8. Plural rationalities, contested expertise : UK scientists and GM crops

306.45 - Abstract
One important aspect of the UK societal debate regarding genetic modification (GM) of food crops is the non-acceptance by the public of 'science-based' assurances by spokespersons from Industry and Government. A feature of the GM controversy has been scientific experts on opposite sides of the debate disagreeing in public. This research examines factors underlying that dispute. Scientists who have expressed their views on GM in the public arena and who represent different positions on the spectrum of opinion were interviewed in depth. Rather than simply pointing towards a pro-GM technocratic government-industry coalition, challenged by anti-GM protagonists calling for a more democratic, participative approach, the data are interpreted here as showing a more complex interaction, which corresponds to that predicted by cultural theory. A cultural theory interpretation of the data has theorised that the scientists' different perspectives on the risks and benefits of GM technology and on the causes and preferred solutions to the GM controversy, are based on cultural biases and the associated four 'myths of nature'. The key features of these four different perspectives can be summarised as being an emphasis on: coercion/holism (autonomous), participation (egalitarian), regulation (hierarchist) and competition (individualist). The scientists offer conflicting accounts about the influence of values on the nature of scientific knowledge used in GM technology. Further, each holder of a particular perspective does not understand the basis for the positions of their opponents. The cultural influence on scientists' perspectives identified in this study may be under-recognised, unacknowledged or misunderstood by policy makers. The implications are that the status of a dominant rationality of a single, objective, identifiable 'sound science' on which policy-makers base regulation and risk management decisions should be questioned. An improved understanding of these influences may lead to a realisation that GM decisions are actually choices made between plural rationalities. 32. Capitalising on the City : Edinburgh’s Linguistic Identities

This paper examines the linguistic identities of Edinburgh, Scotland’s capital city, and the contexts in which they are currently used. The city is known by a range of different names that are linked with its historical and contemporary identities as they are represented in Scottish Gaelic, Scottish English and Scots. In terms of its etymology, the name Edinburgh is part Celtic and part Germanic, but in modern usage it exists within the official and standard discourses of the dominant language variety, Scottish English. It is the form of the name most usually employed in other British and International Englishes. In modern Scottish Gaelic, the city is called Dùn Èideann, and of those designations which could qualify as Scots, the best known is probably the nickname Auld Reekie “Old Smoky”, made popular in 18th century literature and still in use today. Particular attention is drawn here to the role that these toponymic identities play in relation to the place identity of the city. Each name resonates with different narratives of history and culture, which, although subjectively shaped at the individual level, share at least sufficient prototypical meaning for them to be employed effectively (and further shaped and manipulated) in a variety of public and commercial contexts. It is argued here that the ways in which these three toponymic layers describe the city reveal a complex paradigm of contested space, and that by better understanding the uses of these names we can better understand the linguistic politics of the city’s image and the current roles played by Scotland’s languages.

35. Factors to improve project performance : lessons from a Chilean urban agriculture program

- Abstract
Thesis (M.C.P.)--Massachusetts Institute of Technology, Dept. of Urban Studies and Planning, 2003., "September 2003.", Includes bibliographical references., This thesis investigates a Chilean urban agriculture project that has been underway for more than twenty years in Tome, a small coastal town located near the regional capital of Concepcion. Initiated in the early 1980s by the Chilean non-governmental organization, CET SUR, the program works on themes of food security and poverty alleviation, environmental issues and women's leadership development. In 1999, this project began to replicate the Tome experience to seven additional towns in and around the Greater Concepcion area with a new initiative entitled the Toward Sustainable Cities Project. Similar urban agriculture programs began at the same time in Santiago, but only remnants of those projects remain: a program for seniors here, a demonstration garden at the environment center there. The project in Tome, instead of shrinking as economic conditions improved from the crisis of the early 1980s, has recently spread to seven additional towns. This puzzle forms the crux of my research: what are some of the factors that may explain why this project has achieved this longevity and managed to grow its program, while similar programs in Chile have long since vanished? The investigation identifies two sets of factors that distinguish the Toward Sustainable Cities Project from other urban agriculture programs. The first is the high level of dedication to the job of its frontline workers. CET SUR motivates these workers in several ways: offering them opportunities to develop their personal skills, as well as granting them substantial discretion in decisionmaking. The second factor that contributes to the project's relative success is the myriad networks CET SUR has developed with government. CET SUR has developed these networks by linking program objectives with political realities such as the need of local elected officials to deliver concrete and/or visible benefits to constituents and maintain a high public profile., by Maggie Scott., M.C.P.

Seeking to locate the case studies of Language, Space and Power: Urban Entanglements in the context of recent academic history, this introductory article explores the manifestations and legacies of the so-called linguistic and spatial turns in urban research. With regard to the linguistic turn, we first illustrate approaches characteristic of structuralism-inspired urban semiotics and postructuralism-affected discussions of the postmodern urban condition. In these research fronts, that were extremely fashionable in the late twentieth century, language was adopted as a pivotal metaphorical model to conceptualise the power-embeddedness of urban spaces, processes and identities. More recently, however, the ramifications of the linguistic turn across urban research have proliferated as a result of approaches in which specific place-bound language practices and language-based representations about cities have been scrutinised. Sharing an understanding of the linguistic realm as a category that is analytically distinct from the social and material realms, we identify methodological orientations (from discourse analytic to speech act theoretical frameworks), social scientific theories (from Laclau to Lefebvre) and thematic interests (from place naming to interactional uses of spoken language) that have been significant channels in re-directing urban scholars' attention to the concrete workings of language. As regards the spatial turn, we highlight the relevance of the connectivity-, territoriality-, attachment- and entanglement-focused conceptualisations of space for the study of language-related power issues in urban settings. Finally, we introduce the volume's empirical articles. [ABSTRACT FROM AUTHOR]

The article focuses on some of the ways in which the study of Scotland's place-names can inform understanding of the early vocabulary of the Scots and English languages. It also attempts to draw attention to some of the questions regarding the relationship between the Scots lexicon and onomasticon. The author hopes to illustrate the need for greater recognition of the Scottish toponymicon as a national resource for early linguistic history. It cites examples of influential reference works on English place-name vocabulary. It discusses the Germanic toponymicon of Southern Scotland.
