Equality of opportunity is the aspiration of a just society, but the reality is that inequities remain entrenched in many aspects of America today. Structural inequities are deeply rooted conditions that are codified into the organization of social systems and produce disadvantages to some groups based on their intrinsic qualities or capabilities (Noguera & Alicia, 2020). The experience of schools in their transition to online learning in the throes of the coronavirus pandemic in the spring of 2020 illuminated many of the structural inequities that plague the education system. In this paper, we use the literature on structural inequities to identify and analyze seven inequities that schools faced during the initial outbreak of the COVID-19 pandemic. [ABSTRACT FROM AUTHOR]

This paper discusses the historical evolution of Chinese school reform, focusing on the important roles of rational thinking and value reconstruction in the process of reform. Through the review of the historical process of school reform in China, the important milestones of the past reform are determined, which provides the historical background for understanding the reform. This paper analyzes the application of rational thinking in school reform and emphasizes the necessity of accurately identifying and solving difficulties in the process of reform. At the same time, it emphasizes the key role of value reconstruction in the realization of an effective reform and provides a theoretical framework and practical direction. At the macro level, the paper examines the historical evolution of China's educational goals and analyzes the impact of these changes on school reform. Through the historical perspective, this paper reveals the historical enlightenment in the reform, discusses the intersection of history and value reconstruction, and puts forward the school reform strategy based on the historical perspective. The paper looks forward to the future of school reform based on historical evolution and points out the upcoming challenges and possible directions of reform. In summary, the main proposition of this paper is to effectively promote school reform through rational thinking and value reconstruction, combined with historical perspective. This paper investigates how Norwegian school principals prepared to carry out the LK20 reform process. The importance of school principals and middle-level leaders as enactors of change efforts results from their close ties to teachers and teacher classroom practices. This suggests that without negotiation and support from micro-policy actors, such as school principals, reforms are unlikely to be realized as intended and are therefore likely to fail. The present study was based on interviews and video observations of principals and leader team meetings. The findings demonstrate that school principals' interpretations of policy intentions through their enforcement of curriculum reform demands are closely connected to their schools' organizational contexts. The planning process involves recycling previous plans and customizing them to new ones. In this paper, we deploy the concept of aporia to consider the ways in which enactments of policy become ‘stuck’ as policy flows between national and sub-national education systems. We illustrate the overlapping political, governmental and bureaucratic spheres of influence that mediate how national school reform agendas are received and enacted by schooling systems. Our analysis is based on interviews with senior bureaucrats from an Australian non-government sector’s national and state peak bodies representing Queensland, New South Wales, Tasmania and the Northern Territory. Drawing on conceptualisations of aporia as an impasse and more deliberatively, Lather’s interpretation of aporia as ‘moments of possibility’, we argue that aporias created by bureaucratic barriers, government timelines, government evaluation processes and the placement of accountability measures over schooling prevents the meaningful enactment of policy within school settings. We argue that there is a need to consider the generative possibilities that exist within this situation of policy aporia, and demarcate where possibilities to move beyond ‘stuck’ policy might arise. The CPC Secretary Liu Xiya has long rooted herself in basic education, adhering to the direction of quality education, and actively exploring effective reform plans for schools of basic education. In terms of education philosophy, Liu creatively proposed educational ideas such as "six years influencing a lifetime", "promoting holistic education through comprehensive integration", "the appearance of life is the appearance of education", and "red plum blossoms, each one shining brightly". In terms of curriculum system, following policy logic, embodied logic, and practical logic, the curriculum is linked to the living world, and a "Xiao Mei Hua" curriculum system integrating national curriculum, local curriculum, and school-based curriculum is constructed. In terms of learning methods, based on classroom teaching practice, focusing on systematic changes in learning methods, she aims at creating an open, inclusive, and low-control learning ecology, which formed a "light burden, high-quality" school education model. In terms of governance mechanism, she believes that it is our responsibility to build a strong country in education, guide teachers to interpret their educational mission and responsibility through teaching practices, fully leverage the leading, driving, and coordinating role of schools, and promote the deepening of family-school-society collaboration in education.

Unified enrollment (UE) systems were designed to improve efficiency, equity, and transparency in school choice processes, but research has focused on efficiency gains. This study examines whether moving from decentralized enrollment processes to UE mitigates or exacerbates racial segregation that often occurs in choice systems. Specifically, we examine a subset of charter schools in New Orleans that had enrolled disproportionately high numbers of White students prior to entering UE. We find that UE entry was associated with increased enrollment of non-White students in these schools without offsetting declines in White enrollment, facilitated by schools also increasing total enrollment after entering UE. We find no meaningful impacts of UE on school accountability measures, student or teacher mobility, or student discipline. [ABSTRACT FROM AUTHOR]

The present study focuses on views of Finnish basic education students on open and flexible learning environments and the extent to which these views are associated with students' liking of school. The data were based on an online questionnaire containing both structured ratings and open-ended questions filled out by primary school students (n = 684; grades 2–6; between ages 8–13 years) attending reformed learning environments. Ethnographic field notes and photographs of the schools were collected to provide contextual information about the settings. Quantitative analyses indicated that students had mostly positive evaluations of their renewed learning environments. Students' perception of teacher support was significantly associated with their liking of school. The responses to open-ended questions, in contrast, indicated sources of dissatisfaction, and giving precedence to some aspects of traditional schools. [ABSTRACT FROM AUTHOR]

This article investigates why popular support for neighborhood schools does not translate into stronger multi-racial and multi-class coalitions for neighborhood schools in the face of school choice systems and school closures. Using a critical place perspective, this article illustrates how place-based urban inequities facilitate fragmented resistances to school choice. Racialized dispossession, the post-Civil Rights abandonment of poor and working-class Black political interests, and a broader strategy to bring affluent populations to the city core are all hallmarks of neoliberal urban development. These contexts shape and fatigue small-scale, ephemeral, and fragmented movements for neighborhood schools, inhibiting the formation of movement coalitions. [ABSTRACT FROM AUTHOR]

The Anglo-Saxon world has a long history of promoting research engagement with teachers and schools. However, over the years it became evident that building such research engagement in schools is challenging. This study examined factors that may influence the development of research-engaged relationships among colleagues. A survey study, including a social network analysis, was conducted. The findings indicate that both individual educators’ intentional network behavior and their perception of research engagement among school colleagues play a role in educators’ tendency to seek out school colleagues to engage in and with research. More specifically, analyses revealed that educators’ perceived research engagement in school is not mediating the relationship between their intentional network behavior and the size of their research network. This finding could imply that strengthening educators’ intentional network behavior may provide a crucial strategy for boosting the collegial interaction around research in schools. This article traces the state takeover and neoliberal reconstruction of a mid-size urban school district in the California Bay Area. Aligning with research on social networks in school reform, it identifies three organizational nodes of power operating within the takeover and post-takeover landscape: venture-philanthropic capital, the Teach for America organization, and a local intermediary organization that acted as a hub for the capital and labor flowing from these organizations. Their story demonstrates the concrete ways in which an increasingly globalized funding and policy network converged at the district level in order to implement a unified policy agenda. The network's role in school politics, real estate, and gentrification provides a template for the transnational work of school reformers and their role in creating the neoliberal 'global city.' Against the backdrop of curriculum reform in Norway, this article presents a study of teacher involvement and influence in national curriculum making through participation in official commentary processes. Education policy documents presented teacher involvement in the reform as essential to the legitimacy and ownership of the curriculum in schools, but a central question in this study is whether involvement in the process also means influence over the final curriculum. The study focuses on a central new element of the curriculum, the interdisciplinary topic democracy and citizenship, and analyses how teachers influenced the content of the new curriculum. Qualitative document analysis and reflexive thematic analysis were applied to curriculum drafts, responses to an official commentary process, and the final curriculum. The analysis shows that teachers' opinions were backgrounded throughout the development process, while the content suggested by educational experts was foregrounded. In the final curriculum, the teachers' suggestions for content were omitted. The findings may have consequences for future reforms as well as for curriculum interpretation and operationalization in schools. [ABSTRACT FROM AUTHOR]

Community schools extend traditional school responsibilities by providing additional resources to support students, families, and communities, and ultimately attempt to change the school institution. Integral to the institutionalization of community schools are community school managers (CSMs) and their institutional work. Drawing from institutional theory, this study uses interview data to explore the deliberate actions taken by CSMs to create institutions, focusing on their efforts to develop their institutional identities and change normative associations. Institutional identities of CSMs were defined by their implementational responsibilities and organizational positioning. While CSMs skillfully identified, provided, and allocated resources within their implementational identity, the organizational identity remained ambiguous, lacking clarity on their organizational position or consistency in the teams on which they served. CSMs struggled to create normative associations that linked the resources they provided to the community school strategy. As long-term effects of educational programs cannot be sufficiently addressed by evaluators during short duration implementation grants, researchers become responsible for investigating sustainability of effects and addressing concerns of policy makers and grant funding agencies. This study examines the impact of the TAP System for Teacher and Student Advancement on the percentage of students passing Indiana's English/language arts achievement test after grant-funded implementation. The study uses a school-level, quasi-experimental design. Propensity score matching generates a comparison group and regression models are then run, controlling for school fixed effects. The results show that schools who sustained the TAP System significantly outperform matched comparison schools in the first post-grant year and the improved performance persists through the third year. This article discusses challenges posed to the design and enactment of twenty-first century school curricula by examining three core issues: pedagogical autonomy, the balance and integration of knowledge and thinking skills, and curricular flexibility. It focuses on how a committee of experts commissioned by the Israeli ministry of education to advise it on reforming the state curriculum responded to these challenges. The discussion highlights two fundamental questions in curriculum design: how to integrate global research finding with local conditions? and how to respond to a changing and unpredictable reality? To deal with the challenges, the article offers a model that aims to enhance the flexibility of the curriculum, and a list of criteria to assist educators on all levels in making informed curricular decisions. The organization model has shifted from treating the workforce as machines to improving human centricworking environments. The Learning Organization is conceptualized as an organism that evolves through continuous learning to adapt with a constantly changing environment. School is a typical organization and many scholars argued to reconceptualize school as a learning organization. The Integrated Model of School as a Learning Organization (Kools & Stoll, 2016)) has been widely studied and tested in European schools, particularly in Wales. However, there is a gap in the research needed to understand the prerequisites of SLO transformation and thus to better prepare for reform. To explore the prerequisites of SLO, a researcher applies a qualitative approach to purposely collect secondary data from the eight empirical studies in Wales, Greece, Latvia, Spain, Bulgaria, Türkiye, and Italy. To conduct data analysis, a data coding strategy is employed to create the prerequisites and assign them to the main themes- System Level and School Level. To achieve the SLO transformation, the researcher then recommends a systematic reform that involves the education stakeholders, both at system level and at school level - to put forward the practice of the SLO seven actionoriented dimensions. Further meta-analysis research is recommended to widen the scope of conceptualizing antecedents of SLO transformation.

This paper distinguishes between traditional and expert/elite interviews (EEIs), and highlights strategies for conducting them. Experts and elites have relatively broader influence, more synthesized but less situated knowledge, more embedded professional networks, and less anonymity than the lay public--and interviews need to adjust to these differences. To do so, researchers should consider strategies for (1) access, (2) trust, (3) preparation for interviews, and (4) asking sensitive and awkward questions in contexts of significant power disparities. Adoption of Maker programs entails deep cultural and structural changes within schools. In this case study, we interviewed a principal and seven faculty members in a high school in the United States, after the first year of implementing making-centered curricula. We report how faculty members responded to the reform, their motivations and beliefs, and the concomitant shifts in power and status. We found that educators are required to make non-trivial adaptations to their skills, instructional approaches, and pedagogical beliefs, and that successful adaptation may lead them to gain status, resources, and support within the school. Those are gained on account of technical expertise and educators' efforts to promote the vision of the reform. The extent to which faculty members adapt to a reform, accommodate and support others in their process of adapting, or resist it, may determine whether the reform is successful or not. As such, school leaders face the challenge of encouraging faculty to buy into such reforms. Danish school reform around inclusive practices became more prevalent in 2014, and efforts to address the needs of children with disabilities increased. One of the primary ways to meet students' needs in an inclusive setting was to move pedagogues out of their traditionally after-school social settings into the general education classroom to co-teach with content teachers. This qualitative study followed groups of pedagogues and classroom teachers in Denmark for two years, using interviews and observations to ascertain the challenges and successes of co-teaching between pedagogues and teachers. The results mirror in many ways the current research on co-teaching in other countries and with other collaborating professionals. The challenges, barriers, and successes experienced by pedagogues and teachers who were expected to co-teach due to Danish school reform on inclusion are shared. Recommendations build on existing literature and address the unique role that Danish pedagogues can play in moving inclusive practices forward and how their experiences can be applied to co-teachers in other countries and settings. This paper uses critical race theory to analyze several case studies focused on the experiences of two restorative justice coordinators (RJCs), both Black women and how they understood and responded to perceived racial injustices in urban schools with white leadership. These schools were attempting to address unequal disciplinary practices toward students of color through restorative justice and the RJCs adapted their approaches to addressing racialized dynamics while also developing school-wide networks to foster broader critical reflection on race. Leading school turnaround has been conceptualized as a school-level issue focused on immediate change. There has been little consideration about how district leaders change systems to sustain school turnaround successes. This case study research conducted through the lens of Change Theory explores the leadership struggles of one mid-sized urban district's effort to build on its successful launch of a school turnaround initiative for a subset of underperforming schools. The results suggest that the same pressures that spur initial action can interfere with sustaining success. This paper focuses on the evolution of community schools from a grassroots organizing effort to a formal initiative in Philadelphia. The authors implemented a critical participatory action research project to examine the process and impact of the education organizing. We present two narratives to illustrate the potential and limitations of two divergent community school approaches. We argue that education justice movements must develop processes and metrics of accountability to effectively organize for transformative community-driven education. As community schools grow in numbers, this article argues that the model needs to be interrogated in order to address the power imbalances that exist between non-dominant families and schools. This paper draws on a citywide study of parent interviews as well as public documents and interviews with key community school leaders in Baltimore to understand the state of family engagement with community schools. Using Ann Ishimaru's equitable collaboration framework, we analyze the data and conclude that while there is a strong foundation, there is room to develop a model that truly engages families as partners with community schools. Many studies suggest a relationship between education and political participation, but only some address causality. We add to this by re-examining the German case. For identification, we exploit an exogenous increase in compulsory schooling, and use data from the National Educational Panel Study (NEPS). The data enable analyses that do not rely solely on the conversion of school-leaving qualifications into schooling duration but use the individuals' actual length of schooling as part of their educational biographies. Using data from a participatory ethnography of an urban high school slated for closure, this article examines the impact of comprehensive transformation on the university-school partnership's goal to change from a culture of underachievement and negativity toward a culture of collaboration and excellence. We explore these question/s: How do comprehensive changes in infrastructure, policies, leadership, and instructional practices shape school culture? What role do shifting power relations (generative frictions) and authentic trust play in developing shared ownership of outcomes? The recent Every Student Succeeds Act (ESSA) requires states to identify and turn around their lowest performing schools, but it breaks somewhat from prior policies by granting states significant autonomy over how they identify and turn around these schools. This mixed-methods study, which draws on administrative, qualitative, and survey data, examines the effectiveness of Michigan's approach to school turnaround under ESSA. We find that students in turnaround schools experienced significant achievement gains in math and to a lesser extent in English language arts (ELA), with effects concentrated among the lowest achieving students. Analyses of qualitative and survey data suggest that these outcomes were influenced by state-level supports, strategic planning, the threat of accountability for continued low performance, and improved leadership quality in turnaround schools. In this article, we explore community schools, as first theorized through community organizing, in relation to movements for racial justice in education to address the following question: How has educational equity been radically imagined by the community school movement in New York City to reframe how we understand success, meaningful school experiences, and the possibility for hope, healing, and racial equity in education? Using ethnographic methods, we answer this question by examining what went into the grassroots commitments of organizers and the grasstops implementation of the community schools' strategy at the district level. This examination sets a context for exploring what we saw happening at the school level, where we observed community meetings with organizers and district officials and interviewed key stakeholders about their deep histories of advocating for equitable reform. Drawing on an abolitionist paradigm, we describe how organizers such as those in NYC, who were interested in transforming systems as a prerequisite to advancing freedom, were the first major advocates of the original community schools project. Valuing the knowledge and strength of communities that have survived and thrived in the face of centuries of oppression, we conclude that community stakeholders in collaboration with education workers, from organizers to students, envisioned a blurring of communities and schools as part of a strategy to build collective power that both exposes and challenges injustice.
