The incentives for resource extraction and development make the conservation of biodiversity challenging within tropical forestlands. The 2007 establishment of the Royal Belum State Park in the Malaysian state of Perak offers lessons for creating protected areas in tropical countries where subnational governments are major forestland owners. This article elucidates the social and political forces that influenced Royal Belum’s creation. Those forces included Malaysian conservation groups’ efforts to establish the ecological uniqueness of the site and rally public support to protect it; the Perak state government, which is the landowner under Malaysia’s constitution, seeking a protection option that would minimize the economic costs to it (and perhaps generate net economic benefits); and the federal government providing a legal framework and support for park protection and ecotourism development. Successful long-run protection of Royal Belum will require action beyond simply designating the area as protected.

We investigate the effect of introducing a fiscally neutral increasing block rate water budget price structure on residential water demand. We estimate that demand was reduced by around 17%, although the reduction was achieved gradually over more than three years. As intermediate steps we derive estimates of price and income elasticities that rely only on longitudinal variability. We investigate how different subpopulations responded to the pricing change and find evidence that marginal, rather than average, prices may be driving consumption. We also derive alternative rate structures that might have been implemented, and assess their estimated demand effects.

This article, both theoretical and methodological in nature, argues the potential merits of using a net benefits' framework as a tool to aid policy makers in their efforts to compare Salton Sea restoration alternatives and inform the public as to the potential magnitude and distribution of trade-offs associated with each alternative. A net benefits' approach can provide a more accurate comparison and evaluation of the potential net returns from public spending on Salton Sea restoration than what would be provided under the suggested criteria of current legislative mandates. Furthermore, a net benefits' framework provides a more lucid and systematic accounting framework by which to enumerate the full array of benefits and costs of each alternative for policy analysis. Finally, net benefits' analysis serves to add transparency to the decision-making process so that the public gains an understanding of how its scarce resources, including both financial and natural capital, are being appropriated. Additionally, we illustrate and emphasize the importance of estimating the non-market values associated with many of the ecosystem services provided by the Salton Sea and describe the major techniques that do so. © 2008 Springer Science+Business Media B.V.

Nutrient emissions from animal feeding operations continue to degrade water and air quality. New regulations will limit the amounts of nutrients that can be locally applied to land. In this paper, a structural-dynamic model of a livestock-crop operation is calibrated with data from a representative farm and is used to predict the effects of nitrogen regulations. Policy simulations clarify the importance of dynamic elements and demonstrate three main results: (1) cost estimates for large producers are higher than suggested by previous studies; (2) cross-media pollution effects are potentially significant; and (3) improved input management appears most promising for reducing both water and air emissions and waste management costs. California agriculture will undergo significant transformations over the next few decades in response to climate extremes, environmental regulation and policy encouraging environmental justice, and economic pressures that have long driven agricultural changes. With several local climates suited to a variety of crops, periodically abundant nearby precipitation, and public investments that facilitated abundant low-priced irrigation water, California hosts one of the most diverse and productive agroecosystems in the world. California farms supply nearly half of the high-nutrient fruit, tree nut, and vegetable production in the United States. Climate change impacts on productivity and profitability of California agriculture are increasing and forebode problems for standard agricultural practices, especially water use norms. We highlight many challenges California agriculture confronts under climate change through the direct and indirect impacts on the biophysical conditions and ecosystem services that drive adaptations in farm practices and water accessibility and availability. In the face of clear conflicts among competing interests, we consider ongoing and potential sustainable and equitable solutions, with particular attention to how technology and policy can facilitate progress., Competing Interests: Competing interests statement:The authors declare no competing interest.

Over 1.3 million Californians rely on unmonitored domestic wells. Existing probability estimates of groundwater Mn concentrations, population estimates, and sociodemographic data were integrated with spatial data delineating domestic well communities (DWCs) to predict the probability of high Mn concentrations in extracted groundwater within DWCs in California's Central Valley. Additional Mn concentration data of water delivered by community water systems (CWSs) were used to estimate Mn in public water supply. We estimate that 0.4% of the DWC population (2342 users) rely on groundwater with predicted Mn > 300 μg L -1 . In CWSs, 2.4% of the population (904 users) served by small CWSs and 0.4% of the population (3072 users) served by medium CWS relied on drinking water with mean point-of-entry Mn concentration >300 μg L -1 . Small CWSs were less likely to report Mn concentrations relative to large CWSs, yet a higher percentage of small CWSs exceed regulatory standards relative to larger systems. Modeled calculations do not reveal differences in estimated Mn concentration between groundwater from current regional domestic well depth and 33 m deeper. These analyses demonstrate the need for additional well-monitoring programs that evaluate Mn and increased access to point-of-use treatment for domestic well users disproportionately burdened by associated costs of water treatment.

As water agencies continue to investigate opportunities to increase resilience and local water supply reliability in the face of drought and rising water scarcity, water conservation strategies and the reuse of treated municipal wastewater are garnering significant attention and adoption. Yet a simple water balance thought experiment illustrates that drought, and the conservation strategies that are often enacted in response to it, both likely limit the role reuse may play in improving local water supply reliability. For instance, as a particular drought progresses and agencies enact water conservation measures to cope with drought, influent flows likely decrease while influent pollution concentrations increase, particularly salinity, which adversely affects wastewater treatment plant (WWTP) costs and effluent quality and flow. Consequently, downstream uses of this effluent, whether to maintain streamflow and quality, groundwater recharge, or irrigation may be impacted. This is unfortunate since reuse is often heralded as a drought-proof mechanism to increase resilience. The objectives of this paper are two-fold. First, we illustrate-using a case study from Southern California during its most recent drought- how drought and water conservation strategies combine to reduce influent flow and quality and, subsequently, effluent flow and quality. Second, we use a recently developed regional water reuse decision support model (RWRM) to highlight cost-effective strategies that can be implemented to mitigate the impacts of drought on effluent water quality. While the solutions we identify cannot increase the flow of influent or effluent coming into or out of a treatment plant, they can improve the value of the remaining effluent in a cost-effective manner that takes into account the characteristics of its demand, whether it be for landscaping, golf courses, agricultural irrigation, or surface water augmentation., (Copyright © 2017 Elsevier Ltd. Water scarcity has become a critical problem in many semiarid and arid regions. The single largest water use in such regions is for crop irrigation, which typically relies on groundwater and surface water sources. With increasing stress on these traditional water sources, it is important to consider alternative irrigation sources for areas with limited freshwater resources. One potential irrigation water resource is treated wastewater for agricultural fields located near urban centers. In addition, treated wastewater can contribute an appreciable amount of necessary nutrients for plants. The suitability of reclaimed water for specific applications depends on water quality and usage requirements. The main factors that determine the suitability of recycled water for agricultural irrigation are salinity, heavy metals, and pathogens, which cause adverse effects on human, plants, and soils. In this paper, we develop a regional water reuse decision-support model (RWRM) using the general algebraic modeling system to analyze the cost-effectiveness of alternative treatment trains to generate irrigation water from reclaimed wastewater, with the irrigation water designed to meet crop requirements as well as California's wastewater reuse regulations (Title 22). Using a cost-minimization framework, least-cost solutions consisting of treatment processes and their intensities (blending ratios) are identified to produce alternative irrigation sources for citrus and turfgrass. Our analysis illustrates the benefits of employing an optimization framework and flexible treatment design to identify cost-effective blending opportunities that may produce high-quality irrigation water for a wide range of end uses.

Inadequate funding from developed countries has hampered international efforts to conserve biodiversity in tropical forests. We present two complementary research approaches that reveal a significant increase in public demand for conservation within tropical developing countries as those countries reach upper-middle-income (UMI) status. We highlight UMI tropical countries because they contain nearly four-fifths of tropical primary forests, which are rich in biodiversity and stored carbon. The first approach is a set of statistical analyses of various cross-country conservation indicators, which suggests that protective government policies have lagged behind the increase in public demand in these countries. The second approach is a case study from Malaysia, which reveals in a more integrated fashion the linkages from rising household income to increased household willingness to pay for conservation, nongovernmental organization activity, and delayed government action. Our findings suggest that domestic funding in UMI tropical countries can play a larger role in (i) closing the funding gap for tropical forest conservation, and (ii) paying for supplementary conservation actions linked to international payments for reduced greenhouse gas emissions from deforestation and forest degradation in tropical countries.
