The purpose of this joint applied project was to investigate and provide a comprehensive overview of current cross-organizational contract closeout practices. The goal of this project was to identify, compare, and document methods utilized and determine whether or not Regional Contracting Office–Hawaii (RCO-HI) may leverage established best practices. To mitigate the current problem of excessive overaged Army contracts, the following questions were asked: 1. Are other local contracting offices leveraging best practices to meet Federal Acquisition Regulation (FAR) contract closeout timelines? 2. If so, can RCO-HI benefit by incorporating those best practices into the current closeout process? 3. What improvements, if any, are necessary to improve RCO-HI’s closeout process? Information was gathered through survey questionnaires targeted to acquisition professionals. In addition, a literary review provided potential best practices and tools capable of improving RCO-HI’s current closeout process.
