Here an introduction and theoretical references are presented, which allow configuring the objectives of how power and domination generate socioeconomic conditions that lead civil society to organize and present various forms of resistance, to subsequently fall into a situation in the face of sociopolitical decomposition. of reinvolution, the methodology of comparative analysis in the Latin American region allows locating the cycles of the new transition of the decolonization situation before the renocolonial process, of the so-called neoliberal period, the Mexican case will allow specify some of the results at the national level., Reneocolonialismo e ReinvoluçãoReneocolonialismo e Reinvolução, Aquí se presenta una introducción y referentes teóricos, que permiten configurar los objetivos de como el poder y la dominación generan condiciones socioeconómicas que llevan a que la sociedad civil se organice y presente diversas formas de resistencia, para posteriormente ante la descomposición sociopolítica se cae en una situación de reinvolución, la metodología de análisis comparativo en la región Latinoamericana permite ubicar los ciclos de la nueva transición de la coyuntura de decolonización ante el proceso reneocolonial, del periodo llamado neoliberal, el caso mexicano va a permitir precisar algunos de los resultados a nivel nacional.

4. Introducción. Racismo, democracia y ciudadanía

- Abstract
This is an introduction to the Dossier "Racism, democracy and citizenship". We wanted to illustrate the extent of racism in Latin America. This diffusion of the phenomenon is fixed in observable and very specific facts. That has been our first step, given that there is a tendency to deny racism, which tries to remove this phenomenon from any cultural or social discussion in our countries. Next, we have logically and historically shown the correlation of anti-racist movements with democratic transformations and citizen mobilizations. In the specific case of Latin America in the present, we have pointed out that this coupling comes from the 80s of the last century. In some national contexts, it has advanced rapidly and profoundly depending on the autonomy of the organizations of racialized subjects. Finally, we show the evidence of inequality in the case of indigenous peoples. This inequality begins with the disadvantages of these peoples to make use of natural elements to which access has been denied. This makes very evident the need for democracy in indigenous affairs and the insufficiency of the denial of racism., Esta es una introducción al Dossier “Racismo, democracia y ciudadanía”. Hemos querido ilustrar la extensión que tiene el racismo en América Latina. Esa difusión del fenómeno se fija en hechos observables y muy específicos. Ese ha sido nuestro primer paso, dado que existe una tendencia de negación del racismo, que trata de sustraer ese fenómeno de cualquier discusión cultural o social en nuestros países. A continuación, nosotros hemos mostrado de manera lógica e histórica la correlación de los movimientos antirracistas con las transformaciones democráticas y las movilizaciones ciudadanas. En el caso específico de América Latina en el presente, hemos señalado que ese acople proviene desde la década del 80s del siglo pasado. En algunos contextos nacionales ha avanzado de una manera rápida y profunda en dependencia de la autonomía de las organizaciones de los sujetos racializados. Finalmente mostramos las evidencias de la desigualdad en el caso de los pueblos indígenas. Esa desigualdad empieza en las desventajas de esos pueblos para hacer uso de elementos naturales a los que se les ha negado el acceso. Eso hace muy evidente la necesidad de democracia en los asuntos indígenas y la insuficiencia de la negación del racismo.

5. Construcción de la ciudadania y educación en México

- Abstract
The predominance of the neoliberal economic model brought with it the irruption of the values of the world of business, competition and violence to the educational field. The Mexican evaluation system is implemented and operates linked to the decisions to allocate additional resources to the institutions based on their results. By letting the resources depend on the approval rating by the national and international institutions, the State disregards its role as provider of these rights. Some studies have investigated the relationship between some measures of schooling and / or educational inequality and the degree of income inequality. Educational inequality, in general, manifests itself as a low educational average, educational lag and lack of access to the different educational levels, which manifests as “rejected” to the institution that is chosen. Education in Mexico is a right enshrined in the Constitution and it is the responsibility of the State to enforce it; However, until now it has not been possible to guarantee the access and quality of such education to all children and youth in the country. Keywords: citizenship, educational reform, neoliberalism, inequality., El predominio del modelo económico neoliberal trajo consigo la irrupción de los valores del mundo de la empresa, la competencia y la violencia al ámbito educativo. El sistema de evaluación mexicano se implanta y opera ligado a las decisiones de asignación de recursos adicionales a las instituciones en atención a sus resultados. Al dejar que los recursos dependan de la calificación aprobatoria por parte de las instituciones nacionales e internacionales, el Estado se desentiende de su papel de proveedor de estos derechos. Algunos estudios han investigado la relación entre algunas medidas de escolaridad y/o desigualdad educativa y el grado de desigualdad de ingresos. La desigualdad educativa, en general se manifiesta como escaso promedio educativo, rezago educativo y falta de acceso a los distintos niveles educativos, que se manifiesta como “rechazados” a la institución que se elige. La educación en México es un derecho consagrado en la Constitución y es responsabilidad del Estado hacer que ello se cumpla; sin embargo, hasta hoy no ha sido posible garantizar el acceso y la calidad de dicha educación a todos los niños y jóvenes del país.

The article analyzes violence in Guerrero, Mexico, and its socioeconomic, political, and emotional consequences on the population. It highlights Guerrero's marginalization in the country's political and economic decisions, as well as the power struggle for economic and political control by the ruling elites. It mentions the increase in state violence, the closure of businesses and schools, land abandonment, and forced displacement of people. It also points out the social and regional inequality in the state's economic development, as well as the concentration of wealth in the hands of a few businessmen. Violence in Mexico is related to social inequality, wealth concentration, corruption, and discrimination. 11. América Latina: gobernanza y el recurso vital.

- Abstract
At present the world socioeconomic system is at a great crossroads, the New World Order is in the decisive offensive to achieve its objectives and it is not known if it will succeed. The military industrial complex, negative accumulation of capital based on the destructive sectors, and the productive only as their sustenance, which implemented the empire, is no longer the key to the extermination of the population, which is the product of a change in strategy generated by the end of the cold war. Here the issue of governance based on current indicators of a Latin American sub-region: Ecuador, Bolivia and Venezuela and the challenges that the other subregion faces Brazil, Argentina, Mexico, Chile, Peru and Paraguay, while the Caribbean is going behind. And in the last part we can see the new vital juncture, water stress in Latin America and its inequalities, despite being a continent with sufficient but predatory water resources.
