Carbon $1s$ core-hole excitation of the molecular anion C$_2^-$ has been experimentally studied at high resolution by employing the photon-ion merged-beams technique at a synchrotron light source. The experimental cross section for photo--double-detachment shows a pronounced vibrational structure associated with $1\sigma_u\to3\sigma_g$ and $1\sigma_g \to 1\pi_u$ core excitations of the C$_2^-$ ground level and first excited level, respectively. A detailed Franck-Condon analysis reveals a strong contraction of the C$_2^-$ molecular anion by 0.2~\AA\ upon this core photoexcitation. The associated change of the molecule's moment of inertia leads to a noticeable rotational broadening of the observed vibrational spectral features. This broadening is accounted for in the present analysis which provides the spectroscopic parameters of the C$_2^-$ $1\sigma_u^{-1}\,3\sigma_g^2\;{^2}\Sigma_u^+$ and $1\sigma_g^{-1}\,3\sigma_g^2\;{^2}\Sigma_g^+$ core-excited levels., Comment: 8 pages, 5 figures, 1 table, accepted for publication in ChemPhysChem

Experimental cross sections for m-fold photodetachment (m=2-5) of oxygen anions via K-shell excitation and ionization were measured in the photon-energy range of 525-1500 eV using the photon-ion merged-beams technique at a synchrotron light source. The measured cross sections exhibit clear signatures of direct double detachment, including double K-hole creation. The shapes of the double-detachment cross sections as a function of photon energy are in accord with Pattard's [J. Phys. B 35, L207 (2002)] empirical scaling law. We have also followed the complex deexcitation cascades that evolve subsequently to the initial double-detachment events by systematic large-scale cascade calculations. The resulting theoretical product charge-state distributions are in good agreement with the experimental findings., Comment: 9 pages, 4 figures, 6 tables

High precision spectroscopy of the low-lying dielectronic resonances in fluorine-like nickel ions were determined by employing the merged electron-ion beam at the heavy-ion storage ring CSRm. The measured dielectronic resonances are identified by comparing with the most recent relativistic calculation utilizing the FAC code. The first resonance at about 86 meV due to the dielectronic recombination via (2s2p6[2S1/2]6s)J=1 intermediate state was recognized. The experimental determination of the resonance position at 86 meV reaches an uncertainty of 4 meV, which allows precise determination of the 2s22p5[2P3/2] - 2s2p6[2S1/2] transition energy. The Rydberg binding energy of the 6s electron in the (2s2p6[2S1/2]6s)J=1 state is calculated by the multi-configurational Dirac-HartreeFock and stabilization methods. The determined transition energies are 149.056(4)exp(10)theo and 149.032(4)exp(6)theo, respectively. Moreover, the transition energy has also been calculated by fully relativistic and ab initio approaches. Individual theoretical contributions are evaluated by employing the core-Hartree and Kohn-Sham screening potentials, respectively. High-order QED and correlation effects contribute prominently to the total transition energy. The present DR precision spectroscopy study at the CSRm paves the way for future precision measurements of atomic energy levels with heavier highly charged ions., Comment: 12 pages, 8 figures

Experimental and theoretical results are presented for double, triple, and quadruple photoionization of Si$^+$ and Si$^{2+}$ ions and for double photoionization of Si$^{3+}$ ions by a single photon. The experiments employed the photon-ion merged-beams technique at a synchrotron light source. The experimental photon-energy range 1835--1900 eV comprises resonances associated with the excitation of a $1s$ electron to higher subshells and subsequent autoionization. Energies, widths, and strengths of these resonances are extracted from high-resolution photoionization measurements, and the core-hole lifetime of K-shell ionized neutral silicon is inferred. In addition, theoretical cross sections for photoabsorption and multiple photoionization were obtained from large-scale Multi-Configuration Dirac-Hartree-Fock (MCDHF) calculations. The present calculations agree with the experiment much better than previously published theoretical results. The importance of an accurate energy calibration of laboratory data is pointed out. For bare lead ions, decelerated to the low beam energy of 10 MeV/u, the x-ray emission associated with radiative recombination (RR) at "cold collision" conditions has been studied at the electron cooler of CRYRING@ESR at GSI-Darmstadt. Utilizing dedicated x-ray detection chambers installed at 0{\deg} and 180{\deg} observation geometry, we observed for the very first time for stored ions the full x-ray emission spectrum associated with RR under electron cooling conditions. Most remarkably, no line distortion effects due to delayed emission are present in the well resolved spectra, spanning over a wide range of x-ray energies (from about 5 to 100 keV) which enable to identify fine-structure resolved Lyman, Balmer as well as Paschen x-ray lines along with the RR transitions into the K-, L and M-shell of the ions. To compare with theory, an elaborate theoretical model has been applied. By considering the relativistic atomic structure of Pb$^{81+}$, this model is based on a sophisticated computation of the initial population distribution via RR for all atomic levels up to Rydberg states with principal quantum number $n=$ 165 in combination with cascade calculations based on time-dependent rate equations. Within the statistical accuracy, the experimental x-ray line emission is in very good agreement with the results of the theoretical model applied. Most notably, this comparison sheds light on the contribution of prompt and delayed X-ray emission (up to 70 ns) to the observed X-ray spectra, originating in particular from Yrast transitions into inner shells.

Experimental cross sections for $m$-fold photodetachment ($m=3-6$) of silicon anions via $K$-shell excitation and ionization were measured in the photon-energy range of 1830-1900 eV using the photon-ion merged-beams technique at a synchrotron light source. All cross sections exhibit a threshold behavior that is masked by pre-threshold resonances associated with the excitation of a $1s$ electron to higher, either partly occupied or unoccupied atomic subshells. Results from multi-configuration Dirac-Fock (MCDF) calculations agree with the experimentally derived cross sections for photo-absorption if small energy shifts are applied to the calculated resonance positions and detachment thresholds. Moreover, a systematic approach is applied for modeling the deexcitation cascades that set in after the initial creation of a $K$-shell hole. The resulting product charge-state distributions compare well with the measured ones for direct $K$-shell detachment but less well for resonant $K$-shell excitation. The present results are potentially useful for identifying silicon anions in cold plasmas such as interstellar gas clouds., Comment: 8 pages, 4 figures

We review the recent experimental and theoretical progress in $K$-shell detachment studies of atomic anions. On the experimental side, this field has largely benefitted from technical advances at 3rd generation synchrotron radiation sources. For multiple detachment of C$^-$, O$^-$, and F$^-$ ions, recent results were obtained at the photon-ion merged-beams setup PIPE which is a permanent end station at beamline P04 of the PETRA III synchrotron light source in Hamburg. In addition to a much increased photon flux as compared to what was available previously, the PIPE setup has an extraordinary detection sensitivity for heavy charged reaction products that allows one to study detachment processes with extremely low cross sections in the kilobarn range, e.g., for processes involving the simultaneous creation of two core-holes by a single photon. The experimental findings pose new challenges for state-of-the-art atomic theory and require calculations combining photoexcitation (ionization) with decay cascade processes that follow after initial core-hole production., Comment: 10 pages, 5 figures, 1 table

Recently, we have demonstrated (Jin et al. 2020, J. Phys. B: At. Mol. Opt. Phys. 53, 075201) that a hybrid subconfiguration-average and level-to-level distorted wave treatment of electron-impact single ionisation (EISI) of W$^{14+}$ ions represents an accurate and manageable approach for the calculation of EISI cross sections of a complex ion. Here we demonstrate the more general validity of this approach by comparing hybrid cross sections for EISI of W$^{15+}$ and W$^{16+}$ with the recent experimental results of Schury et al. 2020, J. Phys. B: At. Mol. Opt. Phys. 53, 015201). Our calculations also account for the resonant-excitation double autoionisation (REDA) process which is important in the electron energy range 370-600 eV and for the possible presence of initially metastable ions in the experiment., Comment: 7 pages, 8 figures, 1 table

We report on new measurements of m-fold photodetachment (m=2-5) of carbon anions via K-shell excitation and ionization. The experiments were carried out employing the photon-ion merged-beams technique at a synchrotron light source. While previous measurements were restricted to double detachment (m=2) and to just the lowest-energy K-shell resonance at about 282 eV, our absolute experimental $m$-fold detachment cross sections at photon energies of up to 1000 eV exhibit a wealth of new thresholds and resonances. We tentatively identify these features with the aid of detailed atomic-structure calculations. Absolute cross sections for electron-impact single ionisation (EISI) of multiply charged tungsten ions (W$^{q+}$) with charge states in the range $ 11 \leq q \leq 18$ in the electron-ion collision energy ranges from below the respective ionisation thresholds up to 1000~eV were measured employing the electron-ion crossed-beams method. In order to extend the results to higher energies, cross section calculations were performed using the subconfiguration-averaged distorted-wave (SCADW) method for electron-ion collision energies up to 150~keV. From the combined experimental and scaled theoretical cross sections rate coefficients were derived which are compared with the ones contained in the ADAS database and which are based on the configuration-averaged distorted wave (CADW) calculations of Loch et al. [Phys. Rev. A 72, 052716 (2005)]. Significant discrepancies were found at the temperatures where the ions investigated here are expected to form in collisionally ionised plasmas. These discrepancies are attributed to the limitations of the CADW approach and also the more detailed SCADW treatment which do not allow for a sufficiently accurate description of the EISI cross sections particularly at the ionisation thresholds., Comment: 14 pages, 4 figures, 4 tabels

Experimental and theoretical cross sections are reported for single-photon single ionization of W$^{5+}$ ions. Absolute measurements were conducted employing the photon-ion merged-beams technique. Detailed photon-energy scans were performed at (67$\pm$10)~meV resolution in the 20 -- 160 eV range. In contrast to photoionization of tungsten ions in lower charge states, the cross section is dominated by narrow, densely-spaced resonances. Theoretical results were obtained from a Dirac-Coulomb R-matrix approach employing a basis set of 457 levels providing cross sections for photoionization of W$^{5+}$ ions in the $4f^{14}5s^2 5p^6 5d \; {^2}{\rm D}_{3/2}$ ground level as well as the $4f^{14}5s^2 5p^6 5d \; {^2}{\rm D}_{5/2}$ and $4f^{14}5s^2 5p^6 6s \; {^2}{\rm S}_{1/2}$ metastable excited levels. Considering the complexity of the electronic structure of tungsten ions in low charge states, the agreement between theory and experiment is satisfactory., Comment: 15 pages, 5 figures, 2 tables. The Photon-Ion Spectrometer at PETRA III - in short, PIPE - is a permanently installed user facility at the "Variable Polarization XUV Beamline" P04 of the synchrotron light source PETRA III operated by DESY in Hamburg, Germany. The careful design of the PIPE ion-optics in combination with the record-high photon flux at P04 has lead to a breakthrough in experimental studies of photon interactions with ionized small quantum systems. This short review provides an overview over the published scientific results from photon-ion merged-beams experiments at PIPE that were obtained since the start of P04 operations in 2013. The topics covered comprise photoionization of ions of astrophysical relevance, quantitative studies of multi-electron processes upon inner-shell photoexcitation and photoionization of negative and positive atomic ions, precision spectroscopy of photoionization resonances, photoionization and photofragmentation of molecular ions and of endohedral fullerene ions., Comment: 10 pages, 9 figures

In a joint experimental and theoretical endeavour, photoionization of metastable C4+(1s 2s 3S1) ions via intermediate levels with hollow, double-K-vacancy configurations 2s2p, 2s3p, 2p3s, 2p3d, 2s4p, 2p4s and 2p4d has been investigated. High-resolution photon-ion merged-beams measurements were carried out with the resolving power reaching up to 25,000 which is sufficient to separate the leading fine-structure components of the 2s2p 3P term. Many-body perturbation theory was employed to determine level-to-level cross sections for K-shell excitation with subsequent autoionization. The resonance energies were calculated with inclusion of electron correlation and radiative contributions. Their uncertainties are estimated to be below $\pm$1 meV. Detailed balance confirms the present photoionization cross-section results by comparison with previous dielectronic-recombination measurements. The high accuracy of the theoretical transition energies together with the present experimental results qualify photoabsorption resonances in heliumlike ions as new, greatly improved energy-reference standards at synchrotron radiation facilities.

Double and triple detachment of the F-(1s2 2s2 2p6) negative ion by a single photon have been investigated in the photon energy range 660 to 1000 eV. The experimental data provide unambiguous evidence for the dominant role of direct photo-double-detachment with a subsequent single-Auger process in the reaction channel leading to F2+ product ions. Absolute cross sections were determined for the direct removal of a (1s+2p) pair of electrons from F- by the absorption of a single photon.

Single, double, and triple ionization of the C+ ion by a single photon have been investigated in the energy range 286 to 326 eV around the K-shell single-ionization threshold at an unprecedented level of detail. At energy resolutions as low as 12 meV, corresponding to a resolving power of 24000, natural linewidths of the most prominent resonances could be determined. From the measurement of absolute cross sections, oscillator strengths, Einstein coefficients, multi-electron Auger decay rates and other transition parameters of the main K-shell excitation and decay processes are derived. The cross sections are compared to results of previous theoretical calculations. Mixed levels of agreement are found despite the relatively simple atomic structure of the C+ ion with only 5 electrons. This paper is a follow-up of a previous Letter [M\"uller et al., Phys. Rev. Lett. 114, 013002 (2015)].

Relative cross sections for the valence shell photoionisation (PI) of $\rm ^2S$ ground level and $\rm ^2D$ metastable Ca$^{+}$ ions were measured with high energy resolution by using the ion-photon merged-beams technique at the Advanced Light Source. Overview measurements were performed with a full width at half maximum bandpass of $\Delta E =17$~meV, covering the energy range 20~eV -- 56~eV. Details of the PI spectrum were investigated at energy resolutions reaching the level of $\Delta E=3.3$~meV. The photon energy scale was calibrated with an uncertainty of $\pm5$~meV. By comparison with previous absolute measurements %by Kjeldsen et al in the energy range 28~eV -- 30.5~eV and by Lyon et al in the energy range 28~eV -- 43~eV the present experimental high-resolution data were normalised to an absolute cross-section scale and the fraction of metastable Ca$^{+}$ ions that were present in the parent ion beam was determined to be 18$\pm$4\%. Large-scale R-matrix calculations using the Dirac Coulomb approximation and employing 594 levels in the close-coupling expansion were performed for the Ca$^{+}(3s^23p^64s~^2\textrm{S}_{1/2})$ and Ca$^{+}(3s^2 3p^6 3d~^2\textrm{D}_{3/2,5/2})$ levels. Experimental and theoretical results are reported for single-photon single ionization of the tungsten ion W$^{4+}$. Absolute cross sections have been measured employing the photon-ion merged-beams setup at the Advanced Light Source in Berkeley. Detailed photon-energy scans were performed at 200~meV bandwidth in the 40 -- 105~eV range. Theoretical results have been obtained from a Dirac-Coulomb R-matrix approach employing basis sets of 730 levels for the photoionization of W$^{4+}$. Calculations were carried out for the $4f^{14}5s^2 5p^6 5d^2 \; {^3}{\rm F}_{J}$, $J$=2, ground level and the associated fine-structure levels with $J$=3 and 4 for the W$^{4+}$ ions. In addition, cross sections have been calculated for the metastable levels $4f^{14}5s^2 5p^6 5d^2 \; {^3}{\rm P}_{0,1,2},{^1}{\rm D}_{2},{^1}{\rm G}_{4},{^1}{\rm S}_{0}$. Very satisfying agreement of theory and experiment is found for the photoionization cross section of W$^{4+}$ which is remarkable given the complexity of the electronic structure of tungsten ions in low charge states., Comment: 15 pages, 3 figures, to appear in the Journal of Physics B: Atomic, Molecular and Optical Physics

The photon-ion merged-beams technique for the photoionization of mass/charge selected ionized atoms, molecules and clusters by x-rays from synchrotron radiation sources is introduced. Examples for photoionization of atomic ions are discussed by going from outer-shell ionization of simple few-electron systems to inner-shell ionization of complex many-electron ions. Fundamental ionization mechanisms are elucidated and the importance of the results for applications in astrophysics and plasma physics is pointed out. Finally, the unique capabilities of the photon-ion merged-beams technique for the study of photoabsorption by nanoparticles are demonstrated by the example of endohedral fullerene ions., Comment: 19 pages, 16 figures

We have used a single-particle detector system, based on secondary electron emission, for counting low-energetic (~keV/u) massive products originating from atomic and molecular ion reactions in the electrostatic Cryogenic Storage Ring (CSR). The detector is movable within the cryogenic vacuum chamber of CSR, and was used to measure production rates of a variety of charged and neutral daughter particles. In operation at a temperature of ~6 K, the detector is characterised by a high dynamic range, combining a low dark event rate with good high-rate particle counting capability. On-line measurement of the pulse height distributions proved to be an important monitor of the detector response at low temperature. Statistical pulse-height analysis allows to infer the particle detection efficiency of the detector, which has been found to be close to unity also in cryogenic operation at 6 K., Comment: Accepted to Nuclear Inst. and Methods in Physics Research, A

Our computation effort is primarily concentrated on support of current and future measurements being carried out at various synchrotron radiation facilities around the globe, and photodissociation computations for astrophysical applications. In our work we solve the Schr\"odinger or Dirac equation for the appropriate collision problem using the R-matrix or R-matrix with pseudo-states approach from first principles. The time dependent close-coupling (TDCC) method is also used in our work. The photon-ion merged-beams technique was used at a synchrotron light source for measuring absolute cross sections of double and triple photodetachment of O$^{-}$ ions. The experimental photon energy range of 524-543 eV comprised the threshold for K-shell ionization. Using resolving powers of up to 13,000, the position, strength and width of the below-threshold 1s 2s2 2p6 2S resonance as well as the positions of the 1s 2s2 2p5 3P and 1s 2s2 2p5 1P thresholds for K-shell ionization were determined with high precision. In addition, systematically enlarged multi-configuration Dirac-Fock calculations have been performed for the resonant detachment cross sections. Results from these ab-initio computations agree very well with the measurements for the widths and branching fractions for double and triple detachment, if double shake-up (and -down) of the valence electrons and the rearrangement of the electron density is taken into account. For the absolute cross sections, however, a previously found discrepancy between measurements and theory is confirmed., Comment: 5 pages, 2 figures

Experimental and theoretical results are reported for single-photon single ionization of W$^{2+}$ and W$^{3+}$ tungsten ions. Experiments were performed at the photon-ion merged-beam setup of the Advanced Light Source in Berkeley. Absolute cross sections and detailed energy scans were measured over an energy range from about 20~eV to 90~eV at a bandwidth of 100~meV. Broad peak features with widths typically around 5~eV have been observed with almost no narrow resonances present in the investigated energy range. Theoretical results were obtained from a Dirac-Coulomb $R$-matrix approach. The calculations were carried out for the lowest-energy terms of the investigated tungsten ions with levels ${\rm 5s^2 5p^6 5d^4 \; {^5}D}_{J}$ $J=0,1,2,3,4$ for W$^{2+}$ and ${\rm 5s^2 5p^6 5d^3 \; {^4}F}_{J^{\prime}}$ $J^{\prime}=3/2, 5/2, 7/2, 9/2$ for W$^{3+}$. Assuming a statistically weighted distribution of ions in the initial ground-term levels there is good agreement of theory and experiment for W$^{3+}$ ions. However, for W$^{2+}$ ions at higher energies there is a factor of approximately two difference between experimental and theoretical cross sections., Comment: 16 pages, 6 figures, accepted for publication in J. We report measured rate coefficients for electron-ion recombination for Si10+ forming Si9+ and for Si9+ forming Si8+, respectively. The measurements were performed using the electron-ion merged-beams technique at a heavy-ion storage ring. Electron-ion collision energies ranged from 0 to 50 eV for Si9+ and from 0 to 2000 eV for Si10+, thus, extending previous measurements for Si10+ [Orban et al. 2010, Astrophys. J. 721, 1603] to much higher energies. Experimentally derived rate coefficients for the recombination of Si9+ and Si10+ ions in a plasma are presented along with simple parameterizations. These rate coefficients are useful for the modeling of the charge balance of silicon in photoionized plasmas (Si9+ and Si10+) and in collisionally ionized plasmas (Si10+ only). Experimental and theoretical results are reported for photoionization of Ta-like (W$^{+}$) tungsten ions. Absolute cross sections were measured in the energy range 16 to 245 eV employing the photon-ion merged-beam setup at the Advanced Light Source in Berkeley. Detailed photon-energy scans at 100 meV bandwidth were performed in the 16 to 108 eV range. In addition, the cross section was scanned at 50 meV resolution in regions where fine resonance structures could be observed. Theoretical results were obtained from a Dirac-Coulomb R-matrix approach. Photoionization cross section calculations were performed for singly ionized atomic tungsten ions in their $5s^2 5p^6 5d^4({^5}D)6s \; {^6}{\rm D}_{J}$, $J$=1/2, ground level and the associated excited metastable levels with $J$=3/2, 5/2, 7/2 and 9/2. Since the ion beams used in the experiments must be expected to contain long-lived excited states also from excited configurations, additional cross-section calculations were performed for the second-lowest term, $5d^5 \; ^6{\rm S}_{J}$, $J$=5/2, and for the $^4$F term, $5d^3 6s^2 \; ^4{\rm F}_{J}$, with $J$ = 3/2, 5/2, 7/2 and 9/2. We have measured electron impact ionization (EII) for Fe 7+ from the ionization threshold up to 1200 eV. The measurements were performed using the TSR heavy ion storage ring. The ions were stored long enough prior to measurement to remove most metastables, resulting in a beam of 94% ground state ions. Comparing with the previously recommended atomic data, we find that the Arnaud & Raymond (1992) cross section is up to about 40\% larger than our measurement, with the largest discrepancies below about 400~eV. The cross section of Dere (2007) agrees to within 10%, which is about the magnitude of the experimental uncertainties. The remaining discrepancies between measurement and the most recent theory are likely due to shortcomings in the theoretical treatment of the excitation-autoionization contribution., Comment: Submitted to the Astrophysical Journal

Single ionization of noble gas atoms by linearly polarized synchrotron radiation has been studied by employing angle- and energy-resolved photoelectron spectroscopy. The measurements were carried out in the plane defined by the momentum and polarization vectors of the photon. Parameters describing the left-right asymmetry (LRA) (relative to the photon propagation direction) of the photoelectron angular distribution were determined experimentally for the $s$-shells of He, Ne, Ar, Kr and Xe atoms and H$_2$ molecules and for the $p$-shells of Ne, Ar, Kr and Xe atoms. The values of the left-right asymmetry differ significantly from zero for both subshells. The photon and photoelectron energy dependence of the LRA parameters are presented also. Possible experimental and instrumental sources that could generate asymmetry are discussed and excluded as well.

Triple photoionization of Xe3+, Xe4+ and Xe5+ ions has been studied in the energy range 670-750 eV, including the 3d ionization threshold. The photon-ion merged-beam technique was used at a synchrotron light source to measure the absolute photoionization cross sections. These cross sections exhibit a progressively larger number of sharp resonances as the ion charge state is increased. This clearly visualizes the re-ordering of the $\epsilon$f continuum into a regular series of (bound) Rydberg orbitals as the ionic core becomes more attractive. The energies and strengths of the resonances are extracted from the experimental data and are further analyzed by relativistic atomic-structure calculations., Comment: 10 pages, 4 figures, 1 table, 32 references

We report on experimental and theoretical results for the photoionization of Ag-like xenon ions, Xe$^{7+}$, in the photon energy range 95 to 145~eV. The measurements were carried out at the Advanced Light Source at an energy resolution of $\Delta$E = 65 meV with additional measurements made at $\Delta$E = 28 meV and 39 meV. Small resonance features below the ground-state ionization threshold, at about 106 eV, are due to the presence of metastable Xe$^{7+} (4d^{10} 4f~^2{\rm F}^{\circ}_{5/2,7/2})$ ions in the ion beam. On the basis of the accompanying theoretical calculations using the Dirac Atomic R-matrix Codes (DARC), an admixture of only a few percent of metastable ions in the parent ion beam is inferred, with almost 100\% of the parent ions in the $(4d^{10}5s ~^2{\rm S_{1/2}})$ ground level. The cross-section is dominated by a very strong resonance associated with $4d \rightarrow 5f$ excitation and subsequent autoionization. This prominent feature in the measured spectrum is the $4d^95s5f ~^2{\rm P}^{\circ}$ resonance located at (122.139 $\pm$ 0.01)~eV. An absolute peak cross-section of 1.2 Gigabarns was measured at 38 meV energy resolution. The experimental natural width $\Gamma$ = 76 $\pm$ 3 meV of this resonance compares well with the theoretical estimate of 88 meV obtained from the DARC calculation with 249 target states. Given the complexity of the system, overall satisfactory agreement between theory and experiment is obtained for the photon energy region investigated., Comment: 19 pages, 6 figures, accepted to appear in J. We present new experimentally measured and theoretically calculated rate coefficients for the electron-ion recombination of W$^{18+}$([Kr] $4d^{10}$ $4f^{10}$) forming W$^{17+}$. At low electron-ion collision energies, the merged-beam rate coefficient is dominated by strong, mutually overlapping, recombination resonances. In the temperature range where the fractional abundance of W$^{18+}$ is expected to peak in a fusion plasma, the experimentally derived Maxwellian recombination rate coefficient is 5 to 10 times larger than that which is currently recommended for plasma modeling. The complexity of the atomic structure of the open-$4f$-system under study makes the theoretical calculations extremely demanding. Nevertheless, the results of new Breit-Wigner partitioned dielectronic recombination calculations agree reasonably well with the experimental findings. This also gives confidence in the ability of the theory to generate sufficiently accurate atomic data for the plasma modeling of other complex ions., Comment: 11 pages, 4 figures, 2 tables, 40 references, accepted for publication in Physical Review A
