Abstract

Over the past few decades, Peru has shown significant increases in enrolment in basic education, which continues to rise. However, on average educational performance,while increasing, is still low (compared to national or international benchmarks). Furthermore, there are significant gaps in achievement between groups of students, that seem to remain stable or even increase over time (for example urban over rural). In this chapter we present evidence to show that there is a strong association among the individual and familycharacteristics of students, their educational opportunities at school, and the outcomes of their education, so that they reinforce one another. Thus the challenge for the educational system in Peru is to break this perverse triangle, so that the average outcomes will increase at the same time that inequities associated with socioeconomic characteristics diminish.

Abstract

Ce rapport est disponible dans : Climate Report, 14; Tropical deforestation is responsible for 15-20% of total man-made emissions of greenhouse gases. In December 2007, at the international conference of Bali, the United Nations acknowledged that a viable solution to climate change must include a mechanism to limit deforestation and forest degradation. Today, the most widely used economic tool to reduce emissions is carbon markets: caps on emitters, and trade allowed between emitters and reducers, drive a price signal on carbon and provide incentives to control emissions. This report examines the different possibilities to broaden the range of this tool so that it helps reduce emissions from deforestation. The three main possibilities presented are a tax-based fund, the use of auctions revenues, and the issuance of tradable credits. The report does not discuss other instruments unrelated to carbon-related payments. We first summarize existing information on the causes of deforestation, and the impact forest loss has on the global climate. To the contrary of a commonly held view, we find that farmers, more than loggers, are driving deforestation. Some, mostly in Africa, cut the forest to grow staple crops, while others, especially in South America, do so in response to the increasing demand for commercial crops and cattle. Building on this analysis, we describe the different possibilities to link carbon markets to the fight against deforestation. In the latter case of the issuance of tradable credits, we find that while carbon markets could substantially increase the amount of funding available to develop projects and programs that reduce deforestation, demand for carbon credits must keep up with this potential new source of supply, probably around one billion ton of CO2 per year. As an analysis conducted by EDF shows, the emission caps currently advocated by the European Commission for Europe and by the Lieberman-Warner bill for the US would create enough demand to generate a price signal around 20 €/tCO2. Other solutions such as reserve prices in auctions or credits banking have been put forward to mitigate the risk of too many deforestation credits flooding carbon markets. In any case, reducing deforestation and maintaining a high price signal on carbon markets are like conjoined twins in the fight against climate change. Their link can be both a source of strength and vulnerability, but they eventually are both essential to achieve the ultimate goal of stabilizing the climate.

The interaction between fibronectin and Clq was studied in the presence of normal human plasma and rheumatoid synovial fluid by solid phase binding assay. Fibronectin-Clq binding occurred in the presence of rheumatoid synovial fluid but not in the presence of normal plasma. Binding was strongest at 4 C and in the presence of EDTA. Fibronectin-Clq binding could be induced in the presence of normal plasma by hypotonicity, augmentation of the concentration of solution-phase fibronectin or by the addition of heat-aggregated IgG. The Clq present in rheumatoid synovial fluid bound to both aminoterminal collagen-binding and carboxyterminal noncollagen binding fibronectin fragments although binding to the aminoterminal fragment was stronger. Abstract

Raymundo Faoro, deceased in 2003, was one of the pioneers in the use of Max Weber's sociology for interpreting the formation of the Brazilian political system. In Os Donos do Poder (The Owners of Power), first published in 1958, Faoro launched the thesis that ever since its colonial period Brazil has always been dominated by a ''bureaucratic stratum'' with its origins in the peculiar characteristics of the Portuguese state, thus contradicting the previously dominant view that Brazil had experienced a feudal past dominated by traditional rural power. He thus opened the way for the Brazilian political system to be studied and interpreted in terms of its own political and institutional variables and no longer merely in terms of class interests and conflicts. However, according to Faoro, this domination by the bureaucratic stratum was a perennial, immutable characteristic of Brazil, a view that ended up limiting his analyses, even as he became an activist against all forms of Brazilian authoritarianism.

Abstract

Background: This safety analysis investigates treatment-emergent mucosal/cutaneous Candida infections in patients treated with ixekizumab (IXE), an anti-interleukin-17A monoclonal antibody, across the approved indications: psoriasis (PsO), psoriatic arthritis (PsA), and axial spondyloarthritis (axSpA)., Research Design and Methods: Safety data were pooled from 25 clinical studies. Incidence rates (IRs) are expressed as per 100 patient-years (PY), using the entire duration of exposure., Results: Candida infections had an IR of 1.9 per 100 PY in patients with PsO ( N  = 6892; total PY = 18025.7), 2.0 per 100 PY in patients with PsA ( N  = 1401; total PY = 2247.7), and 1.2 per 100 PY in patients with axSpA ( N  = 932; total PY = 2097.7). The majority of treatment-emergent Candida infections were: (i) experienced only once by patients (IR = 1.3;IR = 1.6;IR = 1.0), (ii) mild/moderate in severity (IR = 0.8/0.9;IR = 1.5/0.4;IR = 0.8/0.5) as opposed to severe (IR = 0.0; IR = 0.0; IR = 0.0), (iii) oral Candida or genital Candida (IR = 0.9/0.6;IR = 1.0/0.7;IR = 0.4/0.6), (iv) marked as recovered/resolved during the studies (89.3%;93.8%;90.3%), (v) not leading to IXE discontinuation (0.0%;0.0%;0.1% discontinued), (vi) managed with topical (34.7%;22.2%;11.5%) or no anti-fungal medications (63.5%;77.8%;80.8%) as opposed to systemic therapies (1.5%;0.0%;7.7%), (vii) typically resolved before next visit., Conclusions: This integrated safety analysis shows that the risk of developing Candida infections is low with IXE, and the severity is mild-to-moderate in most instances across the approved IXE indications., Trial Registration: A comprehensive list of the clinical trials and their registration numbers is reported in Table S1 of the supplemental material.

50. Self-reported longitudinal impacts of the COVID-19 pandemic on adults with acquired communication disorders.

Abstract

Purpose: Adults with acquired communication disorders are particularly vulnerable to potential negative effects from the changes that arose during the COVID-19 pandemic. In this longitudinal study, we asked: How did the self-perceived impacts of the pandemic on adults with acquired communication disorders change over time?, Method: We developed an online survey to investigate changes in day-to-day behaviours, psychosocial elements, and communication abilities among members of a community-based stroke recovery centre in the USA. Participants included adults with aphasia or other cognitive-communication disorder from stroke or brain injury. We compared survey responses from summer 2020 ( n  = 50) and summer 2021 ( n  = 24) using a concurrent mixed methods design., Result: The impacts of the pandemic changed over time. By 2021, participants reported a more "normal" amount of time spent on in-person socialising and healthcare, improved quality of life and connectedness to others, and an improvement in overall communication ability. Across both years, participants shared comments regarding changes in routine, increased use of technology, and the positive benefit of therapy groups., Conclusion: Self-perceived psychosocial elements and communication abilities among stroke and other brain injury survivors changed over the course of the pandemic. Clinicians and researchers should continue providing this population with support and opportunities for engagement.
