This article analyses the magnitude of military threat to the U.S. from Soviet Union. The first assumption is that military power, now as in the past, is a relative quality and that one side or the other in the arms race can gain ascendancy. The assumption is false because for all practical purposes both the U.S. and the Soviet Union now possess the means of annihilating one another in war. Safety requires coexistence, disengagement, and the negotiation of a modus vivendi, none of which is even hinted at in the issue of December 9, 1957.
