This paper explores the potential of crowdsourced data for identifying and managing road safety hazards. The study uses the mobile application FixCyprus as an example, which allows citizens to report road defects and infrastructure-related issues. The authors found that the crowdsourced data collected through the app was effective in identifying and addressing road defects. Additionally, the data collected could serve as a cost-effective alternative to traditional methods of monitoring road quality, such as in-field inspections, as well as provide a more comprehensive and up-to-date view of transportation networks., This research was funded by the Public Works Department (PWD) of Cyprus through a research collaboration with the University of Cyprus and the KIOS Research and Innovation Centre of Excellence (KIOS CoE).

Following the EU ITS Directive 2010/40/EU, as well as the Delegated Regulations 885/2013, 886/2013, 962/2015, and 2017/1926, the Public Works Department of Cyprus in collaboration with the KIOS Research and Innovation Centre of Excellence of the University of Cyprus, have developed a complete Geographical Information System referred to as GNOSIS platform, to support the introduction of Intelligent Transport Systems in the island. This paper describes the development cycle of this system, from the requirement collection and system architecture to the delivered platform. In addition, this paper demonstrates how information systems related to critical infrastructures, such as road networks, can be developed using only open-source tools, without compromising the quality of the provided services. Finally, it is noted that the development of the GNOSIS platform is a step towards the achievement of the goals of the EU ITS Directive 2010/40/EU and in full harmony with The European Green Deal in Cyprus., This research was funded by the PWD of the MTCW of Cyprus, under a research collaboration with the University of Cyprus, through the KIOS Research and Innovation Centre of Excellence (KIOS CoE) 2017-2021.

Moving to the era of connected and autonomous vehicles there is an increasing demand for quality of road data in order to meet a high level of safety in vehicles’ movements. Most automotive and technology companies are focused in real time data capturing from vehicles, to adjust their route. However, quality navigation maps with static geographic data regarding the road infrastructure are also needed. Consequently, map providers are working constantly to collect field data to keep their maps up to date. It is a fact though, that the static road network characteristics, such as speed limits and restrictions are changing by road authorities in each country flowing several regulation changes. Therefore, the lack of communication between road authorities and map providers is causing delays in updating the digital of map providers. Sixteen EU member states through a Connecting Europe Facility (CEF) fund are working to develop a platform for seamless data-exchange ensure that any change in the road network is published. This paper introduces the implementation of the TN-ITS platform in Cyprus and demonstrates how it can provide a near-immediate update of the digital maps in end-user devices and the potential benefits for the society.

Following the EU Directive for the EU-wide real-time traffic information services (2015/962) as well as the increasing demand for accurate and high detail maps; map providers and road authorities need to work closely to be able to provide drivers with the most accurate and up-to-date information regarding the road network infrastructure. Drivers access information regarding the road network infrastructure through navigators which contain maps from commercial map providers. However, map providers collect information for the road network after field surveys which take place every few months or years; at the same time, the road network is constantly changing by road authorities following regulation changes. The TN-ITS project aim is to provide the necessary support to create data exchange platforms regarding changes in the road network between road authorities and commercial map providers. This project is expected to close a gap in the information flow between the two parties as well as to increase road safety. This paper describes the implementation of the TN-ITS service in Cyprus, covering the highway and intraurban road network followed by a transferability analysis of the developed platform to assess the possibility of using the same platform to cover a larger area of the road network.
