El tercer debate teórico en las relaciones internacionales entre los positivistas, especialmente los neorrealistas, y los autores críticos postpositivistas, trató de ser superado por el constructivismo. Sin embargo, en este debate se ignoraron las aportaciones de la corriente científica y del internacionalismo sociológico, que han demostrado un mayor rigor metodológico y amplitud explicativa de los temas dominantes en la sociedad internacional. Por ese motivo se plantea la necesidad de abrir el cuarto debate para lograr que esta ciencia siga siendo progresiva evitando así el riesgo de su irrelevancia a largo plazo., The third theoretical debate in international relations among the positivists, especially the neo-realists, and the critical post-positivist authors, tried to be overcome by constructivism. However, in this debate the contributions of the scientific program and sociological internationalism were ignored, which have demonstrated a greater methodological rigor and an explanatory breadth of the dominant themes in international society. The paper discusses a scientific program and paradigm of the historical school as well as the role it plays in economics and shows that there are diametrically opposite viewpoints on how studies of this research area has impacted on the development of economic thoughts in the past and what impacts can be observed today. It also describes the principle differences between historical school’s representatives and those of classical economics; analyzes how different authors understand the notions of the scientific program and paradigm of the historical school; the specifics of the studies of this research area and concludes that it is not worth confusing such studies with historical or economical ones as they could be done within the framework of the alternative approaches. The paper presents the achievements of historical school, which are universally recognized or/and widely applied by the different branches of science and new arguments in favor of the continuity and mutual influence of historical school, Marxism, and old American institutionalism .

A scientific program and paradigm of classical economics is in focus of the paper. The different versions of the periodization and wording of the distinctive features and principles which make a basis of classical economics can be observed in the research literature and study materials. The paper considers the criteria according to which any research could be referred to a certain economic theory and basic distinction between classical economics and neo-classical one which mainly lies in fact that neo-classical economics refused from an objective character of economic laws and adopted a criteria of the minimal number of initial hypothesis as a major principle of building an economic theory. The elements of continuity of paradigm can be noted in classical economics and certain institutionalism concepts. The difference in methodology of institutionalism and classical economics mostly lies in fact that institutionalism is based on positivism whereas classical economics assumes a standard model of economy. However, the continuity of views of both of them ban be observed in a class nature of society and differentiation between a phenomenon and its essence as well as in interdependence between economic and social life.

Введение. Проблема состояния здоровья и продолжительности жизни населения является стратегической задачей страны. В настоящее время на большинстве промышленно-развитых территориях Казахстана сложилась ситуация, связанная с увеличением влияния техногенных и антропогенных факторов риска на окружающую среду и повышением экологической нагрузки на население. К таким территориям относятся Восточно-Казахстанская, Павлодарская, Карагандинская, Актюбинская области. Целью работы является описание методических и процедурных основ выполнения научно-технической программы: «Разработка научно-методологических основ минимизации экологической нагрузки, медицинского обеспечения, социальной защиты и оздоровления населения экологически неблагоприятных территорий Республики Казахстан». Методы. Метод исследования – аналитический, описательный. Объекты исследования: лица, проживающие на территориях экологического риска, персонал группы А нефтеперерабатывающих предприятий; объекты среды проживания и труда. Предмет исследования – состояние здоровья лиц, проживающих в условиях экологического риска; факторы риска условий проживания и работы; психологические и донозологические нарушения в группах риска. Результаты. В исследовании участвуют 5 организаций. Основные направления исследования: медицинские, социологические, патопсихологические, экологические. Все исследования проводятся в рамках единых протоколов для всех участников. В рамках Проекта будет сформирована база данных по возрастно-половому составу декретированного населения и медицинским показателям здоровья, что позволит оказывать адресную медицинскую, психологическую и социальную помощь. Выводы: Результаты позволят разрабатывать и внедрять соответствующие методы диагностики и профилактики заболеваний, имеющих высокую чувствительность к действию экологических факторов риска., Background. Problem of population health status and life span is the strategic task in Kazakhstan. The present time in the most industrial territories of Kazakhstan there is situation related with increasing of technogenic and anthropogenic risk factors influence to environment and rising of ecological load for the population. East-Kazakhstan, Pavlodar, Karaganda and Aktobe regions are such ecologically unfavorable areas. Aim: description of the methodological and procedural framework for the implementation of the scientific program “Development of scientific and methodological bases for minimization of environmental load, medical provision, social protection and health improvement of the population of ecologically unfavorable territories of the Republic of Kazakhstan”. Methods: descriptive, analytical. Objects of the study are persons living in areas of environmental risk, personnel of group A of oil refineries, biological objects of living and working environment. The subject of the study is the state of health of people living under environmental risk; risk factors for living and working conditions; psychological and prenosological violations in high-risk groups of population. Results. The study will enroll fife organizations. The main research directions are medical, sociological, psychological, ecological (radiation and non-radiological factors of the environment). All types of research will be conducted within the framework of unified protocols for all participants. Within the framework of the project, a database on the age and sex composition of the decreed population and medical health indicators will be formed. It will provide targeted medical, psychological and social assistance to exposed population. Conclusion: The results will allow developing and implementing appropriate methods of diagnostics and prevention of diseases that are highly sensitive to environmental risk factors effects., Кіріспе. Еліміздің денсаулық жағдайы мен халықтың өмір сүру ұзақтығы стратегиялық міндеті болып табылады. Қазіргі уақытта Қазақстаннын қөптеген индустрияландырылған аумақтарында - Шығыс Қазақстан, Павлодар, Қарағанды, Ақтөбе облыстарында қоршаған ортаға түсетін антропогендік және техногендік өндірістік тәуекелдердің ұлғаюының өсуі және олардың өз кезегінде, халыққа деген экологиялық жуктемесін арттыруы. International audience; Nuclear fragmentation processes are relevant in different fields of basic research and applied physics and are of particular interest for tumor therapy and for space radiation protection applications. The FIRST (Fragmentation of Ions Relevant for Space and Therapy) experiment at SIS accelerator of GSI laboratory in Darmstadt, has been designed for the measurement of different ions fragmentation cross sections at different energies between 100 and 1000 MeV/nucleon. The experiment is performed by an international collaboration made of institutions from Germany, France, Italy and Spain. The experimental apparatus is partly based on an already existing setup made of the ALADIN magnet, the MUSIC IV TPC, the LAND2 neutron detector and the TOFWALL scintillator TOF system, integrated with newly designed detectors in the interaction Region (IR) around the carbon removable target: a scintillator Start Counter, a Beam Monitor drift chamber, a silicon Vertex Detector and a Proton Tagger for detection of light fragments emitted at large angles (KENTROS). The scientific program of the FIRST experiment started on summer 2011 with the study of the 400 MeV/nucleon 12C beam fragmentation on thin (8mm) carbon target.

- Abstract
Nuclear fragmentation processes are relevant in different fields of basic research and applied physics and are of particular interest for tumor therapy and for space radiation protection applications. The FIRST (Fragmentation of Ions Relevant for Space and Therapy) experiment at SIS accelerator of GSI laboratory in Darmstadt, has been designed for the measurement of different ions fragmentation cross sections at different energies between 100 and 1000 MeV/nucleon. The experiment is performed by an international collaboration made of institutions from Germany, France, Italy and Spain. The experimental apparatus is partly based on an already existing setup made of the ALADIN magnet, the MUSIC IV TPC, the LAND2 neutron detector and the TOFWALL scintillator TOF system, integrated with newly designed detectors in the interaction Region (IR) around the carbon removable target: a scintillator Start Counter, a Beam Monitor drift chamber, a silicon Vertex Detector and a Proton Tagger for detection of light fragments emitted at large angles (KENTROS). The scientific program of the FIRST experiment started on summer 2011 with the study of the 400 MeV/nucleon 12C beam fragmentation on thin (8mm) carbon target.

The article deals with the Scientific Program of Old Church Slavonic Institute. The Program consists of four projects: 1) The Grammar of the Croatian Church Slavonic Language 2) The Dictionary of the Croatian Redaction of Church Slavonic 3) The Croatian and European Medieval Literature, 4) The Glagolitic Paleography, and publications. The focus is on the process of digitalization which at the present time takes place mostly in the project of Glagolitic paleography and in the publications.

23. Presentation of the scientific program 'Sources for Croatian Heritage and Croatian European Identity'

History and identity of Croatian people can be viewed through written and material heritage accumulated over centuries onwards on one side and heritage that emerges at this moment on the other side. Projects gathered inside the program using multidisciplinary approach gether data of Croatian heritage, written and material, and tend to transform written heritage into machine readable form which will enable easier access to older Croatian written documents. The process will open up, still restricted, Croatian heritage for further research and start the process of creating database of material and written heritage locations as a basis of Croatian national identity. Existance of Croatian lexikography and encyclopedics in European science from 16th century witnesses continuation and acceptance of Croatian language and Croatia as a vital part of European identity. Croatias' integration in Europe can also be seen in numerous sources of Croatian historical documentation in various cultural institutions all around Europe. Bibliographical lexicon will list less known sources for researching Croatian national history outside Croatia and make them available for future research. // Researches of current and future involvement of Croatia in Europe tend to produce future Croatian heritage through lexicographical analysis of philosophical terminology and creation of encyclopedic film (cinematographic) terminology. Research will, in etnological database also list sources for research of ethnological movements in Croatia, and therefore also in Europe. // In a short term, program will undoubtedly strengthen the Croatian identity in regional and also but more in European surrounding. In the view of long term goals of Croatia's future development, program will, through its’ projects, realise the basic research induced by new knowledge acquisition in the field of cultural, biobibliographical, historical, ethnological, film art and lexicographical heritage. Program will develop new info-communication technology and methods in the field of humanities and social sciences and also Croatian identity. On the level of a single investigation, which will be undertaken within the framework of this program, embedded in scientific, cultural and political context, Croatia will be shown as equal to its European counterparts in the fields of lexicographic and graphic presentation of words throughout the history as well as today. On the other hand, Europe will investigate Croatian new age history as its integral part. Compiling the bibliography of Croatian heritage and creation of lists of ethnological and museum sources, the possibility to further the cultural tourism as a long term goal for Croatia. List will also serve as a base for locating heritage and become the initiator for not only Croatian but also European academic community. Creation of lexicons and dictionaries will strengthen cultural and linguistical identity of Croatia through phylosophical terms and encyclopedical approach to film art terminology. Cultural identity of Croatian people in Bosnia will be strengthened by research in Franciscian monasteries all around Bosnia.
