In the context of sharing knowledge, “stories” have long played an important role, especially in the field of cultural heritage, where available collections can tell endless stories to their audiences. Nowadays, an enormous amount of information is accessible to everyone and in every moment. It is therefore necessary to optimize the use of tools made available by technological innovation and to set up systems for the transmission of knowledge that can get people closer to the world of culture, too often seen as antiquated and specialized, and that can provide additional value to any artistic and cultural initiative. With the advent of the Semantic Web, large amounts of structured and interconnected data related to various and different kinds of resources in scientific domains have become freely available. Cultural heritage institutions also produce great quantities of data, generating links and therefore enabling connections in a linked open data context. Linked Open Data are the sources from which data scientists can extract the relevant knowledge to engine stories and create visual representation of copious amounts of information to be presented to the public. However, this process should involve both CH/SSH specialists and data analysts. In fact, data without context can’t tell any story and result neither understandable nor interesting; both the theoretical knowledge of the resources and the mathematical introspection are required to create a successful and truthful story. The RESTORE (smart access for digital heritage and memory) project will be presented in this contribution to demonstrate the approach used to manage data from multiple contexts for application in an integrated environment.The aim of the project is to develop good praxis and contents for the innovative use of historical documentation in a multidisciplinary environment, promoting understanding and encouraging its re-use by researchers, operators active on cultural and creative industries and citizens (citizen science). The data management methods implemented by the project make it possible to enable collections of data to describe a story, only through these processes it is possible to tell stories that otherwise would not be told. The project consortium, coordinated by the Istituto Opera del Vocabolario Italiano of the Italian CNR (National Research Council of Italy), includes national Cultural Heritage institutes, such as the State Archives and the Museum of Palazzo Pretorio in Prato and the Archival and Bibliographic Superintendency of Tuscany, and the SPACE SpA software company. The project - co-financed by the Regione Toscana - has its main purpose in the recovery, integration and accessibility of data and digital objects collected by partner, in order to build a knowledge base made of information regarding the history of the city and of its civic institutions, the development of its economic and entrepreneurial system, the role of women in the development of a welfare state and network. Starting a local history approach, it is nonetheless possible to broaden the focus from the local dimension to reconstruct a significant part of the history of European and Mediterranean cities of the 14th century, including commercial and economical aspects.

Making data FAIR requires agreeing on common standards and procedures for datamanagement. At this point, the social sciences and humanities (SSH) research communities lack concerted strategies in terms of data types, metadata standards and data formats. Each community has its own established traditions. This diversity causes interoperabilityissues between the communities. Thus, suggesting and providing conversion solutions for recommended metadata standards and data formats used in the SSH is key to facilitate FAIRness of data, and particularly, interoperability between research communities. What is SSH Conversion Hub? The SSH Conversion Hub is a registry that enables researchers to convert metadata anddata from one format to another. The Hub contains information about available conversionservices and guidance for conversion workflows. It has both a human-readable user interfaceand an Application Programming Interface (API) for machines. The platform enables usersto find appropriate conversion solutions, use them, refer to them, and make informeddecisions about the usability of converted data. Key features The main goal of the Conversion Hub is providing a registry of (meta)data conversion services and encompassing links to recommendations for increased interoperability. The ConversionHub is based on a data model developed by the SSHOC Task 3.5 team, and the Hub is builtupon version 9 of CMS Drupal. Key features were implemented mainly based on eitherfunctions available in Drupal core or by integrating modules from the Drupal ecosystem. Benefits Enhanced findability of existing conversion solutions helps researchers to locate and access existing SSH metadata and data conversion solutions. Versatile search options and use of vocabularies make searching solutions quick andeffective. The Conversion Hub provides curated information. The data model has been aligned with the SSH Open Marketplace to allow easy integrationand interoperability.

This document reports on the status of the certification support provided to select SSHOC repositories based on the SSHOC D8.2 Certification plan for SSHOC repositories. The plan set out three main modes of support: Raising awareness of the relevance of certification of repositories and the role of the CoreTrustSeal in this via existing communication channels. Workshops and webinars on repository certification. Review of self-assessments based on the requirements of the CoreTrustSeal. The status of these as well as the certification status of 49 repositories selected as candidates for certification support, and the support progress of 14 repositories are outlined in this document.

SSHOC Task 3.6 (Making Data Re-usable and Actionable) focuses on two services originally from the CLARIN infrastructure domain, which in discussion and collaboration with the SSHOC communities are generalised and adapted to serve the broader Humanities and Social Sciences. Specifically with the purpose of facilitating better sharing and re-use of data and services in innovative ways. Those services are the SSH Switchboard also known as the CLARIN Language Resource Switchboard and the SSH Virtual Collection Registry also known as the CLARIN Virtual Collection Registry (VCR). In this deliverable the task team reports on: the process of consultation with the communities targeted at finding use cases for the tools for enlarging their scope and applicability e.g. processing new datatypes and offering more appropriate data processing, the resulting implementation actions and future implementation planning, repercussions of the implementation plans with regard to governance and sustainability for these services, and the accompanying activities of documentation and engagement with end-users. The report references other documents and milestones (for a detailed list consult the introduction) and links to related activities, not directly related with the Switchboard and Virtual Collection Registry. In this sense this task pursued the strategic objective to better connect and raise visibility of SSH resources and services, implied in the work package title ���Lifting Technologies and Services into the SSH Cloud���., Waiting EC approval

The SSHOC project task 3.5 has worked with metadata and data format interoperability issues and built an interoperability hub consisting of a portal (called Conversion Hub) and selected metadata conversion solutions that the task team is currently developing. The work is based on earlier work of task 3.5 that delivered Deliverable 3.1 Report on SSHOC (meta)data interoperability problems, which provided an inventory of metadata and data formats used by the SSHOC communities, and recommendations for metadata standards and data file formats. The Conversion Hub is based on a data model developed by task 3.5 team, and the Hub is built upon version 9 of CMS Drupal. Core functions for users looking for conversion solutions between research (meta)data formats include versatile search options and facet search, as well as autocompletion of search terms. The Conversion Hub also supports controlled vocabularies and includes good editorial facilities to curate and extend the information and provides an API for making the list of Conversion Solutions available in a machine-readable format. The work on Conversion Hub will have to continue after SSHOC. The opportunities to maintain and develop the Conversion Hub after the project would be greater, and costs lower, if it were part of a wider solution or a pool of interconnected services. It should be possible to find synergy by creating, for example, common curation, technical or governance teams across various SSH services. Generally speaking, there is an abundance of mappings between meta(data) formats, many in spreadsheet tables, but not very many ready-to-use conversion services. The shortage of available conversion services and solutions results at least partly from the lack of collaboration between communities and lack of earlier SSH cross-community projects. Projects like SSHOC are needed for pulling the different SSH communities out of their silos.

Background information Description and analysis of the General Data Protection Regulation (GDPR) impact in relation to research in general and for selected countries is necessary in defining relevant documents and procedures. Further, there is a need to compare national implementation to identify if and how national variations reinforce existing legal barriers and restrictive practices or support open access and reusability of research data within the context of European Open Science Cloud (EOSC). The GDPR encourages the use of approved codes of conduct as a tool to ensure correct legal application and demonstrate compliance with the GDPR. This gives the scientific community a new opportunity to create a formal common framework to demonstrate compliance and facilitate harmonization of data-sharing rules and practices e.g., in relation to research. Objective The Task 5.3 of the SSHOC project investigates the impact of the GDPR and its implications for crossborder research in Europe. The legal and ethical issues related to open access will be addressed, along with reusability of research data, and legal implementation of the FAIR principles. The purpose of the workshop held within this task was to share experiences about code of conducts, and to address the possible need for creation of code of conducts in the research sector. The overall aim was to initiate the work on a SSH GDPR Code of Conduct to be handed over to and finalised in Task 8.3 of the SSHOC project, which handles Legal and Ethical Issues. Methodology The partners of Task 5.3 (CESSDA/NSD, DARIAH, CESSDA/DNA, and CNR) carried out a digital, three hours Stakeholder Workshop about a Social Science and Humanities Code of Conduct on the 17 March 2021. The workshop was organized as a combination of presentations by speakers followed by questions or comments. The last part of the workshop consisted of a thorough discussions of six prepared questions with 35 participants from the research sector. The discussions in the breakout rooms were moderated by task members. Main outcome First, two members of Task 5.3 presented “Results from the Report on the impact of the GDPR and its implications for EOSC” and “Anatomy of a Code of Conduct and Implications for GDPR” respectively. Secondly, Michaela Theresia Mayrhofer from BBMRI ERIC held a presentation about the creation of a Code of Conduct for health research. The presentations were followed by a Q&A session. The most important outcome from the breakout rooms were the discussions about the use of consent as legal basis for processing personal data in research. It was addressed that the creation of information/consent form can be difficult and that the term voluntary can be questioned. It was also questioned if a legitimate interest could be a suitable legal ground in some cases, compared to public interest, and that appropriate D5.19 - v1.3 4 legal ground should be decided based on the context and planned research. It was also addressed that providing information to participants and facilitate their rights set in GDPR might be the most important action points, regardless of which legal ground is being used. Further, it was a common understanding that national regulation regarding safeguards in accordance with Art. 89 (1), might be handled differently. It was considered as beneficial to have clear guidelines regarding which safeguards to perform when processing personal data in research. It was highlighted, that challenges regarding reuse and sharing of personal data can often be a result of former information provided to participants, and that many problems could be removed if researchers in the future gathered broad consents. Thus, the workshop included interesting presentations and discussions and will inspire the further work of initiating a SSH Code of Conduct for the project team. Major conclusions The presentations and the following discussions showed that creation of a code of conduct is a complex task. The importance of a structured work when creating a code of conduct, but also the will from the relevant sector when taking the initiative to creating one was emphasized. Thus, it was especially valuable that some of the workshop participants expressed their will to be included in the initiative of creating a SSH code of conduct. The crossing field and implications of ethics and privacy turned out to be especially relevant when processing personal data in research. Also, the need for mapping possible appropriate safeguards when processing personal data and addressing how to better facilitate reuse and sharing of personal data in the research environment was highlighted.

Background: The General Data Protection Regulation (EU) 2016/679 (hereinafter referred to as GDPR or the Regulation) 1 has given European countries a unique opportunity to harmonize their legal framework, and to improve the conditions for research and cross-border data flow. Although one of the rationales behind the GDPR was to harmonize the legal framework for data processing to improve conditions for research and cross-border data flow. This represents both risks and opportunities. Main aim: Deliverable “5.7 Report on the impact of the GDPR and its implications for EOSC” of the Horizon 2020 project “Social Sciences & Humanities Open Cloud” (hereinafter referred to as “SSHOC”, GA Number 823785) examines the impact of the GDPR and possible implications for EOSC. The main aim of this deliverable is to describe and compare national implementation of the GDPR in a few randomly selected countries. Methodology: The national implementation of the GDPR with focus on research in Norway, Denmark, Sweden, Finland, Germany, and Italy is described and compared. The first four countries were chosen as their national privacy legislation has been a subject to review in a previous not published report. Germany and Italy, on the other hand, were chosen as they had relevant national legislation available in understandable language. The deliverable also addresses the case of UK and the GDPR, with focus on how “Brexit” can affect cross border data flow between EU/EEA countries and the UK. The articles in the GDPR with the highest relevance for research conditions were included, interpretations and solutions of the GDPR were investigated, and 14 researchers were interviewed regarding their experience with the GDPR and how the GDPR has affected the research environment. Main outcome: Some of the selected countries have implemented provisions in their national legislation that are beneficial for research, whilst some have not focused on research as a task in the public interest. Furthermore, there seems to be different interpretations from judicial experts on how the law should be interpreted in some countries, as well as different national supplementary provisions, making harmonization more challenging.

This deliverable is the second annual report for the SSHOC project. It states the progress and status of work in the second year of the SSHOC project (M12-M24). The report starts with a general plan for the SSHOC project in Year 2 (2020), and lists the main objectives set up to be achieved. The next section is the main part of this deliverable and focuses on the activities implemented in each Work Package, and describes the progress done in 2020. The section also contains a reference to the deviations from the DoA that happened in this period, and risk assessment status. The final chapter contains the summary on the delivery of project outputs (namely deliverables), achievement of project milestones, and the use of resources. This document reports on the SSHOC project Milestone 14 inventory process and results. Earlier work of task 3.5 delivered D3.1 Report on SSHOC (meta)data interoperability problems, which provided an inventory of metadata and data formats used by the SSHOC communities, recommendations for metadata standards and data file formats, and priorities for providing conversion services. MS14 report provides an inventory of existing metadata and data format conversion solutions, technology and practices relevant to the social sciences and humanities per D3.1. These conversion solutions will provide the content for the SSHOC Interoperability Hub and are a starting point for better interoperability. Limitation of scope to (meta)data conversionsis explained in D3.1. When investigating (meta)data conversion solutions, the team has identified two groups of solutions: A ready to use web-service that is provided by a research infrastructure, research center or organisation, or a commercial company; Complex solutions that can entail the use of several services and manual steps. In the remainder of this report, this type of solutions are referred to as conversion recipes that need to be well-documented. The sources used in the inventory process were D3.1, re-analysis of the expert interviews conducted in spring 2019, desk research to collect information about existing solutions, and different available SSH service registries and other information sources, e.g. TAPoR, CLAPOP, CLARIN VLO, PARTHENOS SSK, and DDI Tools.

The SSHOC Reference Ontology (SSHOCro) proposes an ontological model and RDF Schema to be used as a top-level ontology for organizing knowledge and information found distributed across various primary sources of information in the Social Sciences and Humanities Open Cloud (SSHOC). It aims at providing a semantic interoperability framework for the description of the SSHOC data life cycle. SSHOCro will have the function of providing a conceptual model that can be used in order to (re)describe, at a generic level, the real-world life-cycle of creating, using and finding data –amongst other actions –as it actually takes place in the various domains of social sciences and humanities. The practical use of such a conceptual model to the research community is twofold. It can be applied as a standard to devise and implement metadata capture schemes for tracking the data life-cycle in individual projects/institutions/disciplines. Furthermore, encoded in a semantic data format (e.g. RDF), it can be of use for mapping, transforming and integrating existing data across projects/institutions/disciplines into interoperable pools of information for re- use and further exploitation. Information integration and harmonization is to be tested by mapping selected metadata from (at least) two indicative SSH metadata standards to the common SSHOCro schema. In what follows, there will be explicit reference to the process of selecting said metadata standards & samples to be mapped to SSHOCro.

This report is the first deliverable of Task 8.2 “Trust & Quality Assurance” within WP8 of the SSHOC project. The distributed character of data infrastructures within the SSHOC communities requires developing an agreed approach to assessing the trustworthiness and quality of data repositories. This deliverable provides an overview of Trusted Digital Repository (TDR) standards offering a certification framework for communities represented in the SSHOC project (CESSDA, CLARIN, DARIAH, E-RIHS). Moreover, the deliverable lays the ground for the SSHOC trust work that is needed in order to facilitate the adoption of TDR standards and the FAIR principles in SSH data repositories across the board. In this report, ‘trust’ refers to the landscape of issues, standards and processes related to trustworthy digital repositories. Trust between all parties in the quality of data and services is critical for research infrastructure in terms of people, processes and technologies. The level of trustworthiness can be assessed through evaluation against agreed requirements. The SSHOC project unites 20 partner organisations and a further 25 linked third parties. When this report refers to the SSHOC repositories, it means the research data repositories within CESSDA ERIC, CLARIN ERIC, DARIAH ERIC and E-RIHS communities regardless of their participation in the SSHOC project. It is also important to note that in the context of this report, the term ‘quality’ refers to the technical quality of the repositories i.e. their compliance with the Trusted Digital Repository standards, not to the scientific quality of their digital assets. In line with the aims of Task 8.2, the report specifies modes of support in building trust and helping repositories reach TDR certification. The report charts the current trust landscape within the SSHOC communities and selects the repositories that will be the main focus of the support activities provided by Task 8.2 at later stages in the project. In addition, the report outlines a certification plan for these repositories. All repositories within the SSHOC communities are potential recipients of support from Task 8.2, but the efforts must be aligned with realistic expectations of progress during the project timeframe. CoreTrustSeal is selected as the standard TDR certification reference within the task. Due to the diversity of repositories within the SSHOC communities, a flexible yet sustainable approach to trust is needed that is adaptable to a wide variety of data infrastructures. The CoreTrustSeal provides a demonstrable approach to internal and external review, providing a means to determine the strengths and weaknesses of data stewards and a basis for comparison between them. However, certain types of organisations for which the CoreTrustSeal requirements are not applicable are also identified. Task 8.2 helps identify these cases and thus develop the CoreTrustSeal framework to better support a variety of repositories. Further work for Task 8.2 includes the provision of recommendations for sustainably maintaining trust across the SSH ERICs beyond the lifetime of the SSHOC project. This document is relevant to the SSH ERICs and to repositories across the SSHOC communities. In recent years there has been rapid growth both in the development of digital methods and tools and in their application across a wide range of disciplines within humanities and cultural heritage studies. The future development of this landscape depends on a complex and dynamic ecosystem of interactions between a range of factors: changing scholarly priorities, questions and methods; technologicaladvances and new tool development; and the broader social, cultural and economic contexts within which both scholars and infrastructures are situated. This foresight study investigates how digital research methods, technologies and infrastructures in digital humanities and cultural heritage may develop over the next 5-10 years, and provides some recommendations for future interventions to optimize this development. The SSHOC project aims to build a Social Sciences and Humanities Open Cloud (SSHOC) as part of the European Open Science Cloud (EOSC) by implementing a cloud-based infrastructure. The goal is to provide a recognisable and accessible environment for data, tools, services and trainings, and to maximise data reuse through Open Science and FAIR principles. In line with these goals, this report provides an inventory of data formats and metadata standards that are currently used and relevant for the research infrastructures currently managed by the SSHOC main stakeholders, recommendations of specific formats and standards for increasing interoperability, and prioritisations for providing conversion services and planning solutions. In the context of this deliverable, selected experts from the SSHOC stakeholder's infrastructures were interviewed about research data and metadata use in their respective infrastructures. Special attention was paid to interoperability aspects. The interviews and the desk research indicated both the diversity of the SSHOC communities and the diversity of metadata standards used and needed. Therefore, this deliverable recommends a variety of metadata standards and data formats. The recommended metadata standards include domain specific metadata standards for each domain but also Dublin Core and relaxed DataCite for all domains. The diversity of SSHOC communities is also shown in their data: there is a large selection of different media types and an enormous selection of data formats. The recommended data formats include a small selection of data formats for some general media types e.g. images, text annotations. The format for controlled vocabularies was also examined and SKOS was selected as the recommended format. It is worth noting that hardly any recommendation can fulfill all the use cases, so other metadata standards, data formats and formats for controlled vocabularies may still be used when necessary. The priorities for providing conversion services and planning solutions were decided based on the interviews and on the needs from other SSHOC tasks. The challenges and solutions are analysed for each SSHOC community and both the priority and the needed actions are specified. We expect the prioritisation to change in the course of the project with the appearance of new requirements. Beyond WP3, this document is relevant to WP4, WP5, WP7 and WP9. Ongoing discussion between the work packages and tasks is needed. The report reflects the second stage of the definition of the Standardisation Survival Kit (SSK). On the basis of the various user scenarios presented in Deliverable 4.1, where each stage of the research process has been annotated according to the actual standards that are actually needed in order to fulfil the research task, we present here a systematic review of the activities that have to be carried out to provide support to researchers in using, but also contributing to, these standards. A comprehensive set ofPARTHENOS Guidelines to FAIRify data management and make data reusableis focusing on the topic of common policies. This compact guide offers twenty guidelines to align the efforts of data producers, data archivists and data users in humanities and social sciences to make research data as reusable as possible based upon the FAIR Principles. Each guideline has recommendations for both researchers and archives as it is recognised that different priorities may apply to each case. The guidelines result from the work of over fifty PARTHENOS project members. They were responsible for investigating commonalities in the implementation of policies and strategies for research data management and used results from desk research, questionnaires and interviews with selected experts to gather around one hundred current data management policies (including guides for preferred formats, data review policies and best practices, both formal as well as tacit).
