La tesi va investigar la possibilitat que l’estat brasiler utilitzés les licitacions i contractes públics com a instruments per dirigir i promoure la ciència, la tecnologia i la innovació nacionals. L’objectiu general era defensar la intervenció de l’estat mitjançant la inducció i la regulació en sentit estricte, independentment de l’augment del suposat cost financer a càrrec dels òrgans i entitats de l’Administració pública, ja que el desenvolupament nacional i regional, així com l’autonomia tecnològica nacional, imposa una visió estratègica dels ajustos i una reconfiguració de la teoria generalment adoptada per comprendre el cost de la compra pública i els seus avantatges. Així, el treball tenia com a objectiu específic: la definició de la regulació estatal en el domini econòmic i les seves diverses formes; el marc necessari per a la contractació pública com a política pública; l'examen de la rellevància de la ciència, la tecnologia i la innovació nacionals en termes de dret brasiler i la seva correlació amb la contractació pública com a instruments per assolir-la; l'absència d'obstacles per a l'ús d'aquest tipus d'intervenció davant dels acords bilaterals i multilaterals signats pel Brasil; i la proposta de criteris objectius perquè la imposició normativa de criteris diferenciadors sigui factible per a l'objectiu principal d'aquest treball. L’estudi va adoptar el mètode deductiu i es va realitzar basant-se en una investigació bibliogràfica i normativa extensa, considerant la realitat del Brasil i Espanya. L’ús de les lliçons de la destrucció creativa de Joseph Schumpeter i l’actual enfocament, inclosos els beneficis o no de l’acord de lliure comerç entre MERCOSUR i la Unió Europea, que es va informar el juny del 2019, també va servir de suport per confirmar la tesi de que l'Estat brasiler té el deure de regular-se a favor de la ciència, la tecnologia i la innovació nacional, afavorint les empreses que inverteixen al país. Así, el trabajo se dirigió específicamente a: la definición de la regulación estatal en el dominio económico y sus diversas formas; el marco necesario para la contratación pública como política pública; el examen de la relevancia de la ciencia, la tecnología y la innovación nacionales en términos de la legislación brasileña y su correlación con la contratación pública como instrumentos para su logro; la ausencia de obstáculos para el uso de este tipo de intervención en vista de los acuerdos bilaterales y multilaterales firmados por Brasil; y la propuesta de criterios objetivos para que la imposición normativa de criterios diferenciadores sea factible para el propósito principal de este trabajo. El estudio adoptó el método deductivo y se realizó con base en una extensa investigación bibliográfica y normativa, considerando la realidad de Brasil y España. El uso de las lecciones de la destrucción creativa de Joseph Schumpeter y el enfoque actual, incluidos los beneficios o no del acuerdo de libre comercio entre el MERCOSUR y la Unión Europea, que se informó en junio de 2019, también sirvió de apoyo para confirmar la tesis de que el estado brasileño tiene el deber de regular a favor de la ciencia, la tecnología y la innovación nacional al favorecer a las empresas que inviersionan en el país. The thesis investigated the possibility for the Brazilian state to use public tenders and contracts as instruments to direct and promote national science, technology and innovation. The general objective was to defend state intervention via induction and regulation in the strict sense, regardless of the rise in the supposed financial cost to be borne by the bodies and entities of the Public Administration, since national and regional development, as well as national technological autonomy, imposes a strategic vision of the adjustments and a reconfiguration of the theory usually adopted to understand the cost of public procurement and its advantages. Thus, the work specifically aimed at: the definition of state regulation in the economic domain and its various forms; the necessary framework for public procurement as a public policy; the examination of the relevance of national science, technology and innovation in terms of Brazilian law and its correlation with public procurement as instruments for its achievement; the absence of obstacles to the use of this type of intervention in view of the bilateral and multilateral agreements signed by Brazil; and the proposal of objective criteria so that the normative imposition of differentiating criteria is feasible for the main purpose of this work. The study adopted the deductive method and was carried out based on extensive bibliographic and normative research, considering the reality of Brazil and Spain. The use of the lessons of Joseph Schumpeter's creative destruction and the current focus, including on the benefits or not of the free trade agreement between MERCOSUR and the European Union, which was reported in June 2019, also served as a support to confirm the thesis of that the Brazilian state has a duty to regulate in favor of science, technology and national innovation by favoring companies that invest in the country.

This study maps the national system of innovation (NSI) in Eswatini using national research and experimental development (R&D), and innovation surveys. The study identifies the actors and activities in the NSI. It finds that investment in knowledge creation is very low; expenditure on R&D is 0.26% of GDP, while knowledge flow mechanisms between university and industry are weak. It also found that there is a low capacity of science, technology and innovation (STI) personnel in especially the fields of science and engineering. Additionally, the study found that a lack of resources, access to information and technology, limitations of policy, and inflexible regulation inhibit innovation in Eswatini. As a result, only 52% of the surveyed firms reported having come up with innovations, with more than 50% of the innovations originating from outside the country. These findings indicate that Eswatini’s NSI is relatively underfunded and weak. Efforts to augment the performance of the NSI in Eswatini should focus on developing a national STI strategy and establish appropriate institutions and innovation funding mechanisms. The government should strengthen its STI governance and provide a conducive environment for innovation within an STI framework that addresses national challenges and leverages on national resources and capacities.Keywords: Innovation; Science, Technology; Eswatini.

Resumen: El presente escrito pretende reconstruir de forma panorámica los argumentos que expresa el filósofo Ilkka Niiniluoto en su trabajo Ciencia frente a tecnología ¿Diferencia o identidad? (1997), en donde se defiende que la labor filosófica tiene como objetivo trazar distinciones conceptuales. Para ello, se analiza el núcleo central de su propuesta interaccionista, según la cual se plantea una distinción conceptual entre las nociones de ciencia y tecnología, en tanto que tales cosas se diferencian en términos de distintos objetivos, pautas de desarrollo y resultados. Esta tesis de Niiniluoto resulta ser contraria a la tesis contemporánea de tecnociencia en donde se considera que la ciencia y la tecnología son la misma cosa, en la medida que ambas cosas se encuentran tan vinculadas que se entremezclan en el entramado de lo social como un tejido sin costura. Al final se valora que la ventaja de la propuesta de Niiniluoto radica en que permite reivindicar la distinción entre ciencia y tecnología sin que ello niegue el hecho de que tales partes integrantes de la cultura y la sociedad humana se encuentran actualmente en mutua interacción dinámica. //Abstract: This paper aims to reconstruct, in a panoramic way, the arguments that the philosopher Ilkka Niiniluoto expresses at his work Science versus technology Difference or identity? (1997), where it is argued that the philosophical work aims to draw conceptual distinctions. For this, the core of its interactionist proposal, according to which a conceptual distinction between the notions of science and technology arises, as such things are different in terms of different objectives, development patterns and results, is analyzed. This Niiniluoto’s thesis turns out to be opposite to the contemporary thesis of technoscience, where it´s considered that science and technology are the same thing, as long as both are so linked that intermingle in the framework of the social as a fabric seamless. At the end, it puts forward that the advantage of the Niiniluoto’s proposal is it allows the distinction between science and technology without denying the fact that such an integral part of culture and human society are currently in mutual dynamic interaction.

Cataloged from PDF version of article. The course Science, Technology, and Society is taken by about 500 engineering students each year at Bilkent University, Ankara. Aiming to complement the highly technical engineering programs, it deals with the ethical, social, cultural, political, economic, legal, environment and sustainability, health and safety, reliability dimensions of science, technology, and engineering in a multidisciplinary fashion. The teaching philosophy and experiences of the instructor are reviewed. Community research projects have been an important feature of the course. Analysis of teaching style based on a multi-dimensional model is given. Results of outcome measurements performed for ABET assessment are provided. Challenges and solutions related to teaching a large class are discussed.

De laatste jaren werd er regelmatig in verschillende Vlaamse universiteiten vernomen dat er tekorten zouden zijn aan onderzoekers. Om dit probleem te onderzoeken werd aan alle onderzoeksleiders van de Vlaamse universiteiten en wetenschappelijke instellingen een vragenlijst verzonden waarin gepeild werd naar het tekort aan onderzoekers. Daarenboven werd bij 17 onderzoeksleiders een diepte-interview over dezelfde problematiek afgenomen. Ongeveer de helft van de onderzoeksleiders zegt altijd of dikwijls problemen te hebben bij het vinden van goede juniorkandidaten. Verder wordt er onderzocht op welke wijze deze tekorten zich uiten en in welke universiteiten en faculteiten zij het meest zichtbaar zijn. El artículo constituye un estudio sobre la investigación con seres humanos en el marco del proceso de donación y trasplante de órganos bajo la hipótesis de que hay un paralelismo con la investigación clínica, pues experimenta tanto con los animales como con los cuerpos humanos para desarrollar la técnica quirúrgica trasplantológica y la investigación clínica para mejorar los medicamentos para tal fin terapéutico. This article is a study of the research with human beings as part of the process of donation and transplantation of organs under the supposition that there are parallels with clinical research, as it uses both animals and human bodies to develop chirurgical trasplantological techniques and clinical research to improve medicines in that therapeutical sense.
