He [...], Increased parental school choice has become a popular education reform strategy, but evidence of its effectiveness in improving student achievement is mixed. In this paper, we examine the rationale for school choice, obstacles to fulfilling its theoretical promise, and results observed to date. We supplement our discussion with data from a survey of Milwaukee principals. Survey findings suggest that school leaders feel competitive pressures from certain types of schools but tend to respond by improving their marketing efforts rather than their educational programs. The focus of this study is to see whether secondary school choice in England has produced a stratified education system as compared to a counterfactual world where pupils are allocated into schools based strictly on proximity with the help of pupil postcodes in the National Pupil Database (NPD). It is found that many schools in England, especially the voluntary aided (VA) ones, are cream-skimming to increase their proportion of pupils of higher ability and income, resulting in more children attending non-proximity schools but when the choice of school is by the pupils, proximity is more related to location of residence and that policy makers who genuinely wish to improve equality of education should concentrate more on grammar, VA and foundation schools according to population density.

Targeted stigma and school voucher threats under a revised 2002 Florida accountability law have positive impacts on school performance as measured by the test score gains of their students. In contrast, stigma and public school choice threats under the US federal accountability law, No Child Left Behind, do not have similar effects in Florida. Estimation relies upon individual-level data and is based upon regression analyses that exploit discontinuities within the accountability regimes. Choice threats embedded within accountability regimes can moderate educational inequalities by boosting achievement at the lowest-performing schools, but policy design is crucial.

A hybrid conditional logit choice model is estimated using data on the characteristics and destination of homeowners who engaged in intrametropolitan moves among 17 school districts within the Columbus, Ohio area in 1995. The model is used to test the relative influence of local fiscal and public goods versus householdlevel characteristics in determining household location choices across central city and suburban school districts. Results provide evidence of both a 'natural evolution' of households to the suburbs, due to job location, residential filtering, and household income and lifecycle effects, and 'flight from blight,' due to lower school quality, higher crime levels, and lower average income levels in the city. In comparing the magnitudes of these variables, we find that school quality exerts the strongest influence: a 1percent increase in the school quality of the city district increases the probability of choosing a city residence by 3.7 percent. In contrast, the effects of household income and other individual characteristics are relatively modest. The findings provide support for a 'flight from blight' suburbanization process that is dominated by differences in neighborhood quality between the city and suburbs. An implication is that investments that promote central city development and reduce suburbanization are justified on efficiency grounds if negative externalities are generated by increased concentration of poverty, crime, and low school quality.
