosol profile data were collected with the NOAA TOPAZ lidar. A Doppler wind lidar and a radar wind profiler provided continuous observations of atmospheric turbulence, horizontal winds, and mixed layer height. These measurements allowed us to directly observe the degree to which ozone transport layers aloft were entrained into the boundary layer and to quantify the resulting impact on surface ozone levels. Mixed layer heights in the San Joaquin Valley during CABOTS were generally below 1 km above ground level (AGL), while boundary layer heights in Las Vegas during FAST-LVOS routinely exceeded 3 km AGL and occasionally reached up to 4.5 km AGL. Consequently, boundary layer entrainment was more often observed during FAST-LVOS, while most elevated ozone layers passed untapped over the San Joaquin Valley during CABOTS.

Measurements of turbulence are essential to understand and quantify the transport and dispersal of heat, moisture, momentum, and trace gases within the planetary boundary layer (PBL). Through the years, various techniques to measure turbulence using Doppler lidar observations have been proposed. However, the accuracy of these measurements has rarely been validated against trusted in situ instrumentation. Herein, data from the eXperimental Planetary boundary layer Instrumentation Assessment (XPIA) are used to verify Doppler lidar turbulence profiles through comparison with sonic anemometer measurements. For 17 days at the end of the experiment, a single scanning Doppler lidar continuously cycled through different turbulence measurement strategies: velocity–azimuth display (VAD), six-beam scans, and range–height indicators (RHIs) with a vertical stare.Measurements of turbulence kinetic energy (TKE), turbulence intensity, and stress velocity from these techniques are compared with sonic anemometer measurements at six heights on a 300 m tower. The six-beam technique is found to generally measure turbulence kinetic energy and turbulence intensity the most accurately at all heights (r2 ≈ 0.78), showing little bias in its observations (slope of ≈ 0. 95). Turbulence measurements from the velocity–azimuth display method tended to be biased low near the surface, as large eddies were not captured by the scan. None of the methods evaluated were able to consistently accurately measure the shear velocity (r2 = 0.15–0.17). Each of the scanning strategies assessed had its own strengths and limitations that need to be considered when selecting the method used in future experiments.

International audience; A series of deep stratospheric intrusions in late May 2013 increased the daily maximum 8 h surface ozone (O 3) concentrations to more than 70 parts per billion by volume (ppbv) at rural and urban surface monitors in California and Nevada. This influx of ozone-rich lower stratospheric air and entrained Asian pollution persisted for more than 5 days and contributed to exceedances of the 2008 8 h national ambient air quality standard of 75 ppbv on 21 and 25 May in Clark County, NV. Exceedances would also have occurred on 22 and 23 May had the new standard of 70 ppbv been in effect. In this paper, we examine this episode using lidar measurements from a high-elevation site on Angel Peak, NV, and surface measurements from NOAA, the Clark County, Nevada Department of Air Quality, the Environmental Protection Agency Air Quality System, and the Nevada Rural Ozone Initiative. Substantial uncertainties still exist in the scientific understanding of the possible interactions between urban and natural (biogenic) emissions in the production and transformation of atmospheric aerosol and the resulting impact on climate change. The US Department of Energy (DOE) Atmospheric Radiation Measurement (ARM) program's Carbonaceous Aerosol and Radiative Effects Study (CARES) carried out in June 2010 in Central Valley, California, was a comprehensive effort designed to improve this understanding. The primary objective of the field study was to investigate the evolution of secondary organic and black carbon aerosols and their climate-related properties in the Sacramento urban plume as it was routinely transported into the forested Sierra Nevada foothills area. Urban aerosols and trace gases experienced significant physical and chemical transformations as they mixed with the reactive biogenic hydrocarbons emitted from the forest. Two heavily-instrumented ground sites – one within the Sacramento urban area and another about 40 km to the northeast in the foothills area – were set up to characterize the evolution of meteorological variables, trace gases, aerosol precursors, aerosol size, composition, and climate-related properties in freshly polluted and "aged" urban air. On selected days, the DOE G-1 aircraft was deployed to make similar measurements upwind and across the evolving Sacramento plume in the morning and again in the afternoon. The NASA B-200 aircraft, carrying remote sensing instruments, was also deployed to characterize the vertical and horizontal distribution of aerosols and aerosol optical properties within and around the plume. This overview provides: (a) the scientific background and motivation for the study, (b) the operational and logistical information pertinent to the execution of the study, (c) an overview of key observations and initial findings from the aircraft and ground-based sampling platforms, and (d) a roadmap of planned data analyses and focused modeling efforts that will facilitate the integration of new knowledge into improved representations of key aerosol processes and properties in climate models., United States. Accurate measurement of wind speed profiles aloft in the marine boundary layer is a difficult challenge. The development of offshore wind energy requires accurate information on wind speeds above the surface at least at the levels occupied by turbine blades. Few measured data are available at these heights, and the temporal and spatial behavior of near-surface winds is often unrepresentative of that at the required heights. As a consequence, numerical model data, another potential source of information, are essentially unverified at these levels of the atmosphere. In this paper, a motion-compensated, high-resolution Doppler lidar–based wind measurement system that is capable of providing needed information on offshore winds at several heights is described. The system has been evaluated and verified in several ways. A sampling of data from the 2004 New England Air Quality Study shows the kind of analyses and information available. Examples include time–height cross sections, time series, profiles, and distributions of quantities such as winds and shear. These analyses show that there is strong spatial and temporal variability associated with the wind field in the marine boundary layer. Winds near the coast show diurnal variations, and frequent occurrences of low-level jets are evident, especially during nocturnal periods. Persistent patterns of spatial variability in the flow field that are due to coastal irregularities should be of particular concern for wind-energy planning, because they affect the representativeness of fixed-location measurements and imply that some areas would be favored for wind-energy production whereas others would not.

Airborne and surface measurements of ozone (O3) during the Texas Air Quality Study campaigns in 2000 and 2006 (TexAQS 2000 and TexAQS 2006) were used to investigate the relationship between maximum daily O3 and the vector-averaged wind speed , calculated from radar wind profiler data, in the lower atmospheric boundary layer (BL). Both the maximum daily O3 and the peak “add-on” O3 contribution (calculated as the maximum minus the background values) from the Houston area showed a strong correlation (r∼0.7–0.9) with both the reciprocal of this wind speed −1, and the wind speed itself. Data from airborne platforms produced higher correlations in general than surface-measured values. Except for special cases where O3 was measured close to source activity in a location where the BL depth h was suppressed, peak daily ozone concentrations were not strongly correlated with h, and attempts to include 1/h dependence with −1 degraded the correlations—indicating that in general, h was not a strong predictor for maximum daily O3. Inclusion of daily maximum temperature in the regression analysis also failed to improve the correlations significantly. The high correlations for wind speed thus showed that was the meteorological variable most strongly associated with peak daily O3 concentrations. The best-fit regression line of peak daily O3 vs. for the 2000 data lay above the line for 2006 for wind speeds less than 5 m s−1, the difference increasing as the wind speeds weakened. This six-year decrease in O3 concentrations for the weakest-wind, most polluted days suggests that control strategies implemented between 2000 and 2006 may be producing beneficial effects, especially on the most polluted days.

The concept of boundary layer mixing height for meteorology and air quality applications using lidar data is reviewed, and new algorithms for estimation of mixing heights from various types of lower-tropospheric coherent Doppler lidar measurements are presented. Velocity variance profiles derived from Doppler lidar data demonstrate direct application to mixing height estimation, while other types of lidar profiles demonstrate relationships to the variance profiles and thus may also be used in the mixing height estimate. The algorithms are applied to ship-based, high-resolution Doppler lidar (HRDL) velocity and backscattered-signal measurements acquired on the R/V Ronald H. Brown during Texas Air Quality Study (TexAQS) 2006 to demonstrate the method and to produce mixing height estimates for that experiment. These combinations of Doppler lidar–derived velocity measurements have not previously been applied to analysis of boundary layer mixing height—over the water or elsewhere. A comparison of the results to those derived from ship-launched, balloon-radiosonde potential temperature and relative humidity profiles is presented.

Coherent Doppler LIDAR (Light Detection and Ranging) has been widely used to provide measurements of several boundary layer parameters such as profiles of wind speed, wind direction, vertical velocity statistics, mixing layer heights and turbulent kinetic energy (TKE). An important aspect of providing this wide range of meteorological data is to properly characterize the uncertainty associated with these measurements.With the above intent in mind, the Lidar Uncertainty Measurement Experiment (LUMEX) was conducted at Erie, Colorado during the period June 23 rd to July 13 th , 2014. The major goals of this experiment were the following: Characterize sampling error for vertical velocity statistics Analyze sensitivities of different Doppler lidar systems Compare various single and dual Doppler retrieval techniques Characterize error of spatial representativeness for separation distances up to 3 km Validate turbulence analysis techniques and retrievals from Doppler lidars This experiment brought together 5 Doppler lidars, both commercial and research grade, for a period of three weeks for a comprehensive intercomparison study. The Doppler lidars were deployed at the Boulder Atmospheric Observatory (BAO) site in Erie, site of a 300 m meteorological tower. This tower was instrumented with six sonic anemometers at levels from 50 m to 300 m with 50 m vertical spacing.A brief overview of the experiment outline and deployment will be presented. Results from the sampling error analysis and its implications on scanning strategy will be discussed.

A compact commercial Doppler lidar has been deployed in Indianapolis for two years to measure wind profiles and mixing layer properties as part of project to improve greenhouse measurements from large area sources. The lidar uses vertical velocity variance and aerosol structure to measure mixing layer depth. Comparisons with aircraft and the NOAA HRDL lidar generally indicate good performance, although sensitivity might be an issue under low aerosol conditions.

A case study from the Texas Air Quality Study 2000 field campaign illustrates the complex interaction of meteorological and chemical processes that produced a high-pollution event in the Houston area on 30 August 2000. High 1-h ozone concentrations of nearly 200 ppb were measured near the surface, and vertical profile data from an airborne differential-absorption lidar (DIAL) system showed that these high-ozone concentrations penetrated to heights approaching 2 km into the atmospheric boundary layer. This deep layer of pollution was transported over the surrounding countryside at night, where it then mixed out the next day to become part of the rural background levels. These background levels thus increased during the course of the multiday pollution episode. The case study illustrates many processes that numerical forecast models must faithfully represent to produce accurate quantitative predictions of peak pollutant concentrations in coastal locations such as Houston. [1] Principal Component Analysis (PCA) is used to isolate the common modes of behavior in the daily maximum 8-h average ozone mixing ratios measured at 30 Continuous Ambient Monitoring Stations in the Houston-Galveston-Brazoria area during the Second Texas Air Quality Study field intensive (1 August to 15 October 2006). Three principal components suffice to explain 93% of the total variance. Nearly 84% is explained by the first component, which is attributed to changes in the “regional background” determined primarily by the large-scale winds. The second component (6%) is attributed to changes in the “local background,” that is, ozone photochemically produced in the Houston area and spatially and temporally averaged by local circulations. Finally, the third component (3.5%) is attributed to short-lived plumes containing high ozone originating from industrial areas along Galveston Bay and the Houston Ship Channel. Regional background ozone concentrations derived using the first component compare well with mean ozone concentrations measured above the Gulf of Mexico by the tunable profiler for aerosols and ozone lidar aboard the NOAA Twin Otter. The PCA regional background values also agree well with background values derived using the lowest daily 8-h maximum method of Nielsen-Gammon et al. (2005), provided the Galveston Airport data (C34) are omitted from that analysis. The differences found when Galveston is included are caused by the sea breeze, which depresses ozone at Galveston relative to sites further inland. PCA removes the effects of this and other local circulations to obtain a regional background value representative of the greater Houston area.

The Ozone Profiling Atmospheric Lidar is a scanning four-wavelength ultraviolet differential absorption lidar that measures tropospheric ozone and aerosols. Derived profiles from the lidar data include ozone concentration, aerosol extinction, and calibrated aerosol backscatter. Aerosol calibrations assume a clear air region aloft. Other products include cloud base heights, aerosol layer heights, and scans of particulate plumes from aircraft. The aerosol data range from 280 m to 12 km with 5 m range resolution, while the ozone data ranges from 280 m to about 1.2 km with 100 m resolution. In horizontally homogeneous atmospheres, data from multiple-elevation angles is combined to reduce the minimum altitude of the aerosol and ozone profiles to about 20 m. The lidar design, the characterization of the photomultiplier tubes, ozone and aerosol analysis techniques, and sample data are described. Also discussed is a double-gating technique to shorten the gated turn-on time of the photomultiplier tubes, and thereby reduce the detection of background light and the outgoing laser pulse.

We have used NOAA’s Tunable Optical Profiler for Aerosol and oZone (TOPAZ) ozone lidar to investigate the sources of high surface ozone concentrations in two different regions of the western United States (US): the Uintah Basin in northeast Utah and Clark County in southern Nevada, which includes the city of Las Vegas. The Uintah Basin is a booming oil and gas producing region that often suffers from very high wintertime ozone concentrations. Clark County experiences violations of the US ozone standard primarily in spring and early summer despite a lack of any major local pollution sources. TOPAZ lidar observations, in conjunction with surface in situ measurements and model results, provided strong evidence that the high wintertime ozone concentrations in the Uintah Basin are primarily driven by local emissions associated with oil and gas exploration, whereas the Clark County ozone exceedances are often caused by ozone-rich air that is transported from the lower stratosphere all the way down to the earth’s surface.

The Experimental Measurement Campaign (XMC) for Planetary Boundary Layer (PBL) Instrument Assessment (XPIA) is a DOE funded study to develop and validate methods of making three dimensional measurements of wind fields. These techniques are of interest to study wind farm inflows and wake flows using remote sensing instrumentation. The portion of the experiment described in this presentation utilizes observations from multiple Doppler wind lidars, soundings, and an instrumented 300m tower, the Boulder Atmospheric Observatory (BAO) in Erie, Colorado.

A combined active-passive remote sensing system has been developed to study atmospheric radiation and cirrus cloud radiative properties at the NOAA Mauna Loa Observatory on the island of Hawaii. The active portion of this system is an eye-safe, dual-polarization lidar, while the passive portion is a Fourier transform spectro-radiometer operating in emission mode. The combined system allows unattended, remote measurements of infrared atmospheric emission and clouds with depolarization discrimination of ice and liquid.

The Cross-track Infrared Sounder (CrIS) is one of the key instruments under development for the National Polar-orbiting Operational Environmental Satellite System (NPOESS) program. CrIS is an interferometric sounding sensor which measures upwelling earth radiation at very high spectral resolution and uses this data combined with data from passive microwave instrumentation to construct vertical profiles of atmospheric temperature and moisture. This purpose of this paper is to focus on the instrument development status of the CrIS for a flight of opportunity on the NPOESS Preparatory Project (NPP) in early 2006.

A depolarization and backscatter lidar for unattended, stand-alone eye safe operation has been developed and is undergoing tests at NOAA ETL. The system operates with a frequency doubled Nd:YLF micro-Joule pulse laser transmitter and employs a narrow field-of-view and narrow bandpass photon counting receiver. Monitoring, control, display, and data archiving are achieved through a network connection to a remote computer.

The fine temporal and spatial resolution of Doppler lidar observations has been highly effective in the study of wind and turbulence dynamic in the nocturnal boundary layer during Lamar Low-Level Project in 2003. The High-Resolution Doppler Lidar (HRDL), designed and developed at the National Oceanic and Atmospheric Administration (NOAA) Earth System Research Laboratory (ESRL), measures range-resolved profiles of line-of sight (LOS) Doppler velocity and aerosol backscatter with a pulse repetition frequency of 200 Hz, velocity precision about 10 cm s-1, and a very narrow beam width. The majority of the lidar-measured wind speed and variance profiles were derived using a vertical-scan mode and the application of a vertical binning technique. The profile data were used to calculate quantities important for wind energy applications, including turbulence intensity, wind and directional shear through the layer of the turbine rotor. Profiles of all quantities show a strong variation with height. The mean wind fields, the turbulence, and turbulence intensities show a good agreement with sonic anemometer sodar high confidence (high SNR) measurements. The ability of HRDL to provide continuous information about wind and turbulence conditions at the turbine height and above the range of the tower measurements made HRDL as a powerful instrument for studies of the nighttime boundary layer features. Such information is needed as turbine rotors continue to rise higher into the boundary layer.

The design and preliminary tests of an automated differential absorption lidar (DIAL) that profiles water vapor in the lower troposphere are presented. The instrument, named CODI (for compact DIAL), has been developed to be eye safe, low cost, weatherproof, and portable. The lidar design and its unattended operation are described. Nighttime intercomparisons with in situ sensors and a radiosonde are shown. Desired improvements to the lidar, including a more powerful laser, are also discussed.
