Abstract

This article considers the factors which led to the creation of the Appeals Board and the manner of its operation. The Appeals Board can be examined in the perspective of the substantial changes which have taken place in the Irish trade union movement. The authors of the Constitution of the Irish Trade Union Congress were clearly not only exercised by the desire to obtain a merely formal unity. Among the functions of the new Congress were declared to be those of encouraging the effective organization of workers in appropriate unions, the reconciliation of the views and relationships of unions organizing similar classes of workers and, by the encouragement of amalgamation and the reduction in the number of such unions.

Unemployment - public spending and public services - emigration.This paper considers how the political disturbances in Northern Ireland affected economic performance in the period 1968-75. The conclusions it reaches are that the unemployment situation had not worsened as might have been expected because of the influence of increased public spending and higher emigration. The most important factor has been an increase in employment in the public services which seems to have been an unintended consequence of the rise in government spending. But, due to cuts in public expenditure, this cannot continue and the future outlook for employment is bleak.

Read before the Society, 20 May 1975, In 1971 the Northern Ireland government set up a Review Body. The Report of the Review Body was published in April 1974. This paper contains a discussion of the circumstances leading to the publication of the Report and an analysis of the Review Body's proposals for reform; a brief survey of the industrial relations system in Northern Ireland is first presented.
