This paper reports on the findings from discrete choice experiments designed to estimate farmers’ perceived costs of land use restrictions, i.e. crop restrictions, additional fertilizing restrictions, and usage restrictions, as opposed to having no such restrictions. To this end, hypothetical land purchasing decisions were simulated based on the information about productivity, lot size, distance to other land, driving time to home, land use restrictions, and price. Farmers from the Campine area (Belgium) were invited to participate in the survey as the agricultural land in this region still faces the effects of historical heavy metal contamination resulting in crop restrictions. For identical pieces of land, we estimate the perceived cost, calculated as a change in the consumer surplus due to having a land use restriction, to be about 46,000 €/ha for the crop restriction, 50,000 €/ha for the usage restriction, and 70,000 €/ha for the fertilizing restrictions.

We examine several determinants of farmland values in the Campine region (Belgium) using data on individual sales transactions. Since the study area is well known to have a legacy of heavy-metal pollution of land, one of the focal points is the implicit price of cadmium (Cd) pollution. We use a hedonic pricing model, applying both mean regression (OLS) and quantile regression (QR). Unlike previous hedonic studies using QR, we use unconditional QR (Firpo et al. 2009). The estimates obtained using UQR have a more intuitive interpretation than those obtained using standard (conditional) QR, and allow for less ambiguous comparisons with their OLS counterparts. We find only moderate evidence of price discounts in the middle (median) price range due to Cd contamination. On the other hand, we find that farmland values are strongly affected by the development potential of agricultural land due to urban pressure.

Als conclusie kunnen we stellen dat de milieuvervuiling in de Kempen een langdurende last is die tot op de dag van vandaag een rol speelt. Meer dan 25 jaar nadat de zinksmelters gestopt zijn met het uitstoten van zware metalen wordt de regio nog steeds geconfronteerd met ziektes die te wijten zijn aan de vervuiling, terwijl landbouwers moeten omgaan met de beperkingen die opgelegd worden door de vervuiling van hun gronden. Dit voorbeeldgeval zou overheden in de wereld, en dan vooral in industrialiserende landen, ertoe moeten aanzetten om milieuaspecten in rekening te brengen bij het ontwerpen en uitstippelen van een economisch beleid. De implementatie van een strikte milieuwetgeving, gecombineerd met een van nabij opgevolgd monitoringssysteem kan ervoor zorgen dat vervuiling vermeden wordt en deze lasten niet gedragen moeten worden door toekomstige generaties. Hoewel deze strategie relatief hoge opstartkosten vereist, past het beter binnen het vermogen van de natuurlijke omgeving om afvalstromen te absorberen en wordt het milieu hierdoor beter beschermd tegen verstoringen. Het heeft bovendien het potentieel om de (externe) kosten op lange termijn te verminderen en mogelijk te elimineren, waardoor het uiteindelijk ook economisch voordeliger kan uitdraaien. The environmental pollution in the Campine region has generated a long-term burden, which is still at play up to this day. More than 25 years after the zinc smelters have stopped emitting heavy metals, the population is still facing illnesses which are attributable to the pollution, while farmers have to deal with the constraints imposed by the contamination of their land. This exemplary case must be a strong incentive for governments all across the world, but especially in industrializing countries, to take environmental aspects into account in designing and carrying out economic policies. The implementation of stringent environmental regulations combined with a closely controlled monitoring system can prevent the pollution from occurring and save future generations from bearing this burden. Although this strategy calls for relatively high start-up costs, it is more likely to fit the environment’s capacity to absorb waste products and a better way to protect the environment from disturbances. Moreover, it has the potential to reduce or possibly eliminate the long-term (external) costs associated with environmental pollution, which might turn out to be also economically more beneficial in the end.

Hedonic studies estimating the effect of environmental disamenities such as soil contamination have focused solely on residential property values thus far. However, since contamination of agricultural land can also cause considerable risks to food safety and hence public health, it is expected to impact farmland values as well. This empirical application aims to fill this research gap by incorporating soil contaminants into a hedonic farmland model. The Campine region, an agricultural area in Belgium that has been historically contaminated with heavy metals – particularly cadmium (Cd) – was used as a case study. Soil Cd concentrations were predicted by means of spatial interpolation techniques and added to 599 farmland transactions that have occurred in the area between 2004 and 2011. In order to take into account some of the issues related to standard spatial econometric techniques, classic linear regression is complemented by quantile regression and a spatiotemporal framework is introduced that only incorporates sales preceding other sales by maximum one year. Goal was to particularly explain the spatial spillover effect caused by previous sales. All regression models found that soil Cd levels did not significantly impact farmland values in the area. Apparently, other factors such as redevelopment potential, current land use and zoning regulations are more important price determinants for agricultural land buyers than soil contamination. The spatiotemporal lag coefficient was found to be highly significant in both mean and median regression models.

Motivation: Environmental exposure to pollution can generate a significant burden to public health. In the Campine region (Belgium) the metallurgic industry has dispersed heavy metals – particularly cadmium (Cd) – into the environment. Epidemiologic research has pointed out that the contamination has caused an increased incidence of osteoporotic fractures (Staessen et al, 1999) and lung cancer (Nawrot et al, 2006). Objective: In this research the health damages attributable to environmental pollution will be determined on a population level. The cost of these health effects will be analyzed in order to estimate the economic impact of the pollution. Data & methods: A damage function approach (DFA) aims to reveal the damage costs due to an adverse environmental effect. In the first stage an exposure assessment identifies the amount of people exposed to elevated environmental Cd levels. Using the relative risk factors from the epidemiologic research the pollution-attributable cases of hip fractures and lung cancer are estimated. In the second stage of the DFA the economic evaluation of the damages are considered. For lung cancer, 359 patients were followed up for 21 months using a case-control design. Direct medical costs of hip fractures were transferred from another Belgian study (Hiligsmann et al, 2011). Results: Approximately 38,000 individuals in the area are exposed to elevated Cd levels. Applying the lower range of the 95% confidence interval for relative risks, the contamination is expected to cause 11.63-42.37 cases of hip fracture and 1.39-19.24 cases of lung cancer on a yearly basis. The cost analysis shows that lung cancer patients on average incur €24,445 incremental costs in comparison with a similar control sample. Direct medical costs for hip fractures amount to €10,389 for women and €10,828 for men. The results indicate that environmental pollution yearly accounts for €33,979-€470,322 in lung cancer costs and €121,175-€443,940 in hip fracture costs. Conclusion: Damage costs attributable to environmental pollution can be substantial. Moreover, given the restricted scope of the analysis and the conservative cost estimates, the willingness to pay for avoiding environmental pollution is likely to be underestimated.

Er liggen twee grondslagen aan de basis van deze masterproef. Enerzijds streeft men op dit moment wereldwijd naar het tegengaan van de klimaatverandering. Dit fenomeen wordt ondertussen erkend door een overgrote meerderheid van de academische wereld en is een gevolg van een te hoge emissie van broeikasgassen. De mens is grotendeels verantwoordelijk voor deze evolutie, aangezien er een teveel aan deze gassen is ontstaan door menselijke activiteiten. Broeikasgassen komen onder andere vrij bij de verbranding van fossiele brandstoffen. Deze brandstoffen worden gebruikt voor transport en elektriciteitsproductie. De kosten van de klimaatverandering kunnen hoog oplopen naarmate maatregelen die deze trend bedwingen uitblijven. De historische bodemvervuiling in de Kempen, ten gevolge van de aanwezigheid van de metaalverwerkende industrie, is de aanleiding voor deze masterproef. Zware bodemvervuiling kan leiden tot de beperking van de teeltvrijheid voor landbouwers. Daarom wordt nagegaan welk effect bodemvervuiling heeft op de waarde van landbouwgrond. Er wordt gebruik gemaakt van keuze-experimenten om de voorkeuren van landbouwers te achterhalen. Een steekproef van 200 respondenten in de Limburgse Kempen werd ondervraagd. Uit de resultaten blijkt dat bodemvervuiling een significant negatief effect heeft op het nut van landbouwgrond voor de landbouwers. Daarnaast werden ook andere variabelen onderzocht. Oppervlakte en productiviteit hebben een positieve invloed op het nut, terwijl rijtijd en alle gebruiksvoorwaarden een negatieve invloed hebben. De resultaten moeten wel rekening houden met de beperkingen van keuze-experimenten, zoals een mogelijke hypothetische bias.

De cadmiumverontreiniging in de Vlaamse NoorderKempen is het onderwerp van de masterproef. De twee maatstaven waarmee de verontreiniging voorgesteld wordt, zijn cadmiumconcentratie en afstand tot de fabriek. De invloed van deze variabelen op de prijs van landbouwgrond wordt nagegaan met behulp van een hedonistische prijsanalyse. Aangezien deze methode uitgewerkt wordt door middel van een regressieanalyse, worden er ook andere variabelen in de regressie opgenomen. Uiteindelijk blijken enkel de numerieke variabelen oppervlakte en bevolkingsdruk een significante invloed te hebben op de geïnflateerde prijs per m² landbouwgrond. De prijs per m² neemt met 1% af wanneer de oppervlakte met één hectare toeneemt. Wanneer de bevolkingsdruk met één eenheid toeneemt, neemt de prijs per m² toe met 0,0235%. De prijzen van veengrond en antropogene grond blijken significant te verschillen van de prijs van droge zandgrond. De prijzen in 2005 en 2009 lagen tenslotte significant lager dan in 2011.
