Conventional wisdom on climate change policy is straightforward: Reducing greenhouse gas emissions will avoid the increased frequency andmagnitude of climate impacts on environment and society that might occur if emissions are not controlled. The proponents of conventional wisdom widely consider energy policy to be the main policy tool available to decision makers to intentionally modulate future climate impacts. In this paper we challenge the notion that policy makers should intentionally use energy policy to modulate future climate impacts. The paper argues that policy makers may well make large changes in energy policy (and future emissions) without significantly affecting future climate impacts. In other words, even if a theoretical case couldbe made that energy policy could be used intentionally to modulate future climate, other factors will play a larger role in creating future impacts and are arguably more amenable to policy change. To illustrate this conclusion, the paper presents a sensitivity analysis underthe assumptions of the Intergovernmental Panel on Climate Change forthe case of tropical cyclones. One implication of the paper's conclusions is that policy responses to extreme weather events should be decoupled from considerations of energy policy. This decoupling is not intended to diminish either the importance of responding to climate change or of energy policy. Rather, it is to emphasise that there are many responses under the rubric of 'adaptation' that could play a much role in reducing societal vulnerability to losses. One of the implications of this change is that scientific uncertainty need not stand in the way of effective 'action' because the measures proposed make sense under any future climate scenario. Progress toward a more sustainable society is usually described in a "knowledge-first" framework, where science characterizes a problem in terms of its causes and mechanisms as a basis for subsequent action. Here we present a different approach-A Sustainability Solutions Agenda (SSA)-which seeks from the outset to identify the possible pathways to solutions. SSA focuses on uncovering paths to sustainability by improving current technological practice, and applying existing knowledge to identify and evaluate technological alternatives. SSA allows people and organizations to transition toward greater sustainability without sacrificing essential technological functions, and therefore does not threaten the interests that depend on those functions. Whereas knowledge-first approaches view scientific information as sufficient to convince people to take the right actions, even if those actions are perceived as against their immediate interests, SSA allows values to evolve toward greater attention to sustainability as a result of the positive experience of solving a problem.

Public policies to mitigate the impacts of extreme events such as hurricanes or terrorist attacks will differ depending on whether they focus on reducing risk or reducing vulnerability. Here we present and defend six assertions aimed at exploring the benefits of vulnerability-based policies. (1) Risk-based approaches to covering the costs of extreme events do not depend for their success on reduction of vulnerability. (2) Risk-based approaches to preparing for extreme events are focused on acquiring accurate probabilistic information about the events themselves. (3) Understanding and reducing vulnerability does not demand accurate predictions of the incidence of extreme events. (4) Extreme events are created by context. (5) It is politically difficult to justify vulnerability reduction on economic grounds. (6) Vulnerability reduction is a human rights issue; risk reduction is not.
