Abstract

This booklet explores several aspects of the situation of women in the U.S. foreign policy establishment, focusing especially on the general exclusion of women from institutions that make and implement foreign policy and conduct war. Current research studies are examined, as well as reports on interviews conducted with women and men in positions of influence in the U.S. State and Defense departments. The booklet questions the gender stereotypes around which U.S. society has been organized and raises challenging questions for the future. Chapter titles include: (1) "Women and Foreign Policy"; (2) "Gender and the Foreign Policy Institutions"; (3) "Contemporary Women in Foreign Policy"; (4) "Characteristics of Women in Foreign Policy"; and (5) "Conclusions and Prospects." The booklet includes a set of discussion questions for student, classroom, and community discussion group use and an 11-item annotated reading list. (EH)

Abstract

An examination of the data on the status of women in political science in the late 1980s and early 1990s reveals that women receive fewer graduate degrees in political science than in most other disciplines and that women are underrepresented on political science faculties compared to other fields. Women lag behind in terms of promotion to full professorship and head of department as well as in salary level. Another problem is the large percentage of women in part-time and non-tenure-track positions.

Abstract

The four essays in this forum consider the influence of J. David Singer's initial views and analyses dating from the 1960s and 1970s on topics that continue to hold great importance today. Three essays consider the implications of these early works and decisions on the subsequent study of war, as well as their continuing wisdom (or not) in light of subsequent research. The fourth essay examines Singer's policy prescriptions in light of subsequent decisions and choices. In some cases, the ideas continue to have resonance with contemporary conflict research and policy issues, but in other instances there are grounds for reevaluation and the adoption of new research and data collection strategies or policy perspectives.

Abstract

The article presents a paper on interstate, intrastate, extrastate and non-state wars from 1816 to 2004 prepared for the annual meeting of the International Studies Association in Honolulu, Hawaii in March 2005. It aims to incorporate all the wars that have occurred globally. It notes that wars involving interstate members can be studied to see if superior capability deters aggression or whether arms races lead to war. It mentions that there are encouraging indicators of an unprecedented cessation of interstate war among the richest nations.

This paper represents one segment of a project to clarify and expand the classification of armed conflict. The particular focus here is identifying the critical elements that distinguish civil wars from the broader categories of extra-state, inter-state, and intra-state wars (particularly the subcategory of intercommunal wars) as developed within the Correlates of War Project. We suggest that certain coding rules and standards be clarified to enhance the intercoder reliability of the data. We also propose that the civil war list be augmented with a list of pauses in civil wars and a civil war participant dataset containing new variables of interest to researchers.
