A novel dual-polarized antenna array designed for a spatial division multiple access (SDMA) system working in the 1850-1990-MHz band is designed and built. The antenna is designed to have similar element patterns, and measurements of S-parameters and radiation patterns are presented. The array signal processing performance of the array using all elements and with no compensation for mutual coupling or differences in element patterns is studied through direction-of-arrival (DOA) estimation using total least squares estimation of signal parameters via rotational invariance techniques (TLS-ESPRIT). The results show that the accuracy of the DOA estimates is quite acceptable for wireless communication applications., QC 20180119

Reference CECW-PA memorandum, dated 7 March 1991, subject: Policy Guidance Letter No. 24, Restoration of Fish and Wildlife Habitat Resources. 2. Policy Guidance Letter No. 24 (PGL 24) is hereby rescinded. The original intent of PGL 24 was to provide guidance for accomplishing fish and wildlife habitat restoration associated with civil works projects. That guidance was modified by EC 1105-2-210, Ecosystem Restoration in the Civil Works Program, dated 1 June 1995, and incorporated into Chapter 4, Section VIII of the Planning Guidance Notebook, ER 1105-2-100. ER 1105-2-100, Chapter 4, is available on the Planning Homepage; it effectively supersedes PGL 24 for ecosystem restoration projects, including fish and wildlife habitat restoration. Purpose: This PGL provides guidance on implementation of Section 207 of the Water Resources Development Act of 1996 (WRDA 96). 2. Background: a. Section 207 Provisions. Section 207 of the WRDA 96 modifies Section 204 of the Water Resources Development Act of 1992 (WRDA 92) to add a subsection (e) as follows: (e) SELECTION OF DREDGED MATERIAL DISPOSAL METHOD. - In developing and carrying out a project for navigation involving the disposal of dredged material, the Secretary may select, with the consent of the non-Federal interest, a disposal method that is not the least-cost option if the Secretary determines that the incremental costs of such disposal method are reasonable in relation to the environmental benefits, including the benefits to the aquatic environment to be derived from the creation of wetlands and control of shoreline erosion. The Federal share of such incremental costs shall be determined in accordance with subsection (c). b. Subsection (c) of WRDA 92. This subsection provides that non-Federal interests must

References. a. Federal Guidance for the Establishment, Use and Operation of Mitigation Banks; Federal Register, Volume 60, No. 228, November 28, 1995. b. ER 1105-2-100, Planning Guidance. 2. Purpose. This PGL provides implementation guidance on the use of mitigation banks in U. S. Army Corps of Engineers Civil Works projects. In the context of Federal activities and in accordance with reference 1.a., mitigation banking means the restoration, creation, enhancement and, in exceptional circumstances, preservation of wetlands and/or other aquatic resources expressly for the purpose of providing compensatory mitigation in advance of authorized impact to similar resources. “Authorized impacts” refers to impacts resulting from federally regulated activities or impacts resulting from Federal projects or programs. To date, there is no established Federal policy on the establishment, use and operation of mitigation banks to compensate for impacts on upland resources. Therefore, mitigation banks will not be used to compensate for upland impacts of Corps Civil Works projects. 3. Policy. a. General. As defined in reference 1.a., the objective of a mitigation bank is to provide for the replacement of the chemical, physical and biological functions of wetlands and other aquatic resources which are lost as a result of authorized impacts. Conceptually, there is no net gain in ecological value as a result of the creation and operation of a mitigation bank. Therefore, the Corps permanent ecosystem restoration authorities under Section 1135 of the Water Resources Development Act of 1986 (WRDA 86) , as amended; Section 1103 of WRDA 86; Section 204 of the Water Resources Development Act of 1992, as amended; and Section 206 of WRDA 96 will not be used for the creation of mitigation banks.
