1. Uncertainty of governmental relief and the crowding out of flood insurance

Abstract

This paper discusses the problem of crowding out of insurance by co-existing governmental relief programs—the so-called ‘charity hazard’—in the context of different institutional schemes of governmental disaster relief in Austria and Germany. We test empirically whether an assured partial relief scheme (as in Austria) drives a stronger crowding out of private insurance than a scheme promising full relief which is subject to ad-hoc political decision making (as in Germany). Our general finding is that the institutional design of governmental relief programs significantly affects the demand for private natural hazard insurance.

3. Natural hazard insurance in Europe: tailored responses to climate change are needed

Abstract

This paper provides an overview of the existing systems of natural hazard insurance in Europe, their structural characteristics and peculiarities. It also 0discusses the difficulties of adaptation of these systems to climate change and the growing number of natural disasters. Using Germany, Austria and Switzerland as examples, the paper demonstrates that based on the status quo, the Swiss monopoly insurance system, which is embedded within a unique direct voting environment, is most able to reduce micro- and macroeconomic disruptions resulting from natural hazards. ‘Change in diversity’ is seen to offer the best chance to arrive at insurance systems that are prepared for climate change while being adapted to local particularities. Efforts to harmonize national and regional systems as well as top-down EU initiatives are argued to be inadequate.

18. Measurement of the neutron-proton polarization transfer coefficient Kyy′at 17.4 MeV

Abstract

The polarisation transfer coefficient Kyy′has been measured for neutron-proton scattering at 17.4 MeV and θc.m.= 132.9°. Using a neutron beam produced via the 2H(ovvbar|d, n) pd reaction with an average polarization of 50% and a liquid-helium proton polarimeter, a value of Kyy′= 0.155±0.026 has been obtained. Unlike our recent result at 25.8 MeV, this is smaller than the predictions of modern nucleon-nucleon potentials.

19. Chemical Development of CI-1008, an Enantiomerically Pure Anticonvulsant

Abstract

Development of a manufacturing process for (S)-3-(aminomethyl)-5-methylhexanoic acid, an anticonvulsant, is described. Initial preparation employed an Evans chiral alkylation on (4R,5S)-4-methyl-3-(1-oxo-4-methylpentyl)-5-phenyl-2-oxazolidinone, using benzyl bromoacetate. Use of tert-butyl bromoacetate proved advantageous for large-scale preparation. Route selection for a low-cost manufacturing process was based on “ideal process” cost projections. Four routes were evaluated in the laboratory. Of the four, two were scaled up in the pilot plant, resulting in selection of a route based on synthesis of racemic 3-(aminomethyl)-5-methylhexanoic acid, followed by resolution with (S)-(+)-mandelic acid.
